I don't totally understand the blockchain, but it seems like that is being presented as a way for people to be able to control or fix mistakes that are made (similar to your example, if a mistake was made in one's contribution to a pandemic, or climate change etc). I don't know if blockchain applies to this article, but I think anything created on a computer can be programmed and subject to algorithms and other outside influence.

I researched DARPA’s role in taking the lead on global One Health from a national security perspective, as well as the Gates Foundation’s role from a global health policy perspective, and I find the motive for such policies and dual-use bioweapons appears to be totalitarian global order.
