It’s typically read as political theory, but it’s actually more usefully read as a description of how to shift a population from passive discontent to active revolution — without the population understanding where it’s ultimately being taken.

And this knowledge is highly relevant in today’s charged environment.

By the turn of the twentieth century, strikes were common, and discontent was widespread in Russia2. Lenin argued that none of this was sufficient on its own, because workers could only develop ‘trade union consciousness’3. They could sense that things were bad and organise around grievances at the local level, but they did not ultimately grasp why things were bad, nor determine what to do about it.

Lenin didn’t claim the workers were stupid. Rather, he observed that ‘correct’ analysis doesn’t emerge naturally — it has to be introduced by people who have already arrived at the ‘correct’ framework: the vanguard.

The vanguard’s job is to interpret grievance through the ‘correct’ lens and guide the population toward the preferred conclusion. To Lenin, revolutionary consciousness ‘could only be brought to them from without’; the workers provide the energy; the vanguard provides the direction.

But if the vanguard should guide the masses toward ‘correct’ consciousness, it would logically also have to protect them from the ‘incorrect’ sort — because these would lead elsewhere but the ‘correct’ destination. To this end, Lenin identified a type of opposition leader whom he called ‘economists’, who channel people into non-revolutionary directions through ‘incorrect’ prescriptions.

The economists are worse than outright enemies, because they occupy the space where revolutionary consciousness should develop; they hoover up the discontented, and thus prevent actual transformation.

Combating these economists is therefore a primary operational task4. Lenin argues that ‘the most urgent task’ is not to organise the workers, but to ‘combat spontaneity’: to prevent movements from becoming non-revolutionary. The ‘economists’ must be identified, discredited, and replaced by people who carry the ‘correct’ analysis.

This requires a specific organisational structure. Lenin advocates a centralised party of professional revolutionaries rather than a broad, democratic mass movement. The party doesn’t represent the workers — it leads them, because it possesses the consciousness that the workers cannot develop on their own. The party knows where the movement must go; the workers supply the force to get there.

Lenin also addresses the fact that the final destination — the dictatorship of the proletariat — would alarm the very people the movement seeks to recruit. You don’t tell the workers in stage one what stage five requires. At stage one, you validate their grievance. At stage two, you provide the analytical lens. At stage three, you identify the enemy. At stage four, you prescribe resistance. Stage five arrives when the organisational infrastructure is already in place and the population has been walked to the threshold — one careful step at a time.

Each step appears reasonable in isolation; the destination is only visible from above.

David A. Hughes is a senior lecturer at Lincoln University5 with degrees in German Studies and International Relations — not economics, engineering, or systems architecture. Since 2020, he’s published on what he describes as a global class war — the central thesis of Marxism6 — waged by a transnational ruling class through technocracy, psychological operations, and what he terms ‘Omniwar’7.

The first of his two-volume ‘Covid-19’, Psychological Operations, and the War for Technocracy8 was published in 2024. He runs an active Substack, organises recurring symposia through the Study Group on Technology and Power9, and has developed an explanatory framework — ‘three camps of awareness’.

The alignment between Hughes’s camps and Lenin’s 1902 specification is major.

Lenin divides the population into those with no consciousness (the masses), those with incorrect consciousness (the economists), and those with correct consciousness (the vanguard). Hughes divides the population into those who accept mainstream narratives uncritically (Camp 1), those who see through them but are trapped in a ‘holding pen’ of controlled alternative media (Camp 2), and genuine truth-seekers who pursue authentic understanding through the correct method (Camp 3).

The taxonomy is identical, and the sorting criterion is the same — ‘correct’ analytical method, not specific policy.

Lenin’s primary operational concern is combating the economists. Hughes’s primary operational output is an extensive Camp 2 guide10 — a catalogue of indicators for spotting false leaders in the alternative media: financial red flags, proximity to power structures, coordinated messaging, thought-terminating clichés, and the ‘mystification of class relations through appeals to extraterrestrials or ethnic scapegoating’. Anyone whose analysis doesn’t reduce to class conflict is, by the framework’s criteria, in Camp 2.

The economists have been rebranded, but the function remains: they must be discredited so that the correctly-led movement can occupy the space.

Hughes’s framework implies an identical structure. Camp 1 lacks the necessary tools to identify and challenge propaganda. The movement from Camp 1 through Camp 2 to Camp 3 requires guidance, and the three camps framework itself is the tool that provides it — sorting the population, identifying the correct path, and warning against the diversions.

Lenin advocates a small, disciplined, centralised organisation rather than a broad democratic movement — the vanguard. Hughes operates through the Study Group on Technology and Power; a study circle with legal infrastructure — precisely what Lenin prescribed. Whether the contributors are aware is a different matter.

Lenin’s sequential method — validate the grievance, provide the framework, identify the enemy, prescribe resistance, never reveal the final destination prematurely — maps to Hughes’s output with precision. The speeches and books open with extensive diagnosis, proceed through Marxist class analysis (presented as the only non-mystified lens), identify the enemy (the transnational ruling class and its Camp 2 enablers), and arrive at abstract prescriptions for resistance (‘find where you can make a difference’, reject smart technology, cultivate the divine). What they never detail is what replaces the current system. The final destination is absent — exactly as Lenin’s method requires.

Lenin notes that the vanguard must guard against co-optation11 — against losing members back to incorrect consciousness. Hughes notes that people can move ‘backwards and forwards between camps, including co-optation back from Camp 3 to Camp 2’. The issue is the same. So is the language, for that matter.

Whether the alignment is intentional or not is a question the framework itself doesn’t even permit Camp 3 to ask — because asking would constitute mystification of class relations, and that, by definition, is a Camp 2 indicator.

In an interview with Chuck Fall on 26 September 202612, Hughes made the alignment more explicit. He stated that ‘the fundamentals of Marxism are sound’, that his approach is ‘very much about classical Marxism’, and that later developments have been ‘essentially bastardizations or corruptions of Marxism’.

From the capitalist perspective, he argued, Marxism is ‘the one form of knowledge that you do not want people to have’.

The claim is revealing, primarily for what it conceals. Hughes presents himself as a purist — a defender of classical Marx against the ‘distortions’ of later practitioners. But the delivery mechanism he employs is Lenin’s. The three camps taxonomy is Lenin’s consciousness hierarchy, the Camp 2 guide his anti-economist purge manual, the Study Group his vanguard cell, and the sequential withholding of the destination his stage architecture.

He’s selling Marx through Lenin’s distribution system while characterising the Leninist tradition as a bastardisation of the product he’s distributing. The word for this, in any engineering discipline, is not inconsistency — it’s obfuscation.

Hughes’s ‘Omniwar’13 — global class war waged across every human domain — has its own lineage. Alexander Bogdanov, Lenin’s early rival and collaborator, argued that every sphere of human experience should become a battleground14.

The Frankfurt School’s Critical Theory15 eventually weaponised this, extending political struggle into culture, language, psychology, and epistemology. Hughes’s ‘Omniwar’ framework is a more recent incarnation.

The genealogy runs from Bogdanov through the Frankfurt School to Hughes, each node expanding the battlefield while preserving the Marxist analytical core.

There is also the question of who decides. If Camp 3 is defined by correct consciousness, assessed by those who already claim to possess it, the sorting criterion is self-referential. Any member who disagrees with the framework’s conclusions can be reclassified as Camp 2, and any faction that develops its own reading of the correct analysis can be dismissed as insufficiently conscious. Lenin solved this issue through party discipline and purges — a centralised authority to determine, definitively, who was in and who was out. Hughes hasn’t specified his equivalent mechanism, which means either the movement has no defence against splintering, or — more likely — the mechanism exists but hasn’t yet been disclosed.

There is a question the framework never answers, and the absence is load-bearing. If Camp 3 wins — if the transnational ruling class is identified, resisted, and defeated — what replaces the current system? Hughes prescribes resistance in the abstract. He never specifies who governs afterwards, through what infrastructures, and with which constraints on power.

This mirrors the gap left behind by Marx and Engels. The dictatorship of the proletariat was to ‘wither away’, but neither author ever explained how a centralised apparatus of total control voluntarily dissolves itself.

The question has no satisfactory answer in the Marxist literature — not because it’s been overlooked, but because answering it honestly would reveal the destination. A dictatorship that has integrated itself with seized infrastructure doesn’t ‘wither away’ — it becomes the infrastructure.

The destination is hinted at through Marx’s own work.

In the Grundrisse (1857–58), his ‘Fragment on Machines’16 describes the trajectory: as machinery develops, it absorbs what Marx considers the ‘general intellect’. This machine becomes the dominant productive force; human labour is reduced to tending and supervising an apparatus that increasingly runs itself. Marx presents this not as a warning but as the dialectical movement of capital toward its own supersession. Read today, the passage is a description of artificial intelligence — general knowledge absorbed by the machine, the machine becoming autonomous, the worker subordinated. Hughes warns against technocracy while recommending the framework whose author described technocracy as the destination of the very process he was analysing.

Lenin filled in the operational detail17. In Can the Bolsheviks Retain State Power?18 he specified that the big banks are ‘the skeleton of socialist society’ — not to be abolished but seized. A single state bank would provide ‘country-wide book-keeping, country-wide accounting of the production and distribution of goods’. His term for the mechanism is ‘accounting and control’ — centralised surveillance and audit of every material and economic flow, run through seized institutions.

This is how the dictatorship ‘withers’ into the infrastructure, and what it becomes is a technocratic apparatus — centralised control of all flows through a system of surveillance and audit.

Hughes identifies technocracy as the enemy while recommending the framework whose terminal specification is technocracy. The only difference between his diagnosis and his prescription is who’s in control — if even that.

As it transpires, the pattern has precedent. The Freedom Academy bills of 1959–1965 proposed fighting Soviet ideological infrastructure… by building a Western replica of it — importing the opponent’s architecture under a different flag. The problem remains identical: you cannot construct a mirror image of a totalising system without becoming one.

But the template is not unique to Hughes.

Game B runs the same architecture under different branding: a population sorted by awareness of the ‘meta-crisis’, a tight core that possesses the correct analysis, abstract prescriptions for an ‘omni-win civilisation’ that is never specified, and a terminal destination that — when it surfaces — is AI-managed coordination through centralised information clearinghouses.

The vocabulary is different, but the structure is identical. And the endpoint is — once again — technocracy.

The Camp 2 guide is not merely descriptive — it’s operational. Any independent analyst with a following who doesn’t route their work through Marxist class analysis is — by the framework’s criteria — an ‘economist’ occupying space where revolutionary consciousness should develop. The guide exists to identify and discredit them, and the indirect approach is part of the method — a direct attack risks drawing the audience’s attention to someone they might find persuasive.

Hughes’s silence follows the same logic: you don’t tell the audience at stage one what stage five requires. The absence of the answer is, as it was for Lenin, the answer.

Hughes presents three camps, but the architecture actually has four levels. Erich Jantsch’s 1970 transdisciplinary model19 — developed from OECD systems theory, which descends from Bogdanov’s tektology20 — stacks them explicitly: empirical, pragmatic, normative, and purposive. The first three map to Hughes’s camps. The fourth — the purposive level, the teleological reason the system exists — is absent from his public taxonomy.

Camp 3 believes it occupies the top tier. It doesn’t. It’s the normative level: people with the correct analysis who don’t know what the analysis is for. And should they change their minds, they’re back in camp 2.

On his About page21, Hughes describes what he's doing in terms Marx would strongly disagree with. ‘In many ways (not least religious)’, he writes, ‘what I am attempting here is, quite literally, a leap of faith’.

The framework's gate criterion is Marxist class analysis which treats religion as ‘Opium for the People’22 — a false consciousness. The Camp 2 guide classifies spiritual and esoteric explanations as an incorrect lens. And the architect of the system describes his own project as ‘not least religious’ — and his own method as faith.

The sorting criterion for Camp 3 isn't analysis — it's belief. He tells you so himself.

But this belief ultimately represents a false choice, because his undefined prescription ends up in the same place as the Technocracy he warns about.

Blair’s core idea — outlined in 19911, turned into practice in 1998 — was to replace the legal framework with an ethical one. While Thomas Paine’s ‘Rights of Man’ seeks to define what a legal framework allows you to do, Blair’s ‘rights and responsibilities’ defines what you SHOULD do through an ethical framework, contextually enforceable through conditions, not courts.

A legal framework constrains the state — the state may not cross certain boundaries, and if it does, the citizen has recourse. But an ethical framework constrains the citizen — the citizen must fulfil certain responsibilities, and if they don’t, the state may withdraw services, access, or support2.

The legal framework protects the individual from the system. The ethical framework protects the system from the individual.

This is not new — the major authoritarian regimes of the twentieth century all replaced legal protections with ethical obligations. Hitler declared that ‘the total state must not know any difference between law and ethics‘3. The 1936 Stalin Constitution replaced ‘rights’ with ‘duties’4. Mussolini described the Fascist State as ‘ethical‘5.

Blair’s ‘rights and responsibilities’ follows the same playbook but swaps the enforcement mechanism — state violence replaced by financial conditionality, which is more effective because it is universal, and never stops quietly running in the background. Once the ethic defines the norm, deviation from that norm is risk, and risk can be priced.

Whoever defines the norm defines what constitutes deviation — and whoever defines deviation controls the pricing of every activity within the system.

The Financial Architecture

The essay ‘Risk’ documents how it works in practice. Risk-pricing replaces legislation as the enforcement substrate — an architecture that makes non-compliance uninsurable, a credit rating system that makes non-compliance impossible to finance, and a central bank that will soon settle conditionality through Central Bank Digital Currencies and Project Rosalind6.

Blair’s programme installed the political layer of this architecture:

Bank of England independence was granted in May 19977, within days of Blair taking office. It was argued that, through the lens of monetary policy, this was about credibility and inflation targeting. But through the lens of risk, Blair was building on Röpke’s ordoliberal foundation, which shifted economics above democratic politics — the independent central bank, insulated from popular pressure. Blair’s Third Way moved ethics above money — ‘rights and responsibilities’, the ‘common good’, CSO-authored standards sitting above the financial framework.

Public-private partnerships were Blair’s signature delivery mechanism8 — but the Third Way is explicit that the model is trisectoral: public, private, and civil society, with civil society organisations determining what the ‘common good’ entails. Through the lens of risk, the CSO is the convening layer — it authors the standard that the PPP implements. The democratic process delivers a service ‘for the common good’, but it does not define what that means.

‘We cannot abolish the business cycle but we can reduce its amplitude’9 was later echoed by Gordon Brown’s ‘no return to boom and bust’10. Through the lens of risk, this meant suppressing volatility, dampening corrections, and the enforcement of stability. But this approach generally only works to accumulate suppressed volatility until it catastrophically erupts11. When that occurs, the crisis is typically used to introduce radical new legislation. We saw this with the introduction of the Patriot Act in 2001, Sarbanes-Oxley in 2002, and Dodd-Frank in 2010. Hence, the crisis becomes the trigger, used to shift the plan forward.

The Loose Ends

Once you realise that Blair’s programme was the political installation of an ‘ethical’ risk-pricing architecture, the alignment of several otherwise puzzling features of the Third Way become clearer:

Why ‘rights and responsibilities’ was repeated obsessively12. It was the political translation of the ethic-to-risk pipeline — the five-stage sequence (ethic, standard, clearing, settlement, outcome) compressed into three words. The ‘responsibility’ is the ethic, non-compliance is the deviation, and the deviation is priced through the clearing function until it becomes a condition on access to services, finance, and participation13.

Why ‘citizenship’ replaced ‘individual’14. The individual has rights that constrain the state. The citizen has responsibilities to the collective. Reframing the individual as a citizen reframes the relationship — the system no longer serves the individual, the individual serves the system, and non-compliance produces not punishment but exclusion from services conditional on meeting the responsibilities.

Why Bank of England independence felt oddly detached in the pamphlet. Blair included it because it was necessary for the structure to function — the settlement layer must be independent of democratic politics — but explaining why in a pamphlet about social justice would give away the architecture.

Why ‘social exclusion’ became the defining concern. It’s not about those excluded from society. Exclusion is what the architecture produces for non-compliance. Blair’s concern was not that people were excluded but that exclusion was visible — a visible underclass delegitimises the architecture.

Why the environment appeared in a pamphlet about domestic governance. The architecture requires a universal norm, and a norm confined to one domain leaves other domains unpriced. Environmental protection provides the universal norm against which every domain can be priced.

Why ‘devolution’ meant centralisation. The English Devolution and Community Empowerment Act 202615 completes the architecture — areas of competence defined in the Act itself, a statutory health duty covering ‘differences in standards of housing, transport services, public safety and employment prospects’, and elected mayors exercising functions within centrally-defined parameters. The Fabian Blueprint provides the measurement layer — binding inequality targets, mandatory health impact assessments, material footprint tracking, wellbeing indices — so that every domain has an indicator, every indicator measures deviation from a norm, and every deviation can be priced. Centralised decision taking, decentralised implementation — justified through health risk, enforced through the clearing function, experienced by the community as ‘empowerment’.

Why ‘good governance’ replaced democratic accountability. Government is democratic, law-based, and operates through representation. Governance is technocratic, standards-based, and operates through compliance.

Beyond Blair

Anomalies exist across every domain that conventional analysis — where central banking sits at the apex — cannot connect. But viewed through risk, they suddenly resolve cleanly.

Why the Fed rescued AIG before any bank was recapitalised. Bear Stearns was rescued in March 200816, but AIG received $182 billion before the bank recapitalisation (TARP) in October 2008 — extraordinary treatment for a non-bank. If money sits above insurance, you recapitalise banks first. If insurance sits above money, you rescue the counterparty layer before the settlement layer.

Why ESG survives political opposition. ESG doesn’t operate primarily through legislation — it operates through credit ratings, insurance underwriting, and Basel capital weighting. You can repeal a law but you can’t repeal underwriting criteria.

Why crypto is being crushed. Decentralised cryptocurrency bypasses the entire risk-pricing architecture. Basel SCO6017 requiring dollar-for-dollar capital makes no sense as banking regulation but makes perfect sense as the risk-pricing architecture neutralising external, unconditional money.

Why ‘too big to fail’ persists. If the architecture needs large nodes to cascade risk parameters through the system, TBTF is a feature rather than a bug.

Why climate policy bypasses parliament. NGFS scenarios, Basel capital weighting, TCFD disclosure, ISSB standards — none went through democratic legislation. Risk-pricing needs only an actuarial adjustment and a standard-setter’s update.

Why central bank independence is sacred. The settlement layer must execute without democratic interference, otherwise risk parameters set upstream can be overridden by voters.

Why debanking works. Operation Choke Point makes no sense if banking is just about money, but makes perfect sense if banking is the settlement layer executing a clearing condition.

Why ‘financial stability’ is always the stated goal. If risk is the substrate, financial stability means maintaining the risk-pricing architecture itself — which is exactly what AIG proved.

Why the BIS is more powerful than any central bank. It is where the risk-pricing architecture and the money-settlement architecture converge — IAIS, Basel Committee, NGFS, IOSCO, FSB, all under one roof.

Why SWIFT exclusion is the ultimate sanction. Exclusion from the settlement layer itself — debanking applied to nations.

Why IMF conditionality never changes. The conditions — liberalisation, privatisation, central bank independence, regulatory alignment — are not about managing a country’s risk but about installing the architecture through which risk parameters flow automatically once in place.

Why the same template keeps appearing. TCFD launched in 2015 for climate disclosure; within two years the NGFS was founded and the supervisory scenario layer followed, with TCFD’s architecture ultimately consolidated into the ISSB. TNFD launched in 2021 for nature disclosure; the NGFS Nature Package (2025) and Supervisors Guide (September 2026) then ran the same downstream sequence. TISFD launched in 2024 for social disclosure18, beta framework June 2026, final recommendations due end-2027.

Each domain runs the identical sequence — taskforce authors the standard, the supervisory infrastructure follows — and no parliament voted on any of them. The personnel continuity is documented: Nick Robins coined ‘stranded assets’19, co-founded INSPIRE (the NGFS’s designated research stakeholder), and chairs its advisory committee. Bloomberg Philanthropies funds the scenarios the NGFS uses for stress tests20, while Michael Bloomberg chaired the TCFD that created demand for them. The funder and the framework are the same entity.

Why the US reversals confirm the thesis rather than refute it. The Fed withdrew from the NGFS in January 202521, the OCC and FDIC followed, and the green tilt was killed — while Europe kept assembling. The parameters persist where democratic override can’t reach them. Where it can, it eventually fires. And the optics conceal the plumbing — the ECB killed its visible corporate bond purchasing ‘tilt’ but embedded a climate factor into its collateral framework effective June 2026, adjusting haircuts based on sector stress, issuer climate score, and asset maturity22. The Bank of England followed two days later. The public-facing programme dies, but the quiet, infrastructure-level enforcement is permanent.

This is also why Lynn Forester de Rothschild now speaks of ESG being ‘dead’23 and Bill Gates publicly questions whether climate risk was overstated24 — the label served its purpose by installing the infrastructure, and the infrastructure no longer needs the label.

Each of these is individually explicable through conventional analysis. But viewed together they form a pattern that conventional analysis doesn’t have a framework for — because conventional analysis assumes money is the apex.

Move risk above money and the pattern neatly resolves.

The Network

Blair did not operate alone. The political architecture was installed alongside a financial architecture wired through a network whose method has been documented across two centuries by four independent academic studies using the Rothschild Archive itself.

Lynn Forester de Rothschild — architect of the Council for Inclusive Capitalism with the Vatican — arranged a Downing Street reception for billionaires during Blair’s final weeks in power25. Her husband Evelyn bankrolled Policy Network, the think tank chaired by Peter Mandelson. Mandelson introduced Jeffrey Epstein to Blair in Downing Street in May 2002, describing him as ‘a friend of mine’ who should brief the Prime Minister on ‘science’ and ‘international economic and monetary trends’.

Mandelson first met Epstein while staying with Lynn Forester — the same Lynn Forester who in 1991, the year Robert Maxwell died, housed Maxwell’s daughter Ghislaine in one of her Manhattan properties, connecting the Maxwell intelligence operation to the network that would wire the financial architecture.

While Blair was installing the political layer, Epstein was simultaneously designing the financial layer: the Global Health Investment Fund with JPMorgan as the proof of concept for impact investing, the ‘social good currency’ pitched to Richard Branson, the tokenisation specification sent to Lawrence Summers, and the AI research portfolio that would become the technical substrate for automated clearing. The seven research topics Epstein laid out in a single email in August 2009 — cryptographic infrastructure, artificial general intelligence, the mechanics of power, financial system redesign, mathematical modelling, behavioural compliance, and neurological processing — are the component manifest for a programmable financial system.

Epstein’s funding flowed through the MIT Media Lab, which housed the Digital Currency Initiative that partnered with the Federal Reserve Bank of Boston to build Project Hamilton — a CBDC prototype. The architecture even captured philanthropy — Effective Altruism is a standard on giving26, and the Giving Pledge is a moral pledge27, which in reality routinely routes capital ‘effectively‘ into ‘impact investing’ and other schemes structurally similar to blended finance, which transfer the majority of yield into private pockets.

It’s neither ‘giving’ nor ‘effective altruism’ — it’s clever wordplay, and little else — and Epstein designed the prototype. The Liedtke framework documents the method — agents placed where the family required presence, recruited through marriage or long service, compensated through access — and the Epstein documents show the same method operating in the twenty-first century.

Blair’s ‘Forging a New Agenda’ was one layer of a multi-layer installation.

The political layer ran through the Third Way. The financial layer ran through Epstein’s network. The risk-pricing layer ran through convenings at Waddesdon and Bellagio. The ethical layer was being codified at the UN level through the Global Citizenship Commission, chaired by Gordon Brown, funded by Carnegie, with Emma Rothschild and a Rockefeller on the commission.

The end product has a brand name, in fact, it has quite a few — Blair called it ‘rights and responsibilities’ for the voters, Epstein called for a ‘social good currency’ while privately stating that ‘philanthropic’ Donor Advised Funds had nothing to do with doing social good28, the BIS calls it ‘purpose-bound money’ for the central bankers29, and Lynn calls it ‘inclusive capitalism’ for the Vatican and the public30.

Different audiences are deceptively served different names for what is ultimately the same instrument.

Forging a New Agenda

The Third Way was never a compromise between left and right. It was the political specification for a risk-pricing architecture that makes the difference between left and right irrelevant — because once compliance is enforced through financial conditionality rather than legislation, it doesn’t matter which party holds office. The ethics are set upstream (hence the Sustainable Development Goals), converted into indicators that measure deviation from the norm, and deviation means the transaction won’t clear. The government administers — it doesn’t govern.

The end objective is now visible: Digital Public Infrastructure — digital identity, digital payments, and broad data sharing — extends the clearing function from sovereign states, enterprise, and institutions right down to individuals, while the India-Middle East-Europe Economic Corridor provides the physical infrastructure through which it flows, running through four theatres of war where reconstruction finance is conditional on installing the same architecture Blair described in 1998. Yet even DPI has different names — it’s deceptively marketed as ‘Financial Inclusion’ in middle-income nations, ‘reconstruction’ in war-torn nations, and ‘health equity’ in European nations. But they all install the same digital control state.

Risk is calculated by scientific bodies (IIASA, PIK, IPBES, WHO), standardised by ISO, turned into defined indicators by the OECD, converted into supervisory parameters (NGFS, TCFD, TNFD, Basel Committee), and enforced at the transaction level by the Financial Action Task Force (FATF) — which was created without treaty or parliamentary approval in 1989, in the same G7 document that endorsed the IPCC and debt-for-nature swaps31, and has expanded its mandate four times without a single democratic vote32.

Nobody elected any of them. And each stage was selected for the property that makes it unchallengeable at that layer:

• Ethics — because you can’t appeal a moral obligation. Oppose sustainability and you’re not making an argument, you’re committing heresy.

• Standards — because science claims universality. The same IIASA model produces climate outputs for the IPCC, financial risk through the NGFS, and biodiversity through IPBES simultaneously, across every country, without separate negotiations. TISFD will extend the same template to social determinants — and the health duty already installed through the English Devolution and Community Empowerment Act 2026 provides the domestic transmission mechanism.

• Clearing — because it’s the bottleneck every flow must pass through. Centralise it and you control every flow. Automate it through AI and you remove the last human who might exercise discretion.

• Settlement — because everyone needs money. Moses Hess called it the ‘social blood’ of the economy — you can opt out of a political party, a religion, a social movement, but you can’t opt out of money. Once every transaction is conditional, you enforce compliance on everyone who transacts.

• Outcome — because it’s experienced as reality rather than as architecture. The ethic was authored at a convening you weren’t invited to, the science was produced by a consortium you’ve never heard of, the clearing was performed by an institution you can’t name, and the price on your mortgage was shaped by a coefficient produced in Laxenburg, Austria, by a model funded by Bloomberg Philanthropies.

The system does not govern through enacted law — it governs through priced future prediction. Scenarios upstream, sensors continuous, enforcement prospective, exclusion rather than punishment, the clearing function extending to the individual transaction. The components are published, but the integration is not. The system hides in plain sight through obscurity, complexity, and pure tedium.

Blended finance and impact investing drain liquidity from the open economy into controlled SDG-aligned channels, while the indicator-based governance system visible especially during Covid keeps the population compliant by measuring deviation and pricing it. Less money in the system, more conditions on whatever money remains. The squeeze is from both ends — capital extracted upward through impact investing, compliance enforced downward through indicators — and the population experiences it as ‘the economy’ being bad, with the media never truly covering why prices keep increasing while AI is gradually cannibalising employment.

Blair called it ‘forging a new agenda’. But, in plain language, what it actually is is anticipatory governance33, branded as inclusive capitalism34.

Lloyd’s is a clearinghouse for risk.

It was at Lloyd’s Mark Carney delivered ‘Tragedy of the Horizon‘ in September 20152. Carney argued that climate change posed systemic financial risks that the insurance market failed to price. The horizon of insurance — typically one to three years — was too short to factor in risk related to climate, operating over decades. And this refactor lead to the concept of ‘Stranded Assets’.

In effect, the clearing house for money (the central bank) was instructing the clearing house for risk (Lloyd’s) to adopt standards derived from the clearing house for climate (IIASA/PIK).

Reinsurance

Reinsurance sits above the market for insurance — it serves as a clearing function for the clearing function, where the reinsurer guards against catastrophic loss, similarly applying standards to determine which risks are acceptable.

Munich Re, Swiss Re, and a handful of global reinsurers in effect set the parameters for what can be reinsured, globally3. When a reinsurer decides that certain risk is no longer acceptable — coastal property in hurricane zones, coal-fired power generation, Arctic drilling — that decision cascades through every insurer that depends on reinsurance — which is to say every major one. The local insurer doesn’t need to make a policy decision, because the reinsurer already made it for them.

Munich Re has published data on climate loss since the 1970s4, and Swiss Re’s sigma reports track global catastrophe losses5. These are actuarial assessments — Pearsonian statistics applied to loss frequency and severity. When a reinsurer adjusts its models, the entire insurance chain adjusts with it, and what was insurable yesterday becomes uninsurable tomorrow — not because laws changed democratically, but because the insurance standards changed.

The Foundations

In 1824, Nathan Mayer Rothschild and Moses Montefiore founded the Alliance Assurance Company6, with the explicit intent to create an insurance company ‘with a larger capital and more influential directors than any before‘7. Its founding actuary was Benjamin Gompertz, a recognised authority on mortality and probability8 — statistics applied to risk assessment, four decades before Karl Pearson was born9.

Alliance broke Lloyd’s monopoly on marine insurance through an Act of Parliament in 182410, repealing the marine insurance provisions of the Bubble Act of 172011. Rather than joining the existing risk clearinghouse, they built a competing one and opened the market through legislation.

British finance was restructured over the following three years. In 1824, the marine insurance monopoly was broken. In 1825, the Bubble Companies Act repealed restrictions on joint-stock company formation12. In 1826, the Banking Co-partnerships Act broke the Bank of England’s monopoly on joint-stock banking13. The network developing the alternative dismantled three monopolies in three years.

The architecture that emerged was layered, and the principle at every layer was the same — own nothing, control everything, with two chains running simultaneously from the same family.

The money chain: if the Rothschilds controlled the Almadén mercury supply and operated the Royal Mint Refinery14, then they controlled critical chokepoints in gold refining. Mercury was essential for amalgamation and refining of gold15. The Royal Mint Refinery was leased to the Rothschilds in 1852 and operated by them until 196716 — immediately before the London Gold Pool collapse17 and the floating of currencies18 — and by 1914, British Empire gold accounted for 70 per cent of total world gold production, the majority of which was shipped to London and refined at their facility19.

N M Rothschild & Sons was bullion broker to the Bank of England, and the London gold fixing was chaired from Rothschild offices from 1919 until 200420. Through this position, the family assumed ‘an administrative monopoly of the London gold market‘21. And through five family branches in London, Paris, Frankfurt, Vienna, and Naples, they operated the international clearing function for sovereign debt, foreign exchange, and bullion transfers22 — a function which the BIS formalised in 1930, and the function whose structural power Julius Wolf fully grasped when he proposed scaling the London clearing architecture to the world at the 1892 Brussels International Monetary Conference23, where Alfred de Rothschild sat in the same room lauding the Bank of England model as approaching perfection and opposing bimetallism24 — because a gold-only standard kept the monetary system running on the commodity Rothschild refined, priced, and brokered.

The risk chain ran in parallel: Alliance Assurance set underwriting standards that determined what was insurable25, which in turn determined what was financeable, what was bankable, and ultimately what the population could own, build, ship, and trade.

The same family operated both the supply and the constraints — mercury determined how much gold entered the system, and the standard driving the clearing of insurance determined where large transactions could go. The mercury shipments themselves were insured through the marine insurance market that Alliance had broken open in 182426. The Bank of England did not operate within the London Bankers’ Clearing House — it sat above it, and the Rothschilds sat above the BoE, because they indirectly controlled the money supply through gold, as well as international clearing markets.

In 1844, the Bank Charter Act27 centralised note issuance at the Bank of England. When PEP surveyed every institution in Britain ninety years later, they concluded the BoE was the only one requiring no structural change. The BIS, founded in 1930, inherited this structure and scaled it internationally.

Ten members of the Rothschild family served on the Alliance board across 172 years of continuous presence28, from Nathan Mayer’s presidency in 1824 to Amschel Rothschild’s directorship ending in 1996, and Charles Rothschild — who in 1912 built the conservation classification function through the Society for the Promotion of Nature Reserves — served as Chairman from 1915 and President until his death in 1923. Banking, insurance, and conservation — three clearing functions, one family. The stranded assets framework — redefining what’s insurable and which assets should be priced out of existence — was later developed at the Stranded Asset forums29, hosted at the Rothschild estate, Waddesdon Manor, with the Rothschild Foundation sponsoring the event.

The convenings are not separate from the risk-pricing function — they are where the risk standards come to be. Private, invitation-only gatherings at estates like Waddesdon and the Rockefeller Foundation’s Bellagio, where attendee lists are curated to function as input constraint — control who is in the room and you control what the room produces. Proceedings commonly remain unpublished (the Stranded Assets Forums are a noteworthy exception), and the frameworks that emerge are laundered through institutional layers until the convening origin disappears from the regulatory record.

Nathan priced marine risk through Alliance and sovereign risk through the bank; Charles built the conservation classification while chairing Alliance; the Waddesdon forums price climate risk through stranded assets. Different eras, different domains, but the same function — host the convening, set the standards, price the deviation, and propagate that price through the financial system until non-compliance becomes unaffordable.

You don’t need to own the institutions that implement the standard — you need to host the room where the standard is authored. The clearinghouse is downstream — they apply the standard, they don’t author it.

The Migration

In 1911, the Lloyd’s Act expanded its mandate to ‘insurance of every description‘30, granting universal jurisdiction over risk combined with self-regulation and exemption from external oversight.

In 1973, the Geneva Association was founded with membership capped at 80 CEOs of the world’s largest insurance and reinsurance companies31, with co-founders including Raymond Barre, later Prime Minister of France and Trilateral Commission member32, and Fabio Padoa Schioppa, whose son Tommaso later served on the ECB executive board33.

In 1994, the International Association of Insurance Supervisors was established34, hosted by the Bank for International Settlements in the same building as the Basel Committee and the Financial Stability Board35 — but not as equals. The IAIS sits upstream of the Basel Committee36, producing the risk assessments that become the standards the compliance layer clears against and the banking system settles through. Insurance operationalises the standard defined at the round tables, and central banking settles against it.

The IAIS has no regulatory power — it issues Insurance Core Principles37 that jurisdictions implement or face consequences through the IMF’s Financial Sector Assessment Programme38. The paper documenting its first decade was authored by its secretary general Yoshi Kawai, writing from ‘c/o Bank for International Settlements‘, and presented at the 31st General Assembly of the Geneva Association in June 200439 — the regulator’s history, presented to the 80 CEOs whose companies it regulates, in the industry’s own journal. The paper notes that IAIS standards are now drafted with observers from insurance and reinsurance companies participating in the working parties.

In November 2019, the IAIS adopted its ‘Holistic Framework‘ for assessing and mitigating systemic risk across the global insurance sector4041. The framework replaced the previous approach of monitoring a small list of named Global Systemically Important Insurers42 with three components that cover the entire sector — supervisory standards (the standard), an annual global monitoring exercise collecting data from individual insurers and sector-wide (clearing — checking against the standard), and implementation assessments determining whether jurisdictions have complied and feeding results into the IMF's Financial Sector Assessment Programme (settlement — where the determination carries consequences).

Standards, clearing, and settlement — operated by one body, housed at the BIS, covering the entire global insurance sector.

Credit Default Swaps

A credit default swap is functionally identical to an insurance contract but classified as a derivative43, operating outside the insurance regulatory framework — no reserves required, no insurable interest required. By classifying the instrument as a derivative rather than insurance, the financial industry placed risk-pricing above the insurance regulatory framework — the same structural move Röpke’s ordoliberalism made when it placed central banks and the economic order above democratic politics.

AIG wrote $440 billion in credit default swaps on mortgage-backed securities44. When the mortgages defaulted, the Federal Reserve extended $182 billion45 — not to save AIG, but to save the banks that had purchased CDS protection. Goldman Sachs received $12.9 billion, paid at par46.

When the ordoliberal insurance products defaulted, it became a political matter. Until then, they expected to be shielded from that very same sphere of influence.

Credit Rating Agencies

Moody’s, S&P, and Fitch function as clearing mechanisms for access to capital markets, with their ratings determining Basel capital requirements47. A sovereign downgrade raises borrowing costs, constrains fiscal space, and can trigger austerity48 — three private companies, unelected, determining the financial parameters within which entire nations operate.

Before 2008, the agencies rated mortgage-backed securities AAA49. When those securities defaulted, the agencies argued their ratings were opinions protected by the First Amendment50. The clearing function that failed was reinforced rather than replaced, and the agencies now incorporate ESG factors51 — embedding the ethic in the credit rating, which feeds into Basel capital weighting, which determines what is bankable.

The failure of 2008 can be put down to the behaviour of large banks, credit ratings agencies, and unregulated insurance — but the common factor is a total absence of responsibility.

The Word

Risk is the word that converts any ethic into a clearing condition, any political objective into a technical standard, and any ‘ethical’ commitment into mathematics.

But before any risk can be priced, the category must be created. Before someone declared ‘climate risk’ as a category, insurance didn’t price it, Basel didn’t weight it, and the NGFS didn’t model it.

Before ‘pandemic risk’ existed as a governance category, there was no pandemic bond market52. Before ‘AI risk’ was declared53, there was no alignment industry. Each category is created at a convening, formalised by a standard-setter, and once the category exists, the entire measurement-pricing-enforcement architecture activates around a domain that previously wasn’t governed through risk. Whoever creates the category sets the standard, and who sets the standard creates the governance domain, operated through a clearinghouse.

The latest category demonstrates the pattern. Munich Re launched aiSure in 201854 — the world’s first AI performance insurance product — requiring AI systems to pass its technical due diligence before qualifying for coverage. The insurance side was pricing AI risk five years before the Bletchley summit formally declared it a governance category in November 202355.

By 2026, Lloyd’s is clearing AI liability through its own syndicates56, the documentation requirements for aiSure are directly aligned with the EU AI Act and ISO/IEC 4200157, and compliance with the governance framework is becoming a prerequisite for coverage — meaning non-compliant AI systems will be uninsurable, undeployable at scale, and almost impossible to monetise.

Governance of AI Safety is currently being discussed58.

Price risk demands financial stability59 — the claim that price instability requires expert management by central bankers beyond democratic reach60. Systemic risk justified the 2008 bailouts61. Climate risk62 justifies stranded assets. Reputational risk63 justified Operation Choke Point64. AI risk justifies alignment. Pandemic risk65 justified the suspension of normal governance66.

In every case the same operation — an ethic is declared, converted into a risk, then becoming a standard for the clearinghouse to apply. Once the standard is technical, it becomes very difficult to challenge, because though you can hypothetically argue with an ethic (but you’ll be made to sound unreasonable) you cannot easily argue with a risk model.

The Paradox

At every stage, the demand is to stabilise something fundamentally chaotic — markets, climate, health, ecosystems — each a complex adaptive system that cannot be held in equilibrium indefinitely. The clearing function claims to manage this instability, but what it actually does is suppress it.

Normal volatility — small, frequent, survivable corrections — is dampened and the system appears stable. But suppressed volatility accumulates until it erupts as a catastrophic event the models said was once-in-ten-thousand-years but which keeps happening every decade67, and for which a solution has always been pre-positioned, advancing the agenda.

2008 was not a failure of the clearing function but its product, and each catastrophe produces the same call for more intervention, more authority, and… more independence for the central bank. The institution that caused the instability is the institution that benefits from the response to it — and the ultimate justification is that the resulting complexity is too great for human management, requiring migration of the clearing function into AI.

Epstein made this precise argument in his interview with Steve Bannon.

The Withdrawal

The insurance industry’s withdrawal from climate-exposed regions68 is the stranded asset mechanism operating in real time, without legislation, without CBDCs, and without programmable money. If you cannot insure your property you cannot mortgage it, and if you cannot mortgage it you cannot sell it. State Farm withdrew from California and Farmers Insurance withdrew from Florida69 — in each case the decision was actuarial, and in each case no government made it.

Where private insurance withdraws, public backstops fill the gap — but they bring new conditions: compliance with climate adaptation standards, building codes derived from climate models, land use restrictions informed by NGFS scenarios70. The insurance that replaces the insurance that withdrew carries conditions the original did not71.

An appeal mechanism exists — public backstops like California’s FAIR Plan72, elected insurance commissioners, rate filings subject to review — but the appeal is slower, and more costly than the withdrawal. By the time the backstop absorbs the risk, the private architecture has already set the new standards, and the backstop inherits them — because the public standards are derived from the same NGFS scenarios and climate models that informed the private withdrawal. The standard doesn’t change. Only the channel it arrives through does.

And should the NGFS scenarios turn out wrong… then that, too, is met with a total absence of responsibility.

The Shadow

Every governance clearing function has a counterpart in insurance — for every domain that has a standard, there is a premium that prices deviation from it.

• Peace — war risk73, political risk insurance74, trade credit insurance75.

• Health — health insurance, pandemic risk bonds76.

• Environment — climate risk models, environmental liability77, stranded assets.

• Finance — credit default swaps, credit insurance, deposit insurance.

• Cybersecurity — cyber insurance78, where non-compliance means claim denied.

• Corporate governance — D&O insurance79, where uninsurable directors cannot serve on boards.

• Supply chain — due diligence frameworks become underwriting criteria.

• Construction — uninsurable means unmortgageable means unsellable.

• Food — agricultural and food safety insurance80.

• Professional services — professional indemnity priced against standards the professionals did not set.

For every domain, two enforcement mechanisms operate simultaneously — the governance side is slow, visible, and can be challenged politically, while the insurance side is fast, invisible, and financially unchallengeable.

The hierarchy runs through a convening layer — the standard originates at the round tables, insurance operationalises it faster and less visibly than the governance side, and both converge at the BIS, where the IAIS translates actuarial models into Insurance Core Principles, the NGFS translates climate scenarios into supervisory parameters, IOSCO oversees the securities and credit rating infrastructure81, and the Basel Committee implements the result as capital treatment.

The conventional understanding is that insurance prices a risk defined by regulators. The structural reality is that insurance operationalises a risk defined at the convening layer, and central banking settles the result.

The Circuit

The ethic is declared — sustainability, health, safety, stability — and converted into a risk assessment by the insurance and modelling layer. The risk assessment becomes the standard, and compliance with the standard is positioned as the mechanism that reduces the risk (comply with the sustainability standard and you reduce climate risk, comply with the health standard and you reduce pandemic risk, comply with the financial stability standard and you reduce systemic risk). The standard is cleared by the compliance layer, and the banking system settles the result.

Ethic → standard → clearing → settlement → outcome.

The substrates are migrating. Between the standard and the clearing function sits a translation layer — the IAIS converting actuarial models into Insurance Core Principles, the NGFS converting climate scenarios into supervisory guidance, the ISSB converting sustainability data into disclosure standards82. Clearing is migrating into AI, not least through Project AISE83, the BIS’s proof of concept for AI-enabled retail payments supervision. Settlement is migrating into programmable money through Project Rosalind, which tested private sector programmability across thirty-three API functionalities, leading to conditional payments and the financialisation of compliance where your outcome is either an accepted or refused transaction.

Three functions, three substrates, ultimately working to converge on one computational act — the final fusion of compliance, so to speak.

Whoever defines what counts as risky controls what gets financed, and whoever controls what gets financed controls what is developed, maintained… and stranded.

Why They Don’t Need the Money

The long-term currency is not money or money supply or even inflation — it’s risk. Without a measure of risk, there can be no deviation from the norm. Price stability is a promise that prices stay within a band, hoping to reduce or even eliminate risk. If long-term currency is ultimately about risk, then whoever defines and prices risk has the deepest structural influence — which perhaps provides the context for why the stranded assets forums were held at Waddesdon and sponsored by the Rothschild Foundation.

This is why Alfred de Rothschild lauded the Bank of England model rather than seeking to own it. The BoE controls the money supply, but the money supply operates within parameters set by the risk architecture above it. Own the money supply and you have one lever, powerful but confined to a single domain. Control the risk-pricing function and you have a lever on every transaction in the system, because every major transaction involves risk, and whoever prices that risk sets the conditions under which the transaction occurs.

The family that built the insurance clearing function in 182484, authored the conservation classification in 191285, proposed the conservation-to-finance mechanism in 197786, co-developed the interfaith business ethics framework between 1984-199387, and hosted the stranded assets forums at Waddesdon88 was never primarily in the banking business — it was in the risk-pricing business, and banking was one output of that function rather than its source.

The architecture is a fractal, with each dynasty controlling a branch of the ethic-to-pricing pipeline. Rockefeller produces the science — the research, the models, the data from which the ethic is derived. Carnegie produces the governance norm — the international peace architecture against which deviation is priced. Rothschild operates the pricing mechanism — converting whatever the other families produce into financial conditions.

The science produces the ethic, the governance architecture defines the norm, and the risk-pricing mechanism converts deviation into a financial condition. Whoever controls that pricing mechanism does not need to control the money supply, the government, or the science, because all three operate within the conditions the pricing mechanism sets.

The Religion

If risk is the fundamental substrate — if the entire enforcement mechanism runs on pricing deviation from a norm — then the system needs a norm that covers everything: all human activity, all natural systems, the planet itself. A partial norm leaves domains unpriced, and unpriced domains are ungovernable within the architecture.

A norm that covers everything is not a policy framework — it’s a religion. The architecture needs it to be a religion, because a policy can be debated and a regulation repealed, but a sacred obligation operates where questioning feels like heresy.

The philosophical framework for this was provided by Hermann Cohen, who placed ethics above religion — religion was not the source of morality but its conduit, the delivery mechanism through which moral consciousness is transmitted to the population. Cohen’s influence runs through Martin Buber, Emmanuel Levinas, Hans Jonas and the responsibility principle89, terminating at Hans Küng’s 1993 Global Ethic at the Parliament of World’s Religions90 — the same Parliament Paul Carus had chaired a century earlier with his Spinozan Religion of Science91.

The pipeline is documented across this substack. In 1893, Carus proposed that science determines morality. In 1993, Küng proposed a universal ethical framework, and the Interfaith Declaration commissioned by a Rothschild defined stewardship of creation, stakeholder responsibility, and the principle that ownership is not absolute. One Health fused human, animal, and planetary health into a single governance framework, and planetary boundaries defined the earth system itself as the norm — deviation from which is the ultimate risk.

The Leontief inverse is the mathematical formalisation of this vision — every human, every activity, every resource flow computed as a coefficient in a planetary matrix, priced against deviation from a norm that encompasses all of creation. The mathematics — Pearson’s statistics, Gompertz’s actuarial tables, Leontief’s inverse — is the language in which the sacred is expressed as the technical, making the ethic unchallengeable not because it is holy but because it’s a number.

The institutional groundwork for this convergence was laid at the Second Vatican Council (1962-1965), when Nostra Aetate moved the Catholic Church from ‘no salvation outside the Church‘ to recognising that ‘the Catholic Church rejects nothing that is true and holy in these religions‘92 — the precondition for a universal ethic that could operate across all faiths and cultures.

And there is a member of the family documented throughout this essay who describes himself as ‘the navigator of Spaceship Earth‘93. David de Rothschild — founder of Voice for Nature94, promoter of the ethic that feeds the risk assessment that feeds the stranded assets framework developed at his family’s estate95. The navigator does not steer by giving orders — the navigator steers by declaring new categories of risk. Climate risk, biodiversity risk, pandemic risk, AI risk — each one, once declared and formalised, activates a three-century-old enforcement architecture across the entire global financial system. The function doesn’t hide — it names itself environmentalism, sustainability, nature, so you don’t recognise it as the pricing mechanism. But it is. The navigator operates through input constraint — by defining which categories of risk exist, he determines which options remain available to everyone downstream, and the corridor narrows with each new category without anyone experiencing it as enclosure.

The navigator is the one who configures what counts as risk to planet earth. He’s not piloting — he’s programming the autopilot. And he is telling you what the function is, closed-loop General Systems Theory (aka ‘Spaceship Earth’), on CNN.

Mistaken for Reality documented how the architecture’s axioms arrive as plain facts rather than policy choices. This essay reveals the mechanism — the ethic is converted into a risk, and risk sounds like mathematics.

The Clearinghouse documented the clearing function’s expansion across domains. This essay reveals that every domain already had an insurance counterpart.

The Ghost of Wassily Leontief described the inverse input-output matrix computing coefficients across every risk domain in monetary units. The structures are isomorphic.

The Rosetta Stone documented the convergence of two intellectual rivers — one through Marx, Bogdanov, Leontief, Wiener, and Beer; the other through Lurianic Kabbalah, Laitman, and Burstein and Negoita’s Kabbalah System Theory. The KST papers provide the engineering specification. This essay provides the enforcement mechanism — and the three convening traditions documented here map onto the three KST levels: the round tables as cognitive (norm-setting), Rockefeller’s Bellagio as emotional (evaluation and measurement), and Rothschild’s Waddesdon as behavioural (pricing and enforcement). And there is a faith whose structural compatibility with this architecture is total. The Bahá’í Faith, declared in 1844 — the same year the Bank Charter Act centralised currency at the Bank of England — teaches the agreement of science and religion, elimination of extremes of wealth and poverty, universal education, an international tribunal for disputes, an auxiliary international language, and world federation through ‘Third Way’ political architecture.

The Act creates a new tier of governance — ‘strategic authorities‘ — and defines nine ‘areas of competence‘ within which they may operate:

Transport and local infrastructure, skills and employment support, housing and strategic planning, economic development and regeneration, the environment and climate change, health, well-being and public service reform, public safety, culture, and rural affairs and coastal communities.

These were not chosen by the local authority; they were defined by the Secretary of State. The strategic authority operates within them — it does not set them, and that difference matters rather a great deal.

Devolution traditionally transfers power downward — the central authority grants jurisdiction to the local authority. But that’s not what this Act does. Instead, it creates a layer of governance between Westminster and the local council, grants that layer permission to operate within centrally-defined boundaries, and retains the Secretary of State’s power to modify or withdraw functions.

The areas of competence are the standard. The strategic authority is the clearing function — it sits between central government’s objectives and the population, applying conditions defined above to the community below. It does not have the power to contest what’s requested of it — it simply has to apply the standard determined above.

The community is exclusively on the recipient side of the equation.

The Health Duty

Section 45 is where the architecture reveals itself. Every combined authority must ‘have regard to the need to improve the health of persons in the combined authority’s area‘ and ‘reduce health inequalities between persons living in the combined authority’s area‘.

This perhaps sounds like a public health obligation. But should you read the definitions…

‘General health determinants‘ are defined as: standards of housing, transport services, and public safety. Environmental factors, including air quality and access to green space. Employment prospects and earning capacity. The degree of ease or difficulty with which persons have access to public services. The use of tobacco, alcohol, or other substances, and ‘any other matters of personal behaviour or lifestyle that are or may be harmful to health.‘

Housing is a health determinant. Transport is a health determinant. Employment, the environment, access to public services, personal behaviour… they are ALL considerd ‘health determinants’.

Everything is a health determinant.

Which means every decision made by every combined authority — about housing, transport, planning, economic development, the environment — must be evaluated against health outcomes. Not because health policy has been devolved, but because health has been defined so broadly that it subsumes every other area of competence.

This is the Ottawa Charter’s ‘Health in All Policies‘ — legislated, thirty years after its declaration, as a statutory duty on regional governance in England. Every function of the combined authority is now, by legal definition, a health function. And health is the ethic you cannot oppose. Who argues against reducing health inequalities? Who votes against improving well-being?

The ethic covers everything. The standard follows from the ethic, and the clearing function applies the standard. As for the community it was meant to benefit — it experiences the outcome as alleged ‘empowerment‘.

The Mayor

The Act positions elected mayors as the operational layer of the strategic authority. The mayor may appoint up to ten ‘commissioners‘ — unelected, unaccountable to the community, and experts in implementing the parameters, not in questioning them. The mayor may convene meetings with ‘local partners‘ — defined by the Secretary of State — to consider ‘relevant local matters‘.

Read that carefully. The mayor convenes, the partners respond, but the guidance comes from the Secretary of State. The mayor is an intermediary — sitting between central government’s objectives and the local partners, exercising functions that were conferred from above, within areas of competence that were defined from above, implemented by experts who were trained to this end, ultimately guided by the Secretary of State from above.

The mayor is the local clearing function. Elected, sure, thus providing an illusion of democratic legitimacy. But exercising functions within parameters set by people who were not elected to set them. The areas of competence, the health duty, the guidance — none of these were determined by the community the mayor represents. They were determined by the Secretary of State.

The Collaboration Duty

Sections 22 and 23 create a duty of mayors to collaborate with neighbouring mayors on matters relating to the areas of competence. A mayor may make a ‘collaboration request‘ to an adjacent mayor. The adjacent mayor must respond. If they decline, they must give reasons in writing.

The collaboration must be likely to ‘improve the economic, social or environmental well-being‘ of the people in the area. The mayors must have regard to guidance issued by the Secretary of State.

This creates a horizontal network of regional governance — mayors collaborating across boundaries, within centrally-defined competencies, guided by the Secretary of State. The structure is federal in form: local nodes connected horizontally, operating within a common standard, reporting upward.

And the triple obligation — economic, social, and environmental well-being — is the ESG framework applied to regional governance. Every collaboration must improve outcomes across all three dimensions. The corporate sustainability framework that began with the 1988-1993 Interfaith Declaration on Business Ethics, and migrated through Local Agenda 21, Enron, Sarbanes-Oxley, Dodd-Frank, and CSR into the financial system has finally arrived at the level of the elected mayor.

The Override

Section 7 makes explicit what the rest of the Act implies. Powers conferred on combined authorities by the Secretary of State through subordinate legislation are ‘not limited by other provision or powers‘. If a separate enactment makes provision about a function, that does not prevent the Secretary of State from making different provision for the combined authority through regulations.

This means that the Secretary of State can override existing law through statutory instruments. The combined authority operates under whatever rules the Secretary of State specifies — even if those rules contradict the rules that apply to everyone else. The rules can quite literally be tailored to the specific local authority by the Secretary of State with no possibility of appeal.

That is the override clause. W. Cave Thomas’s framework can be ‘temporarily turned all to one side for the attainment of some important object‘ — and the Secretary of State determines what constitutes an important object. The community was ‘empowered’ within parameters, but those parameters can be changed at any time by those above. And the instrument for changing them — the statutory instrument — requires no primary legislation, no extended parliamentary debate, and no community consultation.

The Structure

Ergo, the Act creates a governance architecture with the following properties:

• Ethic. The objectives are set centrally — nine areas of competence defined by the Act. Health, wellbeing, environment, climate change. Positioned so no reasonable person could object.

• Standard. The ethic is embedded in statute — the health duty, with its definition of general health determinants broad enough to encompass every aspect of daily life. Housing, transport, employment, personal behaviour — all measured against health outcomes.

• Clearing. The clearing function is the mayor — elected, but exercising functions conferred from above, within parameters set from above, guided from above. The horizontal network — collaboration duties between mayors — creates a federal structure operating within common standards.

• Settlement. Funding, planning approvals, service delivery, regulatory permissions — each one conditional on the strategic authority operating within the areas of competence and meeting the health duty. The Secretary of State’s power to modify functions through statutory instruments ensures the parameters can be modified entirely outside democratic capacity.

• Outcome. The community experiences the cumulative output of every layer above it. But it did not set the objectives, define the standards, choose the mayor’s parameters, or negotiate the conditions. It receives the result — and yet, it’s told it has been ‘empowered’.

The title says ‘Community Empowerment‘. But the reality is that the community is empowered to participate in a structure it didn’t design, within boundaries it didn’t set, pursuing objectives it didn’t choose, measured against health outcomes defined so broadly that no area of life falls outside their scope, governed by mayors whose functions are conferred and guided by the Secretary of State, connected horizontally through collaboration duties that require regard to guidance from above, and subject to modification at any time through statutory instruments that bypass primary legislation.

That is not empowerment. That is subsidiarity — decisions taken at the lowest ‘appropriate’ level, within parameters set at the highest level. The community implements — it does not decide.

The model originates at the London Bankers’ Clearing House — a structure that placed the Bank of England at its apex. In the 1930s, PEP surveyed every institution in Britain and concluded that the Bank of England was the only one that required no structural change.

In 2023, the Fabian Society published ‘In Tandem‘, proposing that the Bank of England should pre-clear fiscal policy before the Treasury acts — placing monetary authority above democratic governance. And now this Act creates the regional implementation layer beneath it — mayors exercising functions within centrally-defined competencies, guided by the Secretary of State, measured against health outcomes that encompass all of life.

The clearing function would run from the BIS at the top through the Bank of England through Westminster through the strategic authority through the mayor to the community. Each layer implements the standard set by the layer above. Each layer can truthfully say it’s only doing its part. And the community at the bottom, experiencing the cumulative output of every layer, is told it has been ‘empowered’.

By extraordinary coincidence, the Fabian Society happens to agree. In August 2026, their website published an article titled ‘Brand New, But Retro‘2 — celebrating Burnham’s government as a return to the Fabian tradition of guild socialism3. The article lauds a ‘decisive ideological shift from centralisers to decentralisers‘, and Burnham, the article explains, has set ‘an acid test for every ministerial decision‘ and ‘an organising principle to guide every minister in every part of government‘.

That is not decentralisation. That is centralised objective-setting with devolved implementation — precisely what PEP proposed in the 1930s, precisely what the Fabians have advocated for over a century, and precisely what the Act delivers.

And the Bank of England was the only institution deemed fit for purpose. The very same, which the Fabians now suggest should have power over fiscal policy.

Within weeks, the entire global financial system was teetering on collapse — or at least, so we were told. At gun point, the American government responded by deploying the largest financial intervention in history, permanently transforming the relationship between central banks, commercial banks, and the general public.

Not a single citizen got to vote on any of it. In fact, scarcely a single citizen was ever told the full story.

The Ethic

‘Too big to fail‘ is less of an economic principle, and more of an ethical claim that certain institutions are so important to the common good that their survival overrides democratic consent, legal precedent, and moral hazard.

The phrase went mainstream through a 1984 Congressional hearing, when Comptroller of the Currency C. Todd Conover used it to describe the reason for rescuing Continental Illinois2. But the logic is far older, and has justified every expansion of the clearing function for two centuries: the system is too complex for ordinary people to understand, the risk is too severe for ordinary politics to manage, and the experts must act now — before it’s too late, and more importantly, before there’s even time to debate.

‘Systemic risk‘ is the 2008 equivalent of ‘planetary emergency‘. ‘Financial stability‘ is the 2008 variant of ‘public health‘. The vocabulary changes with the event but the function doesn’t. A crisis is declared, and it authorises the intervention — every time.

Henry ‘Hank’ Paulson, Secretary of the Treasury and former CEO of Goldman Sachs, presented Congress with a three-page proposal requesting $700 billion in discretionary spending authority with virtually no oversight3. Section 8 of the original draft read4:

Decisions by the Secretary pursuant to the authority of this Act are non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency

Non-reviewable. Committed to agency discretion. Beyond the reach of courts.

This is not emergency legislation. This is the clearinghouse demanding immunity — precisely the same immunity that central banks enjoy through ‘independence‘, that the WHO sought through the Pandemic Treaty, and that every clearing function demands as its price of participation.

The Standard

The ethic authorises the intervention. But the intervention requires rules that determine what qualifies, what does not, and who decides.

Basel III emerged from 20085. It is a regulatory standard — the equivalent of CPA Order 39 for Iraq or the EU acquis for Serbia.

Agreed in 2010 by the Basel Committee on Banking Supervision, housed at the Bank for International Settlements in Basel — always Basel, it dictates how much capital banks must hold, what’s considered capital, and how risk is measured. The committee has no democratic mandate, and its decisions are not treaties — they are ‘standards‘ that member jurisdictions implement through domestic legislation. No parliament votes on Basel, yet every parliament implements it.

The mechanism is identical to the FATF, to ISO, to the Codex Alimentarius. An unelected body sets a standard. Jurisdictions that fail to implement it face consequences — greylisting, loss of banking access, trade sanctions. The ‘voluntary’ standard becomes mandatory without ever being legislated at the international level.

What matters here is that the capital requirements don’t just regulate banks — they regulate the economy through banks. They determine what can be banked, what can be insured and what eventually becomes ‘stranded’6.

The Dodd-Frank Act7 performed this function in the US — 848 pages of legislation, expanded to over 22,000 pages through implementation8. It created the Financial Stability Oversight Council, empowered to designate institutions as ‘systemically important‘, and the Office of Financial Research9 — more data collection, more reporting… more indicators feeding the models.

The regulatory response to 2008 did not reduce the power of the clearing function — it cemented it. Too-big-to-fail wasn’t ended — it was codified. And the ‘ethical’ terms that Dodd-Frank embedded in financial regulation — ‘best interest‘, ‘fiduciary duty‘, ‘conflict of interest‘ — didn’t originate with the crisis. It was pre-positioned through the Sarbanes-Oxley Act of 200210, itself a response to Enron, which triggered almost simultaneous ‘ethical’ corporate governance codes across a dozen jurisdictions. The ethic precedes the crisis, the crisis authorises the regulation, and the regulation embeds the ethic. That ‘ethic’ is now called Corporate Social Responsibility — and its enforcement mechanism is called ESG.

The moment the ethic became a score, it became a clearing condition — capital flows to acceptable entities, and all others are ‘stranded’.

The Clearing Function

With an ethic declared and the standard defined, someone has to decide who qualifies. That is the clearing function — and in September 2008, the Federal Reserve operated it in broad daylight. The decisions were not neutral.

Bear Stearns — absorbed. In March 2008, the Fed brokered and partially financed JPMorgan’s acquisition of Bear Stearns11. Bear’s counterparty obligations were preserved, and JPMorgan received $30 billion in Fed guarantees against Bear’s toxic assets through Maiden Lane LLC12. Bear Stearns did not fail. It was cleared — absorbed into a larger node that the Fed deemed of systemic importance.

Lehman Brothers — sacrificed. Six months later, Lehman was allowed to collapse13. No buyer was found — or rather, no buyer was facilitated. Barclays was interested but the deal fell through, in part because the UK’s Financial Services Authority refused to waive shareholder approval requirements14. The Fed and Treasury chose not to extend the guarantees they had provided for Bear, and Lehman’s failure triggered a global credit freeze15.

But why save Bear and not Lehman? The official explanation involves counterparty exposure, collateral quality, and legal authority. But Henry Paulson — the then-acting Treasury Secretary — was the former CEO of Goldman Sachs16. Lehman Brothers was Goldman’s principal competitor17, and it was they who stood to benefit most from Lehman’s disappearance. Goldman subsequently received $12.9 billion from the AIG bailout18, converted to a bank holding company with Fed access19, and emerged from the crisis as the dominant firm on Wall Street.

The clearing function called the shots. One organisation was absorbed while the other was sacrificed — and its sacrifice became the crisis that justified everything that followed.

AIG — rescued. Two days after Lehman’s collapse, the Fed extended an $85 billion credit facility to AIG20, eventually expanding to $182 billion21. AIG wasn’t a bank — it was an insurance company that had written credit default swaps on mortgage-backed securities, effectively insuring bets made by the banks. If AIG failed, every bank with CDS protection from AIG would realise that the insurance wouldn’t pay out. AIG was saved because the banks needed AIG’s guarantees to remain solvent. The Fed didn’t rescue AIG. It rescued the banks through AIG — and Goldman’s $12.9 billion was paid out at par, one hundred cents on the dollar, when the market value of the underlying contracts was a mere fraction22.

Paulson had obtained an ethics waiver to participate in decisions affecting his former firm. Clearly, that’s how it works in Washington — you waive the conflict and carry on regardless23.

The clearing function claims to be neutral infrastructure — merely ‘facilitating‘ settlement between counterparties — but in 2008 it determined what settles, who survives… and who pays.

Congress rejected the first TARP vote on 29 September24. The Dow fell 778 points — the largest single-day point drop in history at that time25. Four days later Congress voted again; this time it passed26.

The market was the enforcement mechanism. Refuse the clearing function’s terms, and the settlement layer punishes you. Truss and Kwarteng discovered the same in 2022. The sequence is identical — propose something the clearing function hasn’t approved, watch the market respond, reverse course or be removed. But this pattern traces back even further. Because on Black Tuesday itself — 29 October 1929 — JP Morgan cabled his negotiators with the terms for what the BIS should become: a real bank, free from government control, with statutes ‘so drawn as to leave ample powers to formulate rules and regulations for the convenient conduct of the Bank‘

The crash buried the cable, and the BIS was founded four months later with a mandate the Hague Agreement never authorised.

The Settlement

The settlement was not a single programme. It was a cascade.

TARP — the Troubled Asset Relief Program — was sold as an asset purchase programme. The government would buy toxic assets from banks, hold them until markets recovered, and sell them at a profit. But within weeks, TARP had been converted into a capital injection programme27. The Treasury purchased preferred stock in banks — $125 billion in the first nine institutions alone, on terms that were presented as non-negotiable. The nine CEOs of the largest US banks were called to a meeting at the Treasury on 13 October 2008 and told they would accept the capital whether they wanted it or not28.

Alongside TARP came Maiden Lane which absorbed Bear’s toxic assets, the $182 billion AIG credit facility, FDIC guarantees on bank debt, and the Fed’s alphabet soup of emergency lending facilities (TAF, TSLF, PDCF, CPFF, AMLF, MMIFF)29. Each one was presented as temporary, yet each one expanded the central bank’s balance sheet and operational reach into territory it had never previously occupied.

But the settlement that mattered — the one that never unwound — was quantitative easing30.

Between November 2008 and October 2014, the Federal Reserve purchased approximately $4.5 trillion in Treasury securities and mortgage-backed securities through three rounds of QE. The stated purpose was to lower long-term interest rates and stimulate economic activity. But the operational effect was to place the central bank at the centre of every major financial market — permanently.

QE made the Fed the market maker of last resort. By purchasing MBS at scale, the Fed set the price floor for mortgage-backed securities. By purchasing Treasuries at scale, it set the benchmark yield for the entire fixed-income market. Every asset price in the economy became, at least to some degree, an outcome of Fed policy.

The Fed didn’t just facilitate transactions between buyers and sellers — it became the buyer. It absorbed the toxic assets that the private sector couldn’t clear, placed them on its own balance sheet, determining the price at which the system would settle.

The balance sheet never returned to pre-crisis levels31. QE1 ended, and was swiftly followed by QE2, then followed by Operation Twist. QE3 — ‘QE Infinity‘ — came next. Each round was presented as temporary, but the emergency powers gradually became the permanent operating framework.

When COVID arrived twelve years later, the infrastructure was already in place. The Fed expanded its balance sheet to nearly $9 trillion32 — purchasing not just Treasuries and MBS but corporate bonds, municipal bonds, and ETFs. It took the clearing function that 2008 had established and extended it into every remaining corner of the financial system.

The Conditionality

The terms applied upward — to the banks — were remarkably generous. The preferred stock carried a 5% dividend for the first five years, increasing to 9% thereafter33. No restrictions on executive compensation survived the final legislation intact. Banks used TARP funds to pay bonuses34, acquire competitors, and buy back their own shares once markets recovered, thus increasing share price.

The terms applied downward — to the people — were not.

Between 2008 and 2014, more than 11 million American homes entered foreclosure35. The banks that had created, packaged, sold, and insured the toxic mortgages were rescued, while the homeowners who had been sold those mortgages were not. HAMP — the Home Affordable Modification Program — was allocated $75 billion but disbursed a mere fraction36. Banks routinely lost paperwork ‘by accident’, imposed dual-tracking (pursuing foreclosure while ostensibly negotiating modifications), and used robo-signing to process forclosures at industrial scale37.

The assets moved from dispersed private ownership to concentrated institutional ownership. Blackstone’s subsidiary, Invitation Homes, became the largest single-family rental landlord in the United States38, purchasing thousands of foreclosed properties at distressed prices, funded — no, really — by credit facilities from the same banks that had just been rescued with public money.

The homeowner lost his home to the bailed out asset manager, who bought at a steep discount. The former owner became a tenant to the organisations which bailed out using the former owner’s taxes. Ownership was out, conditional access in.

The Thread

This was a global matter, and Mark Carney is the connective tissue to what came next.

Governor of the Bank of Canada from 2008 to 201339. Chairman of the Financial Stability Board from 2011 to 201840 — created by the G20 in 2009 specifically to coordinate the post-crisis regulatory response. Governor of the Bank of England from 2013 to 202041. UN Special Envoy on Climate Action and Finance from 201942. Co-chair of the Glasgow Financial Alliance for Net Zero (GFANZ)43.

Perhaps more than any other, one man turned financial crisis to climate finance — and no one elected him to any of it. He was subsequently appointed President of Chatham House44 — the institution that invented the rule ensuring that what is said at private convenings cannot be attributed to any participant.

At the FSB, Carney oversaw the development of the standards that became Basel III. At the Bank of England, he introduced the climate stress test — using the same infrastructure built for financial stability to assess ‘climate-related financial risk‘. His 2015 Lloyd’s of London speech — ‘Tragedy of the Horizon‘45 — explicitly framed climate change as a financial stability issue, bringing it within the central bank’s existing mandate without requiring any new legislation.

The stranded asset mechanism is the bridge. The same capital-weighting framework that Basel III uses to determine how much reserve a bank must hold against a given asset class can be recalibrated to strand any asset of choice. Carbon intensity today. ‘Nature Value-at-Risk‘ tomorrow. The framework is agnostic, and can be applied to anything the NGFS deem to threaten financial stability with complete impunity.

GFANZ — Carney’s net-zero finance alliance — committed over $130 trillion in private capital to ‘align with net zero‘46. That alignment is enforced through the same architecture: disclosure requirements (TCFD), risk assessments (NGFS scenarios), capital weighting (Basel), and compliance verification (assurance frameworks). Every component was built or expanded after 2008.

2008 triggered the creation of the framework, and Carney took it from finance to climate. The same framework is now being driven into AI governance, health security, and digital identity.

Because to a central banker, everything triggers ‘financial stability’ — it’s just a matter of framing.

The Transformation

Before 2008, central banks operated primarily through monetary policy — adjusting base interest rates, by and large. After 2008, central banks operated as participants — setting market prices through balance sheet operations.

This is not a minor development. It is a structural transformation of the same kind that the CPA orders imposed on Iraq.

Nobody frames it that way, obviously. The CPA rewrote Iraqi commercial law by decree, while the Fed rewrote American asset prices by purchase order ‘out of necessity’. One required boots on the ground, the other required daily fear-mongering in the media. The output — an economy manipulated by an unelected authority operating beyond democratic challenge — is the same. The ordoliberals proposed placing economic authority above democratic politics to protect the competitive order — the Bundesbank model. What 2008 delivered was the placement without the purpose.

The Fed wasn’t placed above politics to maintain the market. It was placed above politics to become the market — which is closer to Fabian technocratic administration than anything Röpke envisioned.

Before 2008, the Federal Reserve’s balance sheet was approximately $900 billion47. By 2014, it was $4.5 trillion. By 2022, it had grown to $8.9 trillion. The clearing function grew tenfold in fourteen years — and every dollar of that growth represents a decision made without democratic input about which assets the central bank would purchase, at what price, and therefore which sectors of the economy would receive support.

If you were an asset owner, your net worth soared. If you didn’t… well, then you lost. That’s really all there is to it. Housing became unaffordable, and wages stagnated while asset valuations soared. The wealth gap widened to levels not seen since the 1920s48. And at every point, the central bank insisted it was merely providing ‘accomodation‘ — neutral infrastructure, processing flows, stabilising the system.

The neutrality claim is the source of its power — and the source of its immunity. Yet it is never truly held accountable for any of its decisions. Ever. Even when those decisions hyper-accelerate wealth concentration with the top 1% of the population at the cost of everyone else. When ‘Occupy Wall Street’ eventually came along, they by and large protested against commercial banks, investment firms, corporate greed, and the political influence of the wealthiest 1%49 — few ever connected this to the policies made at the Federal Reserve. Not a single major protest ever took place in front 33 Liberty Street, likely because it received heavy police presence.

When the assets that QE inflated began to generate consumer inflation in 2021, the Fed initially called it ‘transitory‘50. When it proved otherwise, it raised rates — collapsing Silicon Valley Bank, Signature Bank, and First Republic in March 202351. The Fed then created the Bank Term Funding Program to prevent contagion52 — another emergency facility, another expansion, another intervention presented as temporary, another undemocratic decision taken without accountability in sight.

The cycle keeps self-reinforcing itself. The clearing function creates the instability through its interventions, then uses the instability to justify further intervention. Each crisis expands the mandate, and the baseline never returns. In simple terms — it’s a ratchet.

The pattern is not unique to the Fed. The Bank of England ran the same sequence — the Tripartite Authority failed in 200853, so the Financial Services Act 2012 transferred more power to the BoE54; the BoE then failed to prevent the pension fund crisis in 2022, and the Fabian Society’s 2023 response (‘In Tandem’) was to propose giving the BoE influence over fiscal policy itself.

When Truss and Kwarteng attempted to conduct fiscal policy without first clearing it with the BoE, the market punished them in real time — the same enforcement mechanism the first TARP vote triggered — and they were removed within weeks. The lesson to every subsequent politician was unmistakable: you do not move without the central bank’s approval.

Each failure is assigned to the arrangement, never to the institution. And the remedy is always the same — more power for the institution that failed in its duty, with no accountability in sight.

The Product

2008 is the hinge.

Before 2008, the financial clearing function operated primarily in the background — setting interest rates, managing reserves, supervising banks through examination. Nobody — apart from Ron Paul, and a few Austrian economists such as Peter Schiff — much cared what the Fed did, because nobody much noticed, and the few who did were painted by CNBC as raving lunatics. After 2008, it operated in the foreground — purchasing assets, determining prices, designating institutions as systemically important, and extending its supervisory reach into climate, technology, and public health. And no-one was ever offered an opportunity to vote on this.

Everything documented across this series — the stranded asset mechanism, the NGFS scenarios, the Basel capital weighting, the FATF compliance framework, the blended finance architecture, the programmable money infrastructure — all of it runs on machinery that 2008 either built or permanently expanded.

The financial crisis did not create the clearing function. The Bank of England Clearing House existed in 1773, while The Federal Reserve was established in 1913 following the crash of 1907. The BIS was founded in 1930 in response to German war reparations. But 2008 is when the clearing function went from operating within the financial system to operating as the financial system.

The destination is now clearly visible. The BIS Innovation Hub and the Bank of England jointly designed Project Rosalind — a CBDC API which includes a three-party lock function. A future CBDC transaction will involve a payer, payee, and a third party that sets conditions on whether the transaction is allowed to execute. What this amounts to is a clearing function, applied at the level of the individual transaction level, automated, with conditionality set by people not elected democratically, nor ever being held accountable. What this means is that money ceases to be money itself, and becomes requests for permissions to transact.

Meanwhile, the EU insists the digital euro is not ‘programmable money‘ — and technically that’s correct, because the currency unit itself carries no conditions. But the EU Digital Identity Wallet does. If the wallet checks your carbon allowance before executing each transaction, the money doesn’t need to be programmable, because the wallet is.

And it began with a litany of crimes for which nobody was held accountable.

No senior executive of a major bank went to prison for the fraud that caused the crisis55. The Department of Justice under Eric Holder — held in contempt of Congress in 201256 — pursued settlements rather than prosecutions. The banks paid fines from shareholder funds and continued operating.

The defining feature of every clearinghouse is a total absence of responsibility — financial, political, and informational. The neutrality claim isn’t only the source of its power — it’s the source of its immunity. By presenting itself as infrastructure, the clearing function determines outcomes while shouldering none of the consequences.

The people who lost their homes didn’t write the CDS contracts. The people who lost their savings didn’t structure the CDOs. The people who lost their jobs didn’t lobby for the deregulation that made it possible. Yet they were made to pay. And while the mainstream media fanned the flames of injustice, in particular relating to corporate pay packages on Wall Street, the central banks exploited the opportunity, seizing power without accountability.

The institutions which caused the crash were made whole — at public expense — and emerged larger, more powerful, more concentrated, and more deeply embedded in the architecture of governance than they had been before the crisis began. And — largely shielded from scrutiny — the central banks kept the ratchet going, ensuring power was only redistributed in one direction while everyone was distracted by outrageous commercial bank executive compensation packages.

And the CDO tranche structure that caused it all? It didn’t disappear. It was redesigned. The architecture now called ‘blended finance‘ uses the identical model — senior tranche, junior tranche — but with public money explicitly positioned in the first-loss slot. Taxpayer capital absorbs the downside so private investors face de-risked returns in the senior position.

The lesson of 2008 wasn’t that the tranche system was dangerous. It was that the wrong suckers were holding the junior position. The fix was to call it ‘development finance’, and backstop it by the public. And when the Global South eventually fail to service their financial commitments, it’s the Global North who will stand to lose it all. This will be presented as an emergency during a future crisis, calling for yet more facilitator subsidy — while the central bank pushes the ratchet even further along.

It’s almost as though that was the point all along.

Almost.

Following a swift military campaign which ultimately ended with the capture of Saddam Hussein2, Paul Bremer was named head of the Coalition Provisional Authority on the 6th of May, 20033. CPA governed by decree — not democratic mandate — and over the thirteen months that followed, the entire legal and financial architecture of Iraq was rewritten45.

Not a single Iraqi got to vote on any of it.

CPA Order 39 opened Iraq to foreign ownership of Iraqi assets6 — full repatriation of profits, zero requirement to reinvest in the country. Order 40 restructured the banking system, permitting foreign banks to operate and own up to 50 per cent of Iraqi banks7. Order 12 suspended all tariffs, customs duties, and import taxes — dissolved the trade barriers protecting Iraqi industry overnight8. And Order 81 prohibited Iraqi farmers from saving their own seeds, instead requiring purchase from approved commercial suppliers9. The agricultural supply chain was handed to international firms in a single stroke.

At the centre of this restructuring sat the central bank. Iraq’s monetary authority, reconstituted as an ‘independent’ institution10 — monetary policy placed beyond electoral reach — based on a template with a seventy-year history.

Wilhelm Röpke’s Bundesbank, 1957. Core of West Germany’s ordoliberal social market economy, sole mandate price stability, deliberately insulated from democratic interference. The Bundesbank became the template for the European Central Bank through Maastricht, and the ECB became the template for Iraq’s central bank through the CPA. Same design — unelected body controls the money supply, insulated from accountability — operating in… every reconstruction zone discussed below.

The pitch changes with each deployment. In Bruxelles, it was about European integration. In Baghdad, it was about military occupation. But the output is identical — every time. Even when rolled out at present in Kiev and Gaza.

The CPA dissolved 28 June 2004, but the orders stayed11. Conditions attached to Iraqi reconstruction finance ensured that reversing them would cost more than compliance. The settlement mechanism didn’t require boots on the ground, it only needed the financial architecture to enforce law written by the CPA. And this pattern, incidentally, is highly similar to FATF greylisting, Basel capital weighting, and sovereign PATRIOT Act Section 311 designations12.

Steven Cook of the Council on Foreign Relations is alleged to have said ‘If you say something enough people will believe it so if they say they aren’t nation-building, they hope people will believe it. But they are nation-building’.

Strategic denial. ‘Nation-building’ carries negative connotations, so the language shifts to more neutral terms, such as ‘reconstruction’, ‘development’, or ‘planning for peace’. But the underlying architecture remains the same.

External authority, conditional finance, governance installation, commercial capture, … colonial administration. It’s the same pattern — regardless of the label applied.

The Precedents

Iraq at the time was perhaps the most comprehensive but it wasn’t the first.

Afghanistan, post-2001 — Bonn Agreement13, World Bank trust fund, constitution written under international supervision, and an architecture installed before a government even existed. Conditions attached to reconstruction finance ensuring it stuck once nominal sovereignty was handed back.

Serbia post-1999 — routed through the Stability Pact for South Eastern Europe14, tying reconstruction finance to adoption of EU accession criteria. In practice, wholesale harmonisation of Serbian law with EU standards — regulatory, commercial, environmental, financial — as the price of access to capital. The country was restructured around the future EU integration no Serb was offered to even comment on.

Libya post-2011 differs. Because Gaddafi offered a competing clearing function operating entirely outside the international financial architecture. State-owned banking, zero-interest loans, and no external debt — meaning no IMF conditionality. Oil revenues credited directly to citizens’ accounts. Great Man-Made River15 supplying roughly 70 per cent of the country’s fresh water. And a gold-backed currency project, the gold dinar16, intended as an alternative monetary unit across Africa, which could have pulled participating nations out of the dollar-denominated global clearing system17.

The implications here are significant. No private banking — no Basel compliance. No external debt — no World Bank leverage. Sovereign monetary alternative — every bit of the global clearing architecture running through the BIS and IMF suddenly has a competitor.

NATO removed the dictator, the central bank was restructured18, and the gold currency project killed. Reconstruction conditional on integrating with the international financial system, on terms Libya didn’t set.

Libya had the highest Human Development Index in Africa in 201019. It’s been in civil war ever since. And not one of the American or European politician involved has accepted blame, because nothing is ever Hillary Clinton’s fault20.

It’s almost as though eliminating the competing clearing function was the point.

Almost.

Current Deployments

The template is currently running across four theatres simultaneously. It’s practically the identical sequence in each case — sovereign infrastructure is destroyed, reconstruction finance is offered, conditional on the adoption of international standards along with integration of the clearing architecture.

Ukraine is the furthest along. The military destruction makes for nightly news, ‘solved’ through conditional lending courtesy of the IMF, World Bank, EBRD. At present, this makes up north of $100 billion, all of it explicitly conditional on digital governance reforms, anti-corruption measures, and transparency protocols amounting to international oversight of domestic policy. EU accession on top requires wholesale adoption of the acquis and ISO standards across every sector — agricultural certification, financial regulation, … — embedding accreditation requirements directly into law.

The Ukrainian Diia system is the most advanced national digital credential infrastructure on the planet right now — legal identity, health records, educational certificates, financial access, government services, all on a single platform. It’s being built during the war, courtesy of Western reconstruction aid.

When EU leaders called for a ‘Marshall Plan for Ukraine‘ it wasn’t idle rhetoric. The Marshall Plan made post-WW2 reconstruction aid conditional, with the OEEC (later OECD) a direct outcome. Ukraine is the live integration test — all enforcement rails going at once under emergency conditions, demonstrating how crisis creates the political capital for installing conditional sovereignty that would be virtually impossible under normal democratic processes.

Gaza is the most radical — destruction of all prior infrastructure means there’s nothing to retrofit. You’re building on a blank substrate.

Project Sunrise establishes the Board of Peace as a ‘transitional administration with international legal personality’, which is the polite way of saying sovereign authority over Gaza, chaired by Trump, with permanent seats going at a billion dollars a pop. The board has proposed a dollar-linked stablecoin that tracks what people buy and from where, geofenced to designated ‘terror-free zones’, while easily dispossessed digital tokens replace land ownership, backed by AI-powered smart cities on programmable rails, and eventual Abraham Accords integration.

The revenue model runs on what they’re calling coastal monetisation. The plan is to transform Gaza’s shoreline into financial assets, let publicly funded reconstruction absorb the upfront risk, and private capital extracts the returns. Apollo Global Management — co-founder Leon Black being a major financier of Jeffrey Epstein — and KKR are positioned for reconstruction investment. Apollo’s Marc Rowan put a number on it: $115 billion in property value ‘which just needs to be unlocked’.

The population that was living on that property? Not part of the maths, nor even given a vote on the matter.

Boston Consulting Group handled the financial modelling. The plan includes provisions for Palestinians to ‘voluntarily relocate’ whilst the US would ‘initially help administer’ the territory. Two million displaced people, unaccounted for in the projections.

Iran was identified as a problem already at the first Sir Bani Yas conference. The situation follows the same logic, albeit at an earlier stage. Strikes in February 2026 hit military capacity and energy infrastructure — two days after Oman’s Foreign Minister announced a breakthrough on uranium downgrading. Two days. Settlement was offered through Kushner and Witkoff, conditioned on nuclear compliance, energy corridor governance, and regional integration. The country is currently locked out of the payment system via FATF greylisting and Section 311, and the energy infrastructure’s damaged. The expectation is that they will need outside money, but that money will come with conditions, and one of those will be the installation of Digital Public Infrastructure — precisely as was installed in the other theates of war.

Syria is at the earliest stage, but DP World has already signed 30-year concessions on Syrian ports along the IMEC corridor route.

The template arrives with whichever donor shows up first, and the local people are never given a vote on the ‘freedom’ they’re about to receive.

The Corridor

The four theatres aren’t separate operations. Read them together and what you’re looking at is a single infrastructure project — the India-Middle East-Europe Economic Corridor, G20-endorsed, September 2023.

In 2007, General Wesley Clark described being told at the Pentagon shortly after September 11, 2001 that the plan21 was to ‘take out seven countries in five years — starting with Iraq, then Syria, Lebanon, Libya, Somalia, Sudan, and finishing off with Iran’.

The plan drew on a 1996 strategy paper22 — ‘A Clean Break: A New Strategy for Securing the Realm‘ — prepared for incoming Israeli PM Benjamin Netanyahu by a group including Richard Perle and Douglas Feith, who both held senior positions in the Bush administration by pure coincidence. The paper proposed weakening Syria, removing Saddam Hussein, and transforming Israel from a recipient of aid to become a regional economic hub. It also specified a ‘Joint Compliance Monitoring Committee‘ to study whether the Palestinian Authority met ‘minimum standards of compliance’.

Conditional governance through monitored standards. Described in those terms — in 1996.

The list was right, but the five-year timeline was wrong. Six of seven of those nations are now either destroyed or in the process of being destabilised. Iran, last on the list, is currently being targeted.

Wesley Clark further noted something that deserves rather more attention than it has received — the plan had nothing to do with the actual sources of the terrorism. Egypt, Pakistan, Saudi Arabia — where most of the 9/11 hijackers supposedly came from — were left entirely untouched. All three are now signatories or corridor states for IMEC. Every country on Clark’s list sits along or adjacent to the IMEC route.

Iran clears the eastern chokepoint. Gaza builds the Mediterranean terminus. Ukraine breaks the competing energy supply, wires the European end, pins the eastern competitor. Syria provides the ports.

Each theatre makes the others viable.

Jared Kushner and Steve Witkoff simultaneously negotiate all three conflicts. In each case, a resolution that was genuinely within reach went ignored. In Iran, Oman’s breakthrough overtaken by strikes two days later. In Gaza, the January 2025 ceasefire included agreed Phase 2 terms that simply never happened — replaced by the Board of Peace. In Ukraine, settlement perpetually deferred whilst reconstruction lending conditions get permanently installed regardless.

Reports indicate Kushner’s Affinity Partners is positioning to participate in reconstruction financing across the region. The operator cell negotiates the conditions, while affiliated capital funds the conditional rebuild. Negotiators with a direct financial interest in the terms they set.

It’s almost as though the settlement terms are designed to create the conditions under which affiliated capital profits.

This method is tried and tested. When Robert McNamara moved from the Pentagon to the World Bank, he carried the Planning, Programming, and Budgeting System with him, and this eventually developed into structural adjustment programmes — conditional lending measured through target indicators, tied to compliance. Same mechanism, different scale.

What Kushner and Witkoff assemble into settlement documents comes from upstream — fund structures courtesy of the World Bank and the EU, standards put together by ISO, indicators from the OECD, and promoted by the Digital Public Goods Alliance.

The two men who walk between governments don’t truly set the terms.

The Chain

The five steps operate identically whether you’re talking about a person, a company, or a sovereign nation.

• Step one: Declare an ethic — peace, security, reconstruction, development. Nobody argues with peace, and that’s the whole point. The ethic authorises the intervention, while insulating it from opposition.

• Step two: Translate the ethic into a standard — CPA orders, EU accession criteria, IMF structural adjustment conditions, DPI specifications. The standard defines what the reconstructed state must look like.

• Step three: Apply the standard through a clearinghouse — World Bank conditionality assessments, FATF mutual evaluations, EU accession progress reports, JEE Alliance health security evaluations. You either meet the conditions or you don’t.

• Step four: Settle or don’t. Take the reconstruction money, get market access, join the corridor — or refuse. Non-compliance doesn’t need military enforcement, because the financial system handles it on its own. Greylisting raises cost of capital, while section 311 cuts off correspondent banking. The money is withheld from the sovereign state unless the conditions are upheld.

• Step five: The outcome lands on the population. Legal frameworks are written before anyone is allowed a vote. Digital identity is installed during the war which drives demand out of desperation. The currency eventually implemented will be programmable, and this in turn enables conditional transactions where money only settles if you abide the ethic.

The same will be applied to enterprise, through the pricing of debt. Comply with the ethic — or your borrowing costs will eventually spiral out of control.

It should by now be fairly obvious where governance truly resides, regardless of how much ‘freedom’ and 'democracy' the war-torn states were delivered, per our self-proclaimed ‘trusted news initiative’23.

The Completion

What has taken decades to retrofit in developed economies — conditional compliance, digital identity, programmable settlement, standards-based governance — goes in within months in a reconstruction zone — because there’s nothing left to retrofit if everything is blown to smithereens. The crisis eliminates sovereign infrastructure, the reconstruction is funded conditionally, and the conditions mandate the standards. The citizen who survives the conflict is enrolled from day one out of desperation.

Afghanistan and Serbia were early iterations. Iraq was the prototype. Libya demonstrated that alternatives to the clearing architecture are unacceptable. Ukraine is the live integration test. Gaza is ground-up installation on a blank substrate. Syria’s ports are already under contract. Iran is the present battleground.

The word ‘peace’ has been expanding institutional jurisdiction for well over a century. Carnegie endowed it in 1910. Ottawa Charter bridged it into health in 1986. The International Peace Institute operationalised the health bridge through the Rothschild Conference on Health and Security. And now Kushner’s Board of Peace is using it to install a programmable stablecoin in a territory where two million people have nowhere else to go.

What ‘peace’ actually builds is a war clearinghouse — one that determines which conflicts are legitimate, which settlements are acceptable, and who gets to rebuild on the destruction — and on whose terms.

Stafford Beer had a line for this. The purpose of a system is what it does. And what this system does not deliver is ‘freedom’ or ‘democracy’ to anyone outside international organisations such as the BIS, IMF, and World Bank Group… and, of course, the associated round tables where the agenda is ultimately set.

In 1976, a claimed swine flu outbreak at Fort Dix was projected as a potential pandemic threat, triggering the first mass federal vaccination campaign in US history. Forty-three million Americans were vaccinated before the programme was halted after cases of Guillain-Barré syndrome. At the precise time of the Fort Dix episode, a conference convened in Rougemont, Switzerland, brought together pharmaceutical industry executives and senior public health officials to discuss surveillance and vaccines. Walter Dowdle — the CDC’s deputy director — delivered both the opening and closing remarks.

Two years later, CDC Director William Foege signed the first US pandemic plan — the same year as the Declaration of Alma-Ata, calling for global centralisation of information, education, drugs, and vaccines. The structure was ‘the third way‘ applied through health: neither exclusively state nor market, but a managed system in which a carefully selected ‘civil society organisation’ (NGOs) provides the purposive ethic.

The model originates at the London Bankers’ Clearing House — where participants agree to common standards, transactions are evaluated against those standards, and they either clear or they don’t. Röpke’s ‘third way‘ social market economy then engineered central bank monetary policy to reign supreme above party politics through the Bundesbank following the Second World War — the clearing function elevated above elected officials. The Bundesbank became the template for the ECB through Maastricht, while the Bank of England was granted its independence in 1997 — under Blair, in the same vein as his ‘Third Way‘.

The same model was carried into international governance through Leonard S. Woolf’s 1916 International Government and the League of Nations, later United Nations by Alfred Zimmern, into health through Alma-Ata in 1978, and into the developing world through the IFDA’s ‘Third System‘ — applied to the G77 nations in the same year. Blair and Clinton committed to a ‘Third Way‘ in the late 1990s, but by then it had been running across global governance in multiple domains for decades. With Kofi Annan reforming the UN in 1997, Reinicke and Deng implemented the ‘trisectoral’ version through the UN in 2000, but the model had been running through health since 1978 and through banking for almost two centuries.

The domain changes — the mechanism remains the same.

William Foege went on to launch the Task Force for Child Survival in 1984 — convened by WHO, UNICEF, the World Bank, and the Rockefeller Foundation — and later introduce the Manhattan Principles — One Health — at the Rockefeller Centre in 2004, which later became the Berlin Principles in 2019. One person, three decades, connecting the first US pandemic plan to global vaccination to One Health — starting with pharma executives meeting in Rougemont.

In 1991, the European Vaccine Manufacturers association was founded to create a favourable policy climate for big pharma. The following year, the European Scientific Working Group on Influenza launched at Courchevel, funded by the same pharmaceutical companies whose products it would go on to recommend.

That same year — 1992 — saw four things happen at once. The WHO published ‘Our Planet, Our Health‘, pulling climate, biodiversity, and disease into a single frame, carrying forward a line that traces back to the 1968 UNESCO Biosphere Conference. Recommendation 3.2 of that conference connected environmental degradation to zoonotic disease, while recommendation 3.3 specified that man must be ‘balanced with his environment‘.

That balancing principle would be put into practice through H5N1 in 1997 (zoonotic transmission justifying animal surveillance, poultry vaccination, and mass culling), the 2001 Pilanesberg Resolution (integration of animal, human, and environmental health surveillance), SARS in 2003 (triggering new disease control centres), One Health in 2004 (merging human, animal, and environmental health governance), and ultimately the Pandemic Treaty which converted recommendation 3 from the 1968 UNESCO Biosphere Conference into binding international health law.

Also in 1992, the Earth Summit in Rio produced Agenda 21, the UNFCCC, and the Convention on Biological Diversity. Joshua Lederberg published ‘Emerging Infectious Diseases‘, the report that led to Clinton’s 1996 surveillance directive. And in December — six months after Denmark’s referendum rejection of the Maastricht Treaty had stalled political integration — the European Council passed Directive 92/117/EEC, mandating monitoring of zoonoses across all member states. The regulatory integration that voters rejected at the ballot box became a technical channel beyond voter reach.

In 1996, Clinton signed Presidential Decision Directive NSTC-7, tasking the Department of Defence with building a global infectious disease surveillance capability. The DoD established GEIS — the Global Emerging Infections Surveillance programme — in 1997, with partner laboratories worldwide and a mandate for real-time genomic data collection.

That same year, a three-year-old died in Hong Kong from what was initially an unexplained respiratory illness. ESWI-connected researchers claimed the cause was H5N1 — a determination which led to seventeen attributed cases and five deaths over the following months. A Lancet paper later confirmed the founding case had died from Reye’s syndrome caused by aspirin, published on the same day as a second Lancet paper, by the same network, asserting that the case proved H5N1’s pandemic potential. The same pharma-funded network that claimed the diagnosis went on to write the 1999 WHO Pandemic Plan.

What actually killed the child made no difference to the outcome: mass culling was normalised, animal surveillance was installed, and the groundwork for One Health was laid. Margaret Chan, who ordered the cull of 1.6 million chickens, later became Director-General of the WHO.

But human surveillance lacked.

In September 1998, the CDC published a single journal issue that reads, with hindsight, like a project plan for everything that followed. Volume 4, Number 3 of Emerging Infectious Diseases maps onto what would be built after 2001 with precision. HHS Secretary Donna Shalala opens with ‘Collaboration in the Fight Against Infectious Diseases‘. Anthony Fauci discussed new and reemerging diseases. William Foege wrote on lessons from smallpox eradication. Meanwhile, papers on BSE and CJD (the culling precedent set in the UK in 1996 on the advice of a Wellcome-funded Oxford team that included a young Neil Ferguson), on emerging zoonoses, on influenza (with Robert Webster calling for an ‘early warning system for humans‘), on climate change and infectious diseases, on surveillance and information technology, and on communicating disease to the public. Closing the issue, D.A. Henderson wrote on ‘Bioterrorism as a Public Health Threat‘, naming smallpox and anthrax as the two agents of special concern — three years before the anthrax letters arrived.

In 1999, the WHO published its Influenza Pandemic Plan. Every author was either an ESWI member or an adviser — a relationship the BMJ investigated in 2010, confirming undisclosed financial ties between the WHO’s pandemic advisers and the pharmaceutical companies funding the ESWI. The plan specified stockpiling, priority groups, liability waivers, expedited approval, media strategy, and workforce training — the complete operational template, written by a pharma-funded lobby group and adopted as WHO guidance.

In 2000, four developments locked the governance model into place. The UN Global Compact brought corporations into the UN framework through ten principles covering human rights, labour, environment, and anti-corruption. The Millennium Development Goals established the first version of development-by-indicators, which the SDGs would expand to seventeen goals with 231 indicators. UN Security Council Resolution 1308 declared HIV/AIDS a threat to international peace and security — the first time the Security Council treated health as a security issue. And Reinicke and Deng published ‘Critical Choices‘ under the UN Vision Project, funded by Turner’s UN Foundation and the Rockefeller Foundation, with Maurice Strong, Achim Steiner, Jimmy Carter, and Klaus Schwab among the participants — proposing trisectoral governance as the operating model, with a five-step process: agenda-setting, standards, knowledge, markets, mechanisms.

The governance template that every post-9/11 clearing function would follow was specified the year before the triggering events.

In July 2001, the WHO issued a call for contributions to a Global Agenda on Influenza Surveillance and Control. The submission deadline was September 7, 2001 — four days before the Twin Towers came down.

In June 2001, Dark Winter — a senior-level bioterrorism simulation — was held at Andrews Air Force Base, simulating a covert smallpox attack through mock National Security Council meetings. Participants included former CIA director James Woolsey and New York Times reporter Judith Miller, both of whom became among the loudest voices blaming the subsequent anthrax attacks on Iraq. The exercise script included fabricated news clips linking Iraq to bioterrorism — a narrative deployed operationally within four months.

On September 10, 2001, Secretary of Defence Donald Rumsfeld announced that the Pentagon could not account for $2.3 trillion in transactions. The accounting offices investigating these discrepancies were in the section of the Pentagon struck the following morning. The investigation did not resume. In 2018, the Federal Accounting Standards Advisory Board adopted Statement 56, allowing government agencies to modify public financial statements to prevent disclosure of classified activities.

The accounting trail was made formally undiscoverable.

The Triggering Sequence

Between September and December 2001, a series of events occurred in rapid succession, each producing its own permanent infrastructure, each connecting to the others in ways the news coverage did not make visible.

9/11 triggered surveillance and built the financial enforcement architecture. Anthrax tied it to biosecurity. Enron tied it to corporate accountability.

September 11 produced the security apparatus. The PATRIOT Act — 342 pages covering surveillance authorities, financial tracking, immigration controls, and the fusion of intelligence and law enforcement — was drafted, debated, redrafted, passed through both chambers of Congress, and signed into law on October 26. Six weeks. Legislation of that complexity ordinarily takes months of committee work, and the compression raises an obvious question about how much of it was already written.

The Department of Homeland Security followed in November 2002, consolidating twenty-two federal agencies, while the invasion of Afghanistan — launched October 7 — created the permanent overseas military presence through which DoD surveillance laboratories would subsequently operate.

The PATRIOT Act also produced the financial clearing function that now carries every other layer. Title III installed the infrastructure through which financial surveillance and conditional access to the banking system now operate. Section 326 mandated customer identification programmes — the legal foundation of Know Your Customer which now carries ESG screening, sanctions compliance, and programmable conditionality. Section 312 imposed enhanced due diligence for correspondent accounts — the compliance burden that enables de-banking. Section 313 prohibited US correspondent accounts with foreign shell banks. Section 314 mandated information sharing between government and financial institutions. And Section 311 gave the Treasury power to designate foreign banks as ‘primary money laundering concerns‘ and cut them off from the US financial system — the sovereign kill switch, later used against Iran.

Twelve days after the attacks, Executive Order 13224 froze the property of persons connected to terrorism — the foundation of a sanctions architecture since expanded into human rights, corruption, cyber, and climate. The Treasury gained access to SWIFT messaging data, making every international bank transfer accessible to US intelligence — the precursor to ISO 20022, which now carries compliance data inside the payment message itself.

The same Act built the domestic surveillance backbone.

• Section 215 let the FBI obtain ‘any tangible thing‘ without probable cause — the legal basis for the NSA bulk metadata collection revealed by Snowden. When exposed, the programme wasn’t dismantled: the USA FREEDOM Act shifted data custody to the telecoms — same data, different custodian.

• Section 505 created National Security Letters — customer records demanded without court orders, recipients gagged, over 300,000 issued between 2003 and 2006.

• Sections 403 and 414 mandated biometric travel documents — the legal origin of the digital identity chain running from ICAO biometric passports through Aadhaar through the EU Digital Identity Wallet through Ukraine’s Diia.

• Section 802 broadened ‘domestic terrorism‘ to include acts ‘intended to influence the policy of a government by intimidation or coercion‘ — broad enough to cover civil disobedience and organised dissent.

The PATRIOT Act didn’t create one surveillance programme. It created the surveillance state.

The anthrax letters arrived in October, three weeks after 9/11. The letters went to news media offices and to two Democratic senators — Tom Daschle and Patrick Leahy — both raising concerns about civil liberties provisions in the PATRIOT Act. Both received anthrax. The Act passed the Senate 98–1.

More importantly, anthrax bridged terrorism to biology. Without that bridge, the Bioterrorism Preparedness Act of 2002 would have had no triggering event. It was anthrax — rather than 9/11 — that made ‘bioterrorism preparedness‘ a legislative category, connecting the national security apparatus to public health. The Act was sponsored by Billy Tauzin, who upon leaving Congress became President and CEO of PhRMA — the pharmaceutical industry’s lobbying group.

Enron collapsed in December 2001, producing the Sarbanes-Oxley Act — mandatory internal controls, CEO/CFO certification, independent audit committees. This compliance architecture migrated from financial reporting into ‘business ethics‘, then Corporate Social Responsibility, then ESG — each step widening what corporations must report on, each justified by the scandal that preceded it.

The widening wasn’t aimless. ESG attached scoring to social and environmental objectives formalised in 2015 as the UN Sustainable Development Goals — seventeen unchallengeable goods against which every corporate activity could be measured. Each SDG carries indicators — normalised surveillance data against which progress is tracked — and COVID showed what governance-by-indicator looks like when applied to a single goal: case counts and R numbers as the benchmark, threshold triggers as the gate, lockdowns and vaccine passports as the outcome.

The same logic applies across all SDGs, and when several breach at once, the result is what’s considered a polycrisis which calls for a ‘meta-crisis‘ framewotk — compound emergencies justifying continuous, compound governance, with planetary boundaries as the scientific framing and SDG indicators as the measurement layer.

The emergency becomes permanent, because there’s always at least one indicator in the red.

Impact investing — private returns on social objectives, public money absorbing the risk — depends on this entire scoring infrastructure. Without SOX there’s no carrier for ESG. Without ESG there’s no corporate enforcement of the SDGs. Without the SDGs there are no standardised metrics to cost things relative to. The chain runs from Enron’s accounting fraud to the programmable settlement layer, each link justified by the crisis that preceded it.

China joined the World Trade Organisation on December 11, 2001, restructuring global supply chains, offshoring manufacturing at scale, and creating the concentration risks that the BIS Innovation Hub’s Project Insight was later designed to map.

Four events in three months — each justified by its own crisis, and each producing permanent infrastructure. None of it was reversed when the crisis ended. It only grew.

What Was Built on Top

The infrastructure produced in 2001–2002 did not stay in its original domain.

The bioterrorism bridge produced Project BioShield (2004, $5.6 billion for biodefence countermeasures), BARDA (2006), and the 2005 DHS National Response Plan, folding pandemic scenarios into homeland security. Michael Chertoff — co-author of the PATRIOT Act — became Homeland Security Secretary and released the 2005 National Strategy for Pandemic Influenza, the first framework pulling animal health, human health, and national security under one umbrella. The person who drafted the surveillance legislation wrote the pandemic plan that would use it, then showed up on the Transatlantic Working Group on Content Moderation — security, health, and information control through a single career.

The 2002 US Pandemic Plan made the merger explicit, stating that ‘issues are similar to those confronted in planning for biological and chemical terrorism‘. The same document acknowledged that masks had ‘no appreciable effect on community spread‘ during the 1918 pandemic and that port screening was ‘not likely to be effective‘. Every measure known to be ineffective in 2002 was deployed in 2020.

A World Bank report (June 2006) then laid out every element of the COVID-19 response fourteen years in advance: social distancing, school closures, stockpiling, IMF fiscal flexibility, business continuity plans, compensation funds, and media campaigns.

The climate content ESG carries was developed between 2014 and 2018 at Waddesdon Manor — Jacob Rothschild’s estate — through private forums attended by Bank of England, PRA, and FSB staff. The frameworks produced — transition risk, physical risk, stranded assets — fed into Carney’s ‘Tragedy of the Horizon‘ speech, the TCFD, and the NGFS, which now calibrates Basel capital requirements. As with the conference on health and security, The Rothschild branding was removed before the frameworks reached the regulators.

By September 2015, the health architecture was also being refined behind closed doors. The Epstein archive show a Geneva conference titled ‘Preparing for Pandemics‘ was originally the Rothschild Conference on Health and Security, funded by the Edmond de Rothschild Foundations, with the WHO Director-General, Gates Foundation, and the CDC all participating. The branding was removed before public release — the same pattern as Waddesdon, as Total Information Awareness, as every case where the thing was built and the origin disappeared.

The same archive shows the health and financial chains running through a single intermediary. Epstein routed IPI’s Gates Foundation correspondence on polio, designed JPMorgan’s impact investing vehicle (Project Molecule, February 2011), and in April 2016 received from Lawrence Summers a specification for sovereign digital currency — each unit numbered, every transaction traceable, aid disbursement as entry vector.

Pandemic governance, impact finance, and programmable currency through one switchboard, while the operator’s name was removed from every output.

At the surveillance layer, DARPA launched Total Information Awareness in 2002 — mass surveillance of all electronic transactions, communications, and travel. ‘Cancelled‘ after public outcry in 2003, its component programmes survived under different names. DARPA also funded AvesTerra — hypergraph population tracking through Georgetown — up and running by September 2019. A Georgetown whitepaper from April 2020 proposed making surveillance permanent for COVID contact tracing.

The Financial Action Task Force expanded its mandate to terrorist financing after 9/11, with greylisting as the sovereign settlement mechanism — raising a nation’s cost of capital without military intervention. SARS in 2003 triggered the IHR 2005 revision, expanding WHO authority to include the PHEIC declaration — the legal instrument used to declare the COVID pandemic.

At the information control layer, Clinton’s 1998 ‘information terrorism‘ framing was put into practice after 9/11: a 2002 Air Force paper classified misinformation as contributing to terrorist objectives, a 2007 military paper placed it within ‘information operations‘. Dissent became a component of terrorism. UNESCO’s COMEST launched ‘ethics declarations’ across energy, water, space, and climate, constraining what was politically acceptable opinion, while the ICSU SCRES placed similar ‘ethics declarations’ upon scientists.

By 2020, the Trusted News Initiative deployed the working infrastructure — content moderation, algorithmic suppression, professional sanctions — built on frameworks laid after September 11.

The simulations continued the pattern of Dark Winter. Johns Hopkins ran the 2017 SPARS Pandemic Scenario — a coronavirus outbreak with vaccine safety dilemmas and messaging failures. In October 2019, Johns Hopkins, the Gates Foundation, and the WEF convened Event 201, simulating a global coronavirus pandemic, run by the same people who led the response.

Event 201 sat within a five-month window in which six systems reached readiness at once. In August 2019, BlackRock proposed the Going Direct Reset at Jackson Hole. In September, AvesTerra was complete. On September 7, the BBC launched the Trusted News Initiative. In October, the NTI and Gates Foundation published the Global Health Security Index. In December, Heidi Larson — founder of the Vaccine Confidence Project and the Global Listening Project; wife of Peter Piot — told the WHO Vaccine Safety Summit: ‘we are all dependent upon vaccines now‘.

Financial restructuring, surveillance, information control, readiness scoring, crisis simulation, and vaccine messaging — all pre-positioned in the same window, all deployed through COVID less than three months later.

The 2003 Resolution

On May 28, 2003, the World Health Assembly adopted Resolution WHA56.19 — calling for vaccine manufacturing capacity, stockpiles, uptake targets, publicly funded R&D, liability frameworks, public-private partnerships, and equitable access. Every item benefited the pharmaceutical companies funding the ESWI. Every item appeared in the COVID-19 response. The resolution also called for a ‘model plan‘ — the earliest formal call for what would become the Pandemic Treaty.

In November 2004, the WHO convened a meeting with the vaccine manufacturers themselves — Johnson & Johnson, GlaxoSmithKline, AstraZeneca, Aventis, Merck. The industry produced a wish list: liability protection, government-funded R&D, long-term guaranteed contracts, accelerated approval pathways, and increased flu vaccination uptake to build the production capacity needed for a future pandemic. They received everything they asked for. Theresa Tam — later Canada’s Chief Public Health Officer during COVID — attended in official capacity.

2003 also brought SARS — which triggered new disease control centres and enhanced surveillance — and PEPFAR, which deployed $15 billion in conditional health aid across Africa. PEPFAR required ‘one national strategy, one national coordinating mechanism, and one monitoring and evaluation system in each host country‘ — harmonised data across 39 countries, compatible with WHO, World Bank, and DoD systems. Described as a single-disease initiative, it expanded within two years to cover tuberculosis, maternal health, laboratory capacity, and geographic information systems. Mark Dybul, who ran PEPFAR, later co-authored the Georgetown AvesTerra deployment paper with Peter Piot.

AIDS was the entry vector. Surveillance was the output.

The Deployment

In March 2020, every pre-positioned system went live at once. The WHO declared a PHEIC using the IHR 2005 authority — triggered by SARS, enabled by the bioterrorism bridge that anthrax built. The response followed the World Bank’s 2006 blueprint. The Going Direct Reset was implemented through the Fed’s emergency facilities. The Trusted News Initiative coordinated suppression of dissenting opinion. AvesTerra was proposed for permanent deployment. The measures the 2002 pandemic plan acknowledged were ineffective were deployed worldwide. And the entire response ran on indicators — case counts, positivity rates, R numbers, vaccination percentages — normalised surveillance data driving policy at machine speed.

Nothing was improvised. The health plan was written in 1999. The bioterrorism bridge was built in 2002. The blueprint was published in 2006. The financial restructuring was proposed in August 2019. Information control launched in September 2019. The simulation ran in October 2019. Deployment began in March 2020. Three months between the last preparation and activation.

The Net Function

Read sequentially, the documents describe a five-step chain. An ethic is declared — biosecurity, public health, corporate responsibility — which generates the political mandate. The ethic is turned into a standard: the PATRIOT Act’s surveillance authorities, the Bioterrorism Preparedness Act’s procurement framework, Sarbanes-Oxley’s compliance rules. The standard is applied through a clearing function — DHS screening, WHO pandemic classification, ESG scoring — that checks whether a given entity meets the conditions. The entity either settles — clears the checkpoint, gets the funding, keeps market access — or it doesn’t. And the outcome lands — with you. Comply with the ethic, and you’ll be alright. ‘Save lives’, ‘don’t kill granny’, ‘get vaccinated to protect others’ — the ethic is positioned so no reasonable person could possibly object.

Ethic. Standard. Clearing. Settlement. Outcome.

Every chain that runs through the post-9/11 window follows this sequence. Anthrax declared the ethic of biosecurity, while the Bioterrorism Preparedness Act set the standard, BARDA and BioShield built the clearing function, Operation Warp Speed settled the procurement… and Poland was ordered to pay €1.3 billion for vaccines it would destroy. Enron declared the ethic of corporate responsibility, Sarbanes-Oxley set the standard, ESG built the clearing function, Basel capital weighting settled the pricing — and Nigel Farage’s bank account was closed.

The ethic differs, but the mechanism is the same throughout.

The health layer runs from Johnson’s Comprehensive Health Planning Act (1966) through the 1976 swine flu episode and Foege’s 1978 pandemic plan, the Declaration of Alma-Ata (1978), the Task Force for Child Survival (1984), the Children’s Vaccine Initiative (1991), the ESWI (1992), the WHO Pandemic Plan (1999), GAVI (2000), the bioterrorism legislation (2002), and the Manhattan Principles (2004).

From there it went to the World Bank blueprint (2006), CORDS (2007, Rockefeller Foundation and NTI), and the Global Health Security Agenda (2014, with a Private Sector Roundtable seating Abbott, Pfizer, Merck, BlackRock, Gates Foundation, Rockefeller, and NTI alongside sovereign governments at White House summits) — itself an extension of the Global Health Security Initiative launched directly after 9/11.

By 2019, the Global Health Security Index was ranking every country’s pandemic readiness. By 2022, the call was for ‘Holistic Global Health Security‘ — merging health, climate, governance, economic policy, and social determinants. The chain ends at the Pandemic Treaty, which writes this merger into international law.

The corporate governance layer runs from Enron through Sarbanes-Oxley, ESG, the EU Taxonomy, and into the ISSB and ISO certification stack. The surveillance layer from NSTC-7 (1996) through GEIS, DARPA/AvesTerra, and the Georgetown deployment proposal. The supply chain layer from China’s WTO accession through concentration risk into BIS Project Insight. The financial settlement layer from ISO 20022 messaging through the BIS unified ledger into programmable CBDC with compliance built into the wallet.

Each layer was built by different people under separate mandates, and each is individually defensible. The point at which they connect — health surveillance feeding into financial settlement feeding into supply chain mapping feeding into corporate compliance feeding into AI-driven classification — belongs to nobody. The plan is compartmentalised, because you’re not meant to pick up on it.

9/11 sits at the centre of this picture not because of what happened on the day, but because of what was built in the months that followed.

The pre-positioning ran from 1966 to 2001. The triggering events arrived between September and December 2001. The construction ran from 2002 to 2006. The dress rehearsals from 2009 to 2019. The activation came in 2020. The codification is underway now — through the Pandemic Treaty, the EU AI Act, the unified ledger, and the Pact for the Future’s Emergency Platform.

The purpose of a system is what it does.

What this one does is run every significant human activity through a five-step chain — from an ethic nobody voted on, through a standard nobody reads, through a clearing function nobody monitors, to a settlement that either clears or doesn’t — and the outcome lands on you. And the same architecture is presently being integrated with future central bank digital currencies, where every transaction will be conditional upon your adherence to the ‘ethic’ nobody was invited to vote on.

The architecture that makes this possible was installed, piece by piece, in the years after September 11, 2001, using the political capital that the event generated — and it ends with all power concentrated with the same organisations which begun this trajectory almost 200 years ago.

The cabinet was in Hawaii3, and the President in Texas. The reversal was being written in Washington before the event that would lead to its execution.

Kennedy was assassinated in Dallas the following day.

Four days later — one day after the funeral — the new president, Lyndon Johnson, signed NSAM 2734, and Vietnam became the testing ground for the systems-based approach to governance5 Kennedy tried to contain.

Over the next twenty-five months followed the most concentrated programme of institutional construction in American history. By December 1965, the architecture Kennedy opposed had been legislated, and deliberately made invisible.

What Kennedy Opposed

Kennedy’s conflict with the security establishment was about the shape of governance itself — not about any singular, specific policy.

When Kennedy appointed Robert McNamara as Secretary of Defence, McNamara brought with him PPBS6 — the Planning, Programming, and Budgeting System. Developed at RAND and the Ford Motor Company as a way of applying cost-benefit analysis to large organisations, at the Pentagon he applied it to military spending. Kennedy, however, had other ideas. He used it as a scalpel to cut waste and assert civilian control over an unaccountable defence budget, while keeping PPBS confined to the Department of Defence. When proposals emerged to expand it into the CIA and create a National Information Center which would have centralised scientific research under federal control, he refused to lend his support.

Following the Bay of Pigs disaster, Kennedy purged the CIA’s top brass — Allen Dulles, Charles Cabell, Richard Bissell, and Robert Amory Jr., the Deputy Director of Intelligence. Unlike Kennedy, Dulles, Bissell, and Amory were all members of the Council on Foreign Relations — co-founded by Walter Lippmann in 1921 — which recruited directly from within the CIA, with agents nominating other agents for membership. Arthur Schlesinger fought hard to protect Amory, but Kennedy let him go and had him wiretapped7, even going to the extent of taking a personal interest in the case — suggesting Kennedy saw Amory as somewhat more than a failed intelligence chief.

Before being let go, Amory fought a valiant battle8 in support of the ‘World Congress for Freedom and Democracy’9 — a project advanced by Amory, Schlesinger, and CIA operative Dana Durand that sought to transfer power to large foundations under the banner of liberal democratic values. It was The Third Way under American branding: ‘freedom and democracy’ was the label covering for stakeholder governance, with private foundations planning policy. Senator Karl Mundt, meanwhile, pushed a parallel initiative through Congress — the Freedom Academy10, a proposed centralised institution for training officials and civilians in ideological warfare. The CIA’s own internal analysis noted that the proposed American counter-strategy was structurally identical to the Soviet system it claimed to oppose11. Kennedy’s State Department shot it down twice, and with Amory out of the CIA and the Freedom Academy blocked, the programme stalled — temporarily.

The World Congress was a transatlantic network linking Schlesinger and Durand to Altiero Spinelli and the Il Mulino group in Bologna, with backing from the Ford Foundation, the Carnegie Endowment, and the 20th Century Fund12. Schlesinger attended the Il Mulino meeting in April 1961, where the concept of a ‘democratic international’ was discussed — stakeholder governance spanning the Atlantic. Spinelli himself had been a member of the Italian Communist Party, imprisoned under Mussolini, and would go on to draft the Spinelli Plan13 adopted by the European Parliament in 1984 — the blueprint for Maastricht and the European Union.

While Spinelli provided the constitutional framework, the institutional design came from Wilhelm Röpke — a Rockefeller fellow who co-founded the Mont Pelerin Society with Hayek and architected Ludwig Erhard’s post-WW2 German social market economy. Röpke called his programme ‘The Third Way’, and at its core he built an independent central bank — the Bundesbank — whose sole mandate was price stability, enforced beyond electoral reach. The Bundesbank became the template for the European Central Bank through the Maastricht Treaty, placing monetary policy for the entire eurozone under expert control that no electorate could touch. Two parallel programmes — Spinelli’s political and Röpke’s monetary architecture — became a single treaty, which removed democratic accountability from both constitutional and financial layers.

What Kennedy stalled in Washington resurfaced in Brussels, designed by a communist and an ordoliberal whose point of agreement was an identical architecture. It ran under whatever ethic occupied the top slot, and it went by the title, ‘The Third Way’, later popularised by Tony Blair and Bill Clinton.

During the Cuban Missile Crisis, McNamara’s system recommended a series of precision strikes on Soviet installations. Kennedy overruled what would have been a catastrophic decision — the installations were far more advanced than American intelligence realised — instead pursuing diplomacy with Khrushchev. The march of systems analysis had been dealt a significant blow, replaced by human intuition — at least for the time being.

Five months before his death, Kennedy delivered his American University speech, possibly the most important presidential address of the Cold War14. The phrase ‘If we cannot end now our differences, at least we can make the world safe for diversity’ meant sovereign nations with different systems, coexisting through bilateral relationships. Simultaneously, Kennedy was pursuing secret normalisation talks with Castro through Lisa Howard and UN diplomat William Attwood15, and a back channel with Khrushchev through Norman Cousins, mediated by Pope John XXIII16.

Kennedy’s approach, in essence, was the virtual opposite of governance mediated through institutional architecture and systems analysis.

Twenty-Five Months

Within twenty-five months of Kennedy’s assassination, every component Kennedy opposed was accelerated — including, remarkably, programmes he had stopped.

The White House Conference on International Cooperation17, held in November 1965, was similar to the stalled ‘World Congress for Freedom and Democracy’. Both convened private citizens to produce governance specifications, and both routed those specifications through a body outside elected government — in 1965, the National Citizens’ Commission, organised through the United Nations Association18. Both proposed that the government ‘study your recommendations with a view to immediate action’, and both depended on foundation funding for implementation.

The label swapped ‘freedom and democracy’ for ‘international cooperation’, but the architecture was the same: private-sector specification, government implementation, foundation funding, standards bypassing elected officials. The programme Kennedy temporarily stopped was operational within two years of his removal, rebranded, launched from the White House with 5,000 participants and thirty panels.

Johnson moved immediately after taking office. On January 8, 1964, he declared the War on Poverty in his State of the Union address, creating the Office of Economic Opportunity along with Job Corps19, VISTA, Community Action Programs, and Head Start. Each programme established a federal agency operating in a domain previously governed locally, and each required its own data collection, statistical measurement, and reporting infrastructure. Programme by programme, the observation layer was being built across every aspect of American life.

In May 1964, Johnson announced the ‘Great Society’ at the University of Michigan20 — rebuilding cities, preserving the natural environment, improving education. In July, the Civil Rights Act21 established federal compliance enforcement across public accommodations, employment, and federally funded programmes, and the compliance model — conditions attached to federal funding — became the template for everything that followed. In August, the Gulf of Tonkin Resolution22 gave Johnson unlimited authority in the theatre where PPBS would be tested on a massive scale.

After winning a landslide election in November 1964 with Democratic supermajorities in both chambers, Johnson passed 226 of 252 legislative requests over the following twelve months — a 90% success rate without precedent in American history, and one that hasn’t been matched since. Each one built a piece of the architecture, though it wasn’t announced as such23.

The environmental legislation alone is remarkable in scope. In 1964 and 1965, Johnson signed the Pesticide Controls Act24, the Wilderness Areas Act25, the Water Resources Research Act26, the Water Quality Act27, the Solid Waste Disposal Act28, the Clean Water Restoration Act29, and the Highway Beautification Act30. Each created three things simultaneously: a classification system defining what counts as polluted, endangered, or wilderness; a measurement system of federal monitoring stations, chemical analysis, and biological surveys; and a standard-setting function establishing water quality standards, air quality standards, and species protection criteria. Classification, measurement, and standards; the three components of a clearing function, installed domain by domain across the natural environment.

The health legislation followed the same pattern. Medicare and Medicaid31, signed on July 30, 1965, installed the health clearing function for the elderly and the poor. The Heart Disease, Cancer and Stroke Amendments32, the Community Health Services Extension33, the Drug Abuse Control Amendments34, and the Medical Library Assistance Act35 — all passed in 1965 — each created its own data collection and reporting infrastructure. The Comprehensive Health Planning Act of 196636 then applied the compliance model directly: conditional grants were offered to states that established a central health planning agency, reporting to the Surgeon General, meeting standards set by the Surgeon General, and including NGO representatives on its councils.

And on August 25, 1965, Johnson ordered PPBS extended to every federal agency37. The State Department, AID, the Peace Corps, the CIA, and every domestic agency were now required to define objectives, analyse alternatives, and plan spending in long-range terms under a single analytical framework.

The control methodology Kennedy used as a financial scalpel became the operating system of the entire executive branch.

The Four Documents

The replacement sequence came together in a single quarter — the fall of 1965 — when four documents were produced within 114 days that together amount to the complete specification for the governance architecture that now exists.

On August 25, the PPBS directive extended the planning and control methodology to all agencies. On November 5, the President’s Science Advisory Committee published the Revelle report38 — ‘Restoring the Quality of Our Environment’ — which identified carbon dioxide as ‘the invisible pollutant’, called for continuous atmospheric monitoring and large-scale computer modelling, and recommended geoengineering countermeasures for a climate problem it acknowledged it could not yet quantify. The report drew directly on science funded by the Rockefeller Foundation and produced at the Rockefeller Institute, and it specified the observation-to-model pipeline that would eventually become the IPCC, IIASA, and the NGFS climate scenarios that today calibrate bank capital requirements.

On November 29, Vice President Humphrey opened the White House Conference on International Cooperation — 5,000 participants organised into thirty panels, each producing a report with specific recommendations. The presidential statement called for ‘a new order of world cooperation’ and listed six domains: poverty, resources, disease, commerce, war, and peace. Humphrey’s speech laid out the installation method: engineer interdependence through functional cooperation in non-controversial areas, then extend gradually into more controversial domains — a formula first articulated in Leonard Woolf’s 1916 Fabian Society report International Government, which became the intellectual foundation for the League of Nations, and later refined by Walter Lippmann, who co-founded the Council on Foreign Relations in 1921 and whose concept of ‘public philosophy’ had been explicitly invoked in the World Congress proposal Kennedy destroyed. Humphrey framed the whole programme as a religious mission, calling the audience ‘a congregation of true believers’ and urging them to ‘spread the gospel’.

On December 17, McGeorge Bundy received a memo from Harold Saunders proposing how to handle the conference’s follow-up. ‘My sense is that we want to keep communication informal and let it trail off’, Saunders wrote with which Bundy agreed39. A follow-up memo from Walt Rostow to Johnson stated the objective plainly40: ‘Our problem is to lay the Conference to rest decently. We do not want to perpetuate it’.

The specifications were extracted and the recommendations entered the Cabinet Committee. The forum was killed. The public never heard of the conference again — but every recommendation from every panel has since been implemented through the institutional architecture specified at the conference.

The Same Hand

The name that runs through the entire sequence, from first document to last, is McGeorge Bundy.

Bundy drafted the Vietnam policy reversal on November 21, 1963, while the president was heading for Dallas and the cabinet was in Hawaii. He wrote ‘I agree’ on the memo that buried the White House Conference on December 17, 1965. And in 1966, he left government to become president of the Ford Foundation41, where he spent thirteen years funding the institutional infrastructure the conference specified — grants to universities, think tanks, and NGOs across exactly the domains the thirty panels covered. The man who buried the conference spent the following decade paying for its recommendations to be implemented.

He wasn’t the only Ford connection. Robert McNamara had been president of the Ford Motor Company42 — the first person outside the Ford family to hold the position — becoming president on November 9, 1960, one day after Kennedy’s election, and serving only five weeks before Kennedy appointed him Secretary of Defence. At Ford, McNamara had pioneered the systems analysis and statistical control methods he then imported to the Pentagon as PPBS. The methodology that would become the operating system of the entire architecture was developed at Ford, deployed at the Pentagon, extended to all federal agencies under Johnson, and exported internationally through McNamara’s World Bank.

McNamara carried the management methodology from Ford Motor Company through the Pentagon and into the World Bank. Bundy carried the political management from the White House into the Ford Foundation and funded the implementation for thirteen years. The people occupying the two most critical positions in the sequence both connect to the same company and foundation.

What Was Built

What the twenty-five months produced was a comprehensive observation, measurement, classification, and standard-setting infrastructure across every domain of American life — which was then exported internationally through two channels: the World Bank and the Rockefeller network.

Domestically, the Great Society programmes created clearing functions in health (Medicare, Medicaid), education (Elementary and Secondary Education Act43), environment (Water Quality Act, Clean Air Act, Endangered Species Act44), urban development (Department of Housing and Urban Development45), and economic opportunity (Office of Economic Opportunity). Each required statistical measurement, data collection, and reporting against standards set by federal agencies, with PPBS providing the analytical framework that processed the data and converted it into budget decisions.

Internationally, two parallel tracks carried the architecture outward. The first ran through the World Bank. McNamara’s first major act as World Bank president in 1968 was to commission the Pearson Report, asking former Canadian Prime Minister Lester B. Pearson to lead a Commission on International Development. The report, Partners in Development4647, delivered in September 1969, provided the intellectual framework for converting development aid into a conditional clearing function: developing countries would receive capital only if they met conditions set by the institution.

The commission’s membership connected every relevant network. Douglas C. Dillon, Kennedy’s former Treasury Secretary, would become chairman of the Rockefeller Foundation in 197248. Robert Marjolin had served as vice-president of the European Commission49 — the institution whose first president, Hallstein, had specified the same architecture at the Volta Congress in 1932. And Wilfried Guth’s career traced a line through every node of the clearing function’s institutional genealogy.

Guth joined the Bank deutscher Länder in 195350 — which became the Deutsche Bundesbank in 1957 — and rose to Head of its Economics Department before moving to the International Monetary Fund as a German Executive Director, then to the Kreditanstalt für Wiederaufbau (the state development bank that channelled Marshall Plan funds)51, then to the Management Board of Deutsche Bank. The Bundesbank he had served was led by Karl Blessing, Hjalmar Schacht’s protégé from the Reichsbank Directorate52, while Bernhard Benning — who wrote the 1942 Europäische Wirtschaftsgemeinschaft‘s currency chapter — sat on the Bundesbank council from December 195753. Schacht himself had specified the clearing function at the Volta Congress in 1932 and built the bilateral clearing network from 1934. The institutional lineage runs from Schacht through Blessing and Benning to Guth — from the clearing function’s specification through the Bundesbank, the IMF, and Deutsche Bank to the Pearson Commission.

At Nuremberg, the Tribunal executed Alfred Rosenberg, who provided the Nazi ethic, and acquitted Hjalmar Schacht, who developed the mechanism. The mechanism carried on — through Wilhelm Röpke into the Bundesbank, into the European Payments Union, into the ECB, and through Guth, into the World Bank’s conditional lending framework. Meanwhile, McNamara carried the PPBS methodology from the Pentagon through the White House Conference specification and into the World Bank, and the Pearson Report provided the justification for making the Bank’s lending conditional on compliance with standards the borrowing country didn’t write.

The second track ran through the Rockefeller network. The Revelle report drew directly on the 1963 Conservation Foundation conference54 and the atmospheric monitoring pipeline it specified would be developed through institutions the Rockefeller network funded at every stage.

The Bellagio Declaration on Planning55, produced at the Rockefeller Foundation’s estate in Italy in October 1968, declared the necessity of planning in the creation of future society. The Rockefeller Brothers Fund’s ‘One World’ programme in the 1980s56 bridged conservation grantmaking to the sustainable development framework that became the SDGs. The RBF seeded Carbon Tracker in 200957, attaching the stranded assets thesis to specific reserve data. And the Rockefeller Foundation’s Bellagio Center coined ‘impact investing’ in 200758 at the same venue where the planning methodology had been specified four decades earlier.

A few foundations — Ford, Rockefeller, and their descendants — funded the implementation of the programme. Ford funded the institutional infrastructure through Bundy. Rockefeller funded the science, the planning methodology, and the convening architecture. The World Bank, under McNamara, exported the conditional lending model that priced capital in terms of compliance.

By the end of 1968, the domestic infrastructure, the international specification, the scientific pipeline, the planning methodology, the conditional lending framework, and the surveillance architecture all existed. Every subsequent institution documented on this substack — the IPCC (1988), the UNFCCC (1992), the TCFD (2017), the NGFS (2017), the BIS unified ledger (2023) — implements specifications written between November 1963 and December 1965, funded by foundations whose trustees sat on the commissions that wrote them, and collectively launched at the 1968 UNESCO Biosphere Conference in Paris.

The International Operationalisation

The domestic architecture then went global through a channel considered unthinkable under Kennedy: direct convergence between American and Soviet administrative systems, under the banner of environmental cooperation.

On his first day in office in January 1969, Nixon signed the National Environmental Policy Act59, drafted by Lynton K. Caldwell — who simultaneously served on the IUCN’s Landscape Planning Committee60. NEPA created the Council on Environmental Quality61 and led to the Environmental Protection Agency, both stacked with Rockefeller Foundation alumni and Conservation Foundation veterans.

The key figure was Russell E. Train, who led the American side of environmental negotiations with the Soviet Union while simultaneously directing NATO’s Committee on the Challenges of Modern Society62, tasked under a classified 1969 Moynihan Memo63 with designing global environmental surveillance infrastructure. The man building Western surveillance was negotiating Eastern cooperation, and both sides knew it.

On May 23, 1972, Nixon signed the Agreement on Cooperation in Environmental Protection in Moscow64. Henry Kissinger had explicitly instructed Train that there should be ‘no public announcement or discussion’ of the exploratory talks65. The treaty established a Joint Committee to coordinate policy across agencies in both nations — an unelected, binational body operating above sovereign constitutional structures — and committed both superpowers to the joint development of legal and administrative measures, shared monitoring systems, harmonised standards, and coordinated modelling, all under the banner of environmental stewardship.

The agreement rapidly expanded into dozens of subfields — air pollution, water quality, marine pollution, migratory species, urban planning, earthquake prediction, climate modelling, and the biological effects of pollutants — each creating its own working group, its own data exchange, and its own path toward legal harmonisation. The cooperation produced CITES66, contributed to the Bonn Convention on migratory species67, and fed directly into the Convention on Biological Diversity adopted at the 1992 Rio Earth Summit.

What the treaty accomplished was the quiet elimination of the ideological boundary between capitalism and socialism. Environmental cooperation gave two supposedly opposed systems a neutral language through which they could harmonise their legal frameworks, standardise their data, and converge their planning methodologies — without either side appearing to surrender. The Cold War didn’t end in victory for one side. It ended with integration, mediated by environmental science, modelled through IIASA, monitored through GEMS (later GEOSS), and codified by institutions that answered to neither electorate.

Kennedy’s American University speech had called for making the world ‘safe for diversity’ — sovereign nations with different systems, coexisting through bilateral relationships. Nine years later, Nixon’s signature in Moscow made this irrelevant, replaced by technocratic grammar that outlasted the Cold War itself.

Fifteen years later, the strategy was confirmed on camera. In November 1987 — two months after Michael Sweatman proposed the World Conservation Bank at the 4th World Wilderness Congress with David Rockefeller and Edmond de Rothschild in the room — Mikhail Gorbachev addressed Communist Party delegates on the 70th anniversary of the October Revolution and stated the logic openly. The capitalist threat depended on the perception of a Soviet threat, he said, and could only persist as long as people believed national interests were paramount. Perestroika would eliminate that fear, and once the fear was gone, environmentalism would provide the neutral justification for a governance architecture that made the distinction between capitalism and socialism irrelevant. He explicitly invoked Lenin’s New Economic Policy — public-private partnership for the ‘common good,’ with the defining party controlling the definition — and called for ‘a new morality’ in which every person ‘becomes aware of his responsibility for what the whole world is to be’. Within four years, the Soviet Union had collapsed, the Global Environment Facility was established, and the Rio Earth Summit created both the UNFCCC and the CBD simultaneously.

The replacement sequence didn’t end in December 1965. It ended in May 1972, when the domestic architecture installed under Johnson was fused with its Soviet counterpart under Nixon, through environmentalism creating the bilateral convergence platform on which everything was based. Gorbachev’s 1987 speech confirmed that the convergence was the strategy — not a coincidental byproduct.

The Window

The direction Kennedy set — sovereign diversity, personal diplomacy, presidential control over technocratic tools — was reversed entirely, specified across thirty panels, legislated through 226 acts of Congress, internationalised through convergence with the Soviet Union, and deliberately buried the mechanism in the government’s own declassified documents, one small part at a time.

But the documents are now public record, and most were for upwards of sixty years. Nobody connected them, because nobody was looking for a single sequence — just individual documents about individual topics.

That architecture is now in its final phase of deployment. The BIS unified ledger has reached a working prototype, the EU AI Act takes effect in August 2026, the digital euro pilot is targeted for mid-2027, and the OECD’s Rules as Code68 is being piloted in Jersey, Austria, and Singapore, converting legislation into software that AI can execute. The window between where we are now and full operation is measured in project phases, not decades.

The specifications were written in twenty-five months. The operationalisation took seven years. The construction took another sixty.

The completion is underway.

Something will be done. Something is always done. The question worth asking — and the one that never gets asked in the middle of a crisis — is whether that something makes the next crisis more likely, or less.

Morocco has done this before. In May 2021, around 8,000 people crossed into Ceuta over two days1 after Moroccan authorities appeared to loosen border controls. The 2026 surge is larger by an order of magnitude, but the mechanism is the same: Morocco controls the border and adjusts the flow when leverage is needed. Migration analysts noted that ‘these kinds of organised movements don’t happen without, at minimum, passive collaboration from Moroccan authorities’2.

The EU’s response to the 2021 crisis was to expand border infrastructure, increase Frontex funding, and accelerate the development of digital border management systems3. None of those measures reduced Morocco’s ability to open the tap again. If anything, they increased Morocco’s leverage — because each opening now produces a larger crisis, which produces a larger concession, which funds more infrastructure, which makes the next opening more consequential. The cycle feeds itself.

But three specific pieces of contemporary EU legislation illustrate how the ‘solution’ to this crisis will create the conditions for the next one.

The Entry/Exit System

The EU’s Entry/Exit System became fully operational on April 10, 20264 — less than four months before the Ceuta crisis. It replaces passport stamping with biometric data collection across 29 European countries: facial images, fingerprints, and personal data registered in a centralised EU database every time a non-EU national crosses an external border. Over 45 million border crossings have already been recorded.

The system is presented as a way to detect overstayers and prevent identity fraud, and on those terms it works. But what it creates is a centralised biometric identity database covering every non-EU national who enters Europe. That database can be linked to the EU’s digital identity wallet framework, eIDAS 2.05, which every member state is required to offer by late 2026. Or it could be connected to financial compliance systems through interoperability rules that already exist6. The border tool becomes an identity layer — but once built, that won’t necessarily stay at the border.

A crisis like Ceuta makes the argument for accelerating it. Sixty thousand people overwhelming physical border controls in 24 hours is a compelling case for automated biometric processing. ‘Stamps couldn’t cope’, the argument will go. ‘Biometrics could have’. The infrastructure that was built to manage orderly travel gets repurposed — and the emergency justification ensures that nobody asks what else it might be used for once the emergency passes.

ETIAS

The European Travel Information and Authorisation System is scheduled to go live in the second half of 20267. It will require travellers from 59 visa-exempt countries8 to obtain digital authorisation before entering Europe. You’ll fill out an online form, pay a fee, and receive approval or denial before you board your flight. Input constraint applied to… you!

Combined with the Entry/Exit System’s biometrics and the eIDAS 2.0 digital wallet, ETIAS completes a three-layer identity stack: you’re screened before you travel, biometrically registered when you arrive, and digitally tracked throughout your stay. The judgment comes before the action, and entry is conditional upon meeting certain criteria — and if the system says no, you can’t board the plane. There’s no border official to appeal to, no stamp to argue over, no human discretion in the loop.

ETIAS is presented as a security measure. What it creates is pre-emptive border enforcement — evaluation before arrival, automated and conditional. The Ceuta crisis will be cited as evidence that pre-screening is essential. The argument perhaps appears reasonable, but the infrastructure it justifies will be permanent.

The Migration and Asylum Pact

The EU’s Migration and Asylum Pact entered force on June 12, 20269 — seven weeks before the Ceuta crisis. It introduces accelerated border procedures, mandatory biometric registration through the upgraded Eurodac database10, and the ‘instrumentalisation’ clause11.

Under the Pact, EU countries can suspend normal asylum procedures when a third country is deemed to be deliberately weaponising migration flows for political leverage. This is exactly what Morocco has done — in 2021 and again in 2026. The Pact gives the EU the legal authority to declare that migration is being ‘instrumentalised’ and to activate emergency powers in response.

This again perhaps sounds like a solution. But what it does is hand the trigger to the country causing the problem. Morocco doesn’t just control the flow of people across the border — it now controls the activation of EU emergency powers. Each time Morocco opens the tap, the EU activates the instrumentalisation clause, suspends normal procedures, and expands the emergency infrastructure. Morocco might receive funding and concessions, but the EU gets a permanent expansion of its border and surveillance apparatus. All the EU has to do is ask Morocco to accelerate the flow.

The Ratchet

The pattern across all three measures is identical. A crisis occurs. Emergency measures are introduced. The emergency measures become permanent infrastructure. The permanent infrastructure doesn’t reduce the likelihood of the next crisis — in some cases it increases it — but it never gets reversed. The Entry/Exit System, ETIAS, and the Migration Pact were all designed, legislated, and deployed before the Ceuta crisis occurred. The crisis didn’t create the legislative acts. It justifies them — retroactively, publicly, and permanently.

What makes the strategy so effective is that the population will demand it. Europeans see 60,000 people pouring into a city of 83,000, and call for politicians to respond. When the EU introduces biometric databases, digital pre-screening, and emergency powers that suspend normal asylum rules, the public doesn’t resist — they celebrate.

But what they’ve just celebrated is a biometric identity database covering every non-EU national who crosses a border, a pre-screening system that evaluates travellers before they board a plane, and an emergency clause that suspends fundamental rights whenever a third country decides to open a border. The infrastructure was allegedly built to control migrants, but once the database, the pre-screening, and the emergency powers exist — they exist for everyone.

COVID showed the template. The QR codes, vaccine certificates, gated access to supermarkets were all presented as public health measures. The population celebrated it and shamed those who objected. Within months, hundreds of millions of people had been trained to accept presenting digital credentials as the condition for entering a restaurant, boarding a flight, or keeping a job.

During COVID, the EU attempted to install the digital identity layer through the vaccine certificate12. The migration crisis will be weaponised to install the border and surveillance layer. And both will, no doubt, be celebrated by the people. At least it will appear that way, should you listen to the mainstream media. Anyone who objects will be claimed to ‘endanger our collective future’. The script is as old as time, but it’s packaging has become ever more cynical.

Morocco controls the spigot of people. The EU controls the spigot of legislation. Both spigots are operated by the same crisis, and the population standing between them applauds — because they think the control won’t apply to them. But once operational, the difference between migrant and citizen is a mere parameter in the system. And parameters often change without a vote, nor a hint of accountability.

To this end, Bretton Woods stabilised the global money system while the Marshall Plan rebuilt Europe, and the UN gave every country representation. The whole thing rested on a simple promise: never again.

The only problem is that this story is a figment of imagination.

While the facts and dates do line up, it completely misses the meaning of events — because the system running the post-war world wasn’t created after 1945. It was laid out in detail before and during the war, carried forward by the same institutions and professionals, and extended through every later crisis without ever asking the public.

The proof has been out there for decades in conference records, declassified intelligence files, central bank archives, and academic texts. Three major peer-reviewed books confirm the background without identifying the connecting mechanism. That mechanism has a name that’s been used by its supporters through every regime change since 1933: The Third Way.

Throughout the account told here, ‘ethic’ does not mean bottom-up morality, but what the system states as purpose. Each ethic in the chain — racial community, democratic peace, market freedom, sustainability — is deliberately introduced from the top, enforced through settlement terms, and experienced as simply the way things are. What people believe ultimately doesn’t matter; what matters is whether their everyday dealings match the prescribed standard. With time, going along comes to feel like a free choice, becoming indistinguishable from genuine belief — which is how the system hides itself from view.

The specification

In 1892, economist Julius Wolf put a proposal to the Brussels Monetary Conference. The model was already running. The London Bankers’ Clearing House, set up in the 1770s, settled over a hundred million pounds each week through bookkeeping alone — no cash, just ledger entries. Alfred de Rothschild, former Bank of England director, called it ‘near perfect’. Wolf wanted to scale that up to the whole world. His plan had four parts: a central clearing office linking central banks by bookkeeping rather than shipping gold; a common international banknote; a permanent monetary bureau with a standing commission of delegates; and a state syndicate to run silver production. The whole blueprint for the BIS and the IMF was there in a single conference paper, thirty-eight years before the BIS was founded.

Julius Wolf was far from unknown, and his proposals were taken seriously. Eleanor Lansing Dulles — who wrote the first history of the BIS in 1932 — traced the bank’s roots partly back to Wolf, describing his study as one of the most thorough on the need for a clearing house. The BIS, founded in 1930, was the very clearing office Wolf had put forward in Brussels nearly forty years earlier. Joseph Schumpeter later said Wolf’s plans were partly realised by the International Fund at Bretton Woods, and Gottfried Haberler gave him credit too. Alfred Hermann Fried, who won the Nobel Peace Prize in 1911, listed Wolf’s work in his bibliography of international organisation. The proposals were received, debated and developed for three decades. But the credit vasnished — because Wolf was Jewish, and after he died in 1937, the Nazis destroyed his papers.

Wolf did not work alone. In his 1892 book, Sozialismus und kapitalistische Gesellschaftsordnung, he mapped out how capital builds up through middlemen, state favours and control of the clearing system. His answer was simple: any sector likely to become a monopoly should be run as a public corporation. He saw his own position as the point where capitalism and socialism, once they had fixed each other’s flaws, came together. It was an early version of the ‘Third Way’, decades before that phrase became common.

In 1904, Wolf founded the Mitteleuropäischer Wirtschaftsverein — the Central European Economic Association — to co-ordinate trade between European countries using shared standards, arbitration panels and expert committees. By 1913, it was a multinational body, with parallel national branches producing joint publications across Germany, Austria and Hungary. That structure — national bodies co-ordinated through a common framework, turning out shared results — was exactly the governance model later adopted by the International Organisation for Standardisation. Wolf set that pattern in 1904. The ISO took it over in 1947.

Eduard Bernstein came to the same conclusion by a different path. After seven years clerking at S. & L. Rothschild in Berlin, watching the settlement system from the inside, and after reading Wolf’s 1892 book, he abandoned revolutionary Marxism and published Evolutionary Socialism in 1899. The method changed — not revolution, but steady institutional capture: a slow build-up of standards, harmonisation rules and compliance systems. Each step looked like a practical fix to a specific problem, and each made sense alone, but together they formed a governing structure no one ever was given an opportunity to vote for.

Both men wrote in a 1924 collection of autobiographies. Bernstein named Wolf’s book as one reason he began to doubt orthodox Marxism, and Wolf acknowledged his role in Bernstein’s shift. So the blueprint and the installation method came from two men who knew each other’s work, recognised each other’s influence, and had both learned how settlement operated from inside the Rothschild network.

The Volta Congress

On 14 November 1932, the Reale Accademia d’Italia opened the second Convegno Volta in Rome on the Capitoline Hill. The subject was simply L’Europa. Mussolini was there, and Marconi sent the invitations. The proceedings list everyone who was invited, including those who declined. Keynes was one of them.

The cultural and political sessions have been studied closely. Dina Gusejnova’s European Elites and Ideas of Empire treats it as the moment when aristocratic networks consolidated their influence during the interwar years. She records the presence of Rosenberg, Rohan, and representatives of fallen empires, and also notes Goebbels writing in the Nationalsozialistische Monatshefte that the Nazi seizure of power pointed the way to a third path beyond Right and Left.

What Gusejnova leaves out, however, are the economic sessions. Hjalmar Schacht spoke about the economic situation, identifying the real obstacle to trade as the inability to settle international payments — more of a barrier than tariffs or quotas. G.M. Verrijn Stuart proposed that national central banks submit to a higher monetary authority at the BIS, explicitly urging nations to give up their monetary independence. Elemér Hantos, pointing to Wolf’s Central European Economic Association as the model, laid out a four-part plan for European economic unification: a customs union, integrated transport, industrial co-ordination through cartels, and currency unification through central bank co-operation. Otto von Franges, a Yugoslav senator, called for a network of bilateral preferential treaties between the agricultural countries of south-eastern Europe and the industrial nations of western and central Europe, with Germany and Italy as the leading powers.

Customs union, monetary co-ordination, transport integration, agricultural complementarity, and bilateral trade deals. Every area that the post-war European institutions would later cover was mapped out at a single conference in 1932 — two years before Schacht built the bilateral clearing system, and fifteen years before the Treaty of Rome.

The economic side of the Volta Congress has passed through academic review without being noticed. Gusejnova’s book names the speakers and records their attendance. It does not say what they actually proposed.

The bilateral system

Schacht set up the bilateral clearing system in 1934 under the New Plan. Romania, Yugoslavia, Hungary, Bulgaria and Turkey built up blocked reichsmark balances — credits they could only spend on German goods. By 1938, Germany was absorbing huge shares of these countries’ total exports. They didn’t say no because they couldn’t afford to leave: each deal tied them tighter. Germany got real resources — oil, minerals, agricultural produce — while its trading partners received paper claims on future German exports that could not be turned into hard currency or spent anywhere else.

Adam Tooze’s The Wages of Destruction covers this system in great detail, drawing on Reichsbank records, trade statistics and foreign exchange data. He shows that both the bilateral clearing system and the domestic Mefo bill mechanism hit the same wall by 1938 — foreign exchange reserves running low, bills falling due, and clearing balances growing faster than Germany could cover. Absorbing Austria unlocked gold reserves, Czechoslovakia handed over the Škoda works, and Poland supplied coal and farmland. When clearing could extract no more, territorial seizure took over.

Tooze treats the bilateral clearing system as just one tool among many, secondary to a broader political-strategic story about the timing of aggression. But the bilateral system that Schacht launched in 1934 had been set out two years earlier at the Volta Congress — by speakers whom Gusejnova records as present, in economic sessions that neither scholar examines. The blueprint and the execution appeared at the same gathering, yet neither book connects the two.

In April 1935, the League of Nations published an enquiry into clearing agreements — 153 pages of questionnaire replies from twenty-eight governments. Italy’s response described a regular netting system already operating between Italy and Germany, raised multilateral clearing as a trial idea, and named the condition for it to work: a fixed and broadly accepted standard, such as gold. Germany, which ran the largest bilateral clearing network in Europe, did not reply.

Every element that Italy described was in place within fifteen years: the regular netting became the European Payments Union, and the gold-backed standard became Bretton Woods.

The 1942 volume

In September 1942, the Association of Berlin Merchants and Industrialists, together with the Berlin Business School, published a 229-page volume called Europäische Wirtschaftsgemeinschaft — European Economic Community. Fifteen years later, the Treaty of Rome established an organisation with the very same name.

The introduction traces the programme back to Alfred Rosenberg’s speech at the Volta Congress in November 1932. Nine authors across ten sections laid out the institutional framework for a continental economy.

Walther Funk, the Economics Minister, described moving from bilateral to multilateral clearing through a central clearing office. Emil Woermann set out agricultural complementarity across different climate zones, with guaranteed prices and planned production — the EU’s Common Agricultural Policy in blueprint form. Anton Reithinger of IG Farben proposed raising living standards in poorer regions to create internal demand — the EU cohesion principle as industrial strategy. Philipp Beisiegel specified a treaty-based labour exchange with standardised contracts, portable social insurance, and mutual recognition of contribution periods — the core of EU social security co-ordination, written in 1942 language. Gustav Koenigs described the Rhine-Main-Danube Canal, railway harmonisation, and motorway extensions to every border — all later completed or designated as EU priority transport corridors. Bernhard Benning set out a multi-tiered currency structure, rejected a premature single currency on convergence grounds, and identified purchasing power parities as the right way to assess exchange rates — two Maastricht convergence criteria and the IMF’s standard method, fifty years ahead of their time.

Carl Clodius, the Foreign Ministry’s chief treaty negotiator, stated the volume’s central finding: ‘Neither tariffs nor quotas nor anything else plays a role. The only practical thing, the only weapon for the total steering of trade between peoples, is the regulation of payment traffic’. Then the design requirement, stated independently by both Clodius and the volume’s editor Heinrich Hunke: after the war, free movement inside Europe would return, but a balancing clearing mechanism would smooth the peaks. ‘The individual participant notices nothing of this anymore. For him, practically speaking, a condition’s restored that’s indistinguishable from free exchange’. Two authors, two chapters, the same specification: the architecture must be invisible to the people inside it. Hunke’s version appeared in the January 1941 issue of Die Deutsche Volkswirtschaft — a year before the conference lectures were delivered. The invisibility requirement wasn’t one contributor’s tactical observation. It was the organising principle of the entire volume.

Published seven months after the Wannsee Conference, the 229-page volume is almost free of antisemitic content — its architecture built to outlast the ethic that justified it. In a 2020 City University paper, David Blake documents the parallels in terminology and structure, and notes it seems ‘unthinkable’ that Walter Hallstein — later the first President of the European Commission — could have been unaware of the 1942 plan, given his background in legal academia under the Nazis.

On 7 March 1938, Funk laid out the technical requirement at the Leipzig Fair. The New York Times reported it the next day: ‘Such a system, of course, is possible only in a closed economy with money based on government fiat’. That ‘of course’ shows Funk took it for granted. No closure, no clearing. No clearing, no governance.

The crossing

In November 1940, Harold Nicolson of the British Ministry of Information sent Funk’s European economic plan to John Maynard Keynes and asked him to publicly discredit it. Keynes refused. He said that about three quarters of the passages quoted from the German broadcasts would be quite excellent if you substituted Great Britain for Germany.

He then built the British version. His International Clearing Union, proposed in 1941, swapped the Reichsmark for Bancor as the settlement unit, and replaced Berlin with an international institution as the clearing centre. Scholars now openly acknowledge the connection: the Keynes plan was conceived as a direct response to the Nazi multilateral clearing proposal, and shared its essential core.

That same month, Roosevelt’s National Resources Planning Board commissioned a confidential memorandum on the Nazi economic system. The introduction noted a widespread feeling that, whatever one thought of Nazi philosophy, its economic methods might hold lessons for democratic countries.

Both Allied governments studied the same structure and treated it as a serious proposition. The post-war adoption of the clearing system was not a secret transfer. Allied planners already had the blueprint and recognised that it worked.

The move had been prepared before the war even began. In 1937, the Belgian Prime Minister, Paul Van Zeeland, submitted a report to the British and French governments proposing international economic reconstruction through fixed but adjustable exchange rates, a common fund, development loans, and the BIS as the managing body. Robert Rothschild — a Belgian diplomat on that mission — carried that framework forward for the next twenty years and helped draft the Treaty of Rome in 1957.

The governance channel

The clearing architecture reached the post-war institutions through a different route as well, one that had been turning the logic of clearing from finance into governance since before the First World War.

In 1916, Leonard Woolf published International Government, a blueprint for permanent international bodies to manage trade, communications, health and labour standards through functional co-ordination above national governments. His key insight was that once essential functions became international, national governments would gradually lose their grip on the day-to-day running of economic and social life. He proposed that these organisations would work through ‘soft law’ — international recommendations that would steadily harden into binding obligations, because participation would eventually require compliance with international standards. It was clearing logic applied to governance rather than money: membership was voluntary on paper, but functionally impossible to avoid.

Woolf was not alone in developing this concept. Fabian Socialist, Arthur Penty, proposed a guild system at local level in 1906, replacing competitive capitalism with co-operative co-ordination through functional authorities. The Fabian G.D.H. Cole extended the guild idea to national co-ordination in 1914, organising by economic and social purpose rather than by geography. The Fabian Leonard Woolf then combined both into the international tier in 1916, while the Haldane report recommended much the same for the United Kingdom in 1918. The three-level structure — local guilds, national co-ordination, international administration — systematically moved power from elected governments to technical processes. Each level looked like practical management of a specific task, but together they produced governance at every level, all at once.

Alfred Zimmern translated this framework into the actual design of the League of Nations. He saw economics as the main coordinating tool; monetary co-ordination would allow comprehensive economic and social planning without the need for political mandates. The League’s specialised organisations — handling health, labour, communications, and economics — put the three-tier functionalist architecture into practice exactly as Woolf had proposed.

While the League later collapsed, the technical bodies survived. Its own transition documents noted that the new world organisation could, in many respects, take over from the old — specialised agencies, research staff, archives, and co-ordination systems built since 1919. ECOSOC put into practice the Bruce Committee’s 1939 recommendation for a central committee to unify economic and social work. The UN’s structure was inherited from the League, which got it from Zimmern, who had simply implemented Woolf’s blueprint.

The clearing logic reached the post-war institutions through multiple channels at once. Keynes took it from the Nazi economic specification. Van Zeeland got it from pre-war monetary diplomacy. Woolf and Zimmern brought it from Guild Socialist ideas, through the League’s technical bodies, into the UN system. Each stream independently led to the same institutional structure: standards set above the national level, compliance judged by technical criteria, and payouts only when conditions were met — conditions that ordinary people had no say in.

The second crossing

The clearing logic also arrived from the Soviet side, through a different route.

In 1960, the Soviet economist I. Yevenko published Planning in the USSR, setting out the three-tier system used to run the Soviet economy. Gosplan set the standard: the five-year plans, the production targets and quotas. Gosbank handled the clearing, checking every firm’s transactions against the plan. Gossnab settled the physical delivery of goods. Three institutions, one sequence: standard, clearing, settlement.

In 1975, Alan Greenspan — then head of the Council of Economic Advisers — asked the CIA for a report on Gosplan. Twelve years later, he became Chairman of the Federal Reserve.

Meanwhile, Robert McNamara had already brought the same logic from Ford to the Pentagon, introducing PPBS — the Planning, Programming, and Budgeting System — to the US Defence Department in 1961. PPBS tracked numerical inputs and measurable outputs, built feedback loops to measure efficiency, and allowed long-range planning based on live performance data. What started as a military budgeting tool became the model for technocratic governance on a vast scale.

In 1972, the International Institute for Applied Systems Analysis — IIASA for short — was set up in Laxenburg, Austria, as a joint research centre for the US and the Soviet Union. American systems analysis and Soviet planning methods were brought together under one roof, funded by both sides — and the foundations — even as the Cold War continued. The assessment models developed there later fed into the scenarios used by central banks to work out how much capital financial institutions must hold against climate risks. The two planning traditions — one from Soviet central planning, the other from Western clearing-based governance — came together at an institute that now stands at the heart of the climate policy machine.

The post-war assembly

Bretton Woods adopted the American plan rather than Keynes’s, but the clearing architecture remained intact. The dollar was pegged to gold at $35 an ounce — the fixed, universally accepted standard that Italy had named as the precondition for multilateral clearing nine years earlier. The IMF supplied the anchor currency. The conditions that followed — structural adjustment, the Washington Consensus — were simply conditions attached to the settlement layer, the system working exactly as designed.

Resolution V of the Bretton Woods conference recommended winding up the BIS, but it never was. By 1950, it was running the European Payments Union — operating the multilateral netting system that Italy had first tried out with Germany on a bilateral basis, using the gold-based condition Italy had identified, and doing it at the larger scale Italy had proposed as a trial back in 1935. The EPU did not abolish bilateral clearing; it made it multilateral through the BIS — just as Benning’s 1942 chapter had described.

The connections were direct. Karl Blessing, a Schacht protégé who had served on the Reichsbank board during the war, became President of the Bundesbank in 1958. Bernhard Benning, who had written the 1942 currency chapter, sat on the Bundesbank’s Central Bank Council by late 1957. Hallstein became the first President of the European Commission in 1958. The same men who had designed the system for one regime were now implementing it for the next.

This architecture was common knowledge among the professional class building post-war Europe. Any German economist or legal scholar working on integration in the 1950s would have encountered the same concepts, vocabulary and institutional designs — whether or not they had ever read the 1942 volume itself.

The Third Way

Wilhelm Röpke was the bridge between the two worlds. Forced out of his professorship at Marburg in 1933 for criticising the Nazi regime, he went into exile — first to Istanbul, then to Geneva’s Graduate Institute of International Studies, a Rockefeller-funded centre where Mises had also landed in 1934 and where the neoliberal intellectual movement was gathering shape.

After the war, Röpke co-founded the Mont Pelerin Society with Hayek and became the intellectual force behind Ludwig Erhard’s economic programme. The result was the social market economy, which became the institutional model for European integration. Röpke openly called his approach ‘the Third Way’ in his published lectures, and he insisted that a competitive market economy could only survive with strong institutions to provide its moral grounding.

In practice, Röpke’s Third Way placed an independent central bank — the Bundesbank — at the heart of its system. Its sole task was to keep prices stable, and it carried out that task without interference from the elected government. This was exactly what Verrijn Stuart had proposed at the 1932 Volta Congress: a central bank with authority above the nation, beyond any electorate. His specification was now being put into practice in post-war Germany.

The same model was exported to the European Central Bank through the Maastricht Treaty, and then to the Bank of England in 1997. The Blair government, within days of taking office, granted the Bank operational independence. Lawrence Summers passed the case to Ed Balls, who published it in the Fabian Society pamphlet, Euro-Monetarism, in 1992; Gordon Brown then implemented it in May 1997. Verrijn Stuart’s design had travelled sixty-five years, from the Capitoline Hill in Rome to Threadneedle Street in London, delivered through the same network that was simultaneously pushing financial deregulation across East Asia.

Quinn Slobodian’s Globalists documents what Röpke and the Geneva School were building: supranational institutions designed to shield economic governance from national electorates, permanently. Their aim was deliberate and unapologetic. These economists believed that democratic populations would make economically foolish choices — protectionism, inflation, capital controls — so the solution was to place the rules governing economic life in institutions that electorates could not touch. Slobodian calls this ‘encasement’. He maps the walls but does not identify what they protect: the clearing function, operating through conditional settlement, safely beyond democratic revision.

The language was remarkably consistent over time. Lenin’s New Economic Policy of 1921 allowed private enterprise within limits set by the state — the state kept control of banking, heavy industry and foreign trade, while markets operated freely within the boundaries it had drawn. Goebbels used the phrase ‘the Third Way’ in 1933. Röpke used it throughout the 1940s and 1950s. Marc Nerfin’s International Foundation for Development Alternatives (IFDA) proposed a ‘Third System’ in 1976 — citizen organisations alongside the state and market, taking part in governance. That was the direct forerunner of what later became the civil society sector.

Blair and Clinton revived the label in the 1990s, with Anthony Giddens as the theorist and Wolfgang Reinicke’s ‘trisectoral networks’ as the UN governance model — government, business and civil society working together to manage global affairs.

The trisectoral framework had its own backstory. In 1961, the CIA circulated a proposal for a ‘World Congress for Freedom and Democracy’ — a new type of organisation, private in nature, operating globally, combining broad principles with targeted action. That vision of a global civic body later materialised as what are now called Civil Society Organisations, the third sector in the trisectoral model, commonly funded by the same foundations which also funded the World Congress initiative.

Bolshevik, fascist, ordoliberal, developmentalist, social democrat — each ideology attached different conditions to the same structural form. Different content each time. But the function was identical: a framework that presented itself as beyond left and right — and therefore beyond the categories through which electorates organise political choice.

The neoliberal generation

The 1990s generation worked within Röpke’s architecture. The Washington Consensus — privatisation, capital account liberalisation, fiscal discipline, open markets — was essentially Röpke’s framework, but with any racial language he had used stripped out and replaced with economic terms. Countries seeking access to international capital markets, IMF loans or World Bank support had to meet compliance conditions set by Washington-based institutions that the affected populations did not control or elect. The loan would only be approved if the conditions were met.

Alan Greenspan was the American version of what Verrijn Stuart had proposed — the man who had asked the CIA for a report on Gosplan, now setting the terms for global finance from his position at the Federal Reserve. His decisions on interest rates shaped the world economy. He pushed through deregulation that removed the democratic checks and balances on the clearing system.

Robert Rubin moved from Goldman Sachs to the Treasury to Citigroup. The same people moved between the bodies that set the rules and the ones that gained from them. Lawrence Summers pushed for capital account liberalisation across East Asia. When the crisis struck in 1997, the IMF imposed conditions that served Wall Street’s interests as much as they served the local populations — which is to say, not much at all. Countries that failed to meet these conditions were cut off from global capital, exactly as the Soviet Union was post-revolution, until Gosbank was restored. Their transactions stopped clearing. Their currencies crashed. Their assets were then snapped up at bargain prices by the very institutions that had written the rules.

Jeffrey Sachs is the most revealing case, because he shows how the ethic shifts within a single career. In the early 1990s, he designed ‘shock therapy’ for Russia and Eastern Europe — rapid privatisation, liberalisation, and fiscal austerity. The ‘ethic’ driving this was market freedom. Then he moved on to the Sustainable Development Goals, becoming a leading advocate for the sustainability framework. The institutional method stayed the same, but the ethic changed. The conditions attached to taking part in international systems shifted from market liberalisation to sustainability compliance. The mechanism did not change — Sachs simply rotated with the prevailing ethic, which shows that while the ethic is a variable, the mechanism itself is constant.

The architecture appeared to face a serious challenge during this period. In 1974, the UN General Assembly adopted the Declaration on the Establishment of a New International Economic Order. The Group of 77 — operating through UNCTAD — called for stable commodity prices, control over natural resources, technology transfer, and fairer terms of trade.

The architecture responded through the clearing layer. The debt crisis of the early 1980s — triggered by Volcker’s interest rate shock — put the global South in exactly the position the system had been designed to create.

The countries that had challenged the architecture now found themselves more dependent on it than ever.

The environmental rotation

The 2008 financial crisis finished off the Washington Consensus as an intellectual project. Lehman Brothers collapsed, the economic models failed, and the market-liberal ethic lost its credibility. But the architecture did not fall with the ethic. It simply rotated.

The groundwork for that rotation had been laid decades earlier. On 23 May 1972, Richard Nixon signed an environmental protection agreement with the Soviet Union. Russell E. Train led the American delegation — the same man who also held a senior position on NATO’s Committee on the Challenges of Modern Society, which had a mandate to design global environmental monitoring systems, per the Moynihan memo of September 17, 1969. Moscow was also on board. Viktor Kovda, the Soviet Union’s main contact for international scientific co-ordination, helped launch SCOPE and would become its president by 1973. Both sides knew that this meant harmonising policies, aligning laws, and gradually restructuring governance — and both pressed ahead.

Weeks later, the Stockholm Conference on the Human Environment established UNEP. That same year, IIASA was founded — the place where American and Soviet planning methods were brought together. The pipeline was clear: SCOPE provided the science through ICSU, GEMS handled monitoring, and IIASA supplied the modelling. The ideological conflict of the Cold War was quietly overtaken by a shared reliance on systems analysis — a point made by Egle Rindzevičiūtė in The Power of Systems.

By 2017, that pipeline had reached the clearing function directly. The Network for Greening the Financial System — a coalition of more than a hundred central banks, hosted by the BIS — began publishing climate scenarios that are now used to set bank capital requirements worldwide. The scenarios come from the IIASA-Potsdam consortium. Their models are proprietary. Their assumptions are not subject to public debate, nor accountability. The scenarios produce thresholds, and those thresholds become regulatory rules. The rules decide which investments are permissible and which are not. At no point is anyone allowed to vote on this.

The EU Taxonomy Regulation, passed in 2020, stated clearly in Article 26 that guidance on activities contributing to ‘other sustainability objectives, including social objectives, might be developed at a later stage’. The classification system was designed from the start to accept any standard — environmental, social, governance, health, biodiversity — and link it to the cost and availability of capital. Each Sustainable Development Goal is a new module that follows the same chain: scenario, taxonomy, disclosure, AI classification, surveillance, capital requirements, and programmable enforcement.

Within three years of the 2008 crash, the same institutional infrastructure — the BIS, the Basel Committee, the central bank network — was turning towards a new ethic, but the populations affected by those rules still had no voice in selecting it. If the architecture were simply a product of the ruling ethic, it would have fallen apart when that ethic lost credibility. It did not. That is because the ethic is simply the justification for the architecture.

The contemporary architecture

Between 2019 and 2026, the BIS Innovation Hub developed a series of connected projects that together form the operational layer of the clearing architecture on a global scale. That characterisation comes from the BIS itself. In February 2023, Agustín Carstens told the Monetary Authority of Singapore that the various projects needed a way to be brought together, and he proposed the unified ledger as the integrating infrastructure. In June 2025, the BIS stated that it was not just theorising, but actively working with central banks to test and develop tokenisation as the foundation of the future monetary and financial system.

The projects are linked by a clear logic. The NGFS scenarios supply the direction — ’plausible futures’ that financial institutions must use to test their portfolios against. The EU Taxonomy provides the classification system, deciding which activities count as environmentally sustainable and which do not. Project Gaia, the BIS’s AI tool, automates the assessment of corporate reports against the taxonomy — and the BIS’s 2025-26 work plan confirms that the system will soon be expanded beyond climate to cover other areas. Project AISE takes a similar approach and applies it to any regulatory goal, treating the objective as a changeable setting. Project Keystone standardises payment data through ISO 20022, the messaging format now used by 93 per cent of payment systems worldwide, giving every transaction a machine-readable label showing who is paying, why, and to whom. Project Aurora detects unusual activity across borders and institutions. Project Mandala translates each country’s regulations into a common compliance framework.

On the payments side, Project mBridge handles cross-border CBDC settlement between central banks. Project Nexus links domestic instant payment systems across borders. Project Agorá brings commercial bank deposits and central bank money onto the same platform. The Finternet paper, published in April 2024 with Infosys co-founder Nandan Nilekani, extends the architecture to retail transactions using digital identity — based on the India Stack model, which is now being rolled out in Nigeria, Kenya, Bangladesh, Ghana, Nepal, and Trinidad and Tobago. At the IMF in April 2025, Nilekani confirmed that the Finternet was moving from concept to reality.

Each project solves a specific technical problem. Each makes sense within its own field. But taken together, they form a single chain of operations: standardisation, evaluation, and conditional settlement — running at the level of each individual transaction, built into the money itself, at the very point of purchase.

The architecture rests on a legal foundation that was already in place. A bank deposit is not a piece of property you own — it is an unsecured claim against the bank, a debt the bank owes you, as established by Foley v Hill in 1848 and upheld ever since. Securities held through a broker are not shares you own directly. They are ‘security entitlements’ — contractual claims against the broker, while the actual shares are registered in the name of a central depository. The individual holds a claim against an intermediary. Whoever controls that intermediary controls the asset.

Ownership was replaced by intermediated control decades before the digital infrastructure arrived. The legal conversion that makes conditional settlement possible was already complete before a single line of code was written. The clearing function does not seize property. It simply administers claims that the legal system had already placed under its authority.

And because conditional transactions chain — each completion triggering the next, dependencies multiplying exponentially — the cascade creates irreversible facts faster than any institution can review them. A court can rule the original condition invalid months later. By then, the downstream transactions exist only because the original cleared, and unwinding them is structurally impossible. The window for contestation closes at the speed of settlement, not at the speed of deliberation.

The convergence

The same five-step sequence — ethic, standard, clearing, settlement, outcome — appears independently across every major institutional system, and they are all starting to point towards the same infrastructure.

The BIS system works like this: sustainability classification determines capital treatment, which feeds into programmable settlement. The EU system follows the same pattern: the Taxonomy sets the standard, disclosure rules (CSRD and CSDDD) require reporting, enforcement mechanisms (CBAM and ETS) impose financial penalties and capital charges. The UN system runs through the Sustainable Development Goals, which are measured against an indicator framework, which then feeds into financing conditions for development, ultimately shaping IMF and World Bank lending. The OECD system operates through BEPS principles, translated into model rules, reviewed by peer countries, and enforced through a global minimum tax.

Each system runs the same sequence. Each applies the same logic. And each is being rebuilt around the same technical infrastructure, bringing them together around a single clearing function.

Each system also has an emergency mode. The BIS’s Green Swan framework designates climate risk as financial stability risk, bringing any domain under the central bank mandate. The EU’s crisis regulations — from the pandemic Recovery Fund to the energy emergency measures — activate enhanced enforcement across all domains simultaneously. The UN’s proposed Emergency Platform would grant the Secretary-General activation authority for ‘complex global shocks’ — pandemic, climate disruption, financial crisis — with coordinated response across all specialised agencies. The shocks that qualify as triggers aren’t determined by direct observation. They’re determined by the same computational modelling infrastructure that sets normal-mode classification thresholds — IIASA’s integrated assessment models feeding the NGFS for financial risk, the IPCC for climate projections, and the crisis definitions that determine when emergency governance activates. The models that set the normal-mode thresholds also define when the emergency mode fires. Each emergency activation is supposed to be temporary. Each deposits permanent institutional capacity that persists after the emergency resolves, and assigns nor accepts no responsibility for the effects of misprediction.

Each system developed its own version of the chain. Each uses different institutional mechanisms. But they are now converging on shared infrastructure: ISO 20022 for financial messaging, XBRL for corporate reporting, digital identity to tie individuals to the system, and AI classification to automate assessment.

The cross-referencing is explicit and on the record. The ISSB took over the TCFD recommendations. The TNFD signed a memorandum with the ISSB, following the same path that turned voluntary climate disclosure into mandatory reporting. The NGFS extended its framework from climate to nature. Each institution references the others’ standards. The assembly is happening in published documents.

Outside observers have begun to notice. A 2026 regulatory analysis noted that the year marked a new stage in EU regulations — the moment when CSRD, CSDDD, CBAM, SFDR, and the EU Taxonomy ceased to be treated as separate requirements and began to operate as a coherent system. Separate parts becoming visible as a single system — to observers inside a singular domain.

But the cross-domain assembly, across all four institutional systems at once, remains invisible to any analyst who covers only one.

Clodius wrote the specification in 1942. Payment regulation as the only instrument for total steering. The individual notices nothing. Freedom appears restored. Eighty-three years on, those two sentences describe the operational reality of every tap-to-pay transaction processed through the infrastructure now being assembled — without changing a single word.

Why nobody saw it

Three major academic books arrive at the same boundary from different starting points. Gusejnova covers the social networks that shaped the clearing architecture at the Volta Congress but misses what they were actually planning. Tooze presents the economic evidence of how it operated from 1934 onwards, but misses the underlying design logic. Slobodian covers the intellectual project of insulating economic governance from democratic control, but misses the operational mechanism that the insulation was designed to protect.

The gap between them is not a failure of scholarship. It is a built-in feature of how modern knowledge is produced. Economics works at one level — capital allocation, fiduciary duty, financial regulation. Political science works at another — governance frameworks, international agreements, democratic legitimacy. History works at yet another. Engineering deals with standards and certification. Data science works on measurement and validation. Each discipline’s training, publications and analytical tools are designed for its own area. The economist sees the clearing function as market infrastructure, because that is exactly what it is at the economic level. The political scientist sees the treaties as international co-operation, because that is exactly what they are at the political level. Neither is technically wrong. But the whole architecture remains invisible because seeing one level correctly does not mean you see how the levels fit together.

Hannah Arendt identified the mechanism with extraordinary precision — the blending of law and ethics, the regulations that no longer needed to be published, the popular support that came from neither ignorance nor brainwashing. She saw the architecture at work under two different regimes and two different ethics. Then she told the reader not to look for it anywhere else. Her insistence that totalitarianism was unique acts as a prohibition against recognising the same template when it reappears under a new ethic.

She handed the reader the key, then told them it only fits one lock and not to bother trying to use it elsewhere.

The question

The post-war record is clear and consistent. The dollar gap crisis of 1947 produced the Marshall Plan and the OEEC. The bilateral clearing problem gave rise to the EPU. The EPU’s shortcomings led to the Treaty of Rome. The collapse of Bretton Woods produced the Snake, then the EMS. The ERM crisis led to the euro. The 2008 financial crisis produced Basel III and the Financial Stability Board. The eurozone crisis added six new layers of institutional oversight. COVID produced indicator governance and the EU Recovery Fund — €750 billion in joint debt, allocated on condition. The 2022 energy crisis brought joint gas purchasing and faster green transition mandates. Fifteen crises. Fifteen extensions. Zero reversals.

At no point in this sequence did any parliament vote on whether the clearing architecture should be extended. Each extension was presented as the technical fix for an immediate problem, and each made sense on its own.

Every crisis produced by the architecture has been blamed on whatever ethic happened to be in place at the time — insufficient regulation, fiscal irresponsibility, poor co-ordination — never on the structure itself. The ethic takes the blame, and a new ethic is brought in while the architecture carries on. The Nazis collapsed — blame the racial ideology. The Soviet Union collapsed — blame communism. The eurozone crisis — blame fiscal recklessness in the periphery, not the managed-currency system that had produced the very imbalances Benning had described eighty years earlier.

The chain runs unbroken from Wolf’s 1892 clearing office, through the Volta Congress, through the 1942 volume, through Keynes and Röpke into the Treaty of Rome, through the Washington Consensus and the environmental shift, through the IIASA models and the NGFS scenarios, to the BIS unified ledger being built today. Every link is documented and sourced. The architecture was never hidden — it was simply spread out. Distributed across institutions, across disciplines, across documents, across vocabularies that do not speak to one another — by intent.

The foundational myth says the post-war order was a clean break, built by democracies determined that fascism would never rise again. The documentary record says the architecture was designed before and during the war, endorsed by Allied planners, carried forward through institutional and personal continuity, and extended through every crisis that followed — while the ethic in the slot shifted from racial community to democratic peace to market freedom to sustainability, and the people living inside the architecture were never once asked whether they wanted it.

The next crisis will come. Whether it is blamed on the ethic or on the form itself will decide whether the architecture expands once more — or faces the one thing it has never survived: being seen for what it actually is.

What it delivered was a dictatorship lasting forty-two years.

The Green Book’s1 critique of representative democracy is sharper than most contemporary political scientists manage:

Parliament is a misrepresentation of the people, and parliamentary systems are a false solution to the problem of democracy. A parliament is originally founded to represent the people, but this in itself is undemocratic as democracy means the authority of the people and not an authority acting on their behalf. The mere existence of a parliament means the absence of the people.

Parties fare no better:

The party is a contemporary form of dictatorship. It is the modern instrument of dictatorial government. The party is the rule of a part over the whole.

On wages:

Wage-earners are but slaves to the masters who hire them. They are temporary slaves, and their slavery lasts as long as they work for wages from employers, be they individuals or the state.

This applies equally to nationalised industries — the state merely replaces the private employer.

On housing:

Whoever possesses the house in which you dwell, the vehicle in which you ride or the income on which you live, possesses your freedom, or part of it. Freedom is indivisible.

On education:

State-controlled and standardized education is, in fact, a forced stultification of the masses.

Every point is defensible on its own terms. Anyone who’s sat in a waiting room for hours, filled in endless government forms, or watched a politician break yet another campaign promise recognises every word. That recognition is the hook.

The solution: direct democracy through layered Popular Conferences and People’s Committees. Workers become partners. Housing belongs to whoever dwells in it. Land belongs to whoever works it. No private media. No parties. No parliament.

Libya was renamed the Great Socialist People’s Libyan Arab Jamahiriya2 — the State of the Masses. Whatever the Green Book claims was taken from the people, it promises to return.

Bait and Switch

The official structures existed, but in practice, they didn’t quite work as promised. Revolutionary committees — who held the real power — answered directly to Gaddafi. Security services watched everyone, tribes decided who got what, and favours moved through informal channels that the Green Book never mentioned.

The man who wrote ‘there can be no representation in lieu of the people’ ruled for forty-two years without an election. The man who wrote that parties are ‘the modern instrument of dictatorial government’ ran everything through personal loyalty that was more centralised than any party.

Under Gaddafi’s ‘inclusive’ ‘Third Universal Theory’, everyone officially participated. But nobody owned anything outside the system, as ownership was replaced by allocation, and allocation was conditional.

The Origins

In April 1966, the twenty-four-year-old Gaddafi went to the UK for nine months of military training3. First stop was Wilton Park in Beaconsfield, Buckinghamshire4 — a Foreign Office place set up in 1946 to re-educate German POWs, later turned into a discussion forum to shape how foreign leaders think about running countries. Following that, he did signal instructors courses at Bovington Camp and Hythe — communications and transmission5.

His Free Unionist Officers6 were copied straight from Nasser’s Free Officers in Egypt7 — a movement the CIA had backed through Project FF8. Miles Copeland, CIA Station Chief in Cairo, met Nasser’s inner circle four months before the 1952 coup and later wrote: ‘We laid down a path for Nasser and he took it’9. After the coup, the CIA helped set up Egypt’s intelligence service and brought in German advisors from Nazi military intelligence to rebuild the security apparatus10. The Free Officers template then spread across the region within a decade — Iraq (1958), Yemen (1962), Libya (1969) — each coup producing the same setup: Arab socialism, neither East nor West, nationalised resources, a one-party state with popular assemblies, the Third Way as national policy.

The Ten Planks

The Green Book’s ideas line up almost exactly with the Communist Manifesto’s ten planks. Abolition of private property in land — Gaddafi said land belongs to whoever works it. Centralisation of credit — he banned private banking and put all allocation through the state. Centralisation of transport and communication — he said transport belongs to whoever uses it, and media came from People’s Committees. Extension of state-owned production — he made workers ‘partners’ and put all enterprise under collective control. Free education — he freed it from state curricula. Abolition of accumulation — he said no wealth beyond one’s needs, with ‘the final stage’ being one where ‘profit and money disappear’.

Every plank went in, though nobody called it that.

The whole Marxist toolkit — alienation, primitive accumulation, abstract labour, surplus value, crisis theory, the dialectic, the general intellect — works as an engineering manual for the clearing function, regardless of what Marx allegedly intended. Every concept comes down to the same thing: managing flows. What moves where, on what terms, in what units, cleared by whom.

Marxism isn’t economics or philosophy. It’s flow management.

The Green Book does the same thing. Marx says centralise. Gaddafi says the people own. Marx says abolish private property. Gaddafi says property is sacred — but only what you personally use, and only while you’re using it. The Fifth Plank — centralising credit in a national bank — is what makes every other plank stick, because controlling credit and labour vouchers removes the savings people need to stay independent. Gaddafi’s Libya did this completely: no private banking, all allocation through state channels, the whole population dependent on the architecture for their material existence. You get total dependency whatever you call it — socialism, the Jamahiriya, or ‘financial inclusion’.

Neither text tells the truth about where it’s going. The Communist Manifesto says centralising the state is just a transitional phase — the dictatorship of the proletariat as a stepping stone toward a classless, stateless society where the state withers away… which never happens in practice. The Green Book promises the same thing — Popular Committees as the intermediate structure through which the people will govern directly, with the state dissolving into the community. But it never did. The EU’s ‘inclusive localism’ promises it again11 — subsidiarity as the framework through which communities will be ‘empowered’. But the temporary state of course won’t wither away. It never does. Someone has to work out to what level political matters should be ‘decentralised’, after all.

The diagnosis rings true every time. The destination never arrives. Marx’s primitive accumulation12 gets rebranded each generation with a new moral vocabulary, tailored to the local population: enclosure, development, financial inclusion, digital public infrastructure.

Gaddafi’s ‘Third Universal Theory‘ is just another rebrand.

The Gradient

The Green Book’s social theory maps a gradient most political theorists miss.

‘The degree of warmth involved in the relationship decreases proportionately with the increase in size of the social unit’. Family bonds are stronger than tribal ones, and tribal bonds are stronger than national ones. This, of course, is correct — and it’s the gradient the clearing function exploits.

A family that settles disputes doesn’t need mediation, while a village that settles rarely does. The nation — where bonds have thinned to the point where people no longer know each other — requires a clearing function. Whoever controls that function controls the entire structure above the family.

The justice system serves as the traditional clearing function that everyone accepts as legitimate. Courts sit between two parties, claim neutrality, determining the conditions for settlement, where the rules — the legal framework — is common to all. It might not be perfect, but it’s a lot better than the alternative, where you’re settled through an arbitrary ‘ethic’.

Gaddafi’s system left the family and tribe largely intact because they were useful for channelling loyalty. What he controlled was the national layer: oil revenue, security apparatus, revolutionary committees, and the clearing infrastructure through which all resources flowed.

The same architecture appears in the ‘inclusive localism’ prescribed by mainstream development economists — communities empowered to manage local affairs while the flows that matter are controlled by the layer above. It appeared in the London Bankers’ Clearing House, the original prototype — described by Alfred de Rothschild as approaching ‘perfection’. It appeared in Wolf’s 1892 proposal to internationalise that clearing house. It appeared in Bernstein’s evolutionary socialism — revolution abandoned in favour of gradualism. It appeared in the 1930s Third Position13 — national community restored, every institution coordinated through the party. It appeared in Röpke’s ‘Third Way’, the ordoliberal social market economy which places economics — hence, central banks — explicitly beyond the reach of democratic politics.

Nasser’s Arab socialism14 was another example — installed with CIA help, then copied across the region through the Free Officers template, producing Ba’athism in Syria and Iraq, the Free Unionist Officers in Libya, and ‘Third Way’ governance across the Middle East and North Africa within a decade. Lenin’s New Economic Policy did the same — markets brought back, while the party kept control of the commanding heights. It appeared in Deng Xiaoping’s ‘socialism with Chinese characteristics’. It appeared in Lee Kuan Yew’s managed capitalism in Singapore15.

The EU’s subsidiarity principle follows the pattern16 — member states decide… unless the Union judges its own intervention ‘more effective’. Nerfin’s ‘Third System’ at the IFDA in 1976 did the same with ‘civil society organisations’. Blair’s Third Way expanded state surveillance, and accelerated the transfer of governance to QUANGOs. Reinicke’s trisectoral model treats government, business, and civil society as co-equal partners, specified through the UN and operationalised through the WEF. Modi’s India Stack and the BIS unified ledger do the same.

The ethic rotates and the vocabulary changes — but the structure remains the same.

The usual story considers ‘The Third Way’ a 1990s concept. A centre-left project, widely considered gone after 2008. But it’s the clearing function’s preferred governance interface, installed under every political label — left, right, centre, nationalist, internationalist, secular, religious, democratic, authoritarian — across every continent, for over a century.

Nobody sees this because each installation sits in a different academic discipline. European political scientists study ordoliberalism against German economic traditions. Development economists study the India Stack. International relations scholars study the trisectoral model. Nobody compares Ba’athism with ordoliberalism, inclusive localism, and the India Stack because the vocabulary, context, and declared politics all differ. Yet the operational output — centralisation of the clearing function, conditional access replacing unconditional ownership, a promise that never arrives — is identical every time.

The Political Clearinghouse

A financial clearinghouse sits between buyer and seller. It claims to be neutral infrastructure — processing flows between two parties and deciding the conditions for settlement. But whoever controls it controls all transactions, precisely because it claims to be neutral.

The Third Way sits between left and right in the same way. It looks like neutral governance — just processing political flows between two positions and deciding the conditions for policy settlement. But he who controls it controls all political activity.

‘Neither buyer nor seller’ is the financial clearinghouse’s claim to neutrality. ‘Neither left nor right’ is the political clearinghouse’s. ‘Neither source nor consumer’ is the information clearinghouse’s. Same claim, same position, same function, same source of power.

Marx built the first documented information clearinghouse in 1846 — the Brussels Communist Correspondence Committee. It worked as ‘a central node that filters information, certifies ‘correct’ texts and interpretations, and coordinates responses across scattered groups’. It came before the Communist League and the Manifesto, and it decided what community information counted as 'correct'. The same function was later institutionalised through INFOTERRA — the International Referral System launched at Stockholm in 1972, centralising environmental information through National Focal Points ‘placed within governmental structures’. Google and Twitter, meanwhile, decide which information reaches the user while claiming to be neither author nor reader. Fact-checkers decide which claims settle as true while claiming to be neither left nor right. Each one sits between producer and consumer, controls what flows through, and derives its power from the claim that it’s merely neutral infrastructure.

Yet none of them accept responsibility when they get things wrong. That’s the defining feature of every clearinghouse — financial, political, and informational. When your transaction fails, the financial clearinghouse isn’t liable. When its policies destroy communities, the central bank isn’t accountable. When its rankings bury accurate information, Google isn’t responsible. When the ‘misinformation’ it flagged turns out to be correct, the fact-checker isn’t answerable. Section 230 codifies this for platforms, central bank independence codifies it for monetary policy, and ‘we just facilitate’ codifies it for all of them. The neutrality claim isn’t only the source of the clearinghouse’s power — it’s the source of its immunity. By presenting itself as infrastructure, the clearinghouse determines outcomes while shouldering none of the consequences.

Three clearinghouses — financial, political, and informational — control what you can transact, enact, and know. Each claims neutrality while controlling flows through mediation. Each has a documented institutional form, and each was called a clearinghouse by the institution that built it.

The London Bankers’ Clearing House was the original financial clearing function. PACH 131317 — the Public Administration Clearing House, funded by the Rockefeller-endowed Spelman Fund18 — housed under one roof the National League of Cities, the Council of State Governments, the International City Management Association, the American Planning Association, and a dozen other associations that determined how American local and state government actually operates. The standards for how communities govern themselves were written at 1313 and spread through professional associations whose members implemented them locally — subsidiarity made physical. And INFOTERRA centralised environmental information, determining what settles as authoritative.

Through the Aarhus Convention19 and EU Directive 2003/4/EC20, ‘environmental information’ was expanded to include health, food chains, noise, cultural sites, and anything ‘likely to affect the environment’ — and citizens were given legal standing to sue nation states for failing to meet the standards.

Wolf’s 1892 proposal was to internationalise the financial clearinghouse, while Bernstein’s 1899 proposal did the same for the political one — gradualism replacing revolution, institutions replacing confrontation, the centre absorbing both left and right through evolutionary reform. But Marx’s information clearinghouse beat them both by two generations.

‘The Third Way’ isn’t a political position. It’s a clearing function — the gate through which governance eventually comes to pass, positioned as the neutral centre. But gradually, political parties on both the left and right realise they can’t do much if they’re not cleared. Truss and Kwarteng found out the hard way only a few years back.

You can’t oppose the clearinghouse by being a buyer or a seller. You can only oppose it by transacting outside it — which is what it’s designed to prevent.

The Two Documents

The Third Way always produces two documents. The (public) sales pitch says what the community will gain — the Green Book, Blair’s ‘Third Way’, the trisectoral model, the WEF stakeholder framework. The (private) operational architecture says what the clearing function needs — the revolutionary committees, the India Stack, the Gleichschaltung. They’re never the same document, and frequently, the latter isn't even made public21.

The sales pitch has to appeal to people who already feel the sense of unjustified loss. If the diagnosis doesn't ring true, nobody will buy the alleged cure. Gaddafi’s critique of representation is excellent, and the 1930s corporatist analysis was legitimately insightful. The better the diagnosis, the higher likelihood of success.

The second is the product. Before the architecture is implemented, people own things — land, relationships, skills, the ability to transact directly with each other. But once it’s been implemented, everything gradually becomes conditional, typically through creeping red tape. Conditional upon your environmental compliance. Conditional upon your digital identity. Conditional upon your social credit score. Conditional upon your speech falling within approved guidelines.

The Green Book promised everyone would own their home, but what Gaddafi’s Libya delivered was a system where everyone’s material existence depended on the state’s continued willingness to provide it.

The product is never what’s advertised — it’s dependency.

Each of these claims deserves scrutiny, because none of them withstands it particularly well.

The Falsifiability Problem

A scientific theory earns its status by being falsifiable — by making predictions that could, in principle, be shown wrong. Climate science, as publicly presented, has an awkward relationship with this requirement.

When temperatures rise faster than models predict, the explanation is that we haven’t done enough to curb emissions. When temperatures rise more slowly — as they did during the widely discussed ‘pause’ between roughly 1998 and 2014 — the explanation is that the heat went into the deep ocean, or that aerosols masked the warming, or that natural variability temporarily overwhelmed the signal. When a record cold snap arrives, that’s weather. When a heatwave arrives, that’s climate change.

The pattern is consistent: no observation is permitted to challenge the underlying thesis. Outcomes that confirm the theory are cited as evidence; outcomes that contradict it are absorbed through auxiliary explanations. The theory accommodates everything, which is precisely the characteristic Karl Popper identified as the hallmark of pseudoscience.

The Mathematics

The atmosphere is a fluid. Its behaviour is simulated using the Navier-Stokes equations, a set of nonlinear partial differential equations so mathematically challenging that the question of whether their solutions even remain well-behaved over time is one of seven Millennium Prize problems — carrying a million-dollar bounty from the Clay Mathematics Institute, precisely because nobody has been able to answer it.

Climate models forward-integrate a version of these equations on computational grids where a single cell might span 100 kilometres. Within that cell, you could have a thunderstorm in one corner and clear sky in another — different pressure gradients, different moisture content, different vertical velocity profiles. Subdivide the cell and the same problem reappears, because the atmosphere has turbulent structure at every scale, from hundreds of kilometres down to millimetres. There’s no resolution at which this disappears.

This is well understood in fluid dynamics as the ‘closure problem’. The energy cascade in turbulent flow couples every scale to every other scale. You don’t get to capture it at one level and declare it handled. Yet climate models attempt precisely this — and they do so over century-long time horizons, in a system whose chaotic dynamics make forward prediction unreliable beyond a matter of days.

The Approximations

Since the models can’t resolve what actually happens inside each grid cell, they replace those processes with parameterisations — simplified mathematical representations of convection, cloud formation, turbulent mixing, and dozens of other phenomena. These aren’t derived from first principles. They’re empirical approximations, tuned until the model output matches the historical record.

The parameterisations are tuned to the data they’re then validated against. The model is adjusted until it reproduces past observations, then presented as having successfully predicted them — a fundamentally circular exercise. And when the model diverges from new observations, the parameterisations are adjusted again, described as ‘model improvement’ rather than what it more plainly resembles: refitting a curve to updated data. At no point is a parameterisation recorded as having been falsified. It’s simply replaced.

The deepest problem, though, is one of mathematical form. The parameterisations are formulated as scale-invariant — they use the same functional form regardless of whether the grid cell is 200 kilometres across or 50. Yet when modellers change the resolution, the parameterisations have to be retuned, which is empirical proof that they aren’t scale-invariant at all. They’re using scale-invariant approximations to represent a system that demonstrably isn’t scale-invariant, in a domain — turbulence — where the coupling between scales is the defining feature of the physics. And it’s worse than a static mismatch, because the system is reflexive: cloud formation changes albedo, which changes temperature, which changes evaporation, which changes cloud formation. These feedback loops don’t just exist at every scale — they operate differently at different scales, which means the environmental impact on the processes being approximated is itself resolution-dependent. The parameterisations can’t account for this, because they don’t know what scale they’re on.

With hundreds of these parameterisations in a single model, each one a tunable knob, and a historical dataset to fit them against, the exercise has enough degrees of freedom to reproduce almost anything.

The Data

The models are tuned to the historical record. But the historical record itself deserves scrutiny.

The Keeling Curve — the continuous measurement of atmospheric CO₂ that launched the entire climate narrative — was established in 1957 through Roger Revelle, on Rockefeller Foundation funding. When the Rockefeller-funded Conservation Foundation hosted the first carbon consensus event in 1963, only two actual climate scientists contributed, and the resulting output document contained no references backing its claims. That document nevertheless went on to serve as the input for the 1965 White House report Restoring the Quality of Our Environment, and the narrative has built on itself ever since.

The ocean data gap is perhaps the most glaring problem. Oceans are the primary heat reservoir in the climate system, absorbing and redistributing vast amounts of thermal energy. Yet systematic, depth-stratified ocean temperature measurements didn’t begin in earnest until the deployment of Argo floats in the early 2000s. Prior to that, historical oceanic temperatures were reconstructed from sporadic ship-based measurements, proxy data from coral isotopes and sediment cores, and model-derived estimates. When calls for expanded ocean monitoring were made at the 1979 World Climate Conference, it took over twenty years before any large-scale effort was implemented. The field was making confident assertions about a system whose largest component was essentially unobserved.

The land-based temperature record has its own difficulties. The Climate Research Unit at the University of East Anglia — one of the principal custodians of the global temperature dataset — destroyed its original raw data, making independent verification permanently impossible. What remains are proprietary datasets, selectively interpolated proxy records, and adjusted figures whose calibration history is not fully open to scrutiny. Ice core samples, often cited as evidence of long-term CO₂ trends, suffer from compression, diffusion, and calibration uncertainties that limit their precision. And the post-1979 temperature record itself is striking: no discernible warming pattern was evident in the data before the first World Climate Conference, yet temperatures then began rising in an almost linear fashion immediately afterwards — a convenient trajectory that reports through the early 1980s were still debating.

Without complete open-source access to raw data, models, and configuration parameters, the empirical foundation of climate science remains impossible to independently verify. For a field that asks the world to restructure its economy, that’s a considerable ask.

The Institution

In most fields, persistent failures of prediction carry professional consequences. In engineering, if your model fails, the bridge collapses and careers end. In finance, if your model fails, you lose money and get fired. In climate science, if your model fails, you retune it and publish again.

The IPCC has never declared any of its own previous output to be false. It doesn’t conduct its own research — it reviews existing literature and selects the ‘valid’ climate scenarios, yet it’s presented to the public as the definitive scientific authority on the subject. The structure is replicated one layer closer to the money by the NGFS Scientific Advisory Committee, which selects the ‘valid’ financial scenarios that central banks use to set capital requirements. Both operate through input constraint — by controlling which scenarios are deemed valid, they determine what reality looks like for everyone downstream. Predictions are ‘revised’. Understanding is ‘updated’. Confidence intervals are ‘refined’. The Himalayan glacier claim in the Fourth Assessment Report — that they would disappear by 2035, traced to a speculative magazine interview rather than peer-reviewed literature — was described as a ‘regrettable error’ in the review process. Nobody was fired, and nobody faced professional sanction of any kind.

The Climategate emails, released in 2009, revealed discussions of manipulating data presentation, coordinating efforts to keep dissenting papers out of peer-reviewed journals, and strategising to circumvent freedom of information requests. The University of East Anglia’s Information Commissioner ruled that FOI law had been breached — but prosecution was time-barred because the university’s own complaints procedure had run past the six-month statutory window. Multiple inquiries were conducted, all of which exonerated the scientists involved, with panels selected to exclude sceptics and terms of reference drawn to avoid the most serious allegations. Phil Jones stepped aside temporarily, then was reinstated. Michael Mann was investigated by Penn State and cleared. The public framing shifted from the content of the emails to the manner of their disclosure, and the episode was rebranded as an ‘email controversy’.

An institution that cannot say ‘we were wrong’, and that shields its members from consequences when their conduct is documented in their own correspondence, has removed every mechanism through which science is supposed to self-correct.

The Timeline

The standard narrative holds that the science was established first and policy followed. The documentary record tells a different story.

In 1975, the Belgrade Charter called for an environmental ethic to be embedded in education at every level. That same year, the International Institute for Applied Systems Analysis published the first major paper on carbon pricing. Meanwhile, Bert Bolin testified before the US Congress in 1976 that scientists knew very little about the climate system, and senior NOAA scientists noted that temperatures appeared to be declining. In 1978, an IIASA working group concluded that the scientific community understood less about the carbon cycle than it had thought a decade earlier — and virtually no data existed on ocean carbon uptake, which is rather central to the question.

Then in 1979, the foundation-funded ICSU’s World Climate Conference convened — without inviting scientists who might dissent — and produced an ‘Appeal to Nations’ peppered with ‘may’, ‘might’, and ‘possibly’, while simultaneously calling for the planning and management of human activity on a global scale.

By 1990, the IPCC’s first assessment was supposed to be establishing whether there was a problem. Working Group 1 was assessing the physical science. Simultaneously, Working Group 3 was already discussing carbon emission trading — designing the economic architecture of the policy response before the scientific question had been answered.

Two years later, UNCTAD published Combating Global Warming, a detailed blueprint for a global carbon trading system — which stated plainly that air and water must be ‘redefined as property rights so that they can be efficiently allocated’. That redefinition was eventually delivered through ecosystem services. One of its contributing authors, Richard Sandor, founded a company to trade emissions in 1993 and was actively trading SO₂ allowances that same year, while simultaneously writing the operational specifications for the very market he was positioning himself to profit from — which appears at the very least highly unethical, and in effect a clear-cut case of insider trading.

The policy infrastructure — the funding streams, the educational mandates, the trading mechanisms, the monitoring frameworks — was assembled before and independently of the scientific case it claims to rest on.

The Proposed Solution

The trading mechanism that would eventually become the centrepiece of global climate policy has its own timeline, and it runs well ahead of the science too.

The Conservation Foundation, a Rockefeller-funded organisation whose president Russell Train went on to chair Nixon’s Council on Environmental Quality, helped establish the first carbon consensus as early as 1963 and published a detailed report on emissions banking and offsetting by 1980. The report described how the EPA’s list of regulated pollutants — then covering sulphur dioxide, carbon monoxide, nitrogen dioxide, particulates, and ozone — could serve as the basis for a permit-and-offset system. The architecture was already remarkably specific, down to the mechanics of how emission credits would be banked and traded. Carbon dioxide wasn’t yet on the list, but the framework was designed to accommodate whatever came next.

In 1985, Tom Tietenberg published his influential work on tradeable emission permits, providing the academic foundation for market-based pollution control. That same year, the ozone hole was discovered over Antarctica, and within two years the Montreal Protocol had established the first international framework for restricting emissions through permits — applied, in this case, to chlorofluorocarbons. The Montreal Protocol demonstrated that the permit mechanism could work at a global level, and it established the institutional precedent that the IPCC would later follow for carbon.

The sequence from ozone to carbon was remarkably efficient. The Montreal Protocol enabled emission permits in 1987. The IPCC’s Working Group 3 associated those permits with trading in its 1990 first assessment — while Working Group 1 was still evaluating the physical science. The 1990 Clean Air Act Amendments, pushed through under William Reilly — the Conservation Foundation’s former president, now running the EPA — massively expanded the list of regulated pollutants and introduced the SO₂ cap-and-trade programme that Sandor would immediately begin trading. By 1992, UNCTAD had produced a comprehensive blueprint for a global carbon market, and by 1994 Sandor was writing the model rules and regulations for the very system he was already profiting from.

By 1997, Sandor was promoting the carbon trading framework on a panel alongside Al Gore and Larry Summers. Both are worth following. Gore went on to co-found Generation Investment Management in 2004, and in December 2011 published a Manifesto for Sustainable Capitalism in the Wall Street Journal — a five-point plan that the Waddesdon Manor forums, hosted at the Rothschild family estate from 2014 to 2018, would systematically implement. His Generation Foundation co-funded the Oxford Smith School’s Stranded Assets Programme alongside the Rothschild Foundation, producing the regulatory architecture that now governs climate-related financial risk through the TCFD and the Network for Greening the Financial System. Summers, meanwhile, sat on Epstein’s panel of experts selecting monetary transformation projects in 2012, and by 2016 was receiving tokenised digital currency specifications from the same network. The carbon trading advocate of 1997 became the digital currency architect of 2016.

The proposed solution, in other words, was designed before the problem was established, tested on ozone before being transferred to carbon, and built by people who stood to benefit directly from its implementation. At every stage, the economic mechanism was running ahead of the science it claimed to depend on.

The Geopolitical Context

In 1972, the United States and the Soviet Union signed the Agreement on Cooperation in the Field of Environmental Protection — at a time when the Soviet Union was producing environmental catastrophes on an industrial scale, from the draining of the Aral Sea to widespread nuclear contamination. If the purpose were environmental, the treaty makes very little sense. As a vehicle for administrative convergence between two rival systems, it makes a great deal of sense.

The IPCC later elevated Yuri Izrael — head of the Soviet Hydrometeorological Service during decades of environmental destruction — to Vice-Chair. An organisation ostensibly dedicated to protecting the global environment appointed a scientist who presided over one of the worst environmental records in modern history.

Nikita Moiseev, the Soviet mathematician who played a central role in the nuclear winter calculations of the early 1980s, understood that forward prediction of the climate was a fool’s errand. He said as much. He continued anyway — because the models didn’t need to be accurate. They needed to be useful.

The Ethical Shield

Once the science was institutionalised, it needed to be made unchallengeable. The mechanism for this was ethical rather than empirical.

In 1991, the IUCN published Caring for the Earth, which recast planetary stewardship as an ethical imperative rather than a policy preference. Two years later, Hans Küng presented Towards a Global Ethic at the Parliament of the World’s Religions, arguing that a functioning global order required a shared moral framework transcending national and religious boundaries. In 1995, Leonard Swidler followed with the Universal Declaration of a Global Ethic, extending the same logic. The IUCN provided the environmental content; Küng and Swidler provided the philosophical scaffolding.

In 2000, the Earth Charter formalised the synthesis. Drafted under the oversight of Maurice Strong, Mikhail Gorbachev, and Steven Rockefeller — an advisory trustee of the Rockefeller Brothers Fund — the Charter called for its principles to be enshrined as an internationally binding legal instrument. Environmental harm was no longer a policy question to be debated. It was a moral failing to be condemned.

In 2015, the Sustainable Development Goals broadened this ethical framework into seventeen objectives covering every domain of human activity — poverty, health, education, energy, climate, biodiversity, consumption, justice. They were adopted without a vote, because they were worded so that opposing any of them was politically impossible. But the SDGs define targets without defining what the underlying ethics actually mean in practice. That content is supplied through standards developed at private convenings — the stranded assets framework produced at Rothschild’s Waddesdon Manor forums, the impact investing model coined at a Rockefeller Bellagio retreat — hosted by the same networks that funded the science, designed the trading mechanisms, and built the financial architecture. Some might call these convenings ‘round tables’.

The practical consequence for climate science is straightforward. Once the science is fused with an ethical framework, questioning the models becomes an act of moral transgression rather than scientific inquiry. The term ‘denier’ completes this move — it assigns a character defect, placing the sceptic outside the bounds of legitimate conversation.

The science doesn’t need to be falsifiable if challenging it is no longer treated as science but as sin.

What’s Settled

CO₂ absorbs infrared radiation. The radiative physics, tested in laboratory settings since the 1850s, is sound. But the distance between that observation and the claim that we can confidently predict the coupled ocean-atmosphere system decades into the future is vast — and every step across it passes through mathematically intractable equations, resolution-dependent curve fits, unreliable historical data, unfalsifiable institutional structures, scientists and politicians who are immune from the consequences of their actions, foundation funding at every critical juncture, an economic framework for profit extraction, and a policy timeline that preceded the science it claims to follow.

There’s a final irony. The narrative — relentlessly promoted in British media whether the occasion is the World Cup or the Tour de France — insists that catastrophic warming is accelerating beyond control. But if that were true, if the system were genuinely spiralling as fast as claimed, there would be no point in trying to stop it. The very urgency of the alarmism defeats the case for the policy response. Either the situation is manageable, in which case the hysteria is unjustified, or it’s unmanageable, in which case the trillion-dollar apparatus of carbon trading, stranded assets, and programmable finance is futile. The narrative needs the crisis to be simultaneously catastrophic enough to justify unprecedented intervention and controllable enough to make that intervention worthwhile. But it can’t coherently be both.

Meanwhile, the West is outsourcing its relatively clean industrial infrastructure to China, India, and much of the developing world, where environmental legislation is far less stringent and coal-fired power plants are being built at breakneck speed. On the narrative’s own terms — if accepted at face value — this makes the entire exercise not merely futile but actively counterproductive.

As Stafford Beer put it: the purpose of a system is what it does. And what this system does is not reduce global emissions. It transfers them from nations placing an emphasis on personal liberty, and to nations controlled top-down.

Where It Leads

What's settled is the controlling aspect, the profit motive, and the politics. The science, by the field’s own reluctant admissions at nearly every stage of its development, never has been.

The destination, however, is becoming concrete. The EU’s Carbon Border Adjustment Mechanism began levying imports in January 2026, conditioning cross-border trade on carbon compliance — the first operational instance of a financial transaction gated by climate classification. Carbon emission credits are the inaugural standard, but the EU Taxonomy Regulation of 2020 stated explicitly that guidance on ‘other sustainability objectives, including social objectives, might be developed at a later stage’. The architecture was designed from the outset to accept whatever standard comes next.

Behind CBAM sits a broader infrastructure. Since 2019, the Bank for International Settlements has been assembling a unified ledger — a programmable platform on which currencies, bonds, property titles, and carbon credits can all be tokenised, all transactions recorded, and all compliance conditions written directly into the code. The BIS’s own Project Rosalind demonstrated a three-party lock mechanism: the buyer, the seller, and a third-party intermediary who decides whether an economic transaction is permitted to proceed — for instance, by checking whether your account holds sufficient carbon emission credits before the CBDC transaction is cleared. In 1845, Moses Hess — widely considered the father of communism — called money ‘the social blood’ — the circulatory fluid of the social organism. Whoever controls its flow controls the body. The unified ledger is the infrastructure that makes that control programmable.

The people building this infrastructure are familiar. In April 2016, Joi Ito — head of MIT’s Media Lab — sent Jeffrey Epstein a draft paper proposing the replacement of double-entry bookkeeping with algorithmically computable accounts, with Epstein’s addition being the locality of money: currency that can only be spent in designated locations. Ito’s MIT Digital Currency Initiative went on to partner with the Federal Reserve Bank of Boston on Project Hamilton, the US central bank digital currency prototype. Summers, as we’ve seen, was receiving tokenised currency specifications from the same network. The carbon trading advocate of 1997 and the digital currency architect of 2016 are the same person.

The network that funded the climate science, designed the emission trading system, and brokered the digital currency infrastructure is the same network.

The politics was settled a long time ago. In 1932, the Fabian-affiliated Political and Economic Planning group called for a planned society in Britain — and concluded that the Bank of England was the only institution that wouldn’t need to change. Julian Huxley and Max Nicholson, who would go on to co-found the IUCN and the WWF respectively, were both early members. The Bank of England is also the central bank responsible for Project Rosalind. And the Fabians haven’t stopped: their 2023 report In Tandem proposed an Economic Policy Coordination Committee through which the Bank of England would effectively dictate fiscal policy to the elected Treasury — with the climate transition as the justification for the transfer.

In 1941, the Science and World Order conference in London declared that the post-war world must be planned through science. In 1942, Science and Ethics determined that ethics should carry the scientific message. In 1948, Huxley co-founded both UNESCO — which placed its emphasis on education and science — and the IUCN, which plugged the gap on planetary stewardship. By 1949, UNESCO had already published The United Nations and World Citizenship, an operational blueprint for reshaping education to produce ‘world citizens’ whose allegiance would transcend national boundaries — teachers were to be transformed first, and critical analysis replaced with what the document called ‘faith’ in international cooperation.

In 1968, the UNESCO Biosphere Conference operationalised the programme. Its twenty recommendations called for global surveillance of carbon emissions, standardised data made available to systems analysts, biosphere reserves, mass media engagement, education reform at every level, and science-driven policy with the power to continuously adjust its own guidelines — all framed around the ‘Spaceship Earth’ metaphor of a closed-loop system. The systems theory itself — general systems theory, input-output analysis, and cybernetics — had been developed and distributed through Robert Maxwell’s Pergamon Press, and popularised as a framework for planetary management by the Club of Rome, whose reports Pergamon also published.

The conference also introduced the Ecosystem Approach — the spatial governance framework through which climate and biodiversity policy would eventually be implemented — without defining it. It wasn’t defined until 1995, when the US Interagency Ecosystem Management Task Force — established under the Clinton-Gore administration — produced a working description, funded through the Rockefeller Brothers Fund’s ‘One World’ initiative. The Convention on Biological Diversity adopted an essentially identical definition years later, as though it were an international scientific consensus rather than a pre-funded American policy export. All of this traces back to 1968 — eight years before Bolin told Congress they knew virtually nothing. The surveillance architecture, the educational mandate, the modelling framework, the governance model, and the land management approach were all specified before any consensus on carbon existed.

The 1975 Belgrade Charter, which demanded environmental ethics be fused into education worldwide, wasn’t a new initiative. It was a specific application of a programme that had been running for over twenty-five years. The IUCN delivered Caring for the Earth in 1991, which made planetary stewardship an ethical imperative.

The contemporary endpoint is already visible. The same networks that funded the science and designed the trading mechanisms are now building the AI and surveillance infrastructure to enforce them — from the BIS Innovation Hub's Gaia project, which uses artificial intelligence to classify corporate climate data, to the Palantir contracts that embed data analytics across government at every security classification, to Epstein's documented role in funding artificial intelligence research, brokering digital currency specifications, and channelling surveillance technology between the same cast of figures who populate the climate financial architecture.

The institutional lineage from the wartime planners to the contemporary apparatus runs through the same organisations, the same networks, and in several cases, the same families. The architecture wasn't improvised in response to a scientific discovery. It was designed, decades in advance, by people who said so in writing.

And none of this is speculation or ‘conspiracy theory’, because all of this is documented through primary sources on this very Substack.

Options trading begins today, though the company lost $4.9 billion last year2.

Make sure you take that in.

First, the technicals. You can skip this if you prefer, it’s primarily there to establish how absurd the valuation is. It’s dot-com on steroids, if you will.

Revenue in 2025 was $18.7 billion, while the net loss was $4.9 billion3. Long-term debt stands at $29.1 billion, with an accumulated deficit of $41.3 billion4, and free cash flow in the first quarter of 2026 was negative $9.1 billion5. Starlink is the only profitable segment, making $4.4 billion in operating profit from $11.4 billion in revenue6. The xAI division — which includes X, formerly Twitter — lost $6.4 billion, while the space launch business roughly breaks even7.

At $3 trillion, the market values SpaceX at about 160 times its annual revenue. For context, Cisco at the peak of the dot-com bubble traded at around 30 times revenue8. SpaceX is valued at more than five times that multiple, yet the company has never turned a profit. Morningstar's most optimistic fair value estimate is roughly $780 billion9 — about a quarter of the current market cap10.

The S-1 filing describes the company’s total addressable market as $28.5 trillion11 — ‘the largest actionable total addressable market in human history’.

That’s a bold claim for a company burning through $9 billion a quarter.

The Options Chain

What happened on Monday evening was a gamma squeeze12. Market makers who’d sold call options had to buy the underlying stock to hedge their exposure. That pushed the price higher, which forced more hedging, which pushed the price higher still — a mechanical feedback loop with no connection to the company’s fundamentals.

Options trading opens today, creating leveraged exposure far beyond the $85 billion raised through the IPO13. A gamma squeeze on the stock alone is bad enough. Add options into the mix and everything gets amplified, because each layer of bets is built on top of the last. If the share price drops 50%, the losses don't stop at 50% — they multiply through the chain.

And the leverage isn’t the end of the story. If SpaceX eventually achieves S&P 500 inclusion — which requires twelve months of trading and GAAP profitability — index fund mechanics could trigger roughly $400 billion in passive buying. In the meantime, Nasdaq-100 and Russell inclusion alone would force an estimated $22–27 billion14.

Nobody chose to buy this. The money flows automatically because SpaceX ticked the boxes for index inclusion. The person whose pension is now invested in a loss-making company at 160 times revenue didn't make that decision, wasn't asked, and probably has no idea it's happened.

The Pension Fund Problem

This structure feels uncomfortably familiar in two ways. The valuation mirrors the dot-com bubble: companies with no earnings and endless ‘addressable markets’ kept afloat by incoming capital until the music stopped. But the end buyer has changed.

In 2007, a different piece of financial engineering — packaging subprime mortgages into products that got the highest possible safety rating — ended up in the same place SpaceX is heading now: pension funds. CalPERS, teachers’ retirement systems, municipal workers’ funds15 — all institutions legally bound to invest only in assets meeting certain ratings thresholds. The ratings agencies went along with it. The top slices of subprime mortgage pools got triple-A ratings, so pension funds could buy them, which meant more subprime mortgages could be originated, packaged, sliced, and sold16. The fresh money paid returns to those already invested. The rating was the green light, and the pension fund was where everything settled17.

SpaceX isn’t a CDO, but the pattern is similar18. The IPO creates the market. Options multiply the bets. The gamma squeeze — where hedging forces more buying, which forces more hedging — pumps the price. And index inclusion means pension funds and tracker funds have to buy it, regardless of whether the company makes money, simply because it meets the entry criteria. The early investors who bought in cheaply before the IPO are the ones whose holdings are now worth multiples of what they paid — not because the company became profitable, but because new money keeps arriving.

In a Ponzi scheme, existing investors get paid from new investors’ money rather than from the business’s actual profits19. SpaceX’s business lost $4.9 billion last year. The ‘returns’ being generated exist only in the share price, propped up by fresh capital flowing in through the IPO, the options chain, and — if inclusion happens — the index funds. Fresh money coming in pays the people already in, and the price stays high because of how the system is built — not because the company is worth what the market says it is.

What Happened Last Time

In 2008, the CDO market collapsed and subprime losses cascaded through the derivatives chain20. Pension funds took the hit, and ordinary people whose retirement savings had been put into triple-A-rated subprime products — without their knowledge or consent, through automatic investment rules and ratings thresholds — bore the losses.

But the crisis didn’t just destroy wealth — it built new architecture. Within three years, the institutional infrastructure of global finance — the Bank for International Settlements, the Basel Committee, the central bank supervisory network, the IMF conditionality framework — had been repurposed for a new regulatory agenda. The Network for Greening the Financial System was founded in 201721. The EU sustainability taxonomy was legislated in 202022. Macroprudential regulation — which barely existed before 2008 — became the dominant framework for financial oversight23.

But 2008 wasn't a one-off. It was the biggest in a pattern that's been repeating for over thirty years.

The Ratchet

Each crisis is treated as a one-off rather than part of a pattern — which is precisely why most people don’t notice the sequence.

• The 1992–93 ERM crisis24 — when Soros broke the Bank of England25 — didn’t push countries back to floating exchange rates. It sped up monetary union. The Maastricht Treaty was already signed, and the crisis showed that partial integration was the problem. The answer was more integration.

• The 1997 Asian financial crisis handed the IMF broader powers across East Asia26. Thailand, Indonesia, and South Korea had to privatise, open their capital accounts, and restructure their banks as conditions for emergency loans.

• The 1998 collapse of Long-Term Capital Management set the template for the next decade27. Alan Greenspan’s Federal Reserve organised a private bailout, getting fourteen banks to pump $3.6 billion into a single hedge fund to stop systemic contagion. The precedent — that the central bank would step in to manage private sector failure — made the 2008 bailouts almost inevitable.

• The dot-com crash28 and the Enron29 and WorldCom30 scandals produced Sarbanes-Oxley31, which didn’t just expand reporting rules but built ethical compliance into financial law — CEO and CFO certification, whistleblower protections, and a new oversight body, the Public Company Accounting Oversight Board32. Meanwhile, Greenspan cut rates from 6.5% to 1% to manage the dot-com fallout, which directly inflated the housing bubble that caused 2008 — a bubble Krugman had openly called for33. The regulatory response expanded oversight. The monetary response set up the next crisis.

• The 2008 financial crisis created the Financial Stability Board34 — a new institution at the 2009 G20 London Summit with more power than the Financial Stability Forum it replaced — alongside Basel III, which tightened capital requirements and introduced new liquidity ratios across global banking. It also brought quantitative easing, near-zero interest rates, and a massive expansion of central bank balance sheets that was never reversed. The Bank of England’s gilt market holdings surged to 25% within months35. The Fed’s balance sheet grew from under $1 trillion to over $4 trillion by 201336. These were called emergency measures and became permanent.

• The 2010–12 eurozone sovereign debt crisis created the Fiscal Compact37, the European Stability Mechanism38, the Banking Union39, the Single Supervisory Mechanism40, the Single Resolution Mechanism41, and ECB bond-buying programmes42 — six new layers of institutional control over national fiscal and banking policy, none of them directly accountable to voters.

• The 2020 COVID crisis brought zero reserve requirements, direct fiscal monetisation on a scale that would’ve been unthinkable two years earlier, and faster digital payment infrastructure4344. Across the developed world, central banks funded government spending directly — a practical merger of monetary and fiscal policy without any formal institutional change.

No power was ever returned, no balance sheet normalised, and no emergency measure withdrawn. For over thirty years the direction’s been consistent: more conditions, more institutional authority, more domains covered. There’s never been less, never a return to the simpler system that existed before the crisis.

The 2022 UK gilt crisis showed the ratchet operating in real time. A decade of the Bank of England’s near-zero rates had forced pension funds into leveraged LDI strategies45 — £1.5 trillion in positions that depended on gilt prices not falling too fast. The vulnerability built up under the Bank of England’s own supervisory authority — its Financial Policy Committee existed specifically to spot exactly this kind of systemic risk. When Kwarteng’s mini-budget sent gilt yields spiking, the Bank simultaneously pushed gilt prices down through announced quantitative tightening sales, refused to call an emergency rate meeting, set a hard deadline on its rescue programme, and gave the Prime Minister three days.

The emergency intervention cost £65 billion — more than the £45 billion in tax cuts that were blamed for the crisis. Within six weeks, both the Chancellor and the Prime Minister had been removed from office — by a crisis Mark Carney and Andrew Bailey’s Bank of England had created and later escalated. The Fabian Society's proposal for monetary-fiscal coordination cites the episode six times46 — without assigning blame to the BoE47.

The crisis became the justification for ensuring fiscal policy could never diverge from monetary policy again, a course of action which in net effect transferred power over fiscal policy to the Bank of England.

What’s Waiting

In November 2023, the Fabian Society published ‘In Tandem: The Case for Coordinated Economic Policymaking’, written by Michael Jacobs, Robert Calvert Jump, Jo Michell, and Frank van Lerven of the New Economics Foundation48. The report proposes an Economic Policy Coordination Committee — an EPCC — that would formally merge monetary and fiscal policy, coordinating decisions between the Treasury and the Bank of England.

Business organisations, the Climate Change Committee, and various stakeholder bodies would take part. A ‘third way’, so to speak.

This would remove the last structural separation in economic governance. Since the postwar period, monetary policy has been run by independent central banks beyond electoral reach, while fiscal policy — taxing and spending — has stayed, at least nominally, under democratic control. The EPCC would coordinate both through a single technocratic framework, justified by the need to manage decarbonisation and financial stability at the same time.

The intellectual framework has been developed through NEF publications over the past decade: interest rates alone can’t manage inflation, fund the green transition, or maintain financial stability. What’s missing is the political mandate. And political mandates, historically, are produced by crises.

The institutional design isn’t the only thing already in place. Thomas Piketty’s programme — a global wealth registry, total financial visibility, and central bank accounts for every citizen — provides the intellectual justification that would become politically irresistible after a severe enough crash. Billionaires cashing out while pensions are wiped out is the inequality narrative that demands transparency, and transparency at that scale needs the very infrastructure the BIS has already blueprinted through its Innovation Hub — mBridge for programmable settlement, Helvetia for tokenised capital markets, Genesis for automated compliance, and Nexus for retail integration. The branding’s already chosen: ‘Inclusive Capitalism’.

The opacity of the current settlement system — where pension fund capital can be put into a loss-making company at 160 times revenue through mechanical index buying, without the pension holder’s knowledge — is exactly the problem the BIS’s unified ledger is designed to solve: all assets tokenised, all transactions recorded, all compliance verified in the code itself.

BIS General Manager Agustín Carstens has stated explicitly that the Innovation Hub projects need 'some way to bring them all together' — the unified ledger is that integration layer49.

But tokenisation doesn’t just make settlement transparent. It makes the legal gap between ownership and entitlement programmable. Your bank deposit’s already a loan to the bank, not your property. Your brokerage holdings are ‘security entitlements’, not assets you own. When a bank fails, derivatives counterparties get paid first under safe harbour provisions, before ordinary depositors even enter the queue. On a tokenised ledger, that resolution would settle in a microsecond — instant, irreversible, and complete before anyone could react.

A financial crash severe enough to wipe out pension fund holdings, destabilise the derivatives market, and show that the existing separation between monetary and fiscal authority is ‘inadequate’ would create exactly the conditions where coordinated economic policymaking becomes not just attractive but apparently necessary.

‘This must never happen again’ is the sentence that installs the architecture.

Zero Reserves

One detail rarely gets mentioned in financial commentary because of the implications. On 26 March 2020, the Federal Reserve cut reserve requirements for all depository institutions to zero per cent50, and they’re still at zero today.

American banks aren’t required to keep any fraction of deposits in reserve. With no reserve ratio, there’s no mathematical limit on credit creation through lending — the money multiplier is effectively infinite51. Capital requirements and liquidity ratios are practical constraints, but the reserve constraint has been removed entirely.

A $3 trillion valuation on a loss-making company, sustained through leveraged derivatives and mechanical index buying, wouldn’t be possible in a system with meaningful reserve constraints. It’s an artefact of an architecture running with no reserves, no friction, and no limit on how much credit the system can generate against how little collateral. When the bubble pops, the absence of reserves means there’s nothing to absorb the losses, which makes the crisis deeper, the call for central bank intervention louder, and the political mandate for the next layer of architecture stronger. The constraint was removed during a crisis in 2020 and was never restored.

The narrative that follows the next crash is already clear: the banks were irresponsible, they were creating money from nothing, they had no reserves. The solution, when it arrives, will be to centralise money creation with the central bank — precisely the programme that organisations like Positive Money have been advocating for years52.

It sounds progressive, but its structural outcome is a central bank monopoly on money issuance, placing total control of the money supply with the same institutions that lowered the reserve ratios to zero in the first place. The ratchet turns in one direction — remove the constraint, inflate the bubble, let it pop, blame the banks, and centralise further, while the central banks shoulder no responsibility for the problem they caused — exactly as we saw when Truss and Kwarteng were removed.

The Pattern

SpaceX at $3 trillion while losing money is a familiar pattern: inflated valuations kept going by automatic inflows, leveraged through derivatives, with pension funds as the end buyer and the public left holding the bag. The last time this pattern collapsed, it produced a decade of institutional expansion that put financial governance further beyond democratic reach than at any point since the postwar settlement.

The company’s own S-1 filing accidentally confirms the absurdity53. $28.5 trillion in ‘total addressable market’54. Revenue of $18.7 billion. A net loss of $4.9 billion. And a valuation that exceeds the GDP of every country on earth except the United States and China.

The conditions are set, the options chain is built, and the index inclusion criteria will determine what up to $400 billion in pension fund capital buys next. The ordinary investor doesn’t notice any of this until they check their pension.

Senator Elizabeth Warren — whatever one might otherwise think of her55 — has already written to the SEC flagging exactly this concern56 — the dual-class structure, the valuation, and the forced buying through index funds. Nasdaq and FTSE Russell reportedly rewrote their index inclusion rules to fast-track the process57.

At least one European pension fund has already blacklisted SpaceX entirely58, concluding that its value ‘cannot reasonably exceed USD 1 trillion’ under any scenario. The fact that a pension fund must actively opt out to avoid being forced in is proof of the mechanism.

After the crash, every component’s already in place:

• A central bank monopoly on money creation (Positive Money)

• Formal integration of monetary and fiscal policy (In Tandem; EPCC)

• A unified ledger with every asset tokenised (Maxwell; BIS/Joi Ito/Epstein)

• Programmable settlement with compliance verified in the code (Project Rosalind)

• A global wealth registry (Thomas Piketty)

• Bail-in powers that execute at the speed of code (Beyond Great Taking)

• Digital identity tied to every transaction (Clare Sullivan)

• An ethic no one can reasonably challenge (Any Old Ethic Will Do)

Together, they create a financial system where every economic activity sits on the ledger, every transaction needs approval, and no one can appeal the terms. The same unelected body coordinates both monetary and fiscal policy — a closed system of total economic governance beyond democratic reach, operated through a clearinghouse, enforced in the name of whatever ethic is installed at the time, be it planetary stewardship, social justice, racial purity, or even Silly Hat Thursdays59.

The intellectual justification’s published, the institutional design’s specified, the technical infrastructure’s built, and the branding’s chosen — Inclusive Capitalism60.

Any politician who dares to stand up to the architecture can suffer the same fate as Truss and Kwarteng in a heartbeat. All that’s missing is the mandate — and a crisis provides exactly that.

Keynes refused.

His response:

In my opinion about three quarters of the passages quoted from the German broadcasts would be quite excellent if the name of Great Britain were substituted for Germany... If Funk’s plan is taken at face value, it is excellent and just what we ourselves should be thinking of doing.

The British response

Keynes then built the British version. His International Clearing Union, proposed in 1941 and presented at Bretton Woods in 1944, replaced the Reichsmark with Bancor and London with an international clearing centre. The Keynes plan ‘was conceived as a response to the Nazi plan to establish a multilateral clearing system. However, Keynes did not elaborate a plan radically opposed to the Nazi proposal, but shared its essential core’. The recognition went both ways — Reichsbank vice president Puhl welcomed Keynes’s plan, seeing the same clearing architecture under different management.
