There were generally 2 big spanners in the works: 1)Failure to adequately understand and capture the Requirements and 2) Unrealistic scope. Both of these fatal flaws operated under the Law of Unintended Consequences to produce effects at the working level that were insoluble, resulting in asynchronous rework which exacerbated the original problems. This in turn caused the implementation schedule to drag on and turn into a feedback loop with harmonics that could never be solved, resulting in either the death of the project or a radical scaling back into something with no resemblance to the original

I don't understand why the bigger more powerful nations are willing to give up their sovereignty and go along with a system like this where the leaders, elected or not, lose all control.
