The cabinet was in Hawaii3, and the President in Texas. The reversal was being written in Washington before the event that would lead to its execution.

Kennedy was assassinated in Dallas the following day.

Four days later — one day after the funeral — the new president, Lyndon Johnson, signed NSAM 2734, and Vietnam became the testing ground for the systems-based approach to governance5 Kennedy tried to contain.

Over the next twenty-five months followed the most concentrated programme of institutional construction in American history. By December 1965, the architecture Kennedy opposed had been legislated, and deliberately made invisible.

What Kennedy Opposed

Kennedy’s conflict with the security establishment was about the shape of governance itself — not about any singular, specific policy.

When Kennedy appointed Robert McNamara as Secretary of Defence, McNamara brought with him PPBS6 — the Planning, Programming, and Budgeting System. Developed at RAND and the Ford Motor Company as a way of applying cost-benefit analysis to large organisations, at the Pentagon he applied it to military spending. Kennedy, however, had other ideas. He used it as a scalpel to cut waste and assert civilian control over an unaccountable defence budget, while keeping PPBS confined to the Department of Defence. When proposals emerged to expand it into the CIA and create a National Information Center which would have centralised scientific research under federal control, he refused to lend his support.

Following the Bay of Pigs disaster, Kennedy purged the CIA’s top brass — Allen Dulles, Charles Cabell, Richard Bissell, and Robert Amory Jr., the Deputy Director of Intelligence. Unlike Kennedy, Dulles, Bissell, and Amory were all members of the Council on Foreign Relations — co-founded by Walter Lippmann in 1921 — which recruited directly from within the CIA, with agents nominating other agents for membership. Arthur Schlesinger fought hard to protect Amory, but Kennedy let him go and had him wiretapped7, even going to the extent of taking a personal interest in the case — suggesting Kennedy saw Amory as somewhat more than a failed intelligence chief.

Before being let go, Amory fought a valiant battle8 in support of the ‘World Congress for Freedom and Democracy’9 — a project advanced by Amory, Schlesinger, and CIA operative Dana Durand that sought to transfer power to large foundations under the banner of liberal democratic values. It was The Third Way under American branding: ‘freedom and democracy’ was the label covering for stakeholder governance, with private foundations planning policy. Senator Karl Mundt, meanwhile, pushed a parallel initiative through Congress — the Freedom Academy10, a proposed centralised institution for training officials and civilians in ideological warfare. The CIA’s own internal analysis noted that the proposed American counter-strategy was structurally identical to the Soviet system it claimed to oppose11. Kennedy’s State Department shot it down twice, and with Amory out of the CIA and the Freedom Academy blocked, the programme stalled — temporarily.

The World Congress was a transatlantic network linking Schlesinger and Durand to Altiero Spinelli and the Il Mulino group in Bologna, with backing from the Ford Foundation, the Carnegie Endowment, and the 20th Century Fund12. Schlesinger attended the Il Mulino meeting in April 1961, where the concept of a ‘democratic international’ was discussed — stakeholder governance spanning the Atlantic. Spinelli himself had been a member of the Italian Communist Party, imprisoned under Mussolini, and would go on to draft the Spinelli Plan13 adopted by the European Parliament in 1984 — the blueprint for Maastricht and the European Union.

While Spinelli provided the constitutional framework, the institutional design came from Wilhelm Röpke — a Rockefeller fellow who co-founded the Mont Pelerin Society with Hayek and architected Ludwig Erhard’s post-WW2 German social market economy. Röpke called his programme ‘The Third Way’, and at its core he built an independent central bank — the Bundesbank — whose sole mandate was price stability, enforced beyond electoral reach. The Bundesbank became the template for the European Central Bank through the Maastricht Treaty, placing monetary policy for the entire eurozone under expert control that no electorate could touch. Two parallel programmes — Spinelli’s political and Röpke’s monetary architecture — became a single treaty, which removed democratic accountability from both constitutional and financial layers.

What Kennedy stalled in Washington resurfaced in Brussels, designed by a communist and an ordoliberal whose point of agreement was an identical architecture. It ran under whatever ethic occupied the top slot, and it went by the title, ‘The Third Way’, later popularised by Tony Blair and Bill Clinton.

During the Cuban Missile Crisis, McNamara’s system recommended a series of precision strikes on Soviet installations. Kennedy overruled what would have been a catastrophic decision — the installations were far more advanced than American intelligence realised — instead pursuing diplomacy with Khrushchev. The march of systems analysis had been dealt a significant blow, replaced by human intuition — at least for the time being.

Five months before his death, Kennedy delivered his American University speech, possibly the most important presidential address of the Cold War14. The phrase ‘If we cannot end now our differences, at least we can make the world safe for diversity’ meant sovereign nations with different systems, coexisting through bilateral relationships. Simultaneously, Kennedy was pursuing secret normalisation talks with Castro through Lisa Howard and UN diplomat William Attwood15, and a back channel with Khrushchev through Norman Cousins, mediated by Pope John XXIII16.

Kennedy’s approach, in essence, was the virtual opposite of governance mediated through institutional architecture and systems analysis.

Twenty-Five Months

Within twenty-five months of Kennedy’s assassination, every component Kennedy opposed was accelerated — including, remarkably, programmes he had stopped.

The White House Conference on International Cooperation17, held in November 1965, was similar to the stalled ‘World Congress for Freedom and Democracy’. Both convened private citizens to produce governance specifications, and both routed those specifications through a body outside elected government — in 1965, the National Citizens’ Commission, organised through the United Nations Association18. Both proposed that the government ‘study your recommendations with a view to immediate action’, and both depended on foundation funding for implementation.

The label swapped ‘freedom and democracy’ for ‘international cooperation’, but the architecture was the same: private-sector specification, government implementation, foundation funding, standards bypassing elected officials. The programme Kennedy temporarily stopped was operational within two years of his removal, rebranded, launched from the White House with 5,000 participants and thirty panels.

Johnson moved immediately after taking office. On January 8, 1964, he declared the War on Poverty in his State of the Union address, creating the Office of Economic Opportunity along with Job Corps19, VISTA, Community Action Programs, and Head Start. Each programme established a federal agency operating in a domain previously governed locally, and each required its own data collection, statistical measurement, and reporting infrastructure. Programme by programme, the observation layer was being built across every aspect of American life.

In May 1964, Johnson announced the ‘Great Society’ at the University of Michigan20 — rebuilding cities, preserving the natural environment, improving education. In July, the Civil Rights Act21 established federal compliance enforcement across public accommodations, employment, and federally funded programmes, and the compliance model — conditions attached to federal funding — became the template for everything that followed. In August, the Gulf of Tonkin Resolution22 gave Johnson unlimited authority in the theatre where PPBS would be tested on a massive scale.

After winning a landslide election in November 1964 with Democratic supermajorities in both chambers, Johnson passed 226 of 252 legislative requests over the following twelve months — a 90% success rate without precedent in American history, and one that hasn’t been matched since. Each one built a piece of the architecture, though it wasn’t announced as such23.

The environmental legislation alone is remarkable in scope. In 1964 and 1965, Johnson signed the Pesticide Controls Act24, the Wilderness Areas Act25, the Water Resources Research Act26, the Water Quality Act27, the Solid Waste Disposal Act28, the Clean Water Restoration Act29, and the Highway Beautification Act30. Each created three things simultaneously: a classification system defining what counts as polluted, endangered, or wilderness; a measurement system of federal monitoring stations, chemical analysis, and biological surveys; and a standard-setting function establishing water quality standards, air quality standards, and species protection criteria. Classification, measurement, and standards; the three components of a clearing function, installed domain by domain across the natural environment.

The health legislation followed the same pattern. Medicare and Medicaid31, signed on July 30, 1965, installed the health clearing function for the elderly and the poor. The Heart Disease, Cancer and Stroke Amendments32, the Community Health Services Extension33, the Drug Abuse Control Amendments34, and the Medical Library Assistance Act35 — all passed in 1965 — each created its own data collection and reporting infrastructure. The Comprehensive Health Planning Act of 196636 then applied the compliance model directly: conditional grants were offered to states that established a central health planning agency, reporting to the Surgeon General, meeting standards set by the Surgeon General, and including NGO representatives on its councils.

And on August 25, 1965, Johnson ordered PPBS extended to every federal agency37. The State Department, AID, the Peace Corps, the CIA, and every domestic agency were now required to define objectives, analyse alternatives, and plan spending in long-range terms under a single analytical framework.

The control methodology Kennedy used as a financial scalpel became the operating system of the entire executive branch.

The Four Documents

The replacement sequence came together in a single quarter — the fall of 1965 — when four documents were produced within 114 days that together amount to the complete specification for the governance architecture that now exists.

On August 25, the PPBS directive extended the planning and control methodology to all agencies. On November 5, the President’s Science Advisory Committee published the Revelle report38 — ‘Restoring the Quality of Our Environment’ — which identified carbon dioxide as ‘the invisible pollutant’, called for continuous atmospheric monitoring and large-scale computer modelling, and recommended geoengineering countermeasures for a climate problem it acknowledged it could not yet quantify. The report drew directly on science funded by the Rockefeller Foundation and produced at the Rockefeller Institute, and it specified the observation-to-model pipeline that would eventually become the IPCC, IIASA, and the NGFS climate scenarios that today calibrate bank capital requirements.

On November 29, Vice President Humphrey opened the White House Conference on International Cooperation — 5,000 participants organised into thirty panels, each producing a report with specific recommendations. The presidential statement called for ‘a new order of world cooperation’ and listed six domains: poverty, resources, disease, commerce, war, and peace. Humphrey’s speech laid out the installation method: engineer interdependence through functional cooperation in non-controversial areas, then extend gradually into more controversial domains — a formula first articulated in Leonard Woolf’s 1916 Fabian Society report International Government, which became the intellectual foundation for the League of Nations, and later refined by Walter Lippmann, who co-founded the Council on Foreign Relations in 1921 and whose concept of ‘public philosophy’ had been explicitly invoked in the World Congress proposal Kennedy destroyed. Humphrey framed the whole programme as a religious mission, calling the audience ‘a congregation of true believers’ and urging them to ‘spread the gospel’.

On December 17, McGeorge Bundy received a memo from Harold Saunders proposing how to handle the conference’s follow-up. ‘My sense is that we want to keep communication informal and let it trail off’, Saunders wrote with which Bundy agreed39. A follow-up memo from Walt Rostow to Johnson stated the objective plainly40: ‘Our problem is to lay the Conference to rest decently. We do not want to perpetuate it’.

The specifications were extracted and the recommendations entered the Cabinet Committee. The forum was killed. The public never heard of the conference again — but every recommendation from every panel has since been implemented through the institutional architecture specified at the conference.

The Same Hand

The name that runs through the entire sequence, from first document to last, is McGeorge Bundy.

Bundy drafted the Vietnam policy reversal on November 21, 1963, while the president was heading for Dallas and the cabinet was in Hawaii. He wrote ‘I agree’ on the memo that buried the White House Conference on December 17, 1965. And in 1966, he left government to become president of the Ford Foundation41, where he spent thirteen years funding the institutional infrastructure the conference specified — grants to universities, think tanks, and NGOs across exactly the domains the thirty panels covered. The man who buried the conference spent the following decade paying for its recommendations to be implemented.

He wasn’t the only Ford connection. Robert McNamara had been president of the Ford Motor Company42 — the first person outside the Ford family to hold the position — becoming president on November 9, 1960, one day after Kennedy’s election, and serving only five weeks before Kennedy appointed him Secretary of Defence. At Ford, McNamara had pioneered the systems analysis and statistical control methods he then imported to the Pentagon as PPBS. The methodology that would become the operating system of the entire architecture was developed at Ford, deployed at the Pentagon, extended to all federal agencies under Johnson, and exported internationally through McNamara’s World Bank.

McNamara carried the management methodology from Ford Motor Company through the Pentagon and into the World Bank. Bundy carried the political management from the White House into the Ford Foundation and funded the implementation for thirteen years. The people occupying the two most critical positions in the sequence both connect to the same company and foundation.

What Was Built

What the twenty-five months produced was a comprehensive observation, measurement, classification, and standard-setting infrastructure across every domain of American life — which was then exported internationally through two channels: the World Bank and the Rockefeller network.

Domestically, the Great Society programmes created clearing functions in health (Medicare, Medicaid), education (Elementary and Secondary Education Act43), environment (Water Quality Act, Clean Air Act, Endangered Species Act44), urban development (Department of Housing and Urban Development45), and economic opportunity (Office of Economic Opportunity). Each required statistical measurement, data collection, and reporting against standards set by federal agencies, with PPBS providing the analytical framework that processed the data and converted it into budget decisions.

Internationally, two parallel tracks carried the architecture outward. The first ran through the World Bank. McNamara’s first major act as World Bank president in 1968 was to commission the Pearson Report, asking former Canadian Prime Minister Lester B. Pearson to lead a Commission on International Development. The report, Partners in Development4647, delivered in September 1969, provided the intellectual framework for converting development aid into a conditional clearing function: developing countries would receive capital only if they met conditions set by the institution.

The commission’s membership connected every relevant network. Douglas C. Dillon, Kennedy’s former Treasury Secretary, would become chairman of the Rockefeller Foundation in 197248. Robert Marjolin had served as vice-president of the European Commission49 — the institution whose first president, Hallstein, had specified the same architecture at the Volta Congress in 1932. And Wilfried Guth’s career traced a line through every node of the clearing function’s institutional genealogy.

Guth joined the Bank deutscher Länder in 195350 — which became the Deutsche Bundesbank in 1957 — and rose to Head of its Economics Department before moving to the International Monetary Fund as a German Executive Director, then to the Kreditanstalt für Wiederaufbau (the state development bank that channelled Marshall Plan funds)51, then to the Management Board of Deutsche Bank. The Bundesbank he had served was led by Karl Blessing, Hjalmar Schacht’s protégé from the Reichsbank Directorate52, while Bernhard Benning — who wrote the 1942 Europäische Wirtschaftsgemeinschaft‘s currency chapter — sat on the Bundesbank council from December 195753. Schacht himself had specified the clearing function at the Volta Congress in 1932 and built the bilateral clearing network from 1934. The institutional lineage runs from Schacht through Blessing and Benning to Guth — from the clearing function’s specification through the Bundesbank, the IMF, and Deutsche Bank to the Pearson Commission.

At Nuremberg, the Tribunal executed Alfred Rosenberg, who provided the Nazi ethic, and acquitted Hjalmar Schacht, who developed the mechanism. The mechanism carried on — through Wilhelm Röpke into the Bundesbank, into the European Payments Union, into the ECB, and through Guth, into the World Bank’s conditional lending framework. Meanwhile, McNamara carried the PPBS methodology from the Pentagon through the White House Conference specification and into the World Bank, and the Pearson Report provided the justification for making the Bank’s lending conditional on compliance with standards the borrowing country didn’t write.

The second track ran through the Rockefeller network. The Revelle report drew directly on the 1963 Conservation Foundation conference54 and the atmospheric monitoring pipeline it specified would be developed through institutions the Rockefeller network funded at every stage.

The Bellagio Declaration on Planning55, produced at the Rockefeller Foundation’s estate in Italy in October 1968, declared the necessity of planning in the creation of future society. The Rockefeller Brothers Fund’s ‘One World’ programme in the 1980s56 bridged conservation grantmaking to the sustainable development framework that became the SDGs. The RBF seeded Carbon Tracker in 200957, attaching the stranded assets thesis to specific reserve data. And the Rockefeller Foundation’s Bellagio Center coined ‘impact investing’ in 200758 at the same venue where the planning methodology had been specified four decades earlier.

A few foundations — Ford, Rockefeller, and their descendants — funded the implementation of the programme. Ford funded the institutional infrastructure through Bundy. Rockefeller funded the science, the planning methodology, and the convening architecture. The World Bank, under McNamara, exported the conditional lending model that priced capital in terms of compliance.

By the end of 1968, the domestic infrastructure, the international specification, the scientific pipeline, the planning methodology, the conditional lending framework, and the surveillance architecture all existed. Every subsequent institution documented on this substack — the IPCC (1988), the UNFCCC (1992), the TCFD (2017), the NGFS (2017), the BIS unified ledger (2023) — implements specifications written between November 1963 and December 1965, funded by foundations whose trustees sat on the commissions that wrote them, and collectively launched at the 1968 UNESCO Biosphere Conference in Paris.

The International Operationalisation

The domestic architecture then went global through a channel considered unthinkable under Kennedy: direct convergence between American and Soviet administrative systems, under the banner of environmental cooperation.

On his first day in office in January 1969, Nixon signed the National Environmental Policy Act59, drafted by Lynton K. Caldwell — who simultaneously served on the IUCN’s Landscape Planning Committee60. NEPA created the Council on Environmental Quality61 and led to the Environmental Protection Agency, both stacked with Rockefeller Foundation alumni and Conservation Foundation veterans.

The key figure was Russell E. Train, who led the American side of environmental negotiations with the Soviet Union while simultaneously directing NATO’s Committee on the Challenges of Modern Society62, tasked under a classified 1969 Moynihan Memo63 with designing global environmental surveillance infrastructure. The man building Western surveillance was negotiating Eastern cooperation, and both sides knew it.

On May 23, 1972, Nixon signed the Agreement on Cooperation in Environmental Protection in Moscow64. Henry Kissinger had explicitly instructed Train that there should be ‘no public announcement or discussion’ of the exploratory talks65. The treaty established a Joint Committee to coordinate policy across agencies in both nations — an unelected, binational body operating above sovereign constitutional structures — and committed both superpowers to the joint development of legal and administrative measures, shared monitoring systems, harmonised standards, and coordinated modelling, all under the banner of environmental stewardship.

The agreement rapidly expanded into dozens of subfields — air pollution, water quality, marine pollution, migratory species, urban planning, earthquake prediction, climate modelling, and the biological effects of pollutants — each creating its own working group, its own data exchange, and its own path toward legal harmonisation. The cooperation produced CITES66, contributed to the Bonn Convention on migratory species67, and fed directly into the Convention on Biological Diversity adopted at the 1992 Rio Earth Summit.

What the treaty accomplished was the quiet elimination of the ideological boundary between capitalism and socialism. Environmental cooperation gave two supposedly opposed systems a neutral language through which they could harmonise their legal frameworks, standardise their data, and converge their planning methodologies — without either side appearing to surrender. The Cold War didn’t end in victory for one side. It ended with integration, mediated by environmental science, modelled through IIASA, monitored through GEMS (later GEOSS), and codified by institutions that answered to neither electorate.

Kennedy’s American University speech had called for making the world ‘safe for diversity’ — sovereign nations with different systems, coexisting through bilateral relationships. Nine years later, Nixon’s signature in Moscow made this irrelevant, replaced by technocratic grammar that outlasted the Cold War itself.

Fifteen years later, the strategy was confirmed on camera. In November 1987 — two months after Michael Sweatman proposed the World Conservation Bank at the 4th World Wilderness Congress with David Rockefeller and Edmond de Rothschild in the room — Mikhail Gorbachev addressed Communist Party delegates on the 70th anniversary of the October Revolution and stated the logic openly. The capitalist threat depended on the perception of a Soviet threat, he said, and could only persist as long as people believed national interests were paramount. Perestroika would eliminate that fear, and once the fear was gone, environmentalism would provide the neutral justification for a governance architecture that made the distinction between capitalism and socialism irrelevant. He explicitly invoked Lenin’s New Economic Policy — public-private partnership for the ‘common good,’ with the defining party controlling the definition — and called for ‘a new morality’ in which every person ‘becomes aware of his responsibility for what the whole world is to be’. Within four years, the Soviet Union had collapsed, the Global Environment Facility was established, and the Rio Earth Summit created both the UNFCCC and the CBD simultaneously.

The replacement sequence didn’t end in December 1965. It ended in May 1972, when the domestic architecture installed under Johnson was fused with its Soviet counterpart under Nixon, through environmentalism creating the bilateral convergence platform on which everything was based. Gorbachev’s 1987 speech confirmed that the convergence was the strategy — not a coincidental byproduct.

The Window

The direction Kennedy set — sovereign diversity, personal diplomacy, presidential control over technocratic tools — was reversed entirely, specified across thirty panels, legislated through 226 acts of Congress, internationalised through convergence with the Soviet Union, and deliberately buried the mechanism in the government’s own declassified documents, one small part at a time.

But the documents are now public record, and most were for upwards of sixty years. Nobody connected them, because nobody was looking for a single sequence — just individual documents about individual topics.

That architecture is now in its final phase of deployment. The BIS unified ledger has reached a working prototype, the EU AI Act takes effect in August 2026, the digital euro pilot is targeted for mid-2027, and the OECD’s Rules as Code68 is being piloted in Jersey, Austria, and Singapore, converting legislation into software that AI can execute. The window between where we are now and full operation is measured in project phases, not decades.

The specifications were written in twenty-five months. The operationalisation took seven years. The construction took another sixty.

The completion is underway.

Something will be done. Something is always done. The question worth asking — and the one that never gets asked in the middle of a crisis — is whether that something makes the next crisis more likely, or less.

Morocco has done this before. In May 2021, around 8,000 people crossed into Ceuta over two days1 after Moroccan authorities appeared to loosen border controls. The 2026 surge is larger by an order of magnitude, but the mechanism is the same: Morocco controls the border and adjusts the flow when leverage is needed. Migration analysts noted that ‘these kinds of organised movements don’t happen without, at minimum, passive collaboration from Moroccan authorities’2.

The EU’s response to the 2021 crisis was to expand border infrastructure, increase Frontex funding, and accelerate the development of digital border management systems3. None of those measures reduced Morocco’s ability to open the tap again. If anything, they increased Morocco’s leverage — because each opening now produces a larger crisis, which produces a larger concession, which funds more infrastructure, which makes the next opening more consequential. The cycle feeds itself.

But three specific pieces of contemporary EU legislation illustrate how the ‘solution’ to this crisis will create the conditions for the next one.

The Entry/Exit System

The EU’s Entry/Exit System became fully operational on April 10, 20264 — less than four months before the Ceuta crisis. It replaces passport stamping with biometric data collection across 29 European countries: facial images, fingerprints, and personal data registered in a centralised EU database every time a non-EU national crosses an external border. Over 45 million border crossings have already been recorded.

The system is presented as a way to detect overstayers and prevent identity fraud, and on those terms it works. But what it creates is a centralised biometric identity database covering every non-EU national who enters Europe. That database can be linked to the EU’s digital identity wallet framework, eIDAS 2.05, which every member state is required to offer by late 2026. Or it could be connected to financial compliance systems through interoperability rules that already exist6. The border tool becomes an identity layer — but once built, that won’t necessarily stay at the border.

A crisis like Ceuta makes the argument for accelerating it. Sixty thousand people overwhelming physical border controls in 24 hours is a compelling case for automated biometric processing. ‘Stamps couldn’t cope’, the argument will go. ‘Biometrics could have’. The infrastructure that was built to manage orderly travel gets repurposed — and the emergency justification ensures that nobody asks what else it might be used for once the emergency passes.

ETIAS

The European Travel Information and Authorisation System is scheduled to go live in the second half of 20267. It will require travellers from 59 visa-exempt countries8 to obtain digital authorisation before entering Europe. You’ll fill out an online form, pay a fee, and receive approval or denial before you board your flight. Input constraint applied to… you!

Combined with the Entry/Exit System’s biometrics and the eIDAS 2.0 digital wallet, ETIAS completes a three-layer identity stack: you’re screened before you travel, biometrically registered when you arrive, and digitally tracked throughout your stay. The judgment comes before the action, and entry is conditional upon meeting certain criteria — and if the system says no, you can’t board the plane. There’s no border official to appeal to, no stamp to argue over, no human discretion in the loop.

ETIAS is presented as a security measure. What it creates is pre-emptive border enforcement — evaluation before arrival, automated and conditional. The Ceuta crisis will be cited as evidence that pre-screening is essential. The argument perhaps appears reasonable, but the infrastructure it justifies will be permanent.

The Migration and Asylum Pact

The EU’s Migration and Asylum Pact entered force on June 12, 20269 — seven weeks before the Ceuta crisis. It introduces accelerated border procedures, mandatory biometric registration through the upgraded Eurodac database10, and the ‘instrumentalisation’ clause11.

Under the Pact, EU countries can suspend normal asylum procedures when a third country is deemed to be deliberately weaponising migration flows for political leverage. This is exactly what Morocco has done — in 2021 and again in 2026. The Pact gives the EU the legal authority to declare that migration is being ‘instrumentalised’ and to activate emergency powers in response.

This again perhaps sounds like a solution. But what it does is hand the trigger to the country causing the problem. Morocco doesn’t just control the flow of people across the border — it now controls the activation of EU emergency powers. Each time Morocco opens the tap, the EU activates the instrumentalisation clause, suspends normal procedures, and expands the emergency infrastructure. Morocco might receive funding and concessions, but the EU gets a permanent expansion of its border and surveillance apparatus. All the EU has to do is ask Morocco to accelerate the flow.

The Ratchet

The pattern across all three measures is identical. A crisis occurs. Emergency measures are introduced. The emergency measures become permanent infrastructure. The permanent infrastructure doesn’t reduce the likelihood of the next crisis — in some cases it increases it — but it never gets reversed. The Entry/Exit System, ETIAS, and the Migration Pact were all designed, legislated, and deployed before the Ceuta crisis occurred. The crisis didn’t create the legislative acts. It justifies them — retroactively, publicly, and permanently.

What makes the strategy so effective is that the population will demand it. Europeans see 60,000 people pouring into a city of 83,000, and call for politicians to respond. When the EU introduces biometric databases, digital pre-screening, and emergency powers that suspend normal asylum rules, the public doesn’t resist — they celebrate.

But what they’ve just celebrated is a biometric identity database covering every non-EU national who crosses a border, a pre-screening system that evaluates travellers before they board a plane, and an emergency clause that suspends fundamental rights whenever a third country decides to open a border. The infrastructure was allegedly built to control migrants, but once the database, the pre-screening, and the emergency powers exist — they exist for everyone.

COVID showed the template. The QR codes, vaccine certificates, gated access to supermarkets were all presented as public health measures. The population celebrated it and shamed those who objected. Within months, hundreds of millions of people had been trained to accept presenting digital credentials as the condition for entering a restaurant, boarding a flight, or keeping a job.

During COVID, the EU attempted to install the digital identity layer through the vaccine certificate12. The migration crisis will be weaponised to install the border and surveillance layer. And both will, no doubt, be celebrated by the people. At least it will appear that way, should you listen to the mainstream media. Anyone who objects will be claimed to ‘endanger our collective future’. The script is as old as time, but it’s packaging has become ever more cynical.

Morocco controls the spigot of people. The EU controls the spigot of legislation. Both spigots are operated by the same crisis, and the population standing between them applauds — because they think the control won’t apply to them. But once operational, the difference between migrant and citizen is a mere parameter in the system. And parameters often change without a vote, nor a hint of accountability.

To this end, Bretton Woods stabilised the global money system while the Marshall Plan rebuilt Europe, and the UN gave every country representation. The whole thing rested on a simple promise: never again.

The only problem is that this story is a figment of imagination.

While the facts and dates do line up, it completely misses the meaning of events — because the system running the post-war world wasn’t created after 1945. It was laid out in detail before and during the war, carried forward by the same institutions and professionals, and extended through every later crisis without ever asking the public.

The proof has been out there for decades in conference records, declassified intelligence files, central bank archives, and academic texts. Three major peer-reviewed books confirm the background without identifying the connecting mechanism. That mechanism has a name that’s been used by its supporters through every regime change since 1933: The Third Way.

Throughout the account told here, ‘ethic’ does not mean bottom-up morality, but what the system states as purpose. Each ethic in the chain — racial community, democratic peace, market freedom, sustainability — is deliberately introduced from the top, enforced through settlement terms, and experienced as simply the way things are. What people believe ultimately doesn’t matter; what matters is whether their everyday dealings match the prescribed standard. With time, going along comes to feel like a free choice, becoming indistinguishable from genuine belief — which is how the system hides itself from view.

The specification

In 1892, economist Julius Wolf put a proposal to the Brussels Monetary Conference. The model was already running. The London Bankers’ Clearing House, set up in the 1770s, settled over a hundred million pounds each week through bookkeeping alone — no cash, just ledger entries. Alfred de Rothschild, former Bank of England director, called it ‘near perfect’. Wolf wanted to scale that up to the whole world. His plan had four parts: a central clearing office linking central banks by bookkeeping rather than shipping gold; a common international banknote; a permanent monetary bureau with a standing commission of delegates; and a state syndicate to run silver production. The whole blueprint for the BIS and the IMF was there in a single conference paper, thirty-eight years before the BIS was founded.

Julius Wolf was far from unknown, and his proposals were taken seriously. Eleanor Lansing Dulles — who wrote the first history of the BIS in 1932 — traced the bank’s roots partly back to Wolf, describing his study as one of the most thorough on the need for a clearing house. The BIS, founded in 1930, was the very clearing office Wolf had put forward in Brussels nearly forty years earlier. Joseph Schumpeter later said Wolf’s plans were partly realised by the International Fund at Bretton Woods, and Gottfried Haberler gave him credit too. Alfred Hermann Fried, who won the Nobel Peace Prize in 1911, listed Wolf’s work in his bibliography of international organisation. The proposals were received, debated and developed for three decades. But the credit vasnished — because Wolf was Jewish, and after he died in 1937, the Nazis destroyed his papers.

Wolf did not work alone. In his 1892 book, Sozialismus und kapitalistische Gesellschaftsordnung, he mapped out how capital builds up through middlemen, state favours and control of the clearing system. His answer was simple: any sector likely to become a monopoly should be run as a public corporation. He saw his own position as the point where capitalism and socialism, once they had fixed each other’s flaws, came together. It was an early version of the ‘Third Way’, decades before that phrase became common.

In 1904, Wolf founded the Mitteleuropäischer Wirtschaftsverein — the Central European Economic Association — to co-ordinate trade between European countries using shared standards, arbitration panels and expert committees. By 1913, it was a multinational body, with parallel national branches producing joint publications across Germany, Austria and Hungary. That structure — national bodies co-ordinated through a common framework, turning out shared results — was exactly the governance model later adopted by the International Organisation for Standardisation. Wolf set that pattern in 1904. The ISO took it over in 1947.

Eduard Bernstein came to the same conclusion by a different path. After seven years clerking at S. & L. Rothschild in Berlin, watching the settlement system from the inside, and after reading Wolf’s 1892 book, he abandoned revolutionary Marxism and published Evolutionary Socialism in 1899. The method changed — not revolution, but steady institutional capture: a slow build-up of standards, harmonisation rules and compliance systems. Each step looked like a practical fix to a specific problem, and each made sense alone, but together they formed a governing structure no one ever was given an opportunity to vote for.

Both men wrote in a 1924 collection of autobiographies. Bernstein named Wolf’s book as one reason he began to doubt orthodox Marxism, and Wolf acknowledged his role in Bernstein’s shift. So the blueprint and the installation method came from two men who knew each other’s work, recognised each other’s influence, and had both learned how settlement operated from inside the Rothschild network.

The Volta Congress

On 14 November 1932, the Reale Accademia d’Italia opened the second Convegno Volta in Rome on the Capitoline Hill. The subject was simply L’Europa. Mussolini was there, and Marconi sent the invitations. The proceedings list everyone who was invited, including those who declined. Keynes was one of them.

The cultural and political sessions have been studied closely. Dina Gusejnova’s European Elites and Ideas of Empire treats it as the moment when aristocratic networks consolidated their influence during the interwar years. She records the presence of Rosenberg, Rohan, and representatives of fallen empires, and also notes Goebbels writing in the Nationalsozialistische Monatshefte that the Nazi seizure of power pointed the way to a third path beyond Right and Left.

What Gusejnova leaves out, however, are the economic sessions. Hjalmar Schacht spoke about the economic situation, identifying the real obstacle to trade as the inability to settle international payments — more of a barrier than tariffs or quotas. G.M. Verrijn Stuart proposed that national central banks submit to a higher monetary authority at the BIS, explicitly urging nations to give up their monetary independence. Elemér Hantos, pointing to Wolf’s Central European Economic Association as the model, laid out a four-part plan for European economic unification: a customs union, integrated transport, industrial co-ordination through cartels, and currency unification through central bank co-operation. Otto von Franges, a Yugoslav senator, called for a network of bilateral preferential treaties between the agricultural countries of south-eastern Europe and the industrial nations of western and central Europe, with Germany and Italy as the leading powers.

Customs union, monetary co-ordination, transport integration, agricultural complementarity, and bilateral trade deals. Every area that the post-war European institutions would later cover was mapped out at a single conference in 1932 — two years before Schacht built the bilateral clearing system, and fifteen years before the Treaty of Rome.

The economic side of the Volta Congress has passed through academic review without being noticed. Gusejnova’s book names the speakers and records their attendance. It does not say what they actually proposed.

The bilateral system

Schacht set up the bilateral clearing system in 1934 under the New Plan. Romania, Yugoslavia, Hungary, Bulgaria and Turkey built up blocked reichsmark balances — credits they could only spend on German goods. By 1938, Germany was absorbing huge shares of these countries’ total exports. They didn’t say no because they couldn’t afford to leave: each deal tied them tighter. Germany got real resources — oil, minerals, agricultural produce — while its trading partners received paper claims on future German exports that could not be turned into hard currency or spent anywhere else.

Adam Tooze’s The Wages of Destruction covers this system in great detail, drawing on Reichsbank records, trade statistics and foreign exchange data. He shows that both the bilateral clearing system and the domestic Mefo bill mechanism hit the same wall by 1938 — foreign exchange reserves running low, bills falling due, and clearing balances growing faster than Germany could cover. Absorbing Austria unlocked gold reserves, Czechoslovakia handed over the Škoda works, and Poland supplied coal and farmland. When clearing could extract no more, territorial seizure took over.

Tooze treats the bilateral clearing system as just one tool among many, secondary to a broader political-strategic story about the timing of aggression. But the bilateral system that Schacht launched in 1934 had been set out two years earlier at the Volta Congress — by speakers whom Gusejnova records as present, in economic sessions that neither scholar examines. The blueprint and the execution appeared at the same gathering, yet neither book connects the two.

In April 1935, the League of Nations published an enquiry into clearing agreements — 153 pages of questionnaire replies from twenty-eight governments. Italy’s response described a regular netting system already operating between Italy and Germany, raised multilateral clearing as a trial idea, and named the condition for it to work: a fixed and broadly accepted standard, such as gold. Germany, which ran the largest bilateral clearing network in Europe, did not reply.

Every element that Italy described was in place within fifteen years: the regular netting became the European Payments Union, and the gold-backed standard became Bretton Woods.

The 1942 volume

In September 1942, the Association of Berlin Merchants and Industrialists, together with the Berlin Business School, published a 229-page volume called Europäische Wirtschaftsgemeinschaft — European Economic Community. Fifteen years later, the Treaty of Rome established an organisation with the very same name.

The introduction traces the programme back to Alfred Rosenberg’s speech at the Volta Congress in November 1932. Nine authors across ten sections laid out the institutional framework for a continental economy.

Walther Funk, the Economics Minister, described moving from bilateral to multilateral clearing through a central clearing office. Emil Woermann set out agricultural complementarity across different climate zones, with guaranteed prices and planned production — the EU’s Common Agricultural Policy in blueprint form. Anton Reithinger of IG Farben proposed raising living standards in poorer regions to create internal demand — the EU cohesion principle as industrial strategy. Philipp Beisiegel specified a treaty-based labour exchange with standardised contracts, portable social insurance, and mutual recognition of contribution periods — the core of EU social security co-ordination, written in 1942 language. Gustav Koenigs described the Rhine-Main-Danube Canal, railway harmonisation, and motorway extensions to every border — all later completed or designated as EU priority transport corridors. Bernhard Benning set out a multi-tiered currency structure, rejected a premature single currency on convergence grounds, and identified purchasing power parities as the right way to assess exchange rates — two Maastricht convergence criteria and the IMF’s standard method, fifty years ahead of their time.

Carl Clodius, the Foreign Ministry’s chief treaty negotiator, stated the volume’s central finding: ‘Neither tariffs nor quotas nor anything else plays a role. The only practical thing, the only weapon for the total steering of trade between peoples, is the regulation of payment traffic’. Then the design requirement, stated independently by both Clodius and the volume’s editor Heinrich Hunke: after the war, free movement inside Europe would return, but a balancing clearing mechanism would smooth the peaks. ‘The individual participant notices nothing of this anymore. For him, practically speaking, a condition’s restored that’s indistinguishable from free exchange’. Two authors, two chapters, the same specification: the architecture must be invisible to the people inside it. Hunke’s version appeared in the January 1941 issue of Die Deutsche Volkswirtschaft — a year before the conference lectures were delivered. The invisibility requirement wasn’t one contributor’s tactical observation. It was the organising principle of the entire volume.

Published seven months after the Wannsee Conference, the 229-page volume is almost free of antisemitic content — its architecture built to outlast the ethic that justified it. In a 2020 City University paper, David Blake documents the parallels in terminology and structure, and notes it seems ‘unthinkable’ that Walter Hallstein — later the first President of the European Commission — could have been unaware of the 1942 plan, given his background in legal academia under the Nazis.

On 7 March 1938, Funk laid out the technical requirement at the Leipzig Fair. The New York Times reported it the next day: ‘Such a system, of course, is possible only in a closed economy with money based on government fiat’. That ‘of course’ shows Funk took it for granted. No closure, no clearing. No clearing, no governance.

The crossing

In November 1940, Harold Nicolson of the British Ministry of Information sent Funk’s European economic plan to John Maynard Keynes and asked him to publicly discredit it. Keynes refused. He said that about three quarters of the passages quoted from the German broadcasts would be quite excellent if you substituted Great Britain for Germany.

He then built the British version. His International Clearing Union, proposed in 1941, swapped the Reichsmark for Bancor as the settlement unit, and replaced Berlin with an international institution as the clearing centre. Scholars now openly acknowledge the connection: the Keynes plan was conceived as a direct response to the Nazi multilateral clearing proposal, and shared its essential core.

That same month, Roosevelt’s National Resources Planning Board commissioned a confidential memorandum on the Nazi economic system. The introduction noted a widespread feeling that, whatever one thought of Nazi philosophy, its economic methods might hold lessons for democratic countries.

Both Allied governments studied the same structure and treated it as a serious proposition. The post-war adoption of the clearing system was not a secret transfer. Allied planners already had the blueprint and recognised that it worked.

The move had been prepared before the war even began. In 1937, the Belgian Prime Minister, Paul Van Zeeland, submitted a report to the British and French governments proposing international economic reconstruction through fixed but adjustable exchange rates, a common fund, development loans, and the BIS as the managing body. Robert Rothschild — a Belgian diplomat on that mission — carried that framework forward for the next twenty years and helped draft the Treaty of Rome in 1957.

The governance channel

The clearing architecture reached the post-war institutions through a different route as well, one that had been turning the logic of clearing from finance into governance since before the First World War.

In 1916, Leonard Woolf published International Government, a blueprint for permanent international bodies to manage trade, communications, health and labour standards through functional co-ordination above national governments. His key insight was that once essential functions became international, national governments would gradually lose their grip on the day-to-day running of economic and social life. He proposed that these organisations would work through ‘soft law’ — international recommendations that would steadily harden into binding obligations, because participation would eventually require compliance with international standards. It was clearing logic applied to governance rather than money: membership was voluntary on paper, but functionally impossible to avoid.

Woolf was not alone in developing this concept. Fabian Socialist, Arthur Penty, proposed a guild system at local level in 1906, replacing competitive capitalism with co-operative co-ordination through functional authorities. The Fabian G.D.H. Cole extended the guild idea to national co-ordination in 1914, organising by economic and social purpose rather than by geography. The Fabian Leonard Woolf then combined both into the international tier in 1916, while the Haldane report recommended much the same for the United Kingdom in 1918. The three-level structure — local guilds, national co-ordination, international administration — systematically moved power from elected governments to technical processes. Each level looked like practical management of a specific task, but together they produced governance at every level, all at once.

Alfred Zimmern translated this framework into the actual design of the League of Nations. He saw economics as the main coordinating tool; monetary co-ordination would allow comprehensive economic and social planning without the need for political mandates. The League’s specialised organisations — handling health, labour, communications, and economics — put the three-tier functionalist architecture into practice exactly as Woolf had proposed.

While the League later collapsed, the technical bodies survived. Its own transition documents noted that the new world organisation could, in many respects, take over from the old — specialised agencies, research staff, archives, and co-ordination systems built since 1919. ECOSOC put into practice the Bruce Committee’s 1939 recommendation for a central committee to unify economic and social work. The UN’s structure was inherited from the League, which got it from Zimmern, who had simply implemented Woolf’s blueprint.

The clearing logic reached the post-war institutions through multiple channels at once. Keynes took it from the Nazi economic specification. Van Zeeland got it from pre-war monetary diplomacy. Woolf and Zimmern brought it from Guild Socialist ideas, through the League’s technical bodies, into the UN system. Each stream independently led to the same institutional structure: standards set above the national level, compliance judged by technical criteria, and payouts only when conditions were met — conditions that ordinary people had no say in.

The second crossing

The clearing logic also arrived from the Soviet side, through a different route.

In 1960, the Soviet economist I. Yevenko published Planning in the USSR, setting out the three-tier system used to run the Soviet economy. Gosplan set the standard: the five-year plans, the production targets and quotas. Gosbank handled the clearing, checking every firm’s transactions against the plan. Gossnab settled the physical delivery of goods. Three institutions, one sequence: standard, clearing, settlement.

In 1975, Alan Greenspan — then head of the Council of Economic Advisers — asked the CIA for a report on Gosplan. Twelve years later, he became Chairman of the Federal Reserve.

Meanwhile, Robert McNamara had already brought the same logic from Ford to the Pentagon, introducing PPBS — the Planning, Programming, and Budgeting System — to the US Defence Department in 1961. PPBS tracked numerical inputs and measurable outputs, built feedback loops to measure efficiency, and allowed long-range planning based on live performance data. What started as a military budgeting tool became the model for technocratic governance on a vast scale.

In 1972, the International Institute for Applied Systems Analysis — IIASA for short — was set up in Laxenburg, Austria, as a joint research centre for the US and the Soviet Union. American systems analysis and Soviet planning methods were brought together under one roof, funded by both sides — and the foundations — even as the Cold War continued. The assessment models developed there later fed into the scenarios used by central banks to work out how much capital financial institutions must hold against climate risks. The two planning traditions — one from Soviet central planning, the other from Western clearing-based governance — came together at an institute that now stands at the heart of the climate policy machine.

The post-war assembly

Bretton Woods adopted the American plan rather than Keynes’s, but the clearing architecture remained intact. The dollar was pegged to gold at $35 an ounce — the fixed, universally accepted standard that Italy had named as the precondition for multilateral clearing nine years earlier. The IMF supplied the anchor currency. The conditions that followed — structural adjustment, the Washington Consensus — were simply conditions attached to the settlement layer, the system working exactly as designed.

Resolution V of the Bretton Woods conference recommended winding up the BIS, but it never was. By 1950, it was running the European Payments Union — operating the multilateral netting system that Italy had first tried out with Germany on a bilateral basis, using the gold-based condition Italy had identified, and doing it at the larger scale Italy had proposed as a trial back in 1935. The EPU did not abolish bilateral clearing; it made it multilateral through the BIS — just as Benning’s 1942 chapter had described.

The connections were direct. Karl Blessing, a Schacht protégé who had served on the Reichsbank board during the war, became President of the Bundesbank in 1958. Bernhard Benning, who had written the 1942 currency chapter, sat on the Bundesbank’s Central Bank Council by late 1957. Hallstein became the first President of the European Commission in 1958. The same men who had designed the system for one regime were now implementing it for the next.

This architecture was common knowledge among the professional class building post-war Europe. Any German economist or legal scholar working on integration in the 1950s would have encountered the same concepts, vocabulary and institutional designs — whether or not they had ever read the 1942 volume itself.

The Third Way

Wilhelm Röpke was the bridge between the two worlds. Forced out of his professorship at Marburg in 1933 for criticising the Nazi regime, he went into exile — first to Istanbul, then to Geneva’s Graduate Institute of International Studies, a Rockefeller-funded centre where Mises had also landed in 1934 and where the neoliberal intellectual movement was gathering shape.

After the war, Röpke co-founded the Mont Pelerin Society with Hayek and became the intellectual force behind Ludwig Erhard’s economic programme. The result was the social market economy, which became the institutional model for European integration. Röpke openly called his approach ‘the Third Way’ in his published lectures, and he insisted that a competitive market economy could only survive with strong institutions to provide its moral grounding.

In practice, Röpke’s Third Way placed an independent central bank — the Bundesbank — at the heart of its system. Its sole task was to keep prices stable, and it carried out that task without interference from the elected government. This was exactly what Verrijn Stuart had proposed at the 1932 Volta Congress: a central bank with authority above the nation, beyond any electorate. His specification was now being put into practice in post-war Germany.

The same model was exported to the European Central Bank through the Maastricht Treaty, and then to the Bank of England in 1997. The Blair government, within days of taking office, granted the Bank operational independence. Lawrence Summers passed the case to Ed Balls, who published it in the Fabian Society pamphlet, Euro-Monetarism, in 1992; Gordon Brown then implemented it in May 1997. Verrijn Stuart’s design had travelled sixty-five years, from the Capitoline Hill in Rome to Threadneedle Street in London, delivered through the same network that was simultaneously pushing financial deregulation across East Asia.

Quinn Slobodian’s Globalists documents what Röpke and the Geneva School were building: supranational institutions designed to shield economic governance from national electorates, permanently. Their aim was deliberate and unapologetic. These economists believed that democratic populations would make economically foolish choices — protectionism, inflation, capital controls — so the solution was to place the rules governing economic life in institutions that electorates could not touch. Slobodian calls this ‘encasement’. He maps the walls but does not identify what they protect: the clearing function, operating through conditional settlement, safely beyond democratic revision.

The language was remarkably consistent over time. Lenin’s New Economic Policy of 1921 allowed private enterprise within limits set by the state — the state kept control of banking, heavy industry and foreign trade, while markets operated freely within the boundaries it had drawn. Goebbels used the phrase ‘the Third Way’ in 1933. Röpke used it throughout the 1940s and 1950s. Marc Nerfin’s International Foundation for Development Alternatives (IFDA) proposed a ‘Third System’ in 1976 — citizen organisations alongside the state and market, taking part in governance. That was the direct forerunner of what later became the civil society sector.

Blair and Clinton revived the label in the 1990s, with Anthony Giddens as the theorist and Wolfgang Reinicke’s ‘trisectoral networks’ as the UN governance model — government, business and civil society working together to manage global affairs.

The trisectoral framework had its own backstory. In 1961, the CIA circulated a proposal for a ‘World Congress for Freedom and Democracy’ — a new type of organisation, private in nature, operating globally, combining broad principles with targeted action. That vision of a global civic body later materialised as what are now called Civil Society Organisations, the third sector in the trisectoral model, commonly funded by the same foundations which also funded the World Congress initiative.

Bolshevik, fascist, ordoliberal, developmentalist, social democrat — each ideology attached different conditions to the same structural form. Different content each time. But the function was identical: a framework that presented itself as beyond left and right — and therefore beyond the categories through which electorates organise political choice.

The neoliberal generation

The 1990s generation worked within Röpke’s architecture. The Washington Consensus — privatisation, capital account liberalisation, fiscal discipline, open markets — was essentially Röpke’s framework, but with any racial language he had used stripped out and replaced with economic terms. Countries seeking access to international capital markets, IMF loans or World Bank support had to meet compliance conditions set by Washington-based institutions that the affected populations did not control or elect. The loan would only be approved if the conditions were met.

Alan Greenspan was the American version of what Verrijn Stuart had proposed — the man who had asked the CIA for a report on Gosplan, now setting the terms for global finance from his position at the Federal Reserve. His decisions on interest rates shaped the world economy. He pushed through deregulation that removed the democratic checks and balances on the clearing system.

Robert Rubin moved from Goldman Sachs to the Treasury to Citigroup. The same people moved between the bodies that set the rules and the ones that gained from them. Lawrence Summers pushed for capital account liberalisation across East Asia. When the crisis struck in 1997, the IMF imposed conditions that served Wall Street’s interests as much as they served the local populations — which is to say, not much at all. Countries that failed to meet these conditions were cut off from global capital, exactly as the Soviet Union was post-revolution, until Gosbank was restored. Their transactions stopped clearing. Their currencies crashed. Their assets were then snapped up at bargain prices by the very institutions that had written the rules.

Jeffrey Sachs is the most revealing case, because he shows how the ethic shifts within a single career. In the early 1990s, he designed ‘shock therapy’ for Russia and Eastern Europe — rapid privatisation, liberalisation, and fiscal austerity. The ‘ethic’ driving this was market freedom. Then he moved on to the Sustainable Development Goals, becoming a leading advocate for the sustainability framework. The institutional method stayed the same, but the ethic changed. The conditions attached to taking part in international systems shifted from market liberalisation to sustainability compliance. The mechanism did not change — Sachs simply rotated with the prevailing ethic, which shows that while the ethic is a variable, the mechanism itself is constant.

The architecture appeared to face a serious challenge during this period. In 1974, the UN General Assembly adopted the Declaration on the Establishment of a New International Economic Order. The Group of 77 — operating through UNCTAD — called for stable commodity prices, control over natural resources, technology transfer, and fairer terms of trade.

The architecture responded through the clearing layer. The debt crisis of the early 1980s — triggered by Volcker’s interest rate shock — put the global South in exactly the position the system had been designed to create.

The countries that had challenged the architecture now found themselves more dependent on it than ever.

The environmental rotation

The 2008 financial crisis finished off the Washington Consensus as an intellectual project. Lehman Brothers collapsed, the economic models failed, and the market-liberal ethic lost its credibility. But the architecture did not fall with the ethic. It simply rotated.

The groundwork for that rotation had been laid decades earlier. On 23 May 1972, Richard Nixon signed an environmental protection agreement with the Soviet Union. Russell E. Train led the American delegation — the same man who also held a senior position on NATO’s Committee on the Challenges of Modern Society, which had a mandate to design global environmental monitoring systems, per the Moynihan memo of September 17, 1969. Moscow was also on board. Viktor Kovda, the Soviet Union’s main contact for international scientific co-ordination, helped launch SCOPE and would become its president by 1973. Both sides knew that this meant harmonising policies, aligning laws, and gradually restructuring governance — and both pressed ahead.

Weeks later, the Stockholm Conference on the Human Environment established UNEP. That same year, IIASA was founded — the place where American and Soviet planning methods were brought together. The pipeline was clear: SCOPE provided the science through ICSU, GEMS handled monitoring, and IIASA supplied the modelling. The ideological conflict of the Cold War was quietly overtaken by a shared reliance on systems analysis — a point made by Egle Rindzevičiūtė in The Power of Systems.

By 2017, that pipeline had reached the clearing function directly. The Network for Greening the Financial System — a coalition of more than a hundred central banks, hosted by the BIS — began publishing climate scenarios that are now used to set bank capital requirements worldwide. The scenarios come from the IIASA-Potsdam consortium. Their models are proprietary. Their assumptions are not subject to public debate, nor accountability. The scenarios produce thresholds, and those thresholds become regulatory rules. The rules decide which investments are permissible and which are not. At no point is anyone allowed to vote on this.

The EU Taxonomy Regulation, passed in 2020, stated clearly in Article 26 that guidance on activities contributing to ‘other sustainability objectives, including social objectives, might be developed at a later stage’. The classification system was designed from the start to accept any standard — environmental, social, governance, health, biodiversity — and link it to the cost and availability of capital. Each Sustainable Development Goal is a new module that follows the same chain: scenario, taxonomy, disclosure, AI classification, surveillance, capital requirements, and programmable enforcement.

Within three years of the 2008 crash, the same institutional infrastructure — the BIS, the Basel Committee, the central bank network — was turning towards a new ethic, but the populations affected by those rules still had no voice in selecting it. If the architecture were simply a product of the ruling ethic, it would have fallen apart when that ethic lost credibility. It did not. That is because the ethic is simply the justification for the architecture.

The contemporary architecture

Between 2019 and 2026, the BIS Innovation Hub developed a series of connected projects that together form the operational layer of the clearing architecture on a global scale. That characterisation comes from the BIS itself. In February 2023, Agustín Carstens told the Monetary Authority of Singapore that the various projects needed a way to be brought together, and he proposed the unified ledger as the integrating infrastructure. In June 2025, the BIS stated that it was not just theorising, but actively working with central banks to test and develop tokenisation as the foundation of the future monetary and financial system.

The projects are linked by a clear logic. The NGFS scenarios supply the direction — ’plausible futures’ that financial institutions must use to test their portfolios against. The EU Taxonomy provides the classification system, deciding which activities count as environmentally sustainable and which do not. Project Gaia, the BIS’s AI tool, automates the assessment of corporate reports against the taxonomy — and the BIS’s 2025-26 work plan confirms that the system will soon be expanded beyond climate to cover other areas. Project AISE takes a similar approach and applies it to any regulatory goal, treating the objective as a changeable setting. Project Keystone standardises payment data through ISO 20022, the messaging format now used by 93 per cent of payment systems worldwide, giving every transaction a machine-readable label showing who is paying, why, and to whom. Project Aurora detects unusual activity across borders and institutions. Project Mandala translates each country’s regulations into a common compliance framework.

On the payments side, Project mBridge handles cross-border CBDC settlement between central banks. Project Nexus links domestic instant payment systems across borders. Project Agorá brings commercial bank deposits and central bank money onto the same platform. The Finternet paper, published in April 2024 with Infosys co-founder Nandan Nilekani, extends the architecture to retail transactions using digital identity — based on the India Stack model, which is now being rolled out in Nigeria, Kenya, Bangladesh, Ghana, Nepal, and Trinidad and Tobago. At the IMF in April 2025, Nilekani confirmed that the Finternet was moving from concept to reality.

Each project solves a specific technical problem. Each makes sense within its own field. But taken together, they form a single chain of operations: standardisation, evaluation, and conditional settlement — running at the level of each individual transaction, built into the money itself, at the very point of purchase.

The architecture rests on a legal foundation that was already in place. A bank deposit is not a piece of property you own — it is an unsecured claim against the bank, a debt the bank owes you, as established by Foley v Hill in 1848 and upheld ever since. Securities held through a broker are not shares you own directly. They are ‘security entitlements’ — contractual claims against the broker, while the actual shares are registered in the name of a central depository. The individual holds a claim against an intermediary. Whoever controls that intermediary controls the asset.

Ownership was replaced by intermediated control decades before the digital infrastructure arrived. The legal conversion that makes conditional settlement possible was already complete before a single line of code was written. The clearing function does not seize property. It simply administers claims that the legal system had already placed under its authority.

And because conditional transactions chain — each completion triggering the next, dependencies multiplying exponentially — the cascade creates irreversible facts faster than any institution can review them. A court can rule the original condition invalid months later. By then, the downstream transactions exist only because the original cleared, and unwinding them is structurally impossible. The window for contestation closes at the speed of settlement, not at the speed of deliberation.

The convergence

The same five-step sequence — ethic, standard, clearing, settlement, outcome — appears independently across every major institutional system, and they are all starting to point towards the same infrastructure.

The BIS system works like this: sustainability classification determines capital treatment, which feeds into programmable settlement. The EU system follows the same pattern: the Taxonomy sets the standard, disclosure rules (CSRD and CSDDD) require reporting, enforcement mechanisms (CBAM and ETS) impose financial penalties and capital charges. The UN system runs through the Sustainable Development Goals, which are measured against an indicator framework, which then feeds into financing conditions for development, ultimately shaping IMF and World Bank lending. The OECD system operates through BEPS principles, translated into model rules, reviewed by peer countries, and enforced through a global minimum tax.

Each system runs the same sequence. Each applies the same logic. And each is being rebuilt around the same technical infrastructure, bringing them together around a single clearing function.

Each system also has an emergency mode. The BIS’s Green Swan framework designates climate risk as financial stability risk, bringing any domain under the central bank mandate. The EU’s crisis regulations — from the pandemic Recovery Fund to the energy emergency measures — activate enhanced enforcement across all domains simultaneously. The UN’s proposed Emergency Platform would grant the Secretary-General activation authority for ‘complex global shocks’ — pandemic, climate disruption, financial crisis — with coordinated response across all specialised agencies. The shocks that qualify as triggers aren’t determined by direct observation. They’re determined by the same computational modelling infrastructure that sets normal-mode classification thresholds — IIASA’s integrated assessment models feeding the NGFS for financial risk, the IPCC for climate projections, and the crisis definitions that determine when emergency governance activates. The models that set the normal-mode thresholds also define when the emergency mode fires. Each emergency activation is supposed to be temporary. Each deposits permanent institutional capacity that persists after the emergency resolves, and assigns nor accepts no responsibility for the effects of misprediction.

Each system developed its own version of the chain. Each uses different institutional mechanisms. But they are now converging on shared infrastructure: ISO 20022 for financial messaging, XBRL for corporate reporting, digital identity to tie individuals to the system, and AI classification to automate assessment.

The cross-referencing is explicit and on the record. The ISSB took over the TCFD recommendations. The TNFD signed a memorandum with the ISSB, following the same path that turned voluntary climate disclosure into mandatory reporting. The NGFS extended its framework from climate to nature. Each institution references the others’ standards. The assembly is happening in published documents.

Outside observers have begun to notice. A 2026 regulatory analysis noted that the year marked a new stage in EU regulations — the moment when CSRD, CSDDD, CBAM, SFDR, and the EU Taxonomy ceased to be treated as separate requirements and began to operate as a coherent system. Separate parts becoming visible as a single system — to observers inside a singular domain.

But the cross-domain assembly, across all four institutional systems at once, remains invisible to any analyst who covers only one.

Clodius wrote the specification in 1942. Payment regulation as the only instrument for total steering. The individual notices nothing. Freedom appears restored. Eighty-three years on, those two sentences describe the operational reality of every tap-to-pay transaction processed through the infrastructure now being assembled — without changing a single word.

Why nobody saw it

Three major academic books arrive at the same boundary from different starting points. Gusejnova covers the social networks that shaped the clearing architecture at the Volta Congress but misses what they were actually planning. Tooze presents the economic evidence of how it operated from 1934 onwards, but misses the underlying design logic. Slobodian covers the intellectual project of insulating economic governance from democratic control, but misses the operational mechanism that the insulation was designed to protect.

The gap between them is not a failure of scholarship. It is a built-in feature of how modern knowledge is produced. Economics works at one level — capital allocation, fiduciary duty, financial regulation. Political science works at another — governance frameworks, international agreements, democratic legitimacy. History works at yet another. Engineering deals with standards and certification. Data science works on measurement and validation. Each discipline’s training, publications and analytical tools are designed for its own area. The economist sees the clearing function as market infrastructure, because that is exactly what it is at the economic level. The political scientist sees the treaties as international co-operation, because that is exactly what they are at the political level. Neither is technically wrong. But the whole architecture remains invisible because seeing one level correctly does not mean you see how the levels fit together.

Hannah Arendt identified the mechanism with extraordinary precision — the blending of law and ethics, the regulations that no longer needed to be published, the popular support that came from neither ignorance nor brainwashing. She saw the architecture at work under two different regimes and two different ethics. Then she told the reader not to look for it anywhere else. Her insistence that totalitarianism was unique acts as a prohibition against recognising the same template when it reappears under a new ethic.

She handed the reader the key, then told them it only fits one lock and not to bother trying to use it elsewhere.

The question

The post-war record is clear and consistent. The dollar gap crisis of 1947 produced the Marshall Plan and the OEEC. The bilateral clearing problem gave rise to the EPU. The EPU’s shortcomings led to the Treaty of Rome. The collapse of Bretton Woods produced the Snake, then the EMS. The ERM crisis led to the euro. The 2008 financial crisis produced Basel III and the Financial Stability Board. The eurozone crisis added six new layers of institutional oversight. COVID produced indicator governance and the EU Recovery Fund — €750 billion in joint debt, allocated on condition. The 2022 energy crisis brought joint gas purchasing and faster green transition mandates. Fifteen crises. Fifteen extensions. Zero reversals.

At no point in this sequence did any parliament vote on whether the clearing architecture should be extended. Each extension was presented as the technical fix for an immediate problem, and each made sense on its own.

Every crisis produced by the architecture has been blamed on whatever ethic happened to be in place at the time — insufficient regulation, fiscal irresponsibility, poor co-ordination — never on the structure itself. The ethic takes the blame, and a new ethic is brought in while the architecture carries on. The Nazis collapsed — blame the racial ideology. The Soviet Union collapsed — blame communism. The eurozone crisis — blame fiscal recklessness in the periphery, not the managed-currency system that had produced the very imbalances Benning had described eighty years earlier.

The chain runs unbroken from Wolf’s 1892 clearing office, through the Volta Congress, through the 1942 volume, through Keynes and Röpke into the Treaty of Rome, through the Washington Consensus and the environmental shift, through the IIASA models and the NGFS scenarios, to the BIS unified ledger being built today. Every link is documented and sourced. The architecture was never hidden — it was simply spread out. Distributed across institutions, across disciplines, across documents, across vocabularies that do not speak to one another — by intent.

The foundational myth says the post-war order was a clean break, built by democracies determined that fascism would never rise again. The documentary record says the architecture was designed before and during the war, endorsed by Allied planners, carried forward through institutional and personal continuity, and extended through every crisis that followed — while the ethic in the slot shifted from racial community to democratic peace to market freedom to sustainability, and the people living inside the architecture were never once asked whether they wanted it.

The next crisis will come. Whether it is blamed on the ethic or on the form itself will decide whether the architecture expands once more — or faces the one thing it has never survived: being seen for what it actually is.

What it delivered was a dictatorship lasting forty-two years.

The Green Book’s1 critique of representative democracy is sharper than most contemporary political scientists manage:

Parliament is a misrepresentation of the people, and parliamentary systems are a false solution to the problem of democracy. A parliament is originally founded to represent the people, but this in itself is undemocratic as democracy means the authority of the people and not an authority acting on their behalf. The mere existence of a parliament means the absence of the people.

Parties fare no better:

The party is a contemporary form of dictatorship. It is the modern instrument of dictatorial government. The party is the rule of a part over the whole.

On wages:

Wage-earners are but slaves to the masters who hire them. They are temporary slaves, and their slavery lasts as long as they work for wages from employers, be they individuals or the state.

This applies equally to nationalised industries — the state merely replaces the private employer.

On housing:

Whoever possesses the house in which you dwell, the vehicle in which you ride or the income on which you live, possesses your freedom, or part of it. Freedom is indivisible.

On education:

State-controlled and standardized education is, in fact, a forced stultification of the masses.

Every point is defensible on its own terms. Anyone who’s sat in a waiting room for hours, filled in endless government forms, or watched a politician break yet another campaign promise recognises every word. That recognition is the hook.

The solution: direct democracy through layered Popular Conferences and People’s Committees. Workers become partners. Housing belongs to whoever dwells in it. Land belongs to whoever works it. No private media. No parties. No parliament.

Libya was renamed the Great Socialist People’s Libyan Arab Jamahiriya2 — the State of the Masses. Whatever the Green Book claims was taken from the people, it promises to return.

Bait and Switch

The official structures existed, but in practice, they didn’t quite work as promised. Revolutionary committees — who held the real power — answered directly to Gaddafi. Security services watched everyone, tribes decided who got what, and favours moved through informal channels that the Green Book never mentioned.

The man who wrote ‘there can be no representation in lieu of the people’ ruled for forty-two years without an election. The man who wrote that parties are ‘the modern instrument of dictatorial government’ ran everything through personal loyalty that was more centralised than any party.

Under Gaddafi’s ‘inclusive’ ‘Third Universal Theory’, everyone officially participated. But nobody owned anything outside the system, as ownership was replaced by allocation, and allocation was conditional.

The Origins

In April 1966, the twenty-four-year-old Gaddafi went to the UK for nine months of military training3. First stop was Wilton Park in Beaconsfield, Buckinghamshire4 — a Foreign Office place set up in 1946 to re-educate German POWs, later turned into a discussion forum to shape how foreign leaders think about running countries. Following that, he did signal instructors courses at Bovington Camp and Hythe — communications and transmission5.

His Free Unionist Officers6 were copied straight from Nasser’s Free Officers in Egypt7 — a movement the CIA had backed through Project FF8. Miles Copeland, CIA Station Chief in Cairo, met Nasser’s inner circle four months before the 1952 coup and later wrote: ‘We laid down a path for Nasser and he took it’9. After the coup, the CIA helped set up Egypt’s intelligence service and brought in German advisors from Nazi military intelligence to rebuild the security apparatus10. The Free Officers template then spread across the region within a decade — Iraq (1958), Yemen (1962), Libya (1969) — each coup producing the same setup: Arab socialism, neither East nor West, nationalised resources, a one-party state with popular assemblies, the Third Way as national policy.

The Ten Planks

The Green Book’s ideas line up almost exactly with the Communist Manifesto’s ten planks. Abolition of private property in land — Gaddafi said land belongs to whoever works it. Centralisation of credit — he banned private banking and put all allocation through the state. Centralisation of transport and communication — he said transport belongs to whoever uses it, and media came from People’s Committees. Extension of state-owned production — he made workers ‘partners’ and put all enterprise under collective control. Free education — he freed it from state curricula. Abolition of accumulation — he said no wealth beyond one’s needs, with ‘the final stage’ being one where ‘profit and money disappear’.

Every plank went in, though nobody called it that.

The whole Marxist toolkit — alienation, primitive accumulation, abstract labour, surplus value, crisis theory, the dialectic, the general intellect — works as an engineering manual for the clearing function, regardless of what Marx allegedly intended. Every concept comes down to the same thing: managing flows. What moves where, on what terms, in what units, cleared by whom.

Marxism isn’t economics or philosophy. It’s flow management.

The Green Book does the same thing. Marx says centralise. Gaddafi says the people own. Marx says abolish private property. Gaddafi says property is sacred — but only what you personally use, and only while you’re using it. The Fifth Plank — centralising credit in a national bank — is what makes every other plank stick, because controlling credit and labour vouchers removes the savings people need to stay independent. Gaddafi’s Libya did this completely: no private banking, all allocation through state channels, the whole population dependent on the architecture for their material existence. You get total dependency whatever you call it — socialism, the Jamahiriya, or ‘financial inclusion’.

Neither text tells the truth about where it’s going. The Communist Manifesto says centralising the state is just a transitional phase — the dictatorship of the proletariat as a stepping stone toward a classless, stateless society where the state withers away… which never happens in practice. The Green Book promises the same thing — Popular Committees as the intermediate structure through which the people will govern directly, with the state dissolving into the community. But it never did. The EU’s ‘inclusive localism’ promises it again11 — subsidiarity as the framework through which communities will be ‘empowered’. But the temporary state of course won’t wither away. It never does. Someone has to work out to what level political matters should be ‘decentralised’, after all.

The diagnosis rings true every time. The destination never arrives. Marx’s primitive accumulation12 gets rebranded each generation with a new moral vocabulary, tailored to the local population: enclosure, development, financial inclusion, digital public infrastructure.

Gaddafi’s ‘Third Universal Theory‘ is just another rebrand.

The Gradient

The Green Book’s social theory maps a gradient most political theorists miss.

‘The degree of warmth involved in the relationship decreases proportionately with the increase in size of the social unit’. Family bonds are stronger than tribal ones, and tribal bonds are stronger than national ones. This, of course, is correct — and it’s the gradient the clearing function exploits.

A family that settles disputes doesn’t need mediation, while a village that settles rarely does. The nation — where bonds have thinned to the point where people no longer know each other — requires a clearing function. Whoever controls that function controls the entire structure above the family.

The justice system serves as the traditional clearing function that everyone accepts as legitimate. Courts sit between two parties, claim neutrality, determining the conditions for settlement, where the rules — the legal framework — is common to all. It might not be perfect, but it’s a lot better than the alternative, where you’re settled through an arbitrary ‘ethic’.

Gaddafi’s system left the family and tribe largely intact because they were useful for channelling loyalty. What he controlled was the national layer: oil revenue, security apparatus, revolutionary committees, and the clearing infrastructure through which all resources flowed.

The same architecture appears in the ‘inclusive localism’ prescribed by mainstream development economists — communities empowered to manage local affairs while the flows that matter are controlled by the layer above. It appeared in the London Bankers’ Clearing House, the original prototype — described by Alfred de Rothschild as approaching ‘perfection’. It appeared in Wolf’s 1892 proposal to internationalise that clearing house. It appeared in Bernstein’s evolutionary socialism — revolution abandoned in favour of gradualism. It appeared in the 1930s Third Position13 — national community restored, every institution coordinated through the party. It appeared in Röpke’s ‘Third Way’, the ordoliberal social market economy which places economics — hence, central banks — explicitly beyond the reach of democratic politics.

Nasser’s Arab socialism14 was another example — installed with CIA help, then copied across the region through the Free Officers template, producing Ba’athism in Syria and Iraq, the Free Unionist Officers in Libya, and ‘Third Way’ governance across the Middle East and North Africa within a decade. Lenin’s New Economic Policy did the same — markets brought back, while the party kept control of the commanding heights. It appeared in Deng Xiaoping’s ‘socialism with Chinese characteristics’. It appeared in Lee Kuan Yew’s managed capitalism in Singapore15.

The EU’s subsidiarity principle follows the pattern16 — member states decide… unless the Union judges its own intervention ‘more effective’. Nerfin’s ‘Third System’ at the IFDA in 1976 did the same with ‘civil society organisations’. Blair’s Third Way expanded state surveillance, and accelerated the transfer of governance to QUANGOs. Reinicke’s trisectoral model treats government, business, and civil society as co-equal partners, specified through the UN and operationalised through the WEF. Modi’s India Stack and the BIS unified ledger do the same.

The ethic rotates and the vocabulary changes — but the structure remains the same.

The usual story considers ‘The Third Way’ a 1990s concept. A centre-left project, widely considered gone after 2008. But it’s the clearing function’s preferred governance interface, installed under every political label — left, right, centre, nationalist, internationalist, secular, religious, democratic, authoritarian — across every continent, for over a century.

Nobody sees this because each installation sits in a different academic discipline. European political scientists study ordoliberalism against German economic traditions. Development economists study the India Stack. International relations scholars study the trisectoral model. Nobody compares Ba’athism with ordoliberalism, inclusive localism, and the India Stack because the vocabulary, context, and declared politics all differ. Yet the operational output — centralisation of the clearing function, conditional access replacing unconditional ownership, a promise that never arrives — is identical every time.

The Political Clearinghouse

A financial clearinghouse sits between buyer and seller. It claims to be neutral infrastructure — processing flows between two parties and deciding the conditions for settlement. But whoever controls it controls all transactions, precisely because it claims to be neutral.

The Third Way sits between left and right in the same way. It looks like neutral governance — just processing political flows between two positions and deciding the conditions for policy settlement. But he who controls it controls all political activity.

‘Neither buyer nor seller’ is the financial clearinghouse’s claim to neutrality. ‘Neither left nor right’ is the political clearinghouse’s. ‘Neither source nor consumer’ is the information clearinghouse’s. Same claim, same position, same function, same source of power.

Marx built the first documented information clearinghouse in 1846 — the Brussels Communist Correspondence Committee. It worked as ‘a central node that filters information, certifies ‘correct’ texts and interpretations, and coordinates responses across scattered groups’. It came before the Communist League and the Manifesto, and it decided what community information counted as 'correct'. The same function was later institutionalised through INFOTERRA — the International Referral System launched at Stockholm in 1972, centralising environmental information through National Focal Points ‘placed within governmental structures’. Google and Twitter, meanwhile, decide which information reaches the user while claiming to be neither author nor reader. Fact-checkers decide which claims settle as true while claiming to be neither left nor right. Each one sits between producer and consumer, controls what flows through, and derives its power from the claim that it’s merely neutral infrastructure.

Yet none of them accept responsibility when they get things wrong. That’s the defining feature of every clearinghouse — financial, political, and informational. When your transaction fails, the financial clearinghouse isn’t liable. When its policies destroy communities, the central bank isn’t accountable. When its rankings bury accurate information, Google isn’t responsible. When the ‘misinformation’ it flagged turns out to be correct, the fact-checker isn’t answerable. Section 230 codifies this for platforms, central bank independence codifies it for monetary policy, and ‘we just facilitate’ codifies it for all of them. The neutrality claim isn’t only the source of the clearinghouse’s power — it’s the source of its immunity. By presenting itself as infrastructure, the clearinghouse determines outcomes while shouldering none of the consequences.

Three clearinghouses — financial, political, and informational — control what you can transact, enact, and know. Each claims neutrality while controlling flows through mediation. Each has a documented institutional form, and each was called a clearinghouse by the institution that built it.

The London Bankers’ Clearing House was the original financial clearing function. PACH 131317 — the Public Administration Clearing House, funded by the Rockefeller-endowed Spelman Fund18 — housed under one roof the National League of Cities, the Council of State Governments, the International City Management Association, the American Planning Association, and a dozen other associations that determined how American local and state government actually operates. The standards for how communities govern themselves were written at 1313 and spread through professional associations whose members implemented them locally — subsidiarity made physical. And INFOTERRA centralised environmental information, determining what settles as authoritative.

Through the Aarhus Convention19 and EU Directive 2003/4/EC20, ‘environmental information’ was expanded to include health, food chains, noise, cultural sites, and anything ‘likely to affect the environment’ — and citizens were given legal standing to sue nation states for failing to meet the standards.

Wolf’s 1892 proposal was to internationalise the financial clearinghouse, while Bernstein’s 1899 proposal did the same for the political one — gradualism replacing revolution, institutions replacing confrontation, the centre absorbing both left and right through evolutionary reform. But Marx’s information clearinghouse beat them both by two generations.

‘The Third Way’ isn’t a political position. It’s a clearing function — the gate through which governance eventually comes to pass, positioned as the neutral centre. But gradually, political parties on both the left and right realise they can’t do much if they’re not cleared. Truss and Kwarteng found out the hard way only a few years back.

You can’t oppose the clearinghouse by being a buyer or a seller. You can only oppose it by transacting outside it — which is what it’s designed to prevent.

The Two Documents

The Third Way always produces two documents. The (public) sales pitch says what the community will gain — the Green Book, Blair’s ‘Third Way’, the trisectoral model, the WEF stakeholder framework. The (private) operational architecture says what the clearing function needs — the revolutionary committees, the India Stack, the Gleichschaltung. They’re never the same document, and frequently, the latter isn't even made public21.

The sales pitch has to appeal to people who already feel the sense of unjustified loss. If the diagnosis doesn't ring true, nobody will buy the alleged cure. Gaddafi’s critique of representation is excellent, and the 1930s corporatist analysis was legitimately insightful. The better the diagnosis, the higher likelihood of success.

The second is the product. Before the architecture is implemented, people own things — land, relationships, skills, the ability to transact directly with each other. But once it’s been implemented, everything gradually becomes conditional, typically through creeping red tape. Conditional upon your environmental compliance. Conditional upon your digital identity. Conditional upon your social credit score. Conditional upon your speech falling within approved guidelines.

The Green Book promised everyone would own their home, but what Gaddafi’s Libya delivered was a system where everyone’s material existence depended on the state’s continued willingness to provide it.

The product is never what’s advertised — it’s dependency.

Each of these claims deserves scrutiny, because none of them withstands it particularly well.

The Falsifiability Problem

A scientific theory earns its status by being falsifiable — by making predictions that could, in principle, be shown wrong. Climate science, as publicly presented, has an awkward relationship with this requirement.

When temperatures rise faster than models predict, the explanation is that we haven’t done enough to curb emissions. When temperatures rise more slowly — as they did during the widely discussed ‘pause’ between roughly 1998 and 2014 — the explanation is that the heat went into the deep ocean, or that aerosols masked the warming, or that natural variability temporarily overwhelmed the signal. When a record cold snap arrives, that’s weather. When a heatwave arrives, that’s climate change.

The pattern is consistent: no observation is permitted to challenge the underlying thesis. Outcomes that confirm the theory are cited as evidence; outcomes that contradict it are absorbed through auxiliary explanations. The theory accommodates everything, which is precisely the characteristic Karl Popper identified as the hallmark of pseudoscience.

The Mathematics

The atmosphere is a fluid. Its behaviour is simulated using the Navier-Stokes equations, a set of nonlinear partial differential equations so mathematically challenging that the question of whether their solutions even remain well-behaved over time is one of seven Millennium Prize problems — carrying a million-dollar bounty from the Clay Mathematics Institute, precisely because nobody has been able to answer it.

Climate models forward-integrate a version of these equations on computational grids where a single cell might span 100 kilometres. Within that cell, you could have a thunderstorm in one corner and clear sky in another — different pressure gradients, different moisture content, different vertical velocity profiles. Subdivide the cell and the same problem reappears, because the atmosphere has turbulent structure at every scale, from hundreds of kilometres down to millimetres. There’s no resolution at which this disappears.

This is well understood in fluid dynamics as the ‘closure problem’. The energy cascade in turbulent flow couples every scale to every other scale. You don’t get to capture it at one level and declare it handled. Yet climate models attempt precisely this — and they do so over century-long time horizons, in a system whose chaotic dynamics make forward prediction unreliable beyond a matter of days.

The Approximations

Since the models can’t resolve what actually happens inside each grid cell, they replace those processes with parameterisations — simplified mathematical representations of convection, cloud formation, turbulent mixing, and dozens of other phenomena. These aren’t derived from first principles. They’re empirical approximations, tuned until the model output matches the historical record.

The parameterisations are tuned to the data they’re then validated against. The model is adjusted until it reproduces past observations, then presented as having successfully predicted them — a fundamentally circular exercise. And when the model diverges from new observations, the parameterisations are adjusted again, described as ‘model improvement’ rather than what it more plainly resembles: refitting a curve to updated data. At no point is a parameterisation recorded as having been falsified. It’s simply replaced.

The deepest problem, though, is one of mathematical form. The parameterisations are formulated as scale-invariant — they use the same functional form regardless of whether the grid cell is 200 kilometres across or 50. Yet when modellers change the resolution, the parameterisations have to be retuned, which is empirical proof that they aren’t scale-invariant at all. They’re using scale-invariant approximations to represent a system that demonstrably isn’t scale-invariant, in a domain — turbulence — where the coupling between scales is the defining feature of the physics. And it’s worse than a static mismatch, because the system is reflexive: cloud formation changes albedo, which changes temperature, which changes evaporation, which changes cloud formation. These feedback loops don’t just exist at every scale — they operate differently at different scales, which means the environmental impact on the processes being approximated is itself resolution-dependent. The parameterisations can’t account for this, because they don’t know what scale they’re on.

With hundreds of these parameterisations in a single model, each one a tunable knob, and a historical dataset to fit them against, the exercise has enough degrees of freedom to reproduce almost anything.

The Data

The models are tuned to the historical record. But the historical record itself deserves scrutiny.

The Keeling Curve — the continuous measurement of atmospheric CO₂ that launched the entire climate narrative — was established in 1957 through Roger Revelle, on Rockefeller Foundation funding. When the Rockefeller-funded Conservation Foundation hosted the first carbon consensus event in 1963, only two actual climate scientists contributed, and the resulting output document contained no references backing its claims. That document nevertheless went on to serve as the input for the 1965 White House report Restoring the Quality of Our Environment, and the narrative has built on itself ever since.

The ocean data gap is perhaps the most glaring problem. Oceans are the primary heat reservoir in the climate system, absorbing and redistributing vast amounts of thermal energy. Yet systematic, depth-stratified ocean temperature measurements didn’t begin in earnest until the deployment of Argo floats in the early 2000s. Prior to that, historical oceanic temperatures were reconstructed from sporadic ship-based measurements, proxy data from coral isotopes and sediment cores, and model-derived estimates. When calls for expanded ocean monitoring were made at the 1979 World Climate Conference, it took over twenty years before any large-scale effort was implemented. The field was making confident assertions about a system whose largest component was essentially unobserved.

The land-based temperature record has its own difficulties. The Climate Research Unit at the University of East Anglia — one of the principal custodians of the global temperature dataset — destroyed its original raw data, making independent verification permanently impossible. What remains are proprietary datasets, selectively interpolated proxy records, and adjusted figures whose calibration history is not fully open to scrutiny. Ice core samples, often cited as evidence of long-term CO₂ trends, suffer from compression, diffusion, and calibration uncertainties that limit their precision. And the post-1979 temperature record itself is striking: no discernible warming pattern was evident in the data before the first World Climate Conference, yet temperatures then began rising in an almost linear fashion immediately afterwards — a convenient trajectory that reports through the early 1980s were still debating.

Without complete open-source access to raw data, models, and configuration parameters, the empirical foundation of climate science remains impossible to independently verify. For a field that asks the world to restructure its economy, that’s a considerable ask.

The Institution

In most fields, persistent failures of prediction carry professional consequences. In engineering, if your model fails, the bridge collapses and careers end. In finance, if your model fails, you lose money and get fired. In climate science, if your model fails, you retune it and publish again.

The IPCC has never declared any of its own previous output to be false. It doesn’t conduct its own research — it reviews existing literature and selects the ‘valid’ climate scenarios, yet it’s presented to the public as the definitive scientific authority on the subject. The structure is replicated one layer closer to the money by the NGFS Scientific Advisory Committee, which selects the ‘valid’ financial scenarios that central banks use to set capital requirements. Both operate through input constraint — by controlling which scenarios are deemed valid, they determine what reality looks like for everyone downstream. Predictions are ‘revised’. Understanding is ‘updated’. Confidence intervals are ‘refined’. The Himalayan glacier claim in the Fourth Assessment Report — that they would disappear by 2035, traced to a speculative magazine interview rather than peer-reviewed literature — was described as a ‘regrettable error’ in the review process. Nobody was fired, and nobody faced professional sanction of any kind.

The Climategate emails, released in 2009, revealed discussions of manipulating data presentation, coordinating efforts to keep dissenting papers out of peer-reviewed journals, and strategising to circumvent freedom of information requests. The University of East Anglia’s Information Commissioner ruled that FOI law had been breached — but prosecution was time-barred because the university’s own complaints procedure had run past the six-month statutory window. Multiple inquiries were conducted, all of which exonerated the scientists involved, with panels selected to exclude sceptics and terms of reference drawn to avoid the most serious allegations. Phil Jones stepped aside temporarily, then was reinstated. Michael Mann was investigated by Penn State and cleared. The public framing shifted from the content of the emails to the manner of their disclosure, and the episode was rebranded as an ‘email controversy’.

An institution that cannot say ‘we were wrong’, and that shields its members from consequences when their conduct is documented in their own correspondence, has removed every mechanism through which science is supposed to self-correct.

The Timeline

The standard narrative holds that the science was established first and policy followed. The documentary record tells a different story.

In 1975, the Belgrade Charter called for an environmental ethic to be embedded in education at every level. That same year, the International Institute for Applied Systems Analysis published the first major paper on carbon pricing. Meanwhile, Bert Bolin testified before the US Congress in 1976 that scientists knew very little about the climate system, and senior NOAA scientists noted that temperatures appeared to be declining. In 1978, an IIASA working group concluded that the scientific community understood less about the carbon cycle than it had thought a decade earlier — and virtually no data existed on ocean carbon uptake, which is rather central to the question.

Then in 1979, the foundation-funded ICSU’s World Climate Conference convened — without inviting scientists who might dissent — and produced an ‘Appeal to Nations’ peppered with ‘may’, ‘might’, and ‘possibly’, while simultaneously calling for the planning and management of human activity on a global scale.

By 1990, the IPCC’s first assessment was supposed to be establishing whether there was a problem. Working Group 1 was assessing the physical science. Simultaneously, Working Group 3 was already discussing carbon emission trading — designing the economic architecture of the policy response before the scientific question had been answered.

Two years later, UNCTAD published Combating Global Warming, a detailed blueprint for a global carbon trading system — which stated plainly that air and water must be ‘redefined as property rights so that they can be efficiently allocated’. That redefinition was eventually delivered through ecosystem services. One of its contributing authors, Richard Sandor, founded a company to trade emissions in 1993 and was actively trading SO₂ allowances that same year, while simultaneously writing the operational specifications for the very market he was positioning himself to profit from — which appears at the very least highly unethical, and in effect a clear-cut case of insider trading.

The policy infrastructure — the funding streams, the educational mandates, the trading mechanisms, the monitoring frameworks — was assembled before and independently of the scientific case it claims to rest on.

The Proposed Solution

The trading mechanism that would eventually become the centrepiece of global climate policy has its own timeline, and it runs well ahead of the science too.

The Conservation Foundation, a Rockefeller-funded organisation whose president Russell Train went on to chair Nixon’s Council on Environmental Quality, helped establish the first carbon consensus as early as 1963 and published a detailed report on emissions banking and offsetting by 1980. The report described how the EPA’s list of regulated pollutants — then covering sulphur dioxide, carbon monoxide, nitrogen dioxide, particulates, and ozone — could serve as the basis for a permit-and-offset system. The architecture was already remarkably specific, down to the mechanics of how emission credits would be banked and traded. Carbon dioxide wasn’t yet on the list, but the framework was designed to accommodate whatever came next.

In 1985, Tom Tietenberg published his influential work on tradeable emission permits, providing the academic foundation for market-based pollution control. That same year, the ozone hole was discovered over Antarctica, and within two years the Montreal Protocol had established the first international framework for restricting emissions through permits — applied, in this case, to chlorofluorocarbons. The Montreal Protocol demonstrated that the permit mechanism could work at a global level, and it established the institutional precedent that the IPCC would later follow for carbon.

The sequence from ozone to carbon was remarkably efficient. The Montreal Protocol enabled emission permits in 1987. The IPCC’s Working Group 3 associated those permits with trading in its 1990 first assessment — while Working Group 1 was still evaluating the physical science. The 1990 Clean Air Act Amendments, pushed through under William Reilly — the Conservation Foundation’s former president, now running the EPA — massively expanded the list of regulated pollutants and introduced the SO₂ cap-and-trade programme that Sandor would immediately begin trading. By 1992, UNCTAD had produced a comprehensive blueprint for a global carbon market, and by 1994 Sandor was writing the model rules and regulations for the very system he was already profiting from.

By 1997, Sandor was promoting the carbon trading framework on a panel alongside Al Gore and Larry Summers. Both are worth following. Gore went on to co-found Generation Investment Management in 2004, and in December 2011 published a Manifesto for Sustainable Capitalism in the Wall Street Journal — a five-point plan that the Waddesdon Manor forums, hosted at the Rothschild family estate from 2014 to 2018, would systematically implement. His Generation Foundation co-funded the Oxford Smith School’s Stranded Assets Programme alongside the Rothschild Foundation, producing the regulatory architecture that now governs climate-related financial risk through the TCFD and the Network for Greening the Financial System. Summers, meanwhile, sat on Epstein’s panel of experts selecting monetary transformation projects in 2012, and by 2016 was receiving tokenised digital currency specifications from the same network. The carbon trading advocate of 1997 became the digital currency architect of 2016.

The proposed solution, in other words, was designed before the problem was established, tested on ozone before being transferred to carbon, and built by people who stood to benefit directly from its implementation. At every stage, the economic mechanism was running ahead of the science it claimed to depend on.

The Geopolitical Context

In 1972, the United States and the Soviet Union signed the Agreement on Cooperation in the Field of Environmental Protection — at a time when the Soviet Union was producing environmental catastrophes on an industrial scale, from the draining of the Aral Sea to widespread nuclear contamination. If the purpose were environmental, the treaty makes very little sense. As a vehicle for administrative convergence between two rival systems, it makes a great deal of sense.

The IPCC later elevated Yuri Izrael — head of the Soviet Hydrometeorological Service during decades of environmental destruction — to Vice-Chair. An organisation ostensibly dedicated to protecting the global environment appointed a scientist who presided over one of the worst environmental records in modern history.

Nikita Moiseev, the Soviet mathematician who played a central role in the nuclear winter calculations of the early 1980s, understood that forward prediction of the climate was a fool’s errand. He said as much. He continued anyway — because the models didn’t need to be accurate. They needed to be useful.

The Ethical Shield

Once the science was institutionalised, it needed to be made unchallengeable. The mechanism for this was ethical rather than empirical.

In 1991, the IUCN published Caring for the Earth, which recast planetary stewardship as an ethical imperative rather than a policy preference. Two years later, Hans Küng presented Towards a Global Ethic at the Parliament of the World’s Religions, arguing that a functioning global order required a shared moral framework transcending national and religious boundaries. In 1995, Leonard Swidler followed with the Universal Declaration of a Global Ethic, extending the same logic. The IUCN provided the environmental content; Küng and Swidler provided the philosophical scaffolding.

In 2000, the Earth Charter formalised the synthesis. Drafted under the oversight of Maurice Strong, Mikhail Gorbachev, and Steven Rockefeller — an advisory trustee of the Rockefeller Brothers Fund — the Charter called for its principles to be enshrined as an internationally binding legal instrument. Environmental harm was no longer a policy question to be debated. It was a moral failing to be condemned.

In 2015, the Sustainable Development Goals broadened this ethical framework into seventeen objectives covering every domain of human activity — poverty, health, education, energy, climate, biodiversity, consumption, justice. They were adopted without a vote, because they were worded so that opposing any of them was politically impossible. But the SDGs define targets without defining what the underlying ethics actually mean in practice. That content is supplied through standards developed at private convenings — the stranded assets framework produced at Rothschild’s Waddesdon Manor forums, the impact investing model coined at a Rockefeller Bellagio retreat — hosted by the same networks that funded the science, designed the trading mechanisms, and built the financial architecture. Some might call these convenings ‘round tables’.

The practical consequence for climate science is straightforward. Once the science is fused with an ethical framework, questioning the models becomes an act of moral transgression rather than scientific inquiry. The term ‘denier’ completes this move — it assigns a character defect, placing the sceptic outside the bounds of legitimate conversation.

The science doesn’t need to be falsifiable if challenging it is no longer treated as science but as sin.

What’s Settled

CO₂ absorbs infrared radiation. The radiative physics, tested in laboratory settings since the 1850s, is sound. But the distance between that observation and the claim that we can confidently predict the coupled ocean-atmosphere system decades into the future is vast — and every step across it passes through mathematically intractable equations, resolution-dependent curve fits, unreliable historical data, unfalsifiable institutional structures, scientists and politicians who are immune from the consequences of their actions, foundation funding at every critical juncture, an economic framework for profit extraction, and a policy timeline that preceded the science it claims to follow.

There’s a final irony. The narrative — relentlessly promoted in British media whether the occasion is the World Cup or the Tour de France — insists that catastrophic warming is accelerating beyond control. But if that were true, if the system were genuinely spiralling as fast as claimed, there would be no point in trying to stop it. The very urgency of the alarmism defeats the case for the policy response. Either the situation is manageable, in which case the hysteria is unjustified, or it’s unmanageable, in which case the trillion-dollar apparatus of carbon trading, stranded assets, and programmable finance is futile. The narrative needs the crisis to be simultaneously catastrophic enough to justify unprecedented intervention and controllable enough to make that intervention worthwhile. But it can’t coherently be both.

Meanwhile, the West is outsourcing its relatively clean industrial infrastructure to China, India, and much of the developing world, where environmental legislation is far less stringent and coal-fired power plants are being built at breakneck speed. On the narrative’s own terms — if accepted at face value — this makes the entire exercise not merely futile but actively counterproductive.

As Stafford Beer put it: the purpose of a system is what it does. And what this system does is not reduce global emissions. It transfers them from nations placing an emphasis on personal liberty, and to nations controlled top-down.

Where It Leads

What's settled is the controlling aspect, the profit motive, and the politics. The science, by the field’s own reluctant admissions at nearly every stage of its development, never has been.

The destination, however, is becoming concrete. The EU’s Carbon Border Adjustment Mechanism began levying imports in January 2026, conditioning cross-border trade on carbon compliance — the first operational instance of a financial transaction gated by climate classification. Carbon emission credits are the inaugural standard, but the EU Taxonomy Regulation of 2020 stated explicitly that guidance on ‘other sustainability objectives, including social objectives, might be developed at a later stage’. The architecture was designed from the outset to accept whatever standard comes next.

Behind CBAM sits a broader infrastructure. Since 2019, the Bank for International Settlements has been assembling a unified ledger — a programmable platform on which currencies, bonds, property titles, and carbon credits can all be tokenised, all transactions recorded, and all compliance conditions written directly into the code. The BIS’s own Project Rosalind demonstrated a three-party lock mechanism: the buyer, the seller, and a third-party intermediary who decides whether an economic transaction is permitted to proceed — for instance, by checking whether your account holds sufficient carbon emission credits before the CBDC transaction is cleared. In 1845, Moses Hess — widely considered the father of communism — called money ‘the social blood’ — the circulatory fluid of the social organism. Whoever controls its flow controls the body. The unified ledger is the infrastructure that makes that control programmable.

The people building this infrastructure are familiar. In April 2016, Joi Ito — head of MIT’s Media Lab — sent Jeffrey Epstein a draft paper proposing the replacement of double-entry bookkeeping with algorithmically computable accounts, with Epstein’s addition being the locality of money: currency that can only be spent in designated locations. Ito’s MIT Digital Currency Initiative went on to partner with the Federal Reserve Bank of Boston on Project Hamilton, the US central bank digital currency prototype. Summers, as we’ve seen, was receiving tokenised currency specifications from the same network. The carbon trading advocate of 1997 and the digital currency architect of 2016 are the same person.

The network that funded the climate science, designed the emission trading system, and brokered the digital currency infrastructure is the same network.

The politics was settled a long time ago. In 1932, the Fabian-affiliated Political and Economic Planning group called for a planned society in Britain — and concluded that the Bank of England was the only institution that wouldn’t need to change. Julian Huxley and Max Nicholson, who would go on to co-found the IUCN and the WWF respectively, were both early members. The Bank of England is also the central bank responsible for Project Rosalind. And the Fabians haven’t stopped: their 2023 report In Tandem proposed an Economic Policy Coordination Committee through which the Bank of England would effectively dictate fiscal policy to the elected Treasury — with the climate transition as the justification for the transfer.

In 1941, the Science and World Order conference in London declared that the post-war world must be planned through science. In 1942, Science and Ethics determined that ethics should carry the scientific message. In 1948, Huxley co-founded both UNESCO — which placed its emphasis on education and science — and the IUCN, which plugged the gap on planetary stewardship. By 1949, UNESCO had already published The United Nations and World Citizenship, an operational blueprint for reshaping education to produce ‘world citizens’ whose allegiance would transcend national boundaries — teachers were to be transformed first, and critical analysis replaced with what the document called ‘faith’ in international cooperation.

In 1968, the UNESCO Biosphere Conference operationalised the programme. Its twenty recommendations called for global surveillance of carbon emissions, standardised data made available to systems analysts, biosphere reserves, mass media engagement, education reform at every level, and science-driven policy with the power to continuously adjust its own guidelines — all framed around the ‘Spaceship Earth’ metaphor of a closed-loop system. The systems theory itself — general systems theory, input-output analysis, and cybernetics — had been developed and distributed through Robert Maxwell’s Pergamon Press, and popularised as a framework for planetary management by the Club of Rome, whose reports Pergamon also published.

The conference also introduced the Ecosystem Approach — the spatial governance framework through which climate and biodiversity policy would eventually be implemented — without defining it. It wasn’t defined until 1995, when the US Interagency Ecosystem Management Task Force — established under the Clinton-Gore administration — produced a working description, funded through the Rockefeller Brothers Fund’s ‘One World’ initiative. The Convention on Biological Diversity adopted an essentially identical definition years later, as though it were an international scientific consensus rather than a pre-funded American policy export. All of this traces back to 1968 — eight years before Bolin told Congress they knew virtually nothing. The surveillance architecture, the educational mandate, the modelling framework, the governance model, and the land management approach were all specified before any consensus on carbon existed.

The 1975 Belgrade Charter, which demanded environmental ethics be fused into education worldwide, wasn’t a new initiative. It was a specific application of a programme that had been running for over twenty-five years. The IUCN delivered Caring for the Earth in 1991, which made planetary stewardship an ethical imperative.

The contemporary endpoint is already visible. The same networks that funded the science and designed the trading mechanisms are now building the AI and surveillance infrastructure to enforce them — from the BIS Innovation Hub's Gaia project, which uses artificial intelligence to classify corporate climate data, to the Palantir contracts that embed data analytics across government at every security classification, to Epstein's documented role in funding artificial intelligence research, brokering digital currency specifications, and channelling surveillance technology between the same cast of figures who populate the climate financial architecture.

The institutional lineage from the wartime planners to the contemporary apparatus runs through the same organisations, the same networks, and in several cases, the same families. The architecture wasn't improvised in response to a scientific discovery. It was designed, decades in advance, by people who said so in writing.

And none of this is speculation or ‘conspiracy theory’, because all of this is documented through primary sources on this very Substack.

First, the technicals. You can skip this if you prefer, it’s primarily there to establish how absurd the valuation is. It’s dot-com on steroids, if you will.

Revenue in 2025 was $18.7 billion, while the net loss was $4.9 billion3. Long-term debt stands at $29.1 billion, with an accumulated deficit of $41.3 billion4, and free cash flow in the first quarter of 2026 was negative $9.1 billion5. Starlink is the only profitable segment, making $4.4 billion in operating profit from $11.4 billion in revenue6. The xAI division — which includes X, formerly Twitter — lost $6.4 billion, while the space launch business roughly breaks even7.

At $3 trillion, the market values SpaceX at about 160 times its annual revenue. For context, Cisco at the peak of the dot-com bubble traded at around 30 times revenue8. SpaceX is valued at more than five times that multiple, yet the company has never turned a profit. Morningstar's most optimistic fair value estimate is roughly $780 billion9 — about a quarter of the current market cap10.

The S-1 filing describes the company’s total addressable market as $28.5 trillion11 — ‘the largest actionable total addressable market in human history’.

That’s a bold claim for a company burning through $9 billion a quarter.

The Options Chain

What happened on Monday evening was a gamma squeeze12. Market makers who’d sold call options had to buy the underlying stock to hedge their exposure. That pushed the price higher, which forced more hedging, which pushed the price higher still — a mechanical feedback loop with no connection to the company’s fundamentals.

Options trading opens today, creating leveraged exposure far beyond the $85 billion raised through the IPO13. A gamma squeeze on the stock alone is bad enough. Add options into the mix and everything gets amplified, because each layer of bets is built on top of the last. If the share price drops 50%, the losses don't stop at 50% — they multiply through the chain.

And the leverage isn’t the end of the story. If SpaceX eventually achieves S&P 500 inclusion — which requires twelve months of trading and GAAP profitability — index fund mechanics could trigger roughly $400 billion in passive buying. In the meantime, Nasdaq-100 and Russell inclusion alone would force an estimated $22–27 billion14.

Nobody chose to buy this. The money flows automatically because SpaceX ticked the boxes for index inclusion. The person whose pension is now invested in a loss-making company at 160 times revenue didn't make that decision, wasn't asked, and probably has no idea it's happened.

The Pension Fund Problem

This structure feels uncomfortably familiar in two ways. The valuation mirrors the dot-com bubble: companies with no earnings and endless ‘addressable markets’ kept afloat by incoming capital until the music stopped. But the end buyer has changed.

In 2007, a different piece of financial engineering — packaging subprime mortgages into products that got the highest possible safety rating — ended up in the same place SpaceX is heading now: pension funds. CalPERS, teachers’ retirement systems, municipal workers’ funds15 — all institutions legally bound to invest only in assets meeting certain ratings thresholds. The ratings agencies went along with it. The top slices of subprime mortgage pools got triple-A ratings, so pension funds could buy them, which meant more subprime mortgages could be originated, packaged, sliced, and sold16. The fresh money paid returns to those already invested. The rating was the green light, and the pension fund was where everything settled17.

SpaceX isn’t a CDO, but the pattern is similar18. The IPO creates the market. Options multiply the bets. The gamma squeeze — where hedging forces more buying, which forces more hedging — pumps the price. And index inclusion means pension funds and tracker funds have to buy it, regardless of whether the company makes money, simply because it meets the entry criteria. The early investors who bought in cheaply before the IPO are the ones whose holdings are now worth multiples of what they paid — not because the company became profitable, but because new money keeps arriving.

In a Ponzi scheme, existing investors get paid from new investors’ money rather than from the business’s actual profits19. SpaceX’s business lost $4.9 billion last year. The ‘returns’ being generated exist only in the share price, propped up by fresh capital flowing in through the IPO, the options chain, and — if inclusion happens — the index funds. Fresh money coming in pays the people already in, and the price stays high because of how the system is built — not because the company is worth what the market says it is.

What Happened Last Time

In 2008, the CDO market collapsed and subprime losses cascaded through the derivatives chain20. Pension funds took the hit, and ordinary people whose retirement savings had been put into triple-A-rated subprime products — without their knowledge or consent, through automatic investment rules and ratings thresholds — bore the losses.

But the crisis didn’t just destroy wealth — it built new architecture. Within three years, the institutional infrastructure of global finance — the Bank for International Settlements, the Basel Committee, the central bank supervisory network, the IMF conditionality framework — had been repurposed for a new regulatory agenda. The Network for Greening the Financial System was founded in 201721. The EU sustainability taxonomy was legislated in 202022. Macroprudential regulation — which barely existed before 2008 — became the dominant framework for financial oversight23.

But 2008 wasn't a one-off. It was the biggest in a pattern that's been repeating for over thirty years.

The Ratchet

Each crisis is treated as a one-off rather than part of a pattern — which is precisely why most people don’t notice the sequence.

• The 1992–93 ERM crisis24 — when Soros broke the Bank of England25 — didn’t push countries back to floating exchange rates. It sped up monetary union. The Maastricht Treaty was already signed, and the crisis showed that partial integration was the problem. The answer was more integration.

• The 1997 Asian financial crisis handed the IMF broader powers across East Asia26. Thailand, Indonesia, and South Korea had to privatise, open their capital accounts, and restructure their banks as conditions for emergency loans.

• The 1998 collapse of Long-Term Capital Management set the template for the next decade27. Alan Greenspan’s Federal Reserve organised a private bailout, getting fourteen banks to pump $3.6 billion into a single hedge fund to stop systemic contagion. The precedent — that the central bank would step in to manage private sector failure — made the 2008 bailouts almost inevitable.

• The dot-com crash28 and the Enron29 and WorldCom30 scandals produced Sarbanes-Oxley31, which didn’t just expand reporting rules but built ethical compliance into financial law — CEO and CFO certification, whistleblower protections, and a new oversight body, the Public Company Accounting Oversight Board32. Meanwhile, Greenspan cut rates from 6.5% to 1% to manage the dot-com fallout, which directly inflated the housing bubble that caused 2008 — a bubble Krugman had openly called for33. The regulatory response expanded oversight. The monetary response set up the next crisis.

• The 2008 financial crisis created the Financial Stability Board34 — a new institution at the 2009 G20 London Summit with more power than the Financial Stability Forum it replaced — alongside Basel III, which tightened capital requirements and introduced new liquidity ratios across global banking. It also brought quantitative easing, near-zero interest rates, and a massive expansion of central bank balance sheets that was never reversed. The Bank of England’s gilt market holdings surged to 25% within months35. The Fed’s balance sheet grew from under $1 trillion to over $4 trillion by 201336. These were called emergency measures and became permanent.

• The 2010–12 eurozone sovereign debt crisis created the Fiscal Compact37, the European Stability Mechanism38, the Banking Union39, the Single Supervisory Mechanism40, the Single Resolution Mechanism41, and ECB bond-buying programmes42 — six new layers of institutional control over national fiscal and banking policy, none of them directly accountable to voters.

• The 2020 COVID crisis brought zero reserve requirements, direct fiscal monetisation on a scale that would’ve been unthinkable two years earlier, and faster digital payment infrastructure4344. Across the developed world, central banks funded government spending directly — a practical merger of monetary and fiscal policy without any formal institutional change.

No power was ever returned, no balance sheet normalised, and no emergency measure withdrawn. For over thirty years the direction’s been consistent: more conditions, more institutional authority, more domains covered. There’s never been less, never a return to the simpler system that existed before the crisis.

The 2022 UK gilt crisis showed the ratchet operating in real time. A decade of the Bank of England’s near-zero rates had forced pension funds into leveraged LDI strategies45 — £1.5 trillion in positions that depended on gilt prices not falling too fast. The vulnerability built up under the Bank of England’s own supervisory authority — its Financial Policy Committee existed specifically to spot exactly this kind of systemic risk. When Kwarteng’s mini-budget sent gilt yields spiking, the Bank simultaneously pushed gilt prices down through announced quantitative tightening sales, refused to call an emergency rate meeting, set a hard deadline on its rescue programme, and gave the Prime Minister three days.

The emergency intervention cost £65 billion — more than the £45 billion in tax cuts that were blamed for the crisis. Within six weeks, both the Chancellor and the Prime Minister had been removed from office — by a crisis Mark Carney and Andrew Bailey’s Bank of England had created and later escalated. The Fabian Society's proposal for monetary-fiscal coordination cites the episode six times46 — without assigning blame to the BoE47.

The crisis became the justification for ensuring fiscal policy could never diverge from monetary policy again, a course of action which in net effect transferred power over fiscal policy to the Bank of England.

What’s Waiting

In November 2023, the Fabian Society published ‘In Tandem: The Case for Coordinated Economic Policymaking’, written by Michael Jacobs, Robert Calvert Jump, Jo Michell, and Frank van Lerven of the New Economics Foundation48. The report proposes an Economic Policy Coordination Committee — an EPCC — that would formally merge monetary and fiscal policy, coordinating decisions between the Treasury and the Bank of England.

Business organisations, the Climate Change Committee, and various stakeholder bodies would take part. A ‘third way’, so to speak.

This would remove the last structural separation in economic governance. Since the postwar period, monetary policy has been run by independent central banks beyond electoral reach, while fiscal policy — taxing and spending — has stayed, at least nominally, under democratic control. The EPCC would coordinate both through a single technocratic framework, justified by the need to manage decarbonisation and financial stability at the same time.

The intellectual framework has been developed through NEF publications over the past decade: interest rates alone can’t manage inflation, fund the green transition, or maintain financial stability. What’s missing is the political mandate. And political mandates, historically, are produced by crises.

The institutional design isn’t the only thing already in place. Thomas Piketty’s programme — a global wealth registry, total financial visibility, and central bank accounts for every citizen — provides the intellectual justification that would become politically irresistible after a severe enough crash. Billionaires cashing out while pensions are wiped out is the inequality narrative that demands transparency, and transparency at that scale needs the very infrastructure the BIS has already blueprinted through its Innovation Hub — mBridge for programmable settlement, Helvetia for tokenised capital markets, Genesis for automated compliance, and Nexus for retail integration. The branding’s already chosen: ‘Inclusive Capitalism’.

The opacity of the current settlement system — where pension fund capital can be put into a loss-making company at 160 times revenue through mechanical index buying, without the pension holder’s knowledge — is exactly the problem the BIS’s unified ledger is designed to solve: all assets tokenised, all transactions recorded, all compliance verified in the code itself.

BIS General Manager Agustín Carstens has stated explicitly that the Innovation Hub projects need 'some way to bring them all together' — the unified ledger is that integration layer49.

But tokenisation doesn’t just make settlement transparent. It makes the legal gap between ownership and entitlement programmable. Your bank deposit’s already a loan to the bank, not your property. Your brokerage holdings are ‘security entitlements’, not assets you own. When a bank fails, derivatives counterparties get paid first under safe harbour provisions, before ordinary depositors even enter the queue. On a tokenised ledger, that resolution would settle in a microsecond — instant, irreversible, and complete before anyone could react.

A financial crash severe enough to wipe out pension fund holdings, destabilise the derivatives market, and show that the existing separation between monetary and fiscal authority is ‘inadequate’ would create exactly the conditions where coordinated economic policymaking becomes not just attractive but apparently necessary.

‘This must never happen again’ is the sentence that installs the architecture.

Zero Reserves

One detail rarely gets mentioned in financial commentary because of the implications. On 26 March 2020, the Federal Reserve cut reserve requirements for all depository institutions to zero per cent50, and they’re still at zero today.

American banks aren’t required to keep any fraction of deposits in reserve. With no reserve ratio, there’s no mathematical limit on credit creation through lending — the money multiplier is effectively infinite51. Capital requirements and liquidity ratios are practical constraints, but the reserve constraint has been removed entirely.

A $3 trillion valuation on a loss-making company, sustained through leveraged derivatives and mechanical index buying, wouldn’t be possible in a system with meaningful reserve constraints. It’s an artefact of an architecture running with no reserves, no friction, and no limit on how much credit the system can generate against how little collateral. When the bubble pops, the absence of reserves means there’s nothing to absorb the losses, which makes the crisis deeper, the call for central bank intervention louder, and the political mandate for the next layer of architecture stronger. The constraint was removed during a crisis in 2020 and was never restored.

The narrative that follows the next crash is already clear: the banks were irresponsible, they were creating money from nothing, they had no reserves. The solution, when it arrives, will be to centralise money creation with the central bank — precisely the programme that organisations like Positive Money have been advocating for years52.

It sounds progressive, but its structural outcome is a central bank monopoly on money issuance, placing total control of the money supply with the same institutions that lowered the reserve ratios to zero in the first place. The ratchet turns in one direction — remove the constraint, inflate the bubble, let it pop, blame the banks, and centralise further, while the central banks shoulder no responsibility for the problem they caused — exactly as we saw when Truss and Kwarteng were removed.

The Pattern

SpaceX at $3 trillion while losing money is a familiar pattern: inflated valuations kept going by automatic inflows, leveraged through derivatives, with pension funds as the end buyer and the public left holding the bag. The last time this pattern collapsed, it produced a decade of institutional expansion that put financial governance further beyond democratic reach than at any point since the postwar settlement.

The company’s own S-1 filing accidentally confirms the absurdity53. $28.5 trillion in ‘total addressable market’54. Revenue of $18.7 billion. A net loss of $4.9 billion. And a valuation that exceeds the GDP of every country on earth except the United States and China.

The conditions are set, the options chain is built, and the index inclusion criteria will determine what up to $400 billion in pension fund capital buys next. The ordinary investor doesn’t notice any of this until they check their pension.

Senator Elizabeth Warren — whatever one might otherwise think of her55 — has already written to the SEC flagging exactly this concern56 — the dual-class structure, the valuation, and the forced buying through index funds. Nasdaq and FTSE Russell reportedly rewrote their index inclusion rules to fast-track the process57.

At least one European pension fund has already blacklisted SpaceX entirely58, concluding that its value ‘cannot reasonably exceed USD 1 trillion’ under any scenario. The fact that a pension fund must actively opt out to avoid being forced in is proof of the mechanism.

After the crash, every component’s already in place:

• A central bank monopoly on money creation (Positive Money)

• Formal integration of monetary and fiscal policy (In Tandem; EPCC)

• A unified ledger with every asset tokenised (Maxwell; BIS/Joi Ito/Epstein)

• Programmable settlement with compliance verified in the code (Project Rosalind)

• A global wealth registry (Thomas Piketty)

• Bail-in powers that execute at the speed of code (Beyond Great Taking)

• Digital identity tied to every transaction (Clare Sullivan)

• An ethic no one can reasonably challenge (Any Old Ethic Will Do)

Together, they create a financial system where every economic activity sits on the ledger, every transaction needs approval, and no one can appeal the terms. The same unelected body coordinates both monetary and fiscal policy — a closed system of total economic governance beyond democratic reach, operated through a clearinghouse, enforced in the name of whatever ethic is installed at the time, be it planetary stewardship, social justice, racial purity, or even Silly Hat Thursdays59.

The intellectual justification’s published, the institutional design’s specified, the technical infrastructure’s built, and the branding’s chosen — Inclusive Capitalism60.

Any politician who dares to stand up to the architecture can suffer the same fate as Truss and Kwarteng in a heartbeat. All that’s missing is the mandate — and a crisis provides exactly that.

Keynes refused.

His response:

In my opinion about three quarters of the passages quoted from the German broadcasts would be quite excellent if the name of Great Britain were substituted for Germany... If Funk’s plan is taken at face value, it is excellent and just what we ourselves should be thinking of doing.

The British response

Keynes then built the British version. His International Clearing Union, proposed in 1941 and presented at Bretton Woods in 1944, replaced the Reichsmark with Bancor and London with an international clearing centre. The Keynes plan ‘was conceived as a response to the Nazi plan to establish a multilateral clearing system. However, Keynes did not elaborate a plan radically opposed to the Nazi proposal, but shared its essential core’. The recognition went both ways — Reichsbank vice president Puhl welcomed Keynes’s plan, seeing the same clearing architecture under different management.

Same form, different operator. Europäische Wirtschaftsgemeinschaft showed how the 1942 volume laid out the European Economic Community’s entire institutional architecture fifteen years before the Treaty of Rome. Keynes’s response shows this architecture crossing from one side of the war to the other — because an economist could read the specification and judge it on its merits.

Keynes didn’t adopt Funk’s plan because of the regime. He adopted the clearing mechanism because he found it useful. A multilateral clearing system that settles payments between nations through bookkeeping rather than gold shipment solves the problem that had crippled international trade since 1931 — the chronic shortage of settlement currency that forced countries into bilateral barter. The gold standard had collapsed, bilateral clearing created bottlenecks, and multilateral clearing through a central institution was the answer.

The differences between Keynes’s plan and Funk’s specification were political. Keynes proposed symmetrical adjustment — both surplus and deficit countries sharing the burden of rebalancing. Funk’s system put Germany at the centre with no adjustment obligation. Keynes wanted an international institution governed by member states; Funk’s system was run by the Reichsbank. But the clearing function itself — multilateral netting of payment balances through a central institution, with exchange rates managed against an anchor currency — was identical.

Bretton Woods adopted the American plan (White’s) rather than Keynes’s, but the clearing architecture survived in every later European monetary arrangement. The European Payments Union, set up in 1950, was a multilateral clearing mechanism run through the BIS, settling net balances monthly, with conditional credit for debtors and mandatory gold settlement for persistent surplus countries. The Deutsche Verrechnungskasse’s function moved to Basel.

The American response

The same month Keynes got Funk’s plan, Roosevelt’s National Resources Planning Board commissioned a confidential memorandum on the Nazi economic system across the Atlantic. Its introduction states: ‘there is a wide-spread feeling that, whatever our attitude toward Nazi philosophy, its economic procedures may carry a lesson for democratic countries’.

In November 1940, two Allied governments independently studied the same architecture, and asked whether democratic countries could learn from it. The postwar adoption of the clearing architecture was driven by Allied planners who’d studied the specification during the war and recognised its effectiveness.

The architecture was published, broadcast, studied, and filed by the people who would build the postwar order. Funk’s Leipzig speech of March 1938 — ‘such a system, of course, is possible only in a closed economy with money based on government fiat’ — was reported on the front page of the New York Times.

The Van Zeeland bridge

In 1937, British and French governments commissioned Belgian Prime Minister Paul Van Zeeland to report on reducing trade barriers and restoring economic cooperation. Belgian diplomat Robert Rothschild served on the mission and drafted memoranda setting out the postwar institutional architecture in one document: fixed but adjustable exchange rates, a common fund for countries in financial difficulty, a freeze on tariffs followed by gradual reduction, and the Bank for International Settlements as managing body.

The tariff framework became GATT, the exchange rates became Bretton Woods, and the common fund became the IMF. Rothschild carried that framework across twenty years to help draft the Treaty of Rome in 1957.

Van Zeeland’s report sat between the German specification and the postwar implementation. Commissioned by democratic governments, it proposed the same institutional architecture that the 1942 volume would specify under authoritarian management. The form stayed the same because the problem hadn’t changed: how to organise continental economic flows when the gold standard had collapsed and bilateral clearing couldn’t scale.

The postwar sequence

The European Payments Union ran from 1950 to 1958. When it dissolved, the European Monetary Agreement replaced it — a softer clearing mechanism — and the Treaty of Rome embedded the clearing function into a permanent framework covering trade, agriculture, transport, and labour.

The same pattern repeated at every stage. The EMA gave way to the Snake, the Snake to the European Monetary System, the EMS to the Exchange Rate Mechanism, and the ERM to the eurozone. Every transition came from a crisis in the previous arrangement, and every crisis was resolved by extending the clearing function rather than dismantling it. The 1992–93 ERM crisis — when Soros broke the Bank of England and Italy crashed out — didn’t produce a retreat to floating rates. Instead, it accelerated the move toward full monetary union. The Maastricht Treaty was already signed. The failure of partial clearing produced total clearing.

Benning had identified the structural risk in his 1942 chapter on European currency questions. The income gap between northern and southeastern Europe was enormous — per-capita income in the northwest ran at three to four times the southeastern level. A premature single currency would founder on these differences. He proposed a partner-currency system with managed exchange rates instead, aligned gradually toward convergence. The Maastricht convergence criteria tried to solve the same problem Benning had diagnosed — and the eurozone sovereign debt crisis of 2010–2012 confirmed that the investment hadn’t produced the convergence Benning had warned was required.

The clearing architecture produced imbalances, the imbalances produced crisis, and the crisis produced more architecture — the European Stability Mechanism, the Fiscal Compact, the Banking Union, the Single Supervisory Mechanism, the Single Resolution Mechanism, and ECB bond-buying programmes. Six new layers of institutional control over national fiscal and banking policy, each extending the clearing function deeper into member states’ economic life.

The direction was always the same: more gates, more conditions, more institutional authority, and more domains covered. Never less, never dismantling, never returning to the simpler system that preceded the crisis.

The Hallstein question

Walter Hallstein became the first President of the European Commission in 1958. His background was in Nazi-era legal academia — he held a chair in law at the University of Frankfurt, was a member of the Bund Nationalsozialistischer Deutscher Juristen, and delivered a 1938 lecture on the legal foundations of the Großraum. His later book Die Europäische Gemeinschaft described the Commission as independent of member-state governments, immune from member-state instructions, holding a monopoly on initiating legislation, and unprecedented in institutional history. The form he called unprecedented was the same form the 1942 conference proceedings had specified sixteen years earlier.

David Blake’s 2020 City University paper, which documents the parallels between the 1942 volume and the Treaty of Rome, notes that ‘it’s not known’ whether Jean Monnet and Robert Schuman were directly aware of the 1942 plan. He adds that it seems ‘inconceivable’ that Hallstein didn’t know, given his background.

Hallstein wasn’t alone. Karl Blessing, a Schacht protégé who served on the Reichsbank Directorate during the war, became President of the Deutsche Bundesbank in 1958 — the central bank whose currency would anchor European monetary integration. And Bernhard Benning, who wrote the 1942 volume’s currency chapter — the partner-currency system, the managed exchange rates, the rejection of premature single currency on convergence grounds — sat on the Bundesbank Zentralbankrat by December 1957. The man who’d specified the European monetary architecture under one regime was on the central banking council of the institution that’d implement it under another.

The 1942 volume wasn’t an obscure document produced by marginal figures. It was published by Berlin’s leading commercial association and its business school, and featured contributions from the Reichswirtschaftsminister, the head of IG Farben’s economics department, a Ministerialdirektor at the labour ministry, and the Foreign Ministry’s chief treaty negotiator. By 1942, these ideas were the common currency of German institutional economics. Any trained German economist or legal scholar working on European economic integration in the 1950s would’ve encountered the same concepts, vocabulary, and institutional designs — whether or not they’d read this particular volume.

What the crossing demonstrates

The architecture moved from wartime Berlin to postwar Brussels along three routes.

First, direct study. Keynes read Funk’s plan and backed its core. Roosevelt’s planning board studied the Nazi economic system and filed it. Allied intelligence watched German economic arrangements throughout the war, so the postwar planners had the blueprint in front of them.

Second, institutional continuity. The BIS, founded in 1930, operated throughout the war and became the base for the European Payments Union. The clearing function didn’t need reinventing — it was already running in Basel when the EPU began. The Deutsche Verrechnungskasse’s multilateral clearing moved to an international body that predated and survived the war, then hosted the postwar version.

Third, professional continuity. The economists, lawyers, and administrators who built Europe’s institutions came from the same tradition as those who’d drawn up the 1942 architecture. They’d studied the same textbooks, attended the same conferences, and worked within the same systems. The 1942 volume’s contributors and the Treaty of Rome’s architects shared the same ideas, even when they stood on opposite sides of the war.

The conventional story treats the European project as a democratic peace initiative born from fascism’s ashes. The documents show an architecture designed to govern continental economic flows, drawn up under one regime, backed by the other side’s top economists during the war, and put into practice by the winners using the same forms, tools, and on occasion even words.

Fascism installed it, democracy operates it. The form outlasted both operators because it was never about the ethic — it was about the clearing function.

Funk said it on page 24 of the 1942 volume: the fascist and then the National Socialist revolution created the foundation for a new political and social order. The architecture needed a rupture to install — the old system of liberal parliamentarism, gold-standard orthodoxy, and Anglo-Saxon free trade doctrine wouldn’t dismantle itself. But once installed, it survived the destruction of the regime that built it, because the form’s ideology-neutral in operation even when its installation isn’t. Every implementation has needed a rupture — revolutionary, military, or institutional — that the architecture itself couldn’t produce. The rupture belongs to the operator, the form continues regardless.

The ethic shifted from Volksgemeinschaft to democratic peace to European solidarity to sustainability, and the clearing function settled payments the same way under each one.

The CIA documented the same crossing pattern in the Soviet specification through declassified files. In 1975, Alan Greenspan — then Chairman of the Council of Economic Advisers — requested a CIA report on Gosplan. He became Chairman of the Federal Reserve twelve years later. McNamara’s PPBS at the Pentagon copied Gosplan’s three-layer architecture — planning, compliance monitoring, resource allocation — under American management. IIASA in Laxenburg merged both systems formally from 1972. The architecture crossed the war from Berlin and the Cold War from Moscow.

A 1952 CIA report on ‘The Gosbank and International Settlements of the USSR’1 documented the Soviet version in detail. Bilateral clearing accounts between the USSR and the People’s Democracies, periodic netting of balances, commodity delivery plans determining what cleared, the Gosbank holding the exclusive right to settle in gold, and state monopoly of foreign trade enforced through the clearing layer. The report identified Gosbank’s four core functions: providing information on foreign trade flows, maintaining planned accounting balances, regulating incoming and outgoing foreign currencies, and controlling the use of foreign currency according to the demands of the national economic plan. That’s Verrijn Stuart’s 1932 specification — central bank authority above the nation, controlling settlement — implemented under Soviet management. The structural parallel with Schacht’s bilateral clearing system was exact: the national economic plan determined what cleared, bilateral accounts accumulated balances, and Gosbank settled. Three regimes — fascist, communist, democratic — all arrived at the same clearing architecture.

The two threads converged at Basel, where the BIS had been operating since 1930 — Wolf’s international clearing office, hosting the postwar version of the mechanism all sides eventually adopted.

Röpke was born in 1899 in Schwarmstedt, near Hanover1. He started out as a young socialist, studied economics at Marburg, and shifted to free-market thinking in the aftermath of the First World War — though he never quite gave up on the idea that markets alone weren’t enough2. A Rockefeller Foundation fellowship took him to the United States in 1927–28 to study agricultural policy3. The same foundation already bankrolled the League of Nations’ intellectual cooperation apparatus4 — Prince Rohan’s cultural channel in Gusejnova’s report — and would later fund the RIIA and CFR, the permanent Anglo-American policy infrastructure that followed.

He became a full professor back at Marburg in 1929. When Hitler took power in February 1933, Röpke gave a speech in Frankfurt that openly criticised the new regime — just days after the takeover5. He lost his job and went into exile: first to Istanbul from 1933 to 19376, then to Geneva’s Institut Universitaire des Hautes Études Internationales, where he stayed until he died in 1966.

The Geneva institute had Rockefeller money behind it — $1.5 million by 19507. Ludwig von Mises8 was already there, having arrived in 1934. The institute’s director, William Rappard, had brought Mises in and was instrumental in turning Geneva into the hub of what became the neoliberal intellectual movement9. This is where ordoliberal institutional design took shape. And this is where the Colloque Lippmann of 1938 — named after Walter Lippmann — gathered the economists who would formally adopt ‘neoliberalism‘ as their label10.

After the war, Röpke co-founded the Mont Pelerin Society with Hayek in 194711 and became the intellectual architect of Ludwig Erhard’s economic programme12. Erhard’s neo-liberal policies ‘clearly bore Röpke’s stamp’, as his editor noted13. The result was the social market economy — the ‘economic miracle’ that rebuilt West Germany and became the template for European integration14.

The Third Way, stated

Röpke called his programme ‘The Third Way‘15.

He used the phrase outright in lectures at the National Bank of Egypt in Cairo in 1951, in a section titled ‘The Fourth Stage of the Discussion: The ‘Third Way’‘. He used it again in Civitas Humana and throughout his later work. He insisted that a competitive market economy ‘could only survive if undergirded by strong religious, social, legal, and political institutions which provide its moral foundations‘.

Put plainly — that’s the ethic-to-standard pipeline stated in ordoliberal language. ‘Moral’ foundations produce the standards. Standards condition the market. The market operates within the conditions. The mechanism — conditions attached to economic activity — is the clearing function described as social philosophy.

Röpke’s Third Way built an independent central bank — the Bundesbank — into its core16. The Bundesbank’s sole mandate was price stability, enforced independently of the elected government1718. This was Verrijn Stuart’s 1932 Volta specification — central bank authority above the nation, beyond any electorate — implemented in postwar Germany.

The model was then exported to the European Central Bank through the Maastricht Treaty19. The specification, the institutional form, and the phrase all crossed the regime change intact.

Röpke’s design drew a sharp line: conditions on the monetary side, a ‘morally’ constrained democratic space on the fiscal side. The independent central bank set interest rates, controlled credit, and enforced price stability — all beyond electoral reach20. But the state shouldn’t allocate resources through the budget, so there’d be no directed spending or Keynesian demand management.

The market would operate freely within conditions attached to the monetary layer by experts. That’s the Third Way as institutional design: not laissez-faire, because there are conditions; not state command, because the conditions sit on the settlement layer rather than the spending layer.

The architecture expanded beyond his design. Maastricht imposed monetary conditions — convergence criteria21, an independent ECB — while technically leaving fiscal policy to member states22. Then the sovereign debt crisis23 produced the Fiscal Compact24, which attached conditions to the fiscal side too25. Then the sustainability framework completed the circuit26 — monetary conditions through the NGFS and Basel capital requirements, fiscal conditions through the taxonomy, the just transition fund, and green bond eligibility27.

The clearing function migrated from the monetary layer Röpke designed to the fiscal layer he wanted to keep free. His own design enabled the expansion, because once the mechanism is built and staffed with experts beyond electoral reach, nothing constrains what they decide falls within their mandate.

‘Financial stability’ eventually expands to cover everything2829. That’s Mises’s warning vindicated — the walls don’t care who occupies them.

The moral foundations revealed

In 1946, Röpke published The German Question30.

He described the Nazis as ‘caricatures of humanity‘ and wrote that ‘the death chambers of Auschwitz and Maidanek are the final gruesome result of certain scientific ideas having ultimately found their way to the morally and mentally lowest levels of humanity‘. He analysed totalitarian mechanisms — how they corrupt institutions, manipulate mass psychology, and turn passive complicity into active participation.

In 1964, the same man described the ‘South African Negro‘ as stemming from ‘a completely different type and level of civilisation‘31. He openly defended apartheid, praised South Africa’s ‘relatively favourable tax structure‘ and the ‘extraordinary qualities of its white population‘, and called for a ‘Zambezi line‘ dividing white-controlled from black-controlled Africa. He called equal political rights for the black population ‘national suicide‘.

The South African government ordered sixteen thousand copies of the pamphlet and twenty thousand offprints for distribution in the United States, where it was registered with the US Department of Justice as foreign agent material under the Foreign Agents Registration Act.

When his Mont Pelerin co-founder Hayek distanced himself, Röpke’s collaborator Albert Hunold wrote to him from South Africa that Hayek ‘now advocates one man one vote and race mixing‘. Hunold added: ‘Nothing surprises me about Hayek any more‘32.

The same man who understood how scientific ideas could descend to the lowest levels of humanity went on to use economics to defend racial hierarchy.

That’s the gap this series documents. The ethic shifts, but the mechanism persists.

The racial-to-economic translation

Slobodian’s research on Röpke pinpoints where racial hierarchy was shifted into economic language.

Röpke redefined what it meant to belong to ‘the West‘ — not as a racial or civilisational category, but as a financial one. Your membership depended on interest rates, investment climate, and market-friendly behaviour. When the Congo was cut loose from Belgium, there was ‘simply no rate of interest conceivable‘ at which Western investors would lend33. Your place in the international economic order came down to whether your transactions could clear at acceptable rates — and that acceptability rested on racial assumptions about civilisational capacity, dressed up as financial risk.

In other words — the ethic-to-standard pipeline in action.

Racial hierarchy passed through economic language and became settlement conditions. Civilisational status was the ethic, financial conditions were the standard, and access to the international order was the clearing condition. The racial content Goebbels had expressed openly didn’t vanish — it slipped into economic vocabulary through a man who opposed the regime that first declared it. The ethic appeared to change. In reality, the assumptions simply integrated into the monetary infrastructure.

Since then, scholars have described Röpke as preempting E.F. Schumacher and the prototypical ‘green capitalist‘3435. In 1996, Time and the Guardian called him the ‘unknown guru‘ behind Pat Buchanan’s presidential campaign36. His ‘conservatism with a heart‘ anticipated George W. Bush’s ‘compassionate conservatism‘.

The institutional design kept moving through successive political movements, each attaching a different ethic to the same settlement architecture.

The entry condition

Röpke’s Congo example reveals something beyond racial assumptions dressed up in financial language. When Congo was cut loose from Belgium, the institutional infrastructure that let transactions clear was simply removed37. ‘No rate of interest conceivable‘ isn’t really about civilisational capacity — it’s about the missing settlement node. Without a central bank operating within the international framework, there’s no mechanism through which transactions can clear at any rate.

The central bank isn’t just the operator of the clearing function. It’s the international entry ticket. Without one that meets the conditions set by the BIS and Basel, a country isn’t in the network and its transactions don’t process.

The most radical anti-capitalist revolution in history proved this from the opposite direction. Under War Communism38 (1918–1921), the Bolsheviks had nationalised and absorbed all banks into the state39, intending to use the infrastructure for revolutionary transformation40 — and eventually let it wither away as money became obsolete. They controlled the banking system completely41. But it still couldn’t function as a clearing mechanism for international trade, because the international system required an institution operating within its framework — connected to the network, meeting the conditions, processing settlement in terms the other nodes would accept.

What followed confirms this.

The Anglo-Soviet Trade Agreement42 was signed in March 192143. That same month, Lenin announced the New Economic Policy44. In October 1921, Gosbank — the State Bank — was re-established and began operations by November45. Its foundation46, as its own institutional history records, ‘was part of the implementation of the New Economic Policy, following the monetary dislocation and barter economy during the Russian Civil War‘.

Lenin didn’t restore the central bank because he’d changed his mind about monetary theory. He restored it because controlling banking at home wasn’t enough — the node had to fit the international network. Trade needs settlement, and settlement needs an institution the international system recognises.

The NEP was Lenin’s Third Way — not full state command, not laissez-faire, but conditional clearing through state-controlled institutions. The ‘commanding heights‘ — banking, heavy industry, foreign trade — stayed under state control47. Private transactions were allowed but cleared through state institutions under state-set conditions. The revolutionaries reinstalled the clearing house within four years because the alternative was collapse.

When Stalin ended the NEP in 1928–1930, he didn’t abolish the clearing mechanism. He gave Gosbank a monopoly and integrated it with Gosplan — the State Planning Committee48. By 1932, Gosbank provided 97% of all short-term credit, and its main job was running the payments and clearing system to match the Five-Year Plans49. Gosplan set the conditions. Gosbank enforced them through the settlement layer50. And transactions cleared only if they aligned with the plan’s directives.

Even under full state command, the clearing function remained — the planning committee set the conditions instead of the BIS, but the mechanism was identical. Vneshtorgbank51, the foreign trade bank, operated under Gosbank’s control, maintaining the Soviet Union’s node in the international clearing network. After the lesson of 1918–1921, they never disconnected again.

That’s why every post-revolutionary, post-colonial, and post-conflict state must establish a central bank as a condition of international participation. And the pattern’s documented across the entire decolonisation wave. Every African nation that gained independence in the 1950s and 1960s immediately set up a central bank — Bank of Ghana52 (1957), Central Bank of Nigeria53 (1958), Bank of Kenya54, Bank of Tanzania55, Bank of Uganda56 (all 1966).

The French colonies are even more revealing: when fourteen nations gained independence in 1960, the colonial issuing house was simply renamed the BCEAO — the Central Bank of West African States — with the French Treasury still guaranteeing the currency and setting the conditions57. Guinea, which opted for full independence outside the French Community, faced immediate economic isolation58 — the same pattern as Soviet Russia under War Communism.

The most dramatic example came in 2011. Libyan rebels, in the middle of a civil war with Gaddafi still in power, established the Central Bank of Benghazi59. They hadn’t yet even won the war. They hadn’t set up courts, a constitution, or a functioning government. Their first institutional act was creating a central bank and a national oil company — the node and the commodity60.

Gaddafi’s central bank had been one of the few in the world entirely state-owned and outside the standard international framework61. The rebels’ first priority was replacing it with one that would connect to the network.

The BIS membership list confirms the pattern from the other direction. Sixty-three central banks are currently members. The missing ones include Iran, Syria, Cuba, and North Korea — the states under maximum international pressure. Iraq wasn’t a BIS member before 2003; its central bank was restructured after invasion62. Afghanistan wasn’t a BIS member before 2001; a new central bank was set up after regime change. Libya’s state-owned central bank was replaced in 2011. Most of sub-Saharan Africa remains outside BIS membership63 — only Algeria, Morocco, and South Africa from the entire continent.

The states outside the clearing network face sanctions, invasion, or isolation. Those brought in are brought in through regime change. And the central bank is the first institution set up or restructured.

China proves this from the other direction. The People’s Bank of China joined EMEAP — the Executives’ Meeting of East Asia-Pacific Central Banks — in 199164, the year after it was founded. Full BIS membership followed in 199665. China’s extraordinary economic development didn’t begin in earnest until the central bank was connected to the network.

Syria shows the pattern playing out right now. Cut off from SWIFT around 2011, its banks spent fourteen years unable to communicate with the international financial system. The economy, in the central bank governor’s own words, ‘turned into a humanitarian economy‘. After regime change in late 2024, the new government’s first priority was reconnecting the node. In November 2025, the Central Bank governor sent the first SWIFT messages to correspondent banks worldwide, including the US Federal Reserve66.

Congress repealed the Caesar Act in December67. The Central Bank began preparing ‘a new regulatory and supervisory framework‘ to meet ‘global standards‘ and ‘strengthen the position of the Syrian banking sector within the international financial architecture‘68.

More than fifty international banks expressed interest in opening branches before sanctions were formally lifted. The capital was waiting, but the clearing infrastructure was the bottleneck.

And the EU spelled out the terms of reconnection: correspondent banking relationships, joint ventures, and branch offices — all conditional on meeting anti-money-laundering rules, counter-terrorist-financing standards, and remaining sanctions requirements. These rules aren’t written by the countries that must comply with them. They’re set by the Financial Action Task Force — headquartered at the OECD in Paris, dominated by Western member states — and enforced through its grey list and black list, which function as clearing conditions in all but name. The Basel Committee sets the banking supervision standards69. The Egmont Group coordinates the financial intelligence units that monitor compliance70. The conditions arrived with the reconnection — and every one of them was drafted somewhere the Syrian population has no seat.

Verrijn Stuart specified this at Volta in 1932: central bank authority above the nation, at the BIS, beyond any electorate. The specification wasn’t just about monetary policy — it was about ensuring every country has the node through which clearing conditions can be applied.

The central bank is the motor way, the conditions are the tollbooth. And whoever sets the conditions governs the traffic.

The Washington Consensus: the next generation

The 1990s neoliberals operated inside Röpke’s architecture while claiming they’d developed something new. The Washington Consensus71 — privatise, liberalise capital accounts, maintain fiscal discipline, open markets — was Röpke's framework with the racial vocabulary encoded as clearing conditions. Countries wanting access to international capital markets, IMF loans, or World Bank support had to meet compliance conditions set by Washington institutions the affected populations didn’t control or elect72. The transaction only cleared if conditions were met.

Alan Greenspan was Verrijn Stuart’s specification in American form. His interest rate decisions set global financial conditions. His deregulation removed democratic oversight that might have constrained the clearing layer. The ‘Greenspan put‘73 — the market’s understanding that the Fed would intervene to protect asset prices — was a condition set by one unelected official, applied to the global financial system74.

And the same figure who shaped those conditions — Robert Rubin — moved from Goldman Sachs to Treasury to Citigroup, showing how the institutions that set conditions and the institutions that profited from them shared personnel75. He helped repeal Glass-Steagall76, removing the internal walls that had kept commercial and investment banking apart.

Lawrence Summers pushed capital account liberalisation on East Asia77. When the Asian financial crisis hit in 1997, the IMF imposed structural adjustment on Thailand, Indonesia, and South Korea78 — conditions serving Wall Street’s interests rather than the affected populations’. The crisis was the clearing function working as designed: countries that couldn’t meet conditions were cut off from international capital flows, their transactions stopped clearing, their currencies collapsed, and their assets were bought at distressed prices by the institutions that had set the conditions.

The same Summers later advised Barry Silbert’s Digital Currency Group79, championing digital currencies as ‘new platforms for financial inclusion‘ — having previously discussed Bitcoin and digital currencies in Jeffrey Epstein’s Manhattan townhouse. The man who pushed capital account liberalisation on Asia in the 1990s was advising on the next iteration of the settlement layer’s infrastructure by the 2010s.

Paul Krugman8081 and Frederick Mishkin provided the intellectual infrastructure — economists whose models gave academic legitimacy to the conditions the clearing layer imposed. Krugman’s trade models justified liberalisation82. Mishkin’s central banking textbooks trained the next generation of central bankers in the orthodoxy that placed monetary policy beyond democratic reach83.

The academic literature was the ethic-to-standard pipeline: economic theory produced the standards, the standards produced the IMF conditions, and the IMF conditions governed the clearing layer.

Joseph Stiglitz is the internal critic who confirms the architecture by describing it from inside84. His books after leaving the World Bank — Globalization and Its Discontents85, The Price of Inequality — document how the Washington Consensus imposed conditions on countries that had no say in writing them. He describes the power imbalance in detail — without naming the clearing layer underneath, though his evidence confirms it's there.

Jeffrey Sachs is the most revealing figure, because he shows the shifting ethic in a single career. In the early 1990s, he designed ‘shock therapy‘ for Russia and Eastern Europe — rapid privatisation, liberalisation, fiscal austerity86. The ethic was market freedom. The conditions were enforced through IMF loans. Then he pivoted to the Sustainable Development Goals and became one of the most prominent advocates for the sustainability framework87. Same institutional method, different ethic. The conditions attached to international participation shifted from market liberalisation to sustainability compliance.

The mechanism didn’t change. Sachs shifted with the ethic — and that’s how you know the ethic’s the variable and the mechanism’s the constant88.

North and South

Röpke’s framework was always about the North controlling how the South accessed the international economic order. He called foreign aid ‘the great action by which the ideas and methods of collectivist policy are carried into the world economy‘89. He argued that developing nations lacked the cultural prerequisites for industrialisation — and turned that argument into the financial conditions that decided who could participate and on what terms.

The architecture faced one challenge, at least in theory. In 1974, the UN General Assembly adopted the Declaration on the Establishment of a New International Economic Order90. The Group of 7791, working through UNCTAD, demanded commodity price stabilisation, sovereign control over natural resources, technology transfer, debt relief, and reformed terms of trade92. The NIEO was mounted through the UN General Assembly — the one institution where the global South had a numerical majority.

But consider what was demanded — and what was delivered. Commodity price stabilisation arrived as carbon trading. Sovereign control over natural resources arrived as ecosystem services managed through GEF blended finance deals93. Technology transfer arrived, conditioned through the sustainability taxonomy. Debt relief arrived as debt-for-nature swaps.

Every demand was met — but on terms the South didn’t write, routed through the clearing layer they didn’t control.

The sovereign debt crisis of the early 1980s94 — triggered by Volcker’s interest rate shock at the Fed95 — placed the global South in exactly the position Röpke’s framework was designed to produce96. Countries that couldn’t service their dollar-denominated debt had to go to the IMF, which imposed structural adjustment: privatise, liberalise, deregulate, open capital accounts. The loan that prevented sovereign default only cleared if the conditions were met. The countries that had challenged the system became more dependent on it than ever.

IFDA’s Third System97 provided the governance framework. Marc Nerfin’s formulation — government as the first system, business as the second, civil society as the third — allegedly created a role for populations ‘demanding a voice’. But civil society organisations drive the ethic itself: environmental NGOs produce the sustainability ethic, human rights organisations the social ethic, public health NGOs the health security ethic. They campaign, generate public pressure, and create the moral case — and standard-setting institutions then translate that ethic into clearing conditions.

Civil society occupies the apex, producing the purpose that makes the architecture appear legitimate. But it doesn’t control the mechanism — the standards, clearing evaluation, settlement conditions, and monetary hierarchy that enforces them. And none of these layers arrive at decisions, democratically.

The institutional blueprint was established in 1992. Agenda 2198 — the third major output of the Earth Summit in Rio, alongside the UNFCCC and the Convention on Biological Diversity which provided the ethic — proposed a tripartite governance structure: public sector, private sector, and NGOs, with the latter participating in decision-making at the highest levels of international affairs since 199899. It was at the time framed as a ‘soft law’ instrument — voluntary, aspirational — but what it actually described was the governance model that would be built over the next decade.

Kofi Annan’s 1997 UN reforms opened the door. His restructuring broadened NGO participation to include civil society organisations more widely — not just NGOs but unions and similar groups — and by 1998, ECOSOC Resolution 1996/31100 expanded consultative status. Senior NGOs with General Consultative Status could now place items on the agenda.

The soft-law blueprint from Rio was being wired into the institution’s operating structure.

The model got its pilot experiment that same year. The World Commission on Dams101, launched in 1997 by the IUCN and the World Bank, brought together international business, NGOs, academia, government, and engineering professionals to resolve a ‘highly contentious‘ issue through multi-stakeholder governance. Its chair, South African Minister Kader Asmal, was explicit about what it represented102:

The Commission is a prototype for what I like to think of as the real New World Order.

The WCD proved the trisectoral model could work in practice — and its framework for ‘equitably sharing benefits, costs, and risks at the global, national, and local levels‘ became the template.

Blair and Clinton’s Third Way implemented the same in the United Kingdom and the United States in 1998, while Wolfgang Reinicke’s trisectoral networks completed the build, embedding the model into UN policy by 2000103: government, business, and civil society jointly managing global governance — the Third Way applied to international development. It looked inclusive. But the clearing conditions were still set by the same institutions, enforced through the same settlement layer, beyond the same electorates.

The trisectoral framework provided the ethic of ‘participation’. The clearing function provided the mechanism of control. The conditions were set before the stakeholders were even consulted.

And the sustainability taxonomy completed the loop104. Conditions that structural adjustment had imposed through fiscal and monetary policy were reimposed through environmental and social standards — written by the EU, applied globally through capital market access, enforced through the same clearing layer.

A developing country that had survived structural adjustment’s privatisation conditions now faced the taxonomy’s sustainability ones.

Different ethic. Same mechanism. Same direction of flow — conditions set by the North, enforced through the settlement layer, determining who in the South can participate and on what terms.

The NIEO is the proof — legitimate or not — that the architecture absorbs opposition by delivering the demands through its own mechanism. The challenge came through the UN. The response was to shift delivery from the forum where votes applied to the clearing layer where they don’t.

Structural adjustment, trisectoral governance, and the sustainability taxonomy all replace democratic deliberation with clearing-layer conditionality.

Röpke called apartheid ‘the specific form in which South Africa pursues the policy of ‘decolonializing’ and ‘development aid’ which corresponds to this country’s needs‘. Conditions imposed from outside, framed as being for the benefit of those they’re imposed on. The framing has been remarkably consistent.

What survived 2008

The 2008 financial crisis105 destroyed the Washington Consensus as an intellectual programme106. The ethic — market fundamentalism, deregulation, the efficient-market hypothesis — was discredited. The models failed, and Lehman collapsed107.

But the architecture didn’t collapse with the ethic — it merely changed. Within three years, the same institutional infrastructure — the BIS, the Basel Committee, the central bank supervisory network, the IMF conditionality framework — was being repurposed for a new ethic: financial stability, macroprudential regulation, and then sustainability.

The NGFS was founded in 2017108. The EU taxonomy was legislated in 2020. The conditions attached to the settlement layer shifted from market liberalisation to climate compliance. The institutions, the enforcement layer, and the exclusion of affected populations all remained the same.

Röpke’s Third Way left the fiscal layer to elected politics, but the monetary layer was deliberately placed under expert control. Now, through NEF’s framework and the Fabian Society’s policy vehicle, a new Third Way is being proposed: coordinated technocratic management of both monetary and fiscal policy, justified by sustainability.

The clearing function that began on the monetary layer has spread to the fiscal layer, and formally integrating them is the final step. Once monetary and fiscal policy are coordinated through the same framework, conditioned by the same standards and overseen by the same expert class, the line between clearing and spending disappears. There’s no layer left that the electorate controls.

And that’s another confirmation of a central claim. If the architecture were the ethic’s product, it would have collapsed when the ethic was discredited. It didn’t — because the architecture isn’t the ethic’s product. The ethic is the architecture’s justification. The mechanism persists because whoever operates the settlement layer has a structural incentive to maintain it, and any ethic will do.

Röpke’s career documents this in miniature. He opposed the Nazis, yet built the ordoliberal architecture, defended apartheid, and even preempted green capitalism. His intellectual lineage developed into the Washington Consensus. When that collapsed, the architecture shifted to an ethic of sustainability. The same mechanism, but now with a new ethic. The mechanism centralises power with he who clears, on account of standards derived from an ethic no-one could realistically challenge, leading to settlement.

And this all runs through the central banks, and certainly not the voter.

‘The Third Way’ isn’t a political philosophy. It’s the clearinghouse’s political name.

It primarily benefits the central banks, and as Carl Clodius — architect of the Nazi bilateral clearing system — put it in 1942: the individual, the interested party, will notice nothing of this.

Dina Gusejnova’s European Elites and Ideas of Empire, 1917–19571 (2016) searched archives to map the aristocratic networks that shaped European institutions from the fall of the continental empires through to the Treaty of Rome. Adam Tooze’s The Wages of Destruction2 (2006) used detailed economic data to show how resource shortages pushed Nazi Germany to expand, then collapse. Quinn Slobodian’s Globalists3 (2018) followed the Geneva School economists who built supranational institutions to keep economic governance out of democratic hands. All three are peer-reviewed, based on primary sources, and widely cited.

All three independently corroborate the central claims of recent essays — documenting a clearing-and-settlement system laid out at the 1932 Volta Congress in Rome, formalised in a 1942 Nazi report (Europäische Wirtschaftsgemeinschaft), and locked into place by the Treaty of Rome in 1957.

None of the three names this system. Gusejnova covers those who built it. Tooze covers its economic outputs. Slobodian covers the intellectual effort to shield it from democracy. The mechanism itself — the clearing function that enforces compliance through settlement conditions — sits in the gap between them. And through every regime change, its supporters have called it the same thing.

The Third Way.

The social layer: Gusejnova

Gusejnova traces how German-speaking aristocrats turned their imperial prestige into new political influence after 1918. Her subjects include figures whose networks linked Vienna, Berlin, Munich, Paris, London, and Rome throughout the interwar years: Count Kessler, Count Keyserling, Prince Rohan, Baron von Taube, and Count Coudenhove-Kalergi.

Her sixth chapter details the 1932 Volta Congress, which she treats as the moment these networks solidified. She traces the congress programme to 1925, when Orestano and intellectuals working with Mussolini cooked up ‘a new philosophy of Europe’. She records the deliberate exclusion of the Soviet Union, and notes the presence of Rosenberg, Rohan, and representatives of fallen continental empires alongside Mussolini and the Italian king. She quotes a journalist who observed that ‘Europe had been robbed by fascists dressed in academic uniforms’.

On page 194, she documents Goebbels declaring in the Nationalsozialistische Monatshefte — the journal Rosenberg edited — that the Nazi seizure of power, ‘and not the end of its monarchy, was Germany’s real revolution, which pointed to a third way beyond Right and Left‘. On page 200, she writes that ‘totalitarian and democratic states had the same genealogy, even though historical accounts like Hannah Arendt’s Origins used this genealogy to draw out contrasting lineages‘. And in the epilogue, she compares Europe’s postwar reconstruction to ‘the way twenty-first-century management consultants proposed to restructure bankrupt banks‘ — separating the good parts from the bad, giving the good part a new name, and keeping the underlying structure intact.

She maps the Kulturbund-to-UNESCO line, and records Schacht at Kessler’s dinner table in the mid-1920s, already woven into transnational elite networks years before he built the bilateral clearing system. She also cites Hitler’s commentary on the Volta Congress in the December 1932 issue of the Nationalsozialistische Monatshefte, listing four failed attempts to unite Europe and calling for a fifth.

In 300 pages she doesn’t mention clearing, settlement, bilateral trade architecture, the BIS, Julius Wolf, the 1942 Europäische Wirtschaftsgemeinschaft, or any economic mechanism. In her analysis the Volta Congress is a cultural event — a consolidation of elite networks. The economic sessions — Schacht on monetary stabilisation, Verrijn Stuart on central bank authority, von Franges requesting the bilateral treaty network, Hantos and Einzig on European economic coordination — don’t appear at all.

Gusejnova might have considered the economic sessions inconsequential to her argument about elite networks. Or perhaps they sat entirely outside her domain, because spotting clearing-settlement architecture as a governance mechanism does differ from spotting social networks.

Either way, the economic specification was delivered at the congress she treated as her culminating case study, by speakers she documented as present. The economic content of the Volta Congress passed through peer review without even being identified.

There’s another layer her evidence records but doesn’t explore. In her own introduction, Gusejnova writes that after imperial collapse, the old elites faced three choices: adaptation to national democracy, nostalgia for past empires, or advocacy for a new internationalism. They chose the third — because national democracy made them irrelevant while continental governance made them indispensable. Their transnational networks, institutional memory, and administrative competence were exactly what any supranational project required.

On page xliv she notes that these ‘transnational elite communities’ were ‘facilitators of these new ideological movements in their earlier phases’ while being ‘equally important for the cultural formation of dissident communities’ — they facilitated fascism and anti-fascism alike. Pages 199–200 show the regime’s side of the bargain: the Nazi government reinstated noble privileges after 1935, created ‘attractive positions of power’ for aristocratic families, and after 1939 invited Baltic nobles to lead the colonisation of eastern Europe.

The five channels weren’t just parallel networks adapting to modernity. They were the infrastructure through which an old governing class was offered its power back under whichever ethic was currently running. The ethic changed with each regime transition. The offer — operational authority within the new framework — remained the same.

The funding structure Gusejnova also documents

Gusejnova’s evidence holds another layer that her framework notes but never explores.

Her book identifies five channels the old European elites used to rebuild influence after 1918. Count Keyserling ran the philosophical-spiritual channel — the School of Wisdom at Darmstadt, funded by Grand Duke Ernst Ludwig of Hesse-Darmstadt. Count Coudenhove-Kalergi ran the political-industrial channel through the Pan-European Union. Prince Rohan ran the cultural-institutional channel — the Kulturbund in Vienna, the Europäische Revue, and the lineage that became UNESCO. Count Kessler ran the diplomatic-aesthetic channel through art patronage, bibliophile presses, and Fabian connections in London. Baron von Taube ran the legal-international channel through the Hague Academy and émigré legal networks. Each channel appeared to be independent.

Gusejnova also tracks who funded them. Baron Louis Rothschild introduced Max Warburg to Coudenhove-Kalergi. Warburg put up 60,000 gold marks, sponsored the 1926 Pan-European congress in Vienna, and funded the Nietzsche Archive and his brother’s Warburg Institute. Robert Bosch came in through the linoleum industrialist Richard Heilner, gave money annually from 1928, took a seat on Coudenhove’s directorial board, and funded Rohan’s Kulturbund. Emile Mayrisch, founder of the European steel cartel, paid for the Colpach summer conferences that linked French and German industrialists across several channels. Furthermore, Carl Siemens, Adam Opel, Edmund Stinnes, Hermann Bücher of AEG, Carl Duisberg of Bayer, N.V. Philips, and Otto Böhler all contributed.

The Carnegie Foundation for International Peace funded Coudenhove’s political channel and the Hague Academy’s legal infrastructure that Taube used, while Rockefeller money paid for the League of Nations’ intellectual cooperation apparatus — the institutional endpoint of Rohan’s cultural channel. The Volta Congress itself was funded by the Volta Foundation, associated with Edison Electric.

All these funding relationships sit in Gusejnova’s text. She uses them to show how the Pan-European networks paid for their operations, but she misses the convergence: three banking dynasties — Rothschild, Warburg, and Kessler’s father’s railway-banking fortune — plus two American philanthropic foundations, Carnegie and Rockefeller, one energy corporation, Edison, and a cluster of European heavy industry in steel, chemicals, electrical, and automotive were all funding the five channels at the same time. The channels appeared to be independent. But the money came from almost the same places.

And she misses a second convergence. Each channel was developing, in its own language, a different side of the same shift — from aristocratic authority to scientific-technical authority. The proof of concept was already running: the Soviet Union had put scientific materialism to work as a framework for governance, and all five channels were watching. Gusejnova records this directly — Keyserling wrote on Bolshevism, Coudenhove explicitly kept the Soviet Union out of Pan-Europa, Rohan visited Moscow, Kessler funded communist publishers while backing Fabian gradualism, and the Volta Congress itself deliberately didn’t invite Soviet representatives. They were all reacting to the Soviet model — some drawn in, some pushed away, all studying its central innovation: science replacing blood as the basis of authority.

Rohan’s cultural channel became UNESCO, the institution through which Needham and Huxley would deliver science as the postwar legitimating framework. Coudenhove’s political-industrial channel was explicitly technocratic, tied to Le Corbusier’s modernisation projects and the Saint-Simonian tradition of governance by engineers. Keyserling’s philosophical channel hosted Jung and the psychoanalysts — the scientisation of spiritual authority, where expertise in human consciousness replaced hereditary status as the basis of leadership. Kessler’s diplomatic channel ran through the Fabians, the original British scientific socialists, whose model of gradual social engineering through expertise shaped Leonard Woolf’s proposals for international government. Taube’s legal channel, funded by Carnegie, was training the expert class that would staff the postwar international institutions.

Five channels, five routes to the same destination: governance authorised by science rather than blood, with the clearing function running underneath both.

The permanent transmission infrastructure

These same foundations were building the permanent infrastructure that would carry output from all five channels. Carnegie and Rockefeller funded both the Royal Institute of International Affairs, set up in London in 1920, and its American counterpart, the Council on Foreign Relations, formed in New York in 1921. Both grew out of the same Paris Peace Conference meetings, and served as spaces where officials, industrialists, and intellectuals shaped policy under confidentiality rules — the Chatham House Rule explicitly bans attribution.

The personnel overlaps with Gusejnova’s networks are specific. Paul Warburg, brother of Coudenhove’s funder Max, was a CFR founding member. John Foster Dulles, who traced the BIS back to Wolf’s 1892 proposals, was a CFR member. Coudenhove himself lectured at Chatham House from 19314. Churchill, on the Volta Congress’s proposed British invitee list, was a president of the RIIA5. Walter Lippmann, whose Phantom Public Gusejnova cites in her epilogue on democratic deficit, was a CFR founding member6. The five channels fed into a single convergence point in Rome. The RIIA and CFR provided the permanent Anglo-American architecture that would carry the convergence into policy — regardless of which government held office on either side of the Atlantic.

Five channels of influence converged at one point in Rome in 1932, with remarkably few funding sources behind all of them. And they shared a direction of travel — documented by the historian who didn’t identify where it led.

The economic layer: Tooze

Tooze’s Wages of Destruction reconstructs the Nazi economy from 1933 to 1945 through Reichsbank records, trade statistics, foreign exchange data, and industrial production figures. He argues that Germany’s economic position was far more precarious than the ‘economic miracle‘ story suggests, and that resource constraints the regime couldn’t escape largely dictated when the war started.

The bilateral clearing system sits at the heart of Tooze’s evidence — though never at the heart of his analysis. Schacht’s network of bilateral trade agreements, launched in 1934, captured southeastern Europe’s export capacity. Romania, Yugoslavia, Hungary, Bulgaria, and Turkey steadily built up blocked reichsmark balances — credits they could only spend on German goods.

By 1938, Germany was swallowing enormous shares of these countries’ total exports. The partners didn’t refuse to take part — they couldn’t leave, and each round of bilateral trade deepened their dependency. Germany got real goods — oil, minerals, agricultural products — while the trading partners got paper claims on future German exports that they couldn’t convert to hard currency or spend anywhere else. The system was extractive by design: real resources flowed in, accounting entries flowed out.

What made this governance rather than infrastructure was combining conditions with settlement under one authority — Germany’s state import permits decided what cleared, so whoever held them controlled the trade. Britain’s Anglo-German Payments Agreement settled unconditionally instead, which is why Britain traded with Germany but couldn’t govern through the clearing relationship7.

The Nuremberg prosecution documented the mechanism — Schacht's clearing agreements had extracted goods far beyond what Germany delivered in return, described by prosecutors as a 'ruthless use of Germany's bargaining position'8.

At home, the rearmament programme was financed through a parallel mechanism. In 1934, Schacht created the Metallurgische Forschungsgesellschaft9 — Mefo — a shell company with a nominal capital of one million reichsmarks, guaranteed by the Reichsbank.

Mefo bills were promissory notes issued to armaments manufacturers as payment for military production, which they could cash at the Reichsbank without the spending ever showing up on the government’s budget. Off-balance-sheet rearmament — industrial-scale military production funded through an accounting trick that hid its scale from both the domestic public and foreign observers. The bills carried a five-year maturity, so those issued in 1934 came due in 1939. By 1938, outstanding Mefo bills totalled roughly twelve billion reichsmarks10.

Tooze shows both mechanisms hitting the same wall. By 1938, foreign exchange reserves were nearly gone, the Mefo bills were maturing, and they couldn’t be rolled over indefinitely because the system needed confidence that the Reichsbank would honour them. The bilateral clearing system had extracted what it could through trade alone — partners’ balances were growing faster than Germany could supply goods against them, so they were effectively extending involuntary credit with no prospect of repayment. Schacht resigned in 1937, partly because the financial architecture he’d built was overstretched.

The gap between what rearmament needed and what the mechanism could deliver kept widening. Austria’s absorption in 1938 gave direct access to gold reserves and the Austrian National Bank. Czechoslovakia delivered the Škoda works and its industrial capacity. Poland offered coal and agricultural land. At that point, the mechanism no longer needed clearing agreements with countries whose resources could simply be seized.

Tooze concludes that these economic constraints partly determined when the war started — a narrowing window before the financial instruments came due.

What Tooze doesn’t do is identify the clearing mechanism as the structural cause of the expansion. He treats the bilateral clearing system as one tool among several, rather than the architecture that created the dependency, funded the rearmament, and made territorial acquisition structurally necessary once the extraction rate hit its limit. The bilateral system Schacht launched in 1934 was specified two years earlier at the Volta Congress — by speakers Gusejnova documents as present, in economic sessions neither scholar examines. The specification and the implementation were delivered at the same event, and neither book sees both.

This isn’t an oversight — it’s his thesis. His entire project is structured to subordinate economic mechanisms to political-strategic narrative, asking how economic constraints shaped the timeline of aggression rather than how the clearing mechanism functioned as a governance architecture. The mechanism is visible in his evidence but invisible in his analysis because his framework requires it to be a tool rather than the system. He documents the consequences without spotting the architectural logic behind them — the Third Way’s economic engine, consuming the productive base it governed.

The institutional insulation: Slobodian

Quinn Slobodian’s Globalists (2018) covers a different piece — not the mechanism itself, but the architecture that shields it from democratic interference.

Slobodian’s subject is the Geneva School — Mises, Hayek, Röpke, and critically Haberler, who appears in the Julius Wolf essay as one of the economists who acknowledged Wolf’s institutional contributions. He argues these figures didn’t want free markets in the libertarian sense, but rather encasement: supranational frameworks designed to protect property rights, capital flows, and market access from national electorates. Permanently.

Mises spent his career arguing that centralised economic coordination can’t work because of the calculation problem — the impossibility of rational allocation without market prices — and Hayek built on the same foundation with the knowledge problem. Neither would have endorsed a centralised clearing mechanism, and both would have identified it as precisely the kind of socialist planning apparatus they spent their lives opposing.

And both opposed the central institution through which the clearing function now operates — though not for the reasons this series identifies. Mises attacked central banking for what it enabled at the commercial credit layer: fractional reserve lending, credit expansion, inflationary manipulation of the money supply. His critique was aimed at commercial banks creating credit through lending — the layer above the settlement mechanism, not the settlement mechanism itself. He spent his career fighting the wrong floor of the building. Hayek went further. In Denationalisation of Money (1976), he argued outright for competing private currencies and the abolition of the central bank monopoly. But his target was the same as Mises’s — the monopoly over currency issuance and its inflationary consequences, not the clearing function that runs through the settlement layer beneath it.

Neither identified the layer the trilogy documents. They opposed the central bank’s role in commercial credit. They didn’t address its role as the node through which international clearing conditions are applied — the gateway function that determines who participates in the network and on what terms. The fortress they built to protect market freedom from electorates now protects the clearing mechanism from electorates.

Mises saw this coming. His biographer records11 that he ‘believed the Ordo people were hardly better than the socialists he had fought all his life’ and called them ‘Ordo-interventionists’. In Omnipotent Government he wrote that ‘an international body for foreign trade planning would be an assembly of the delegates of governments attached to the ideas of hyper-protectionism’. He’d helped design the institutional walls — supranational authority, constitutional limits on democracy, property rules enforced by international law — then watched the ordoliberals move in with a managed governance programme he considered no different from the socialism he’d spent decades fighting.

Slobodian traces this through the same period and institutions the trilogy covers: the League of Nations economic apparatus, the interwar Geneva milieu, Röpke’s shaping of the Treaty of Rome’s competition framework, Haberler’s role in the intellectual tradition running from Wolf through the BIS to Bretton Woods, and the transition from interwar institutional design to the postwar order — all documented through published writings, institutional records, and the Geneva School’s own stated objectives.

He argues that the economists believed democratic populations would make economically irrational choices — protectionism, inflation, capital controls — and that the solution was to place the rules governing economic life in institutions electorates couldn’t touch. The rules would be set by experts, the institutions would enforce them, and the populations would experience the outcomes as simply the way things work.

Verrijn Stuart specified at Volta in 1932 that central bank authority would sit above the nation, at the BIS, beyond any electorate. The Geneva School spent four decades building walls to make that specification permanent as an openly stated programme, published in books and journals, debated at conferences, and implemented through institutions they helped design.

The language is as persistent as the architecture. Röpke — the Geneva School’s most influential bridge between interwar design and postwar implementation — explicitly called his ordoliberal programme ‘the Third Way’12. It’s the same phrase Goebbels used on Gusejnova’s page 194, where he declared the Nazi seizure of power ‘pointed to a third way beyond Right and Left‘. Different content, identical structural function: a framework that presents itself as beyond the left-right axis — which means beyond the categories through which electorates organise political choice.

Röpke’s Third Way built an independent central bank — the Bundesbank — into its core, implementing Verrijn Stuart’s 1932 specification in postwar Germany. That model was exported to the ECB via Maastricht. Blair and Clinton revived the label in the 1990s, with the same structural function but with a different ethic attached.

Slobodian misses what the walls actually protect. He maps encasement — lifting economic governance above politics through treaties, competition law, and investment rules that override national legislation. He also shows why the Geneva School chose economics over political federation, which other European federalists wanted. Political federation needs democratic agreement — parliaments ratify and electorates can reverse it. Economic constitutionalism bypasses this entirely: treaties override national law, supranational courts enforce competition rules, and central bank mandates sit beyond electoral reach.

The Geneva School realised that whoever constitutionalises economic governance doesn't need political federation — because every other domain eventually settles through the financial system. Control the conditions under which transactions clear and you govern trade, labour, energy, agriculture and finance without ever needing a political mandate.

That’s the outer wall. Inside runs a specific chain: standard-setting bodies like the Basel Committee, OECD, ISSB, and ISO produce technical rules that the legal framework locks in; central banks coordinated through the BIS turn those rules into banking requirements; and the clearing function enforces them as conditions on every transaction. Slobodian sees central bank independence as part of the wall — an institution insulated from democracy, like a court. It’s actually the pipe through the wall: the mechanism that turns a Basel standard into a capital requirement for commercial banks, then into a lending condition on every transaction they process. The BIS coordinates central banks into a hierarchy rather than leaving them as independent national bodies — without it, encasement has gaps wherever a national central bank refuses to comply.

The Geneva School wanted voters kept away from economic governance. What they ended up shielding — by accident or design — was this chain: standards set by institutions voters don’t elect, clearing run through a monetary hierarchy voters can’t direct, and settlement conditions applied at a level voters can’t see.

Slobodian documents the architects’ ambition. The trilogy documents the infrastructure their ambition protects.

Harvard University Press published this, and reviewers praised it as a major contribution to political economy history. The full operational chain — from standard production through monetary hierarchy to conditional settlement — is absent from its analysis. Just as it’s absent from Gusejnova’s and Tooze’s.

The gap between them

Gusejnova shows the social circle that planned the clearing architecture at Volta in 1932, but misses what they’d actually planned. Tooze shows the economic fallout from running it from 1934 onwards, but misses the design logic. Slobodian shows the intellectual project of insulating economic governance from democracy, but misses the operational mechanism the insulation protects.

All three corroborate the trilogy’s claims from their own angles.

Gusejnova confirms the networks, ideology, continuity across regime changes, the third-way declaration, the Arendt limitation, and the Volta Congress as the climax. Tooze documents the bilateral clearing system’s extraction of southeastern Europe, its structural limits, and the economic necessity driving territorial expansion when the mechanism’s yield couldn’t match the programme’s consumption. Slobodian shows the project of insulating economic governance from democracy was explicit, published, and implemented through institutional design — the stated objective of those who built the walls around it.

And the funding overlap runs deeper than any of the three scholars notice. Gusejnova records IG Farben’s Carl Duisberg, Adam Opel, and Carl Siemens as funders of Coudenhove’s Pan-European network, while Tooze records the February 1933 meeting at Göring’s residence where IG Farben donated 400,000 reichsmarks, Fritz von Opel attended, and the broader industrial cluster pledged three million reichsmarks to the Nazi election campaign. Hjalmar Schacht brokered that meeting — the same man Gusejnova places at Kessler’s dinner table years earlier, and whom Tooze documents building the bilateral clearing system from 1934. The same industrial funders backed both the Pan-European channels and the party. And Schacht connected both to the clearing architecture.

The clearing function — ethics attached to standards, standards governing clearing conditions, and clearing conditions enforcing compliance through settlement — sits between these three bodies of evidence. Gusejnova provides the social history of its architects. Tooze provides the economic evidence of its operation. Slobodian provides the documented intent of those who built the institutional walls. None provides what the trilogy does: clearing-settlement identified as the connecting mechanism, traceable from Julius Wolf’s 1892 design through the BIS, the Volta Congress, the 1942 volume, and the Treaty of Rome to today’s system of central bank supervision, sustainability taxonomy, and programmable conditionality.

What follows

The usual story says European integration was a democratic peace project, born after fascism to stop war through shared wealth. Gusejnova’s evidence challenges this socially — the same elite networks carried on across the regime change, and the institutions survived by rebranding. Tooze’s evidence challenges it economically — the bilateral clearing system that funded Nazi expansion used the same settlement logic that later ran the European Payments Union and the euro’s TARGET2 system. Slobodian’s evidence challenges it on intent — the postwar architects explicitly designed the order to keep economic governance away from democratic interference, and said so openly.

The trilogy argues these aren’t separate observations. They’re three faces of the same architecture — one whose supporters, from Goebbels in 1933 to Röpke in the 1940s to Blair in the 1990s, have consistently called The Third Way. It’s not left — meaning direct state command — and not right — meaning laissez-faire where transactions clear regardless. The Third Way means conditions attached to settlement, with compliance enforced through the terms on which transactions are allowed to complete. The ethic changes — racial supremacy, ordoliberal market governance, sustainability — while the mechanism stays the same.

And the delivery method stays the same too. The journalist Gusejnova quotes saw through Volta because fascism was recognisable beneath the academic clothing. By 1941, the British Association’s Science and World Order conference was using the same technique — political architecture dressed as disinterested scientific inquiry — but with science itself as the legitimating ethic.

Bernal, Needham, Huxley, and Hogben were openly socialist. The institutional output — UNESCO, the international standards bodies, the science-policy interface built into the UN system — carried the clearing function forward under an ethic that was harder to refuse, because refusing science looks like refusing knowledge itself.

Nobody votes for clearing conditions. They vote for an ethic — cheaper goods, environmental protection, financial stability — and the governance comes with it. Verrijn Stuart laid this out at Volta in 1932: the central bank’s authority would sit above the nation, at the BIS, beyond any electorate. Slobodian documents that the Geneva School spent four decades building walls to make sure electorates couldn’t undo that specification. Keynes backed it in 1940, only objecting that Britain, not Germany, should run it.

The Third Way isn’t a political philosophy. It’s the clearinghouse’s political name — that’s why central banks push it. Clearing with conditions is power, and whoever settles the transaction holds that power. They don’t promote the Third Way because they believe in any particular ethic. They promote it because it’s the operating model that maximises the authority of whoever processes the settlement.

Gusejnova’s five channels look different in this light. Each prepared one condition for the clearing function’s installation — philosophical acceptance of supranational authority, an industrial-political coalition, a cultural-institutional lineage, a connection to Fabian gradualism, and a trained expert class. Each was funded by the same small cluster of sources, each appeared independent, and all converged at Rome in November 1932, where the economic sessions delivered the clearing specification onto ground that five channels had spent a decade preparing.

The mechanism’s genealogy is as well documented as the institutions running it. In 1843, Moses Hess diagnosed money as the social blood of society — whoever controls its circulation controls the life of the social body. In 1892, Julius Wolf specified the architecture: a permanent international clearing office to manage that circulation, having first documented in Sozialismus und kapitalistische Gesellschaftsordnung exactly how clearing concentrates power. In 1899, Eduard Bernstein supplied the installation method: evolutionary gradualism, each condition small enough to pass democratic scrutiny on its own, so the cumulative architecture never faces a single vote.

Wolf and Bernstein both spent formative years inside the Rothschild banking world, and both published in the same 1924 autobiographical collection. One designed the mechanism enabling Hess’s social blood. The other designed how to install it without triggering resistance.

The playbook never changed. Recruit the old governing class by appealing to a mythologised past — the Teutonic Order, the Habsburg legacy, the imperial networks Gusejnova documents. Promise them their authority back within whatever framework’s running — noble privileges under fascism, technocratic governance under internationalism, advisory roles under stakeholder capitalism. Offer ordinary people an escape from hardship — jobs, cheaper goods, stability, sustainability — and let them vote for the ethic without seeing the governance that comes with it.

Then split the operation across separate channels, each building one piece of the architecture, all funded by the same small cluster of sources but looking independent — so the people who contribute think they’re rebuilding civilisation, not laying infrastructure for a settlement mechanism they were never shown.

And the recruitment continues to this day — politicians through vanity, businessmen through greed — at forums designed for the purpose.

But where did the programme come from?

The volume itself answers this. Heinrich Hunke’s introduction traces the discussion’s origins to a specific event: Alfred Rosenberg’s speech at the Europa-Kongreß in Rome in November 1932. Hunke describes it as the moment when, ‘for the first time before an international forum’, the ideas that would shape the programme were presented.

This was the Volta Conference — the second Convegno Volta for Moral and Historical Sciences, hosted by the Reale Accademia d’Italia under the Fondazione Alessandro Volta. It ran in Rome from 14 to 20 November 1932, and the topic was simply L’Europa1.

The invitation list

The conference opened in the Sala di Giulio Cesare on the Capitoline Hill, with Mussolini present. Guglielmo Marconi, the Academy’s president, sent the invitations. Senator Vittorio Scialoja chaired it.

The published proceedings list every invitee, plus their acceptance and rejection letters. Under INGHILTERRA, those who declined included Keynes:

I am sorry to have to inform you of my inability to accept; but it happens that the date in question coincides with the period when my commitments prevent me from leaving my country.

Hjalmar Schacht and Alfred Rosenberg presented papers on European economics and political architecture, eight years before Harold Nicolson sent Keynes Funk’s European economic plan and asked him to discredit it2.

Britain’s leading politicians stayed away — Churchill, Baldwin and Keynes were all invited, but none attended. Paul Einzig, a London financial journalist, did attend. He argued for Europe’s financial leadership and warned that British isolation from the continent was becoming dangerous.

Einzig had already published The Bank for International Settlements3 in 1930. He used the conference as the opportunity to study the Italian Corporate State firsthand, meeting Mussolini twice and publishing The Economic Foundations of Fascism4 within months. After the conference he published The Exchange Clearing System5 declaring exchange clearing 'the system of the future' and 'a permanent integral part of a planned economic system' — three years after hearing Schacht diagnose the problem on the Capitoline Hill.

Carl Schmitt6 — who would provide the theory for the Großraum two years later — was invited and declined, writing that ‘both the lustre of the inviting body, and the aims, sympathetic to me in the highest degree, of this Volta Conference, make the renunciation of participation very hard for me. Only the most extreme necessity can make my renunciation explicable’.

The programme

The conference programme reads like a first draft of the 1942 volume’s table of contents.

The economic papers were spread across several sessions, with the Tenth Session on the morning of 20 November covering the core institutional details. The key economic papers included:

• Hjalmar Schacht: ‘La situazione economica odierna’ — The current economic situation (Ninth Session)

• Giuseppe Zuccoli: ‘Banca e credito europei’ — European banking and credit (Third Session)

• Cesare Vivante: On the unification of commercial law in Europe (Ninth Session)

Customs union, monetary coordination, banking and credit, agricultural complementarity and commercial law harmonisation — every domain the 1942 volume specifies was on the table.

Other sessions covered the political and civilisational framework. The Fifth Session on 17 November included:

Hermann Göring chaired the Sixth Session. Werner Sombart — who would publish Deutscher Sozialismus two years later7; the third way as a social order — presented in the Seventh Session on the European crisis from an economic perspective. He heard Schacht's clearing-function diagnosis and Hantos's four-pillar specification in the same week he delivered his own analysis. The Ninth Session included Leonardo Vitetti on ‘Civiltà europea e civiltà americana’ — European and American civilisation — a direct comparison that puts the American competitive challenge at the centre.

The Indirizzo sent to all participants said that Europe’s position ‘is challenged on all fronts’, that ‘new civilizations are opposing the European one’, and that

… throughout the civilized world there are affirming themselves or being realized deep tendencies to constitute, even among remote and heterogeneous peoples, ‘blocs,’ ‘unions’ — political and economic — ever vaster, vaster than Europe itself.

Blocs and unions vaster than Europe itself. That is the consolidation-against-American-scale argument — the same argument Julius Wolf made in 1904 when he wrote about Carnegie’s dream of the United States of Europe.

The same argument Funk and Reithinger would make in the 1942 volume.

Hantos: the institutional specification

Elemér Hantos was the leading voice for Central European economic integration between the wars89. He had served as president of Hungary's Postal Savings Bank — the country's central bank — during 1918–19, and understood clearing and settlement from operational experience. A League of Nations expert, he founded the Institute for Central Europe in Vienna, Budapest and Brno, and directly shaped Tardieu’s Danubian Plan of 193210. He helped found Coudenhove-Kalergi’s Paneuropean Union1112 and chaired its commission for economic cooperation among the Danubian countries. Coudenhove-Kalergi had originally pursued European unification through politics; by the late 1920s the route had shifted to economics13 — and Hantos was the man writing the specifications.

In 1928 he’d published Europäischer Zollverein und mitteleuropäische Wirtschaftsgemeinschaft1415 — European Customs Union and Central European Economic Community — in Berlin. In the proceedings he explicitly cited the wartime economic agreement between Germany and Austria-Hungary — the first implementation of Julius Wolf's Mitteleuropäischer Wirtschaftsverein16 — as the precedent whose principles 'may nevertheless be relevant to any future economic association'. The 1942 volume’s title was Europäische Wirtschaftsgemeinschaft. Just one word differs: mitteleuropäische becomes europäische. Central European becomes European.

When Hantos presented the paper ‘Europe as an Economic Unity’ at the conference, he was the most qualified person on the continent to do it. He opened by citing Anatole France's 1905 novel On the White Stone17 — a vision of a federated Europe, set on the Capitoline Hill where he was now standing.

His paper set out a four-pillar system for European economic unification:

• Commercial policy: a European customs union reached by gradually abolishing tariffs, with a phased plan setting deadlines by industry and territory.

• Transport policy: a European railway union, a European aviation union, a pan-European telephone cable network, and postal integration beyond what the Universal Postal Union already provided.

• Production policy: European industry organised through international cartels and consortia — not for price-fixing but for rationalisation, division of labour and production stabilisation.

• Currency policy: unification through cooperation of central banks of issue.

He explicitly says this isn’t autarky but the creation of a unified economic field that stands as an equal contracting party against other world economic systems. He suggests regional groupings as the method — Central Europe first, then expanding to include Germany and Italy, then the whole continent. He identifies the Franco-German settlement that the indemnity of 1870–71 and the Versailles reparations had made structurally necessary.

He stated the method explicitly: it must begin in the economic field, 'not because economics is the most important thing, but because it is in the economic field that one will most easily succeed in persuading people that cooperation can be beneficial to all'. Economics first, politics after.

Customs union, monetary coordination, transport integration, industrial organisation, regional groupings expanding outward, the Franco-German relationship as the political precondition — every structural element from the 1942 volume is there.

The 1942 volume didn’t invent the programme. It developed one that Hantos had already specified in a published proceeding. The conference’s own official summary, delivered by Orestano, picked out Hantos’s plan as ‘the most concrete project exhibited at the Conference’ and credited him with the principle that ‘economic agreement must precede and prepare political agreement’ — the exact sequencing the postwar project followed.

Von Franges: the southeastern European chapter

Otto von Franges, a Yugoslav senator and former minister, presented the paper that prefigures the 1942 volume’s southeastern European programme.

He set out the bilateral preferential treaty programme between agricultural southeastern Europe and industrial western and central Europe, naming the countries — Hungary, Romania, Bulgaria and Yugoslavia, with a combined population of 44 million. The mechanism was preferential tariffs through bilateral reciprocal treaties, where agricultural countries get remunerative prices for their products and industrial countries secure wider markets.

He identified the obstacle: the most-favoured-nation clause, which the League of Nations still insisted was the normal regime of international commerce. He also named the precedent for overriding it: the Ottawa Conference of 1932, which abolished the clause’s integral validity for the British Empire18.

Then came the warning: if southeastern Europe can’t export westward on favourable terms, these countries will turn east, develop autarchically and detach from European civilisation.

He went further. A network of complementary economic fields, achieved through bilateral agreements, ‘must necessarily lead to the unified organization of a large, integrated economic field in which Italy and Germany would play the most important role’. He proposed the bilateral treaty network that Schacht would build from 1934 — naming Germany and Italy as the leading powers — as development strategy.

That’s the Woermann-Reithinger programme — requested by a southeastern European representative, a decade before the 1942 volume documented its implementation.

Verrijn Stuart: the monetary chapter

G. M. Verrijn Stuart gave a detailed technical treatment of European monetary reordering. He covered the failure of the restored gold standard, the need for coordinated reflation policy, and the role of the Bank for International Settlements as a central clearing house for gold and foreign exchange reserves. His key proposal: European central banks should concentrate their gold reserves at the BIS and use it as a central foreign exchange clearing house — a ‘Gold-and-Devisen-Pool’ for Europe. He said explicitly that if such a pool had existed during the current crisis, the severe monetary conflicts within the continent wouldn’t have developed.

He went further. Real stability in the value of money couldn’t be achieved if central banks ‘did not want to submit to the guidance of a superior central body, for example the International Bank for Settlements’. National central banks should submit to the BIS as a supranational monetary authority. He concluded with an appeal:

May the peoples therefore be persuaded to renounce their monetary autonomy, currently often misused, and this in the interest of establishing a rational and well-functioning monetary system.

That’s the Maastricht Treaty19 stated in 1932 — national monetary sovereignty surrendered to a supranational institution, justified by the argument that fragmented Europe can’t compete. It’s also the precondition for the entire Keynesian framework: counter-cyclical government spending only works once the gold standard is removed and an international institution coordinates the resulting imbalances between central banks. Verrijn Stuart specified the international monetary architecture. Keynes, four years later, supplied the national-level political legitimacy that depended on it.

Once the economy is politicised through Keynes — once government takes responsibility for employment and growth — the central bank becomes the gatekeeper. Government can only spend what monetary policy allows. The elected authority sets the agenda; the central bank controls whether it can be financed. Verrijn Stuart’s proposal to subordinate national central banks to a supranational body places the constraint above the level any electorate can reach.

This is the monetary coordination chapter of the 1942 volume in embryonic but technically precise form. Benning’s chapter elaborated what Verrijn Stuart had already specified at the same conference, in the same proceedings.

Schacht: the clearing function stated

Hjalmar Schacht — former Reichsbank president and the man who would build the bilateral clearing network from 1934 — spoke in the Ninth Session on the current economic situation

He begins by dismissing the conventional explanations for the collapse of world trade:

We have become so accustomed to blaming the arrest of world trade on high tariffs, import prohibitions, quotas, that I would like for once to draw your attention to how much this tendency toward border closure is conditioned by the impossibility of executing international payments.

Then comes the sentence that links directly to the 1942 volume’s central finding:

However great the commercial obstacles of another nature may be, technique and skill have overcome such obstacles before. But when there is the impossibility of giving or receiving payments for goods bought or sold abroad, technique and skill are of no use.

That’s Clodius page 203 — stated in 1932, before the regime existed. Clodius in the 1942 volume: ‘Neither tariffs nor quotas nor anything else plays a role. The only practical thing, the only weapon for the total steering of trade between peoples, is the regulation of payment traffic’. Schacht diagnoses the problem; Clodius describes the solution. Same argument, ten years apart.

Schacht dismisses all monetary reform proposals — redistribution of gold, devaluation, internal and external currencies, an international currency bank — as irrelevant: ‘You don’t change the temperature of a room by hanging another thermometer inside it’. The problem isn’t monetary, it’s settlement. The central issue is the balancing of the balance of payments — il pareggiamento della bilancia dei pagamenti. He notes that the Bank for International Settlements in Basel, newly founded and assigned to finance new markets in world trade, had done almost nothing to fulfil this function.

The institution Julius Wolf designed was already running in Basel, but Schacht didn’t think it was working. Two years later he’d build the bilateral clearing network that did — settling trade through bookkeeping rather than gold, managing payment flows through the Deutsche Verrechnungskasse, achieving through national infrastructure what the international body had failed to do.

Hans Luther, the sitting Reichsbank president, couldn’t attend but sent written endorsement, expressing hope the conference would help ‘lay, through spiritual understanding, the foundations of a rebirth of the European spirit’ a year before Schacht replaced him.

The political framework

The Fifth Session laid out the political theory.

Rosenberg presented his racially driven four-power framework — Germany, France, Italy and Britain — with clear spheres of expansion and a mutual-security arrangement where any obstacle to one of the four should be treated by the other three as a blow to their own vital interests. The framework echoes Moses Hess, whose 1841 European Triarchy20 proposed Germany, France and England as three civilisational powers, and whose 1862 Rome and Jerusalem21 cast Italy not merely as proof that national-civilisational revival was achievable but as the seat of the universal ethic that would legitimate the entire project.

Rosenberg presented Hess’s framework on the Capitoline Hill in the presence of Mussolini without citing the Jewish socialist who designed it. This was the geopolitical container, and the same speech he cited at Nuremberg in his defence22: ‘In Rome, as early as 1932, I appealed for its preservation and peaceful development’.

But Rosenberg didn’t just present the Triarchy — the conference performed it. Hess had assigned each power a civilisational function. Italy — Rome — provided the universal ethic and moral authority. Britain provided the governance form: how to organise international institutions. Germany provided the technical specification: what those institutions actually governed. France was the pivot between them.

The Volta Conference matched Hess’s assignment. The Italian host provided the ethical stage. The German speakers delivered the clearing-function specification and the four-pillar economic programme. Britain was invited to provide the governance layer — from Woolf’s International Government through Zimmern and the Round Table to the League’s technical committees — but declined at the political level, present only through Einzig at the expert level.

The postwar architecture is what happened when all four functions finally converged. Italian moral authority came through the Treaty of Rome. British governance form came through Woolf’s blueprint, operationalised through the League of Nations, later United Nations. German specification came through the 1942 volume’s content, delivered via the EEC. The French political pivot came through Monnet and Schuman’s Coal and Steel Community23, which unlocked the whole thing.

Hess proposed the Triarchy in 1841 and added Italy in 1862. The 1932 Volta Conference is the moment where all four were invited into the same room.

Sánchez-Albornoz, rector of the University of Madrid, set out the developmental-stages argument. Each stage of economic development produces its matching political form — the domestic economy produced the household, the municipal economy produced the city-state, the national economy produced the nation-state, and the supranational economy now existing as a reality must produce the continental state. If Europe doesn’t create it, it’ll fall into the orbit of America or Russia.

This is the 1942 volume’s developmental-law argument — Funk’s natural law of large economic spaces, Jecht’s historical stages, Hess’s progressive history — stated in 1932. The convergent implementation the body of work documents wasn’t a postwar phenomenon.

Jannaccone supplied the institutional vehicle: the ‘third way’ corporatist state as the characteristic political-social fact of twentieth-century European civilisation. Weyr supplied the legal argument that European unification requires limiting state sovereignty, dismantling economic borders, and recognising that political and economic rapprochement are inseparable.

The American challenge

The American competitive challenge wasn’t a minor thread at the 1932 conference — it was the dominant theme.

The conference’s invitation language framed it as blocs and unions vaster than Europe, challenging Europe’s position on all fronts. Hantos attributed Europe’s decline not to American strength but to European disunity:

… the continual decline of the entire European economy, compared with the position of the United States, must be attributed less to the predominant economic strength of the latter than to the disunity of Europe.

Europe was no longer the centre of a circle but the focus of an ellipse, with the other focus the United States. Einzig argued Europe must reclaim financial leadership from an America whose financial behaviour was inherently destabilising. In five years ending in 1929, American lenders had lent as much as Europe had in many decades before the war — then withdrew it all at once, triggering the Great Depression. ‘America is a nation of extremisms’, he said. Consolidating European financial unity was essential for Europe to regain its position as the world’s banker.

Coppola devoted pages to America as the most dangerous element of Europe’s ‘triple siege’. Sánchez-Albornoz posed the question directly: will Europe be to America what the Hellenistic East was to Rome — an old civilisation absorbed by its vigorous offspring across the sea?

Wolf made this argument in 1904. The 1932 Volta Conference echoed it through multiple speakers across multiple sessions, as did Funk and Reithinger in the 1942 volume. The postwar European project turned it into the democratic-peace rationale from 1950 onward. The structural argument — fragmented European economies lose against continental-scale competitors — doesn’t change across forty-six years.

The ethic changes, the urgency changes, but the argument stays the same.

What the proceedings show

Every domain the 1942 volume covers was being discussed in structural terms, with specific institutional mechanisms, at this single conference a decade earlier:

• Customs union with phased implementation — Hantos

• Monetary coordination through central bank cooperation and BIS clearing — Verrijn Stuart

• Bilateral preferential treaties for southeastern European agricultural-industrial complementarity — von Franges

• Industrial organisation through European cartels — Hantos

• Transport integration — rail, aviation, telecommunications — Hantos

• European financial leadership against American instability — Einzig

• The continental state as the political form corresponding to the continental economy — Sánchez-Albornoz

• The corporatist state as the institutional vehicle — Jannaccone

• Sovereignty limitation and economic unification — Weyr

• The four-power geopolitical framework — Rosenberg

• The consolidation-against-American-scale argument — Hantos, Einzig, Coppola, Sánchez-Albornoz

• Payment settlement as the governing mechanism — tariffs and quotas irrelevant beside the impossibility of executing international payments — Schacht

The conference brought fascists, liberals, nationalists and pan-Europeanists under one roof. Stefan Zweig, who would flee Europe within years24, attended the same sessions as Rosenberg and Göring. Rosenberg and Schacht sat alongside Keynes's letter of regret and Churchill's unanswered invitation. The programme was being developed across political lines, in multiple languages, at an international forum, before the Nazi regime even existed.

Two men on the same programme occupied the two structural positions the body of work identifies as the architecture’s core. Schacht held the mechanism — payment settlement as the governing mechanism, the clearing function as the only instrument that matters. Rosenberg held the ethic — the geopolitical framework, the civilisational justification, the ideological container into which the institutional programme was poured.

Their fates at Nuremberg tell the rest25. Rosenberg was hanged26; Schacht was acquitted27. The Tribunal executed the man who provided the ethic and released the man who built the clearing mechanism28. Karl Blessing, Schacht’s protégé from the Reichsbank Directorate, became president of the Deutsche Bundesbank in 195829. Bernhard Benning, who wrote the 1942 volume’s currency chapter, sat on the Bundesbank council by December 195730.

The ethic of racial supremacy was destroyed, but the mechanism which had supported it continued under new management.

Read alongside the 1942 volume and the postwar institutional record, the Volta Conference proceedings show that the interwar period was, at the institutional level, a contest over who controlled the clearing and settlement system. London held it through the gold standard and the sterling bloc. Schacht’s bilateral clearing network routed it through Berlin. Keynes’s International Clearing Union proposed routing it through an international institution. White’s Bretton Woods plan routed it through Washington and the dollar. Four proposals, four operators, same function.

All four assumed the BIS — Wolf’s design, built by the Allies, running in Basel since 1930 — proved international clearing could be institutionalised. The contest was who’d run the clearinghouse, not whether it should exist.

The ideology behind each operator was different, but the clearing architecture each sought to control was the same.

Conclusion

The conventional narrative frames the European project as a democratic peace initiative born from the ashes of fascism. The 1932 proceedings show the programme existed before the ashes. The war wasn’t the origin — it was the dislocation the architecture required. Funk stated on page 24 of the 1942 volume that the old system of liberal parliamentarism, gold-standard orthodoxy and Anglo-Saxon free trade doctrine wouldn’t dismantle itself.

The institutional genealogy runs through the German central bank. The Allies imposed central bank independence on the Reichsbank under the Dawes Plan in 192431 — a condition of the reparations settlement. This gave Schacht — who called the BIS ‘my bank’32 — the autonomy to build the bilateral clearing network from 1934, routing European settlement through Berlin instead of London. The instrument of Allied control became the means to challenge Allied clearing dominance.

After the war, central bank independence became the Bundesbank’s founding principle under Schacht’s protégé Blessing, then the ECB’s, and eventually the global template. The institutional form the Allies imposed on defeated Germany in 1924 to manage reparations now governs every major central bank in the world.

The conference’s method mattered as much as its content. Every speaker reinforced the same urgency: Europe faces existential competition from continental-scale blocs. Integrate or become irrelevant. The solution was always economic — never political union, never military alliance, never democratic federation. Hantos stated the logic openly: begin in the economic field, because that’s where people can most easily be persuaded that cooperation is beneficial. Customs were the natural entry point — everyone understands tariffs and dislikes paying more — and each step created the technical necessity for the next. A customs union requires coordinated transport. Coordinated transport requires rationalised production. Rationalised production requires a common currency. A common currency requires a central bank. A central bank requires monetary policy set outside democratic oversight.

Nobody votes for continental governance. They vote for cheaper goods and discover, decades later, that the governance arrived with them. Keynes completed the circuit four years later: once government takes responsibility for employment and growth, the central bank controls whether it can be financed. Verrijn Stuart had already detailed that the central bank’s authority would sit above the nation, at the BIS, beyond any electorate. The economy was politicised so that the constraint could be depoliticised.

This reading explains the institutional outcome — why the same architecture survived every regime change: because the central banks drive the process. It does not, however, explain the human catastrophe. The clearing-function layer operates at the level of institutional form; the human catastrophe operates at the level of human experience. The body of work identifies the institutional layer, but doesn’t claim it necessarily explains everything that happened within it.

One detail from the proceedings stands out. The conference’s own Indirizzo stated that ‘the Conference will not adopt any deliberation’. Marconi’s opening speech reinforced this:

Science cannot and must not enter into politics... but it can well furnish to statesmen the scientific material diligently collected and objectively elaborated.

The papers had been pre-printed and distributed to all participants before the conference opened. The conference wasn’t a workshop where ideas were shaped through debate. It was a publication event for finished specifications — consumed as scholarship, insulated from political scrutiny by design.

Fourteen months earlier, Hitler had instructed his inner circle that the economic programme wasn’t to become ‘a subject for propaganda, or even for any sort of discussion, except within the innermost study group’. The academic channel solved both problems at once. Schacht and Rosenberg placed the programme into the international intellectual record in a form that concealed its political function — while the people who'd later implement it were invited to receive it.

Keynes declined. Eight years later he received Funk's plan, called it excellent33, and built the British version.

The institutional specifications — customs union, monetary coordination, clearing architecture, transport integration — were presented as scholarship, not policy proposals. The academic frame insulated the governance programme from political scrutiny. The Science and World Order conference used the same method in 1941. The Science and Ethics report formalised it in 1942: ethics derived from science, making the scientific finding and the moral obligation identical.

The NGFS uses the result today — science generates the ethic, the ethic authorises the standard, and the standard is shielded from democratic revision by claiming it was science rather than politics all along.

Three regimes implemented the architecture the Volta Conference specified. Each filled the ethic slot with different content, but each arrived at the same clearing-function form.

Germany installed it under the ethic of racial supremacy and the Volksgemeinschaft. The mechanism was Schacht’s bilateral clearing network, the Deutsche Verrechnungskasse, and the Reichsbank’s control of payment flows — the system the 1942 volume documented. The ethic was executed at Nuremberg; the mechanism walked free.

The Soviet Union installed it under the ethic of collective duty and the historic mission of the proletariat. The mechanism was state monopoly of foreign trade, centralised clearing through Gosbank, COMECON’s planned division of labour, and the transferable rouble — a clearing unit, not a convertible currency. The ethic collapsed in 1991. The Soviet three-layer architecture — Gosplan, Gosbank and Gossnab: planning, clearing and enforcement — was studied by Greenspan, replicated by McNamara at the Pentagon as the Planning Programming Budgeting System, and merged into Western systems modelling at IIASA from 1972.

Through Fabian gradualism34, the West installed the mechanism first and built the ethic afterwards. The European Payments Union was a multilateral clearing union of the type Keynes had proposed and Schacht had practised bilaterally. The Treaty of Rome delivered the customs union and phased integration Hantos had outlined in 1932. The Bundesbank, led by Schacht’s protégé Blessing, anchored the monetary system.

The initial ethic was thin — Carnegie's peace, the Franco-German settlement that the indemnity of 1870–71 had made structurally necessary, the Universal Declaration of Human Rights, and economic reconstruction. It thickened quickly: peace expanded into health through the WHO, and into economic and cultural cooperation through NATO's Committee of Three in 1956.

Brzezinski identified ecology as the integration frame between East and West in Between Two Ages35 (1970) and co-founded the Trilateral Commission with David Rockefeller three years later.

The sustainability ethic that would eventually replace the peace rationale arrived over seven decades: Science and World Order in 1941, UNESCO in 1945 with Huxley as its first Director-General, ICSU fused with UNESCO as its science arm in 1946 through Needham and Kovda, the IUCN founded at a UNESCO conference in 1948, the UNESCO Biosphere Conference in 1968, the Club of Rome in 1972, the Venice Declaration in 1986, Brundtland in 1987, Küng’s Global Ethic in 1993, the Earth Charter in 2000, the SDGs in 2015.

The Economic Policy Coordination Committee, proposed under four names between 2013 and 2023, supplies the institutional terminus: a coordination body directing where centrally created money flows, conditioned on compliance with criteria the same foundation network defined. The SDGs provide the standards; the EPCC enforces them through monetary allocation. Unlike the racial and collectivist ethics, the sustainability ethic was designed to be global rather than civilisational — and therefore didn't need to be discarded when the project expanded beyond Europe.

The twentieth century wasn’t three failed attempts at different systems. It was one system searching for a durable ethic, discarding the ones that couldn’t scale. The framework was designed at this conference in 1932.

The first two implementations crashed. The third is still running.

The 1942 volume didn’t emerge from nowhere. It came from a decade of elaboration on a programme already fully articulated in structural, institutional and economic terms at the 1932 Volta Conference. The 1932 proceedings are the missing link between Wolf’s 1904 proposals and the 1942 specification — delivered into institutional form by the Treaty of Rome in 195736.

The treaty was even signed in the Palazzo dei Conservatori, on the Capitoline Hill — the same building complex where the conference had opened just short of twenty-five years earlier37.

Records trace the programme’s core ideas to before Hitler came to power, showing it went underground after 1923 and resurfaced in private chats, secret memos, and public speeches that were reported worldwide but never linked together.

The propagandist: 1919–1920

The earliest source is Gottfried Feder. He was a civil engineer who studied in Munich, Charlottenburg, and Zürich — Charlottenburg being the Berlin technical school where economist Julius Wolf taught from 1908 — and he was a member of the Thule Society1. Feder claimed he’d taught himself economics from 1917 onwards.

In June 1919, Hitler went to Feder’s lecture on ‘Brechung der Zinsknechtschaft’2 — breaking the bondage of interest3 — at a Reichswehr political course in Munich. He later called it a revelation in Mein Kampf.

Feder’s programme split capital into productive (schaffendes Kapital) and parasitic (raffendes Kapital)4. Productive capital — investment in industry, farming, infrastructure — was allowed in. Parasitic capital — speculation, interest extraction, monetary manipulation — was kept out. The state had to control money circulation to stop financial middlemen exploiting people.

This split wasn’t new. In Das Kapital5, Marx had spotted two money circuits. C-M-C: a worker sells labour for money, then uses it to buy what they need — commodity to money to commodity. Money serves use-value. The cycle finishes and the worker returns because nothing’s accumulated. M-C-M’: a capitalist starts with money, buys commodities or labour, and sells the output for more. Money serves accumulation. The surplus — the extra on M’ — is stored value the capitalist can use as he pleases.

Feder’s productive capital is Marx’s C-M-C. Feder’s parasitic capital is Marx’s M-C-M’. The moral language changed — Marx called M-C-M’ exploitation, Feder called it racial parasitism — but the structure’s identical: flows serving production are allowed, flows serving autonomous accumulation are blocked. The clearing function checks which circuit a transaction belongs to and settles it conditionally.

What Feder said in heated German in 1919 was Marx’s two-circuit analysis in nationalist language. The standard running through the whole programme — which financial flows pass and which don’t — came from Das Kapital67.

Feder’s manifesto went beyond the evaluative standard — it specified the institutional mechanism too. Section 4 proposed putting the entire monetary system under the state’s central bank, with all private banks, savings banks, and credit unions becoming affiliated branch operations. The state bank would serve as the single gate through which all monetary flows passed — the clearing function made institutional.

The structural parallel with Lenin is striking. In 1917, Lenin described the banking apparatus as nine-tenths of the socialist apparatus and called for nationalising all banks into a single state institution8. Whoever controls the accounting infrastructure controls the economy. Feder reached the same institutional specification from the opposite end of the political spectrum — not through class analysis but through nationalist populism.

Section 9 then stated the principle plainly: ‘money should be nothing other than a voucher for completed labour, and mustn’t be lent a supra-mundane power to grow of itself through interest at the expense of productive labour’.

This, too, came from Marx.

In the Critique of the Gotha Programme9, Marx had suggested replacing money with vouchers based on socially necessary labour time — non-transferable, tied to identity, destroyed when used. The worker gets a certificate for their labour, cashes it at a distribution point, and the certificate is cancelled. No circulation, accumulation, or secondary market. Money stops being a store of value and becomes a conditional, single-use permission to consume. Feder restated the idea without Marx’s framework, but the specification’s the same: money as a voucher for completed labour, measured in work rather than gold, acting as a claim against the system rather than a tool for independent exchange.

The same idea pops up in four completely different contexts over the next twenty-three years. Funk said ‘Work is more solid than gold’ at Leipzig in 193810. Hitler said ‘Die deutsche Arbeitskraft, das ist unser Gold’ — German labour power, that’s our gold — in December 194111. Beisiegel closed his chapter in the 1942 volume with ‘Europas Arbeitskraft ist Europas Kapital’ — Europe’s labour power is Europe’s capital.

One idea, four sources, moving from street-level propaganda to banking-conference language to institutional specification across a single generation. And the specification that began in Marx’s Critique — a non-transferable, expiring, identity-bound, use-restricted voucher redeemable only through system-operated channels — is an exact description of what programmable central bank digital currencies are being designed to do.

Feder wrote the economic content of the NSDAP’s 25-Point Programme12, announced on 24 February 192013. It called for abolition of interest slavery, nationalisation of trusts, and profit-sharing in large enterprises, while keeping state control of financial circulation and maintaining private productive enterprise.

This ‘third way‘ was stated as party platform twenty-two years before the 1942 volume formalised it across every domain of a continental economy. The content came from Marx, the vocabulary from Feder, and the institutional delivery from Schacht. The pattern — content persisting while the carrier is replaced — was defined before the regime even existed14.

The concealment: 1923–1931

Feder’s path is the programme’s path in miniature. He stated the distinction openly in 1919 and it entered the party programme in 1920. Then, under pressure from Germany’s major industrialists — Vögler, Krupp, Flick, Thyssen, Kirdorf — and especially from Hjalmar Schacht, the conventional account says Hitler ‘moved the party away’ from Feder’s economic views.

The turning point was the failed Beer Hall Putsch of November 192315. After nine months in Landsberg prison, Hitler adopted the legality strategy — the party would seek power through elections rather than armed revolution. But this applied to the method of gaining power, not to the economic programme’s content. The programme couldn’t survive electoral politics if stated openly, because it would unite industrialists, landholders, and bankers against the party at precisely the moment the party needed their tolerance, funding, or neutrality. The programme Feder had shouted from podiums in 1919 had to disappear from public view, but it didn’t vanish from private discussion. It moved into the rooms where the inner circle met.

By 1926, the programme had shifted from Feder’s public slogans to Hitler’s private conversations. Goebbels recorded Hitler’s economic vision in his diary on 13 April 192616: ‘His ideal: mixture of collectivism and individualism. Land, what’s on it and beneath it to the people. Production, because creating, individualistically. Concerns, trusts, end production, traffic etc. nationalized’.

The third way — state direction with private initiative kept within the lanes — was stated sixteen years before the 1942 volume, by a second independent witness. But it was stated privately, in conversation, not from a podium.

This section further includes the telling inclusion:

Hitler always demanded of his associates that the economic plans be kept strictly secret because he feared running into the massive resistance of industry if they became known…

Otto Wagener, head of the NSDAP’s Economic Policy Department from January 1931, ran working sessions on economic policy in Hitler’s presence — documented invitations survive in the Bundesarchiv for April and June 193117. Feder and Wagener were rivals in the party’s economic apparatus at this point. Two approaches to the same programme: Feder’s was public, crude, and propagandistic; Wagener’s was private, strategic, and sophisticated. Wagener’s approach won out, and the secrecy instruction explains why.

His memoirs, published as Hitler — Memoirs of a Confidant, record Hitler’s active participation and the decisive instruction from September 193118: ‘This idea’s not to become a subject for propaganda, or even for any sort of discussion, except within the innermost study group. It can only be implemented when we hold political power in our hands’.

Wagener noted his assistant Adrian von Renteln likening money in the economy to blood in the body: ‘just as a healthy person’s blood must match their body size, money must be covered by goods to keep the economy balanced’. That’s Moses Hess’s soziales Blut from 1845 — money as social blood, the economy as organism, the clearing function as circulatory management — restated without attribution.

Hitler understood three things before taking power: the economic programme existed, it had to stay hidden from the constituencies whose support he needed, and its opponents would include not only the political left but ‘all of private industry, particularly heavy industry, as well as the medium and large landholders, and naturally the banks’.

Schacht himself wrote that he’d ‘had to try to steer Hitler away from these destructive conceptions’19. The word try carries weight the conventional account ignores, because the documented record shows that what Schacht steered Hitler away from was stating the programme publicly, not holding it privately.

Historian Rainer Zitelmann, using the same Wagener source and Hitler’s wartime table talks, backs this up. Hitler’s main aim, Zitelmann concludes, was to mix competition with a state-controlled economy — the third way. By July 1942, the same year the volume came out, Hitler called it permanent policy: the economy’s direction had ‘gradually become more controlled by the state’, and ‘even after the war we wouldn’t be able to renounce state control of the economy, because then every interest group would think exclusively of the fulfilment of its wishes’.

The programme wasn’t a wartime emergency. It was the intended peacetime order — confirmed by the man at the top that same year.

The public statements: 1935–1938

Hitler’s public economic speeches and his real vision were deliberately far apart for years. But the programme didn’t stay completely hidden.

On 21 May 1935, Hitler stated the third way publicly in the Reichstag — in the original German, on the parliamentary record20. The key passage: ‘Diese Aufgabe kann aber nur durch eine planmäßig geleitete Wirtschaft gelöst werden. Ein gefährliches Unternehmen, weil jeder Planwirtschaft nur zu leicht die Verbürokratisierung und damit die Erstickung der ewig schöpferischen privaten Einzelinitiative folgt’. This task can only be solved through a systematically directed economy — a dangerous undertaking, because any planned economy too easily leads to bureaucratisation and suffocates the eternally creative private individual initiative.

Then follows that it isn’t communism either, because an economy approaching communism would dull productive energy and worsen rather than improve living standards. The resolution: ‘Wenn wir also trotz solcher Erkenntnisse diesen Weg beschritten haben, dann geschah es unter dem härtesten Zwang der Notwendigkeit’ — if we’ve taken this path despite such insights, it happened under the harshest compulsion of necessity.

And the sentence connecting it to the programme’s deeper logic: ‘Allein es gelang nur dadurch, daß wir hinter diese scheinbar so trockenen wirtschaftlichen Maßnahmen die lebendige Energie der ganze Nation stellten’ — it succeeded only because we placed the living energy of the entire nation behind these seemingly dry economic measures.

The dry economic measures work only because the national ethic drives them.

By August 1936, Hitler was writing the programme’s operational specs himself. His confidential Four-Year Plan memo21 — a declassified primary source — spells out closure domain by domain22: finish fuel production within eighteen months, mass-produce synthetic rubber, push iron output to the limit, and free industrial fats from imports. Each domain was sealed off from external dependency.

The same closure logic fills the 1942 volume chapter by chapter, but here’s Hitler writing it personally six years earlier. The memo opens with the principle running through the entire programme2324: ‘The people don’t live for the economy or for economic or financial theories; on the contrary, finance and economy, economic leaders and theories must all exclusively serve this struggle for self-assertion’.

On 7 March 1938, Funk proposed the clearing function as the foundation for international monetary order at the Leipzig Fair — the New York Times put it on the front page25: ‘It’s by no means an absurd idea to look for a basis of international currency stabilization in a sensible clearing system in which we’ve had the best experience more than anybody else in the world’. Then the sentence containing the entire architectural argument: ‘Such a system, of course, is possible only in a closed economy with money based on government fiat’.

The words ‘of course’ tell you Funk thought this was obvious. Not a controversial claim, just a self-evident engineering requirement. Closure’s a prerequisite for clearing, and clearing’s a prerequisite for governance.

The entire 1942 volume — all nine chapters, every domain-specific closure, all the interlocking seals — is the implementation manual for this single 1938 sentence about the closed economy.

The editorial framework: 1939–1941

The programme was already circulating across Germany’s institutional network before the 1942 conference. Walther Darré’s January 1939 speech at the NSDAP’s Munich economic policy course framed Nazi agricultural market ordering as the trailblazer for a new foreign trade order — Die Marktordnung der nationalsozialistischen Agrarpolitik als Schrittmacher einer neuen Außenhandelsordnung26.

He cast agricultural policy as the leading edge of continental economic architecture eight months before the invasion of Poland. Woermann’s agricultural chapter in the 1942 volume simply recorded what party forums had discussed three years earlier.

In 1940, Funk broadcast the programme as a formal public proposal for a European economic order built on the clearing system27.

Harold Nicolson at the British Ministry of Information forwarded it to Keynes and asked him to discredit it publicly28.

Keynes refused: ‘In my opinion about three quarters of the passages quoted from the German broadcasts would be quite excellent if the name of Great Britain were substituted for Germany... If Funk’s plan is taken at face value, it is excellent and just what we ourselves should be thinking of doing’.

The most prominent economist in the English-speaking world, asked to demolish the Nazi economic programme, came back and said it was excellent.

He then built the British version — the International Clearing Union29 — replacing the Reichsmark with Bancor and Berlin with an international institution.

Publications from 1940 and 1941 — Reichsgedanke und europäische Wirtschaft, Hanse, Downing Street und Deutschlands Lebensraum, Die Grundlagen der zwischenstaatlichen europäischen Wirtschaftsbeziehungen30 — had already prepared the ground.

A footnote on page 16 — easily missed — notes that Hunke’s introduction first appeared in the January 1941 issue of Die Deutsche Volkswirtschaft. The lectures were delivered in 1942, but the editorial framework was in place about a year earlier. The volume wasn’t a collection of independent analyses that happened to converge on the same architecture. Contributors wrote within a frame that was already set.

Hunke’s three principles of Wirtschaftsführung, the solidarity programme, and the invisibility principle were all established before anyone lectured.

The implementation: 1934

When Schacht became Minister of Economics on 2 August 1934, he fired Feder and built the bilateral clearing network3132, the New Plan33, and the exchange controls — the institutional infrastructure that delivered everything Feder’s manifesto had demanded, only without his vocabulary.

The state controlled monetary circulation, productive capital was admitted through managed channels while speculative capital was excluded through exchange controls, and the Reichsbank served as the clearing gate for all international payments.

Feder’s programme was implemented by the very man who’d fired him, using institutional mechanisms Feder had never specified and a technical vocabulary Feder had never used. The content persisted but the carrier was replaced, and the programme outgrew its propagandist as it moved from street-level agitation to banking-conference language.

This method — gradual institutional reform where each step looks like a pragmatic response to present necessity, with the accumulation invisible until the cost of reversal exceeds the cost of continuation — had been theorised thirty-five years earlier by a Marxist revisionist, Eduard Bernstein, in Evolutionary Socialism34, the book that redirected European social democracy from revolution to institutional capture.

Bernstein had spent seven years at S. & L. Rothschild in Berlin watching how the clearing function operates from the inside. Julius Wolf had designed the machinery35, Bernstein had supplied the political method for installing it without revolution, and Schacht — whether he knew or not — was executing both.

The erosion method applied to capitalism itself is documented in the economic record. From 1934, dividends were capped at six per cent with excess profits directed into government bonds, while progressive income tax reached ninety-five per cent at the highest brackets. But the invisible mechanisms did more than taxation. Price controls determined what firms could charge, production quotas determined what they could produce, raw material allocation determined what inputs they could access, wage controls determined what they could pay, investment direction determined where capital went, and labour allocation determined who they could hire.

The owner kept the title deed, but every function it was supposed to confer — deciding what to produce, at what price, for whom, using what inputs, employing which workers — went to the state. Friedrich Pollock, writing from exile in 1941, saw it clearly: ‘Even the mightiest concerns were denied the right to set up new fields of business where the highest profits were expected, or to stop production when it became unprofitable. These rights were transferred entirely to the ruling groups’36.

Private property survived in form but was destroyed in function. The regime never nationalised in the communist sense, keeping the entrepreneurial incentive structure while capturing every decision the entrepreneur was supposed to make.

Günter Reimann’s study of Hitler’s economic method identifies the operating principle3738: Hitler ‘rarely consisted of simply radically removing an institution or organisation but rather of continuing to erode its inner substance until there was virtually nothing left of its original function or original content’.

The Weimar Constitution was never repealed — it was hollowed out. And this hollowing out extended to capitalism itself.

The result was proof of concept. After 1933 Germany had almost no gold reserves, no convertible foreign exchange, and faced international boycotts, so under conventional economics it couldn’t trade or finance industrial recovery. The clearing-function architecture made recovery possible. Schacht’s bilateral clearing agreements settled trade through bookkeeping rather than gold. The Mefo bills created money against productive output39 — Feder’s ‘money as a voucher for completed labour’ implemented through banking mechanisms. The system produced full employment and rapid industrialisation without gold, free markets, or convertible currency.

The economic miracle was the clearing function’s demonstration — proof that the mechanism worked, and every subsequent operator adopted the form for the same reason.

By 1935, Schacht’s bilateral clearing network had grown large enough for the League of Nations to commission a formal enquiry into clearing agreements across its member states40. Italy’s response described the prototype for multilateral settlement — periodic netting of bilateral clearing balances against a gold-dollar anchor — and simultaneously declared full multilateralisation impossible without a central institution willing to absorb the risk.

Three competing bids for who would control the system were already forming: the Tripartite Agreement anchoring to gold held by the Anglo-American bloc, Van Zeeland’s proposal to route it through the BIS under Anglo-French management, and Funk’s counterbid to anchor it to work and route it through Berlin.

The programme wasn’t just a German internal development. It was already reshaping international trade architecture at a scale the League felt compelled to document — while domestically, it remained hidden from the German electorate.

The convergence at the Technische Hochschule

Feder ended his career as Professor for Settlement Policy at the Technische Hochschule Berlin — first as Honorarprofessor from November 1934, then as full professor from 1936. He’d studied there as an engineering student decades earlier.

It was the same institution where Julius Wolf had taught from 1908 until his forced retirement. Wolf died in Berlin in May 1937. The antisemitic economist who’d supplied the evaluative standard became professor at the same institution where the Jewish economist who’d designed the clearing mechanism had just been removed.

There’s no evidence they ever met. But the two origin threads of the 1942 volume’s architecture — what to evaluate and how to evaluate it — converged physically at the TH Berlin before diverging into erasure: Wolf into oblivion, Feder into irrelevance. The regime discarded both men, took their contributions, and credited neither.

Wolf designed the clearing architecture — the international clearing office, the common monetary unit, the permanent bureau, and the standards coordination body with parallel national chapters. His proposals were discussed at the Brussels Monetary Conference of 1892, cited by Eleanor Lansing Dulles in her 1932 history of the BIS41, acknowledged by Schumpeter42, and referenced at the Genoa Conference of 1922, but his work fell into what his biographer described as ‘near-total oblivion’ after the Nazis sold or destroyed his papers.

Feder transmitted the evaluative standard — Marx’s distinction between productive and parasitic capital, the labour theory of monetary value, and the principle that the state must control the clearing function to prevent exploitation. His institutional specification — all banks under the state central bank — paralleled Lenin’s independently. His programme entered the party platform in 1920, went underground after 1923, and resurfaced as institutional practice under Schacht’s management from 1934 onward. Wolf designed the clearing architecture that made it operational. Bernstein theorised the method — gradualism, institutional capture, each step appearing as pragmatic necessity — that made it installable without revolution.

Five sources, one architecture, no credit. Marx supplied the standard. Lenin demonstrated the institutional logic. Feder carried both into the party. Wolf designed the clearing mechanism. Bernstein provided the installation method.

The regime took everything, and erased everyone from history.

What the timeline shows

The programme the 1942 volume laid out has a paper trail stretching back twenty-three years.

• 1919: Feder lays out the evaluative standard openly — productive versus parasitic capital, with the state controlling monetary circulation.

• 1920: The 25-Point Programme folds Feder’s economics into the party platform.

• 1923: The Beer Hall Putsch collapses and the party adopts the legality strategy. The economic programme goes underground.

• 1926: Goebbels jots down Hitler’s economic vision in his diary — the third way, stated privately.

• 1931: Wagener’s working sessions with Hitler produce the secrecy order: ‘This idea’s not to become a subject for propaganda’.

• 1934: Schacht fires Feder and starts implementing the programme through institutions. The clearing network begins.

• 1935: The League of Nations enquires into bilateral clearing agreements; Italy describes the multilateral prototype. Three bids form for control of the system.

The content moves from a revolutionary manifesto through private conversations, secret memos, public speeches, and institutional practice to a full academic specification — yet the core idea never changes. The state directs the economy through a clearing function that checks flows against a standard, while the individual stays free within lanes they didn’t choose. The language shifts from Feder’s heated German to Funk’s banking language and then to the volume’s academic language, but the idea underneath stays exactly the same.

The 1942 volume wasn’t the start of the programme. It was simply the moment the people running it wrote the whole thing down across every domain in a single document. Everything before it was just pieces — a manifesto, a diary entry, a secret memo, a speech, a party programme. The volume’s the complete specification.

And the specification was already up and running. Page 10 of Hunke’s introduction notes that clearing traffic between Berlin and European states was already happening and growing. The Deutsche Verrechnungskasse was already processing payments43, the bilateral treaties were signed, and the exchange controls were in place.

The report didn’t propose new architecture — it simply recorded a system already running and published the dictionary where the terms were defined.

Fifteen years later, the Treaty of Rome1 set up an organisation with the same name.

The 1942 volume laid out administrative instruments — Richtlinien, Directives, from a central body — and they’re the same ones the European Commission uses today. The features described in each chapter match those of the organisation set up in 1957 with eerie levels of precision.

Below is a chapter-by-chapter reading of the full volume, based on the original German document, translated into English for the benefit of the reader. Each chapter spells out features that postwar Europe later adopted.

The vocabulary, institutional form, and administrative instruments are all laid out in considerable operational detail.

Hunke’s introduction: Wirtschaftsführung

Hunke’s introduction traces the discussion back to Alfred Rosenberg’s Europa-Kongreß in Rome in November 19322 and Walther Funk’s official announcement of 25 June 19403, previously covered in the essay on Julius Wolf. Its core is three numbered principles under Wirtschaftsführung — economic leadership.

The first says economic leadership isn’t a temporary emergency measure but the core of a new theory and practice, replacing the autonomous egoism and automatic self-regulation of the Anglo-Saxon doctrine. The second says economic steering isn’t the same as a planned economy — it doesn’t seek to eliminate the individual or have the state run the economy. The third says economic leadership means redirecting the individual’s creative power toward the concerns of the whole, producing a unified economic outlook, setting decisive tasks through political leadership, and letting the state make the final decision in all economic power questions, while leaving the economy otherwise free and self-responsible.

That third principle contains the full operating sequence in compressed form: the [ethic] — reorientation toward the concerns of the whole — authorises the [standard] of a unified economic outlook, which feeds into the [clearing] function of making the final decision in all [settled] economic power questions, while the individual operates freely within parameters set by the leadership.

Replace ‘the state’ with ‘the clearing infrastructure’ and the description fits today’s system without any further change, with the individual remaining free and self-responsible — within conditions set by standards bodies and enforced at the point of settlement.

The three principles describe neither a free market nor a command economy but a ‘third way’ (Trisectoral Network in UN jargon). The left doesn’t see it because it looks like capitalism — private enterprise, profit, entrepreneurial initiative — while the right doesn’t see it because it looks like freedom — self-responsibility, performance, no state administration of the economy. Neither side tends to grasp what’s actually being described: a system where the individual is free within parameters they didn’t set, operating under standards they can’t read, settled through a clearing function they can’t see.

Hunke also sets out a five-point solidarity programme for the continental economic community, including provisions that each national economy’s growth should benefit its trading partners, that economic traffic should prioritise continental Europe, and that the community obliges its members to leave no productive capacities unused. Pages 8–9 reference two predecessors — Werner Daitz and Carlo Scarfoglio — confirming that the conference documented a programme already under implementation through existing institutional channels, rather than proposing one for the first time.

Funk: the economic face of the new Europe

Walther Funk, Reichswirtschaftsminister and President of the Deutsche Reichsbank, wrote the volume’s core chapter. It opens at the Schicksalswende — the fateful turning point — and names two defining features of the new European economy: Gemeinschaftsarbeit und Wirtschaftsfreiheit, or community work and economic freedom.

Pages 18–21 set out Funk’s diagnosis of the British clearing system. Liberal free trade theory promised that each nation would produce what it made most cheaply, buy on the world market at the lowest prices, and harmony would follow. In practice, only England benefited because it held the industrial lead, the largest fleet, and the financial infrastructure. The gold standard, manipulated from England, allowed frictionless payment settlement, so the whole world worked in englischem Solde — on English terms. Then the key passage on page 20: denn für Geld konnte man alles kaufen, insbesondere auch die öffentliche Meinung — for money one could buy everything, including public opinion.

Funk’s argument is a structural diagnosis: the British clearing system — gold standard, settlement infrastructure, commercial network — formed the governance architecture of the liberal order. He proposed to keep the clearing function itself but replace the ethic running through it. The British ethic was individual profit maximised through settlement infrastructure controlled from London. The new ethic was Gemeinschaftsarbeit — community work — run through a continental clearing system controlled from Berlin. Same form, different ethic, different operator.

The system Funk diagnosed had a specific operator. The Rothschild family controlled the Almadén mercury mines in Spain — the world’s largest mercury deposit — through financing arrangements from the 1830s. Mercury was essential to the amalgamation process that refined gold from ore. The family also held the Royal Mint Refinery contract in London, processing the gold that entered the British monetary system. They controlled the input to gold refining, the refining process itself, and the institution that certified the output as monetary gold.

At the 1892 Brussels International Monetary Conference4, Alfred de Rothschild — a former Director of the Bank of England — praised the London Clearing House as approaching ‘perfection’: an institution settling a hundred million pounds weekly without cash or banknotes as an intermediary.

At the same conference, Julius Wolf proposed scaling that exact architecture to the international plane5. On page 19 of the volume that specifies the continental replacement, Funk blames the gold standard for making the world work on English terms — diagnosing the system the Rothschilds operated while proposing to replace its operator, but retain the form. When the gold standard collapsed and the Royal Mint Refinery contract was sold in 1967, the clearing function migrated from gold settlement to managed exchange rates, then to the euro, then to programmable digital settlement. The regime that set out to replace the Rothschild clearing system ended up producing the specification for its next iteration.

Pages 24–25 explicitly invoke Friedrich List and the Zollverein. Before the 1843 customs union, Germany consisted of more than a hundred fragmented economic territories. Nobody today would say German economic power weakened after removing those barriers. Economic unification preceded political unification.

Pages 28–31 describe how it works. Trade between states gets all the advantages of state market steering. The Romanian farmer, Dutch gardener, and Norwegian timber trader don’t need to worry about unsold products. Interstate treaties secure production and sales. Entrepreneurial initiative remains free, but entrepreneurs stay within the lanes of the state economic order and respect the general traffic regulations. The metaphor is roads and traffic rules: the state owns the infrastructure; private individuals do the driving.

Page 30 names the administrative instrument: daß das System der wirtschaftlichen Gemeinschaftsarbeit weitgehend staatlicher Direktiven bedarf — the system of economic community work needs state Directives more than entrepreneurs have been used to. The word is Direktiven. The EU’s primary legislative instrument is the Directive — Richtlinie. The same terminology runs from the volume’s title to the instruments it specifies.

Pages 32–35 trace the evolution from bilateral to multilateral clearing through a zentraler Clearingplatz — a central clearing place. Page 32 frames the system as a harmonious interplay of state and entrepreneurial economic forces — public-private partnership in 1942 language. Payment traffic always needs a minimum of state regulation — Allerdings wird der Zahlungsverkehr stets ein solches Mindestmaß staatlicher Regelung erfahren müssen — to stop uncontrollable international capital movements from disrupting planned steering.

Capital controls are a permanent design principle, not just a wartime emergency.
