Officially, Agenda 21 is framed as a voluntary action plan, a guideline for achieving economic, social, and environmental sustainability - contextually adapted within local setting.
It seems as likely as the sun coming up in the morning that most of these plans are started and beginning to be practiced in blue cities across America. My town of Tucson has some, to me, shady things going on locally that if you don't look deep, you would never notice. They have taken many years to get where they are now and seem to now be in a hurry, maybe that will be the downfall as many of the commoners are now aware they are under attack. In fact, through the American Planning Association in the early 2000's the SMART programs began to be intintroduced into all the colleges curriculums. That NGO has had an enormous effect on our towns. I.C.L.E.I.'s have been coming on strong and have been for the last decade. I am sure everyone has noticed the Cities hiring CODE ENFORCEMENT OFFICERS. This is relating to the CODES & STATUTES that have been issued through these recommendations from the American Planning Association. A United Nations NGO.
